A special investigation team has been instated to probe into the recent abduction and subsequent murder of a businessman in Dimapur, Prasanjit Dhar. Police say leads have been uncovered, but so far the identity of the suspects has yet to be divulged by the police. Dimapur is experiencing a very ‘abnormal’ type of situation, said Superintendent of Police of Dimapur, Liremo Lotha. Central Univ. teachers to strike Dimapur, OCTOBER 20 (MExN): At the call of the Federation of Central Universities Teachers’ Associations (FEDCUTA), teachers of central universities will observe a two-day strike on October 22 and the 23rd, to press for an early decision on the pay revision of university teachers in accordance with the federation’s charter of demands. A note from the federation’s executives stated that the decision was unanimously endorsed by the DUTA extended executive in its meeting on October 17, in which representatives of staff associations of colleges participated. Special Investigation Team formed

CMO responds to Cong allegation

Dimapur, October 20 (MExN): The Congress party’s picking holes in the stance of the DAN government over the anti-Christian violence in India is not taken to, lightly by the NPF. A response was issued today by the press secretary to the chief minister following statements made by the chairman of the NPCC’s media cell R. Paphino, over the chief minister’s statement against the atrocities committed on Christians in the country. The CMO said the public, especially the church, are well aware that the state government and the chief minister have been most vocal against the inhuman atrocities being perpetrated against Christians and Christian institutions. “The chief minister has issued condemnations on three occasions which have been widely published in not just the local Media but also in the national Media. Mr. Rio has written a letter and also personally spoken to the Prime Minister, written to the Orissa Chief Minister, issued condemnations and press statements, apart from urging the Government of India to take immediate steps to protect the lives and properties of Chris-

The CMO also said, the speech delivered by Neiphiu Rio during the International Conference for Dalits and Minorities held in New Delhi in 2007 was “acclaimed” and appreciated by the international Christian community. This was, the rejoinder explained, was “because he was one of the few political leaders who spoke out against the Anti-Conversion Acts being passed by several states, which are directed against the Christians”. With regard to banning any organisation, the CMO said it goes without saying that the ball is in the court of the Congress-led UPA Government at the Centre. “Therefore, it is indeed quite ridiculous that the Congress in Nagaland is calling the state government ‘wolf in sheep’s skin’, when the Christians and minorities of the country are awaiting the steps to be taken by the Centre to ban Hindu extremist organizations like Bajrang Dal, and to protect the interest of innocent Christians” the CMO said. Lok Sabha adjourned over Assam violence New Delhi, October 20 (Agencies): The Lok Sabha was adjourned for the second time Monday as Assam MP S.K. Bwiswmuthiary staged a sit-in protest over the ethnic violence in his state that has claimed 49 lives earlier this month. When Lok Sabha re-assembled at 12 noon, Bwiswmuthiary entered the house holding photographs of the violence in Assam and walked right up to the speaker’s podium. On Friday also, he had protested because the house did not refer to the people killed in clashes in the state. Violence broke out Oct 3 in the four northern Assam districts of Udalguri, Darrang, Baska, and Chirang after clashes between tribal Bodos and Muslim migrant settlers. Four days of ethnic clashes left 49 people dead and more than 100,000 displaced. Bwiswmuthiary said Muslims had insulted the indigenous Bodo religion and that a Bodo woman had been gang raped. The speaker then said he would be allowed to speak after

the initial proceedings of the house are over. When Bwiswmuthiary got the chance to speak, he attacked the Muslim community and detailed the incidents of violence that shook the region. Communist Party of India-Marxist (CPI-M) MPs interrupted him and objected to the words used by him. The speaker then asked him to stop his speech and let the house conduct other proceedings. Bwiswmuthiary then marched to the speaker’s podium again and accused the United Progressive Alliance (UPA) government of being responsible for not checking the violence. He staged a brief sit-in near the podium and there was pandemonium in the house as BJP MPs raised slogans in his support. Left MPs criticised his actions and the speaker warned him that he would be suspended if he continued to protest. The Assam MP was later led to his seat, but as he continued his protests, the speaker adjourned the house at 12.35 p.m. till 4 p.m. The Lok Sabha was earlier ad-

journed till 12 noon after disruptions in the house over the shootout in Jamia Nagar and attacks on north Indians by the Maharashtra Navnirman Sena (MNS) in Mumbai.

During the meeting, the interim body of Dimapur Chamber of Commerce raised four demands to the state government. The demands included deployment of additional 5 NAP (IR) companies in the city, especially in the business areas. Secondly, the body demanded to place barricades every half kilometers within Dimapur. Thirdly, the ‘district administration officials

should assist the police’ from time to time. Fourthly, it stated that an indefinite strike by the business establishments would be launched if any abduction or kidnappings take place in future. The interim body wants the demands to be fulfilled within one month. Kasheto Aye also questioned the police about the manpower, intelligence network and checking at vital points. Others who spoke during the meeting included the ADC of Dimapur, chairperson of the DMC, the general secretary of the interim body of Dimapur Chamber of Commerce, president of the Nagaland Drug Dealers’ Associa-

tion, Officer In-charge of East Police Station, president of the DNSU and representatives of the business community. The other points discussed during the meeting included intensive checking at exit points, deployment of women police, cooperation of citizens, check on the growth of inter-state criminal activities and the need for additional security at Lhomithi colony. Earlier in the day, the business community of Dimapur took out a rally. However, the rally was halted by the intervention of the members of the interim body of Dimapur Chamber of Commerce, near the office of the SP. Most of the shops remained closed on Monday. However, shops will be open from today, informed the president of the interim body.

Cong takes No-Trust fight to Speaker

Dimapur, October 20 (MExN): The Speaker of Nagaland Legislative Assembly is asked by the Opposition Congress to withdraw the notification which refused to recognize the count of ‘cross voting’ of 9 NPF MLAs and disallowed three independent MLAs to exercise ballot in the December 13 No-Confidence Motion. “The recent judgment of the honorable high court in the PIL filed by Shri Yitachu, honorable MLA with regard to imposition of the President’s Rule in Nagaland and the parliamentary practice in Lok Sabha as seen in the recent Trust-Vote, where even our Nagaland honorable MP had voted against the whip issued by the NPF party and his vote counted, it is a clear

vindication of the opposition bench” stated a letter addressed to the Speaker, from CLP chief Chingwang Konyak. The Opposition asserted that “It is now crystal clear that your action was found to be unconstitutional and contrary to parliamentary rules, practice and convention” and “I am constrained to state that the action was highly regrettable”. Asserting to “preserve and protect parliamentary democracy in the state”, the Speaker is requested to withdraw the aforementioned direction as circulated by the secretary of Nagaland Legislative Assembly on 21st August, 2006, with a written assurance that similar direction shall not be issued in future.

‘Where art thou, DAN?

DIMAPUR, OCTOBER 20 (MExN): Seething at the state of affairs on the law and order front, the Nagaland Pradesh Congress Committee today vehemently denounced the perpetrators of the abduction and murder of businessman Prashanjit Dhar. The Congress said abduction for ransom, abductions and intimidation and criminal activities against citizens of Dimapur, especially the business community have now become a daily affair. Yet, the NPCC lamented, the government does not bother about it and lawenforcing agencies are expressing their helplessness.

“If that is the case, to whom public will seek or depend for security and protection. Is not the bounden duty of the government to protect and to safeguard its citizens?” the NPCC queried in a message appended by Nillo Rengma, vice president. Reiterating that the government has completely failed to maintain law and order in the state, the NPCC reminded that this year alone there were 20 cases of abduction but none of the perpetrators have been booked. The Congress has demanded of the government the reason behind not booking a single culprit. Continued on page 3

Orissa opposes CBI probe into nun’s rape NEW DELHI, October 20 (Agencies): The Orissa government on Monday firmly opposed a plea for a probe by the Central Bureau of Investigation (CBI) into the rape of a nun in the state’s strife-torn Kandhamal district allegedly by some Bajrang Dal activists. In an affidavit submitted to the Supreme Court, the state government said: “The investigation of the case by Crime Branch of the state is continuing very diligently and the mater is being monitored at the highest level.” The state government also opposed the demand for Rs.30 million as compensation to rebuild the churches demolished in the sectarian violence in the district between December 2007 and January 2008. “According monetary compensation to any religious institution is against the secular policy of the government of Orissa,” it said. Detailing its ongoing probe into the nun’s rape of August 25, the state government, in its affidavit submitted to a bench of Chief Justice K G Balakrishnan, said: “As regards petitioners’ demands for a CBI probe into the assault and rape of the nun, it is

respectfully submitted that the Crime Branch, which is probing the case, has made substantial progress.

“Eight accused persons have been arrested on the basis of available evidence,” said the affidavit adding

that “the chief minister of Orissa has categorically condemned the heinous crime and has appealed to the vic-

tim to cooperate in further investigation.” It pointed out that the victim lodged a formal criminal complaint only after consulting her lawyer, delaying the process of the registration of case by a good 24 hours after the crime on 1 p.m. August 25. It said that despite her disinclination to make her statement to the police, when she first approached them on August 25 after the crime, the police promptly sent her for medical examination and began the probe. Refusing to pay any compensation to rebuild the demolished churches during the violence, the government said it was ready to give assistance to damaged public institutions like schools, clinics, hospitals and orphanages. The state government filed the affidavit in response to a plea by Cuttack Archbishop Raphel Cheenath, who had earlier moved the apex court seeking Christians’ safety in Kandhamal district, ravaged by antiChristian violence following killings of Hindu spiritual leader Swami Laxmanananda Saraswati and his four associates on August 23.

SREP to be held at Medziphema Dimapur, October 20 (MExN): The Operationalisation of Strategic Research Extension Plan (SREP) for Extension Reform under ATMA for 8 districts will be held at the Sameti Hall, IETC, Medziphema, from October 21 to 23, with Dr. Supong Keitzar, Director of Agriculture as the chief guest. Dimapur, October 20 (MExN): The Tenyimi Students’ Union Dimapur (TSUD) is organising its 3rd General Conference-cum-Freshers’ Day on October 2008. Parliamentary Secretary Chotisu Sazo will be the chief guest. Accordingly, a press release from the office of the TSUD office has informed all its subordinate bodies to submit the merit list of the previous HSLC declared result and admit card (attested) to the union office. It has also informed all interested ‘extravaganza’ participants to submit their items to the union office on or before October 25. Further, the union has informed that the 3rd Union Assembly has been convened for October 21 at 2 pm at the union office. All unit presidents, secretary, subordinate bodies, senior and college representatives are requested to attend the assembly.

AHoDs, HoDs to meet Dimapur, October 20 (MExN): The State Home department has informed that there will be a meeting of the AHoDs and HoDs on October 22 at 1 pm at the conference room of the Nagaland Secretariat, to discuss some agenda. Chief Secretary, Lalhuma, in a circular, has informed that all AHODs and HODs are to attend the meeting in person and not send their representatives.

Wokha’s BRGF scheme discussed Wokha, October 20 (DIPR): The Urban District Level Committee on Backward Region Grant Fund for Wokha held a meeting on October 17 to discuss the BRGF scheme implementation, under the chairmanship of Deputy Commissioner Wokha, A Wopen Lotha, and Chairman, Wokha Town Council, Wopenthun, as the Member Secretary. The committee approved schemes such as footsteps, drainage, community hall, and construction of rostrum at the town playground, construction of scientific slaughterhouse, and repair and renovation of the Town Hall with soundproofing.

‘Newspapers most dominant medium of communication’

Dimapur, October 20 (MExN): A six-day course on ‘Journalism for Social Action’ began at the Salesian College of Higher Education here today, in which 40 of its outgoing students are participating, animated by Fr. Tarcisius Toppo, Director of Bosco Communications, Dimapur. “Newspapers are still popular and dominant medium of communication in the present society, notwithstanding the technological advances in other forms of communication,” opined Fr. Nicholas Guangdiat, Principal of Salesian College of Higher Education, stating the rationale behind the organisation of the course for the fourth consecutive year. The course is aimed at empowering the students in developing their writing skills, which is the result of clear thinking, so as to be a positive influence in the society, he added. NCRCYF celebrates its silver jubilee State launches Rural Youth Kohima, October 20 (MExN): The Nagaland Christian Revival Church Youth Fellowship (NCRCYF) celebrated its silver jubilee from October 10 to 12 last at NCRC, PR Hill, Kohima, under the theme ‘Re-awakening’ with about 1086 official delegates from all over the state. During the celebration, four devotional services were conducted with Rev. Dr. Neikedozo Paphino, Dr. Imchayanger and Rev. Vangpong Phom as speakers. The celebration included a seminar session on ‘Christian relationship: Love and marriage’ with Akok Walling as the resource person, which was followed by a discussion. The celebration also featured a penal discussion on ‘Is lifestyle of NCRC youths compromising too much with worldliness’ with Rev. Neivotso Nyekha and Zapra Chakhesang as panelists, followed by a general discussion and adoption of the outlines on the discussion. The youth were also exhorted by Rev. Rathu Thevuri and Pekruset-

uo Angami and the former youth leaders and members from the parent body also actively participated during the three-days long celebration. The Jubilee flag was unfurled by Rev. Dr. Visielie Angami, after which the former executives lighted the jubilee candles and the Kohima Village CRC youths performed to a colourful opening ceremony with songs and displays. A lively praise and worship was led by Ado and Khriesakuo with 16 members. Four major choirs from the Angami, Ao, Chakhesang and Sumi tribes enthralled the congregation with melodious songs. Pochury and Zeliangrong representatives also presented special songs. In commemoration of the Silver Jubilee, the NCRCYF brought out a souvenir entitled ‘Remission’, which was dedicated and released by Rev. Dr. Shiwoto Assumi. According to a release issued by the NCRCYF president, Kekhriengulie Theunuo, “The NCRCYF witnessed bountiful blessing and

re-commitment of the young people to Jesus during the celebration.” The NCRCYF thanked the hosting church NCRC, PR Hill, Kohima for “taking all pains and making the celebration a grand success,” the choirs, the youth leaders, former executives of the NCRCYF youth and the Kohima town churches who provided accommodation to the delegates, donors and all who participated during the programme. Meanwhile, the NCRCYF has chosen a new team of office bearers for the tenure 2008-2012 by alteration of the usual tenure in view of the forthcoming NCRC Golden Jubilee to be celebrated in 2012: President Kekhriengulie Theunuo, vice presidents Welite Therie and Zulu Sor, general secretary Rebeca Assumi, joint secretaries Keneitso-u Koza and Solomon Pochuri, finance secretary Alemla Jamir, Treasurer Vimedo Keyho, music secretary Vikiho Sumi, and an advisory board comprising of Dr. Chekhwupru Nyekha and Temsu Soyah.

Development Programme

Wokha, October 20 (DIPR): The state government has initiated and launched the Rural Youth Development Programme in order to preserve the cultural heritage and traditional handicrafts, and to generate productive employment in the rural areas. The aims and objectives of the Rural Youth Development programme are: 1. Manufacture of cultural customs and crafts of different materials. 2. Organising of cultural programmes both within and outside the village. 3. Sponsoring of players of the village to participate in games and sports in the sub-divisional, districts, state, regional, national and international level. 4. To finance the students going outside the state for higher education from the village. 5. Offer scholarships to merit students from the village.

New recruits to Jakhama DIC Awareness campaign on armed for fight against HIV Bharat Nirman for Wokha Dimapur, October 20 (MExN): The Nagaland Users Network (NUN), in a bid to tackle the menace of the HIV epidemic among Injecting Drug Users in the Southern Angami Areas, conducted a one-day induction and orientation training for the newly recruited staff of the Jakhama DIC on October 18 at the RRTC Hall, Kripa Foundation Kohima. The training was aimed at imparting capacity and skills to the trainees who will be actively involved in the Targeted Intervention (TI) project supported by the NSACS/NACO. The training started with an introductory session by Ketholelie President NUN, and was followed by an overview of the TI concept in response to the NACP III. Other PowerPoint sessions included harm minimisation,

role and responsibilities of a counsellor, peer counsellor, peer educator and outreach workers. This was followed by a field visit to the Kripa DIC for experience learning. The resource persons were Neitho, Gwabinlo and Ketho. The session also saw attendance by the program manager, accountant and the executive members of both NUN and KUN. Altogether 18 participants attended the said training. NUN President, Ketholelie, in a release congratulated the Kohima Users Network (KUN) for taking up the challenge in forming the first kind of District Level Network (DLN) and also for implementing the various activities in establishing the DIC and its services. It may be noted that the KUN was formed in the month of August ’08 and is affiliated with the Nagaland Users Network.

Wokha, October 20 (DIPR): A Core Committee for the Public Information Campaign comprising of officials from the Press Information Bureau (PIB) Guwahati, Directorate of Field Publicity, Kohima, state government officials and public leaders held a meeting on October 18 at the Tourist Resort, Wokha. The meeting deliberated and discussed on the arrangements for the 3-day public information campaign on Bharat Nirman to be held between October 23 to 25 at Wokha. The meeting resolved to attract mass participation and to make people aware about the programme. It was also decided to organise the campaign in the nearby villages of Wokha town to create public awareness. Among others, Chairman of Kyong Hoho Wokha, Nyanbemo, ex-Chairman Town Council, M Odyuo, DPRO Wokha, K Linyu, CDPO, Eloe Hoho representative, Wokha Town Council members and public leaders attended the meeting.

Echos Commission empowering young people

Dimapur, October 20 (MExN): With the goal stating ‘Stronger and Better Heard’, the Echos Commission on Youth in the Ecumenical Movement (World Council of Churches) are committed to working with the youth. The group consisting of 25 young adults from various continents, churches and organisations assembled in Bangalore from September 28 to October 10 this year, meeting for the second time since its creation. The meeting was hosted by the Student Christian Movement of India and the Ecumenical Christian Centre in Whitefield. “Echos attempted to discern what actions it should take in order to help young adults utilize and develop their wisdom, experiences, and talents in the ecumenical movement,” Tokato K Yeptho (SCMI) with Jec Dan S Borlado (Echos member from Baptist Church of Philippines) stated in a release issued to the media. In local communities around the globe, young people are proclaiming the Good News of Jesus Christ and fulfilling the Great Commission. They are students and theologians, parishioners and pastors, activists and community organisers. The Echos Commission declare themselves representatives of many young co-journers who are daily participating in God’s redemption of the world, and they hope to lift

This violence is deplorable, and we call for just peace that protects the freedom of Christians and all those created in the image of God in a religiously plural nation,” the Commission states, encouraging youth to mobilise for participation in the 2011 International Ecumenical Peace Convocation in Kingston, Jamaica, and contributions to the Declarations for Just Peace. “We respect the cultures of India and have experienced God in this place. As such, we believe that all systems that oppress must be challenged by people of faith. ANCSU tours Pfütsero, Phek DIMAPUR, OCTOBER 20 (MExN): All Nagaland College Students’ Union (ANCSU) undertook an education tour-cum-joint meeting to Pfütsero and Phek Government College on October 16 and 17, 2008. While interacting with the college authorities, the union identified an area of concern in the late declaration of results for Degree students by NU, due to which students were unable to complete the course in time. It was also found that the University had not issued original mark sheets for BA first year due to which the students did not have relevant documents for scholarship. Meanwhile, the Pfütsero College shared optimism that it would be made into a government college as assured by the state government. In addition, Phek Government College pointed out that during 2006 and 2007, 11 lecturers had been cross-transferred in the college and two more were transferred during this academic session. ANCSU stated that this was causing untold difficulties for the students who were being made to suffer without any lecturer in the particular subject for the past one month. With these in mind, ANCSU exhorted the teaching faculty to know their responsibilities while also questioning the sincerity and dedication of some lecturers. The union also reminded both the NU and concerned minister to “seriously examine” the representation submitted by them.

Kohima, October 20 (DIPR): The Nagaland Government has formulated a comprehensive policy for Internet, website and e-mail use, to regulate proper use and to prevent any misuse or loss of data of the state government. The policy is being formulated to encourage government departments and their employees to use email, Internet, departmental websites and other electronic media to conduct businesses of the government and to communicate with other officers within the government and with the public. The policy is also to gather information and to develop expertise in using modern tools

and services with proficiency and to improve responses to public demands. The policy formulated by the department of Information Technology said the intention is to establish a culture of ‘openness, trust, integrity’ and not to impose unnecessary restrictions. “While the modern tools and services have enormous facilitation, they pose great vulnerabilities to the system through inadvertent or deliberate actions by departments or individuals in disclosing classified information in an unauthorized manner or for unlawful activities. There is thus a need to lay down policy framework for the government departments to use these tools

Condemnations over murder Dimapur, October 20 (MExN): The District Congress Committee, Dimapur, while condemning the abduction and subsequent murder of Prasanjit Dhar for ransom, stated that “the injuries inflicted on him before his throat was slit is beyond human perspective and goes to show that those who were involved in this crime were definitely barbaric and beastly with no value for human life.” A press note issued by its general secretary, Timir Choudhury, stated that S I Jamir, MLA of Dimapur II A/C, who is presently out of station, has vehemently condemned the incident over the

Dimapur, October 20 (MExN): The NREGA trainees under the Rural Development Department along with Line Departments, on October 16 undertook a field visit to Chedema Village, under Kohima Block, as part of their NREGA training. The visiting team was led by Dr. V Suresh Babu and Professor P K Nath, as the resource persons. The main purpose of the field visit was to study the implementation of the NREGA programme at the village level by way of making direct contact with the villagers. The village has four Khels and 305 job card holders. PM says India growth may slow due to global turmoil NEW DELHI, October 20 (Reuters): Prime Minister Manmohan Singh said on Monday India must brace for slower economic growth because of the global market turmoil, but the country’s banks were safe and there was no need to fear any collapse. Singh told parliament the government and the Reserve Bank of India (RBI) were monitoring the situation and would ensure that additional liquidity infused into the system translated into actual credit and would take more steps if needed. He said some estimates projected GDP growth to decelerate to 7.5 percent in the current fiscal year to March, with the most pessimistic estimate at 7 percent -- lower than government projections of 8 percent versus 9 percent rise in 2007/08. “We must be prepared for a temporary slowdown in the Indian economy,” Singh said, adding that the global market turmoil would have an

indirect impact on the economy. “The precise impact is difficult to estimate at this point since the depth and duration of the global slowdown remains uncertain.” Pressure on Singh to address the nation had mounted after investor confidence was rattled in recent weeks, with the stock market losing more than half its value this year, the rupee plumbing record lows and as banks grappled with a cash crunch. “Our first concern was to ensure stability of our banking system. Our banks, both in the public sector and in private sector, are financially sound, well capitalised and well regulated,” Singh said. “There should be no fear of a failure of any bank.” Policy makers have taken a slew of measures in recent weeks as foreign capital was pulled out of the stock market and as credit markets seized up as onshore liquidity evaporated in part because banks were wary of lending. NEW DELHI, October 20 (Reuters): Government sought parliamentary approval on Monday for an extra Rs1.06tn ($21.7bn) of expenditure in the year to March 2009, including funds for a farm debt waiver scheme, food and fertiliser subsidies. It said gross additional spending would be Rs2.37tn, of which more than Rs1.3tn would be funded through savings by various ministries. In its supplementary demand, the government said it was seeking Rs388.63bn rupees for fertiliser subsidies and 255 billion rupees for the farm debt waiver scheme.

RBI cuts repo rate by 100 bps to 8%

New Delhi, October 20 (Agencies): In an expected but significant move, the Reserve Bank of India on Monday cut the key short-term lending rate (repo) by 100 basis points or one percent to 8 percent. It is the first time since 2004 that the central bank has reduced the repo rate. The rate cut comes into force with immediate effect and would help boost liquidity in the Indian markets. It will also help lower interest rates and spur consumption to keep the economy ticking. hen at the turn of this century our great grandchildren look back, possibly the annus horribilis, 2008 would be more of a defining point for the 21st century, than 1929 was for the 20th century. It is difficult to predict what world order will emerge from this churning, but for a student of history it is certain that going forward the world would be a different place. While definitely we have not yet come to a eureka moment where one can confidently predict that the Indian economy and the Indian currency would be one of the strongest in the world in the 21st century, there is ground for

guarded optimism. A very strong financial sector; strong fundamentals; a youthful nation and an economy substantially fuelled by internal consumption and capital formation. These are the foundations we are destined to build on. At this critical point, the two things that can trip us are unjustified expectations and short-sighted leadership. I intend focusing on the former today. We must realise there would be short-term issues this year; some of us would be affected more than others. If we anticipate and prepare for some of these issues, we can ride the gusts of wind and not rush headlong into a stampede arising from unfulfilled and unrealistic expectations. What are some of these issues?

The sources and costs of finance would be under stress and long-neglected covenants, dismissed as fine print earlier would receive greater scrutiny and could be leveraged by leaders. Companies would have to test their compliances with financial/ operational targets they had held out for. Industries hit by global recession would face sales slowdown and would have to challenge inventory obsolescence. They would have to revisit plans for augmenting working capital; counter party risks in the form of impacted debtors may surface in balance sheets of entities in the form of receivable write-offs and stretched debtor turnover days. Commodity, fuel and interest cost increases would lead to rise in cost of sales and compress

margins. Due to this, analysts and companies would need to revisit cash flows, forecasts and performances. Resultantly, there would be a consequential impact on impairment of tangibles and intangibles. Due to contraction in demand, idle capacity costs would get charged-off, hence impacting revenues. Suppliers and purchasers may invoke liquidated damages or delayed payment related contractual terms which in the past may have been waived. Further, the impact of maturing derivative contracts on some balance sheets would need to be closely watched. In addition, there could be short-term reduction in margins, profitability, capital expenditure, bonuses, rate in growth of salaries, stagnation in property values and conse-

quent second-hand contraction of demand. That said it is important to realise that there is no reason for panic, while there is cause to be realistic. This year would be quite unlike previous years. Therefore, it would be unfair for investors or the market place to get impatient and measure growth rates or results in comparison with the immediate past periods. The media would also have to factor these expectations and be more subdued in its reporting. We have to set the right tone of our expectations, only then will India be able to stand up and display to the world the resilience, maturity and depth of the Indian market. This has already been displayed by our financial sector and we must follow suit. If we do this, we would have

Hyderabad, October 20 (agencies): The All India State Bank Officers’ Federation (AISBOF) has called for a countrywide indefinite strike starting from Monday. All the officers working in over 14,000 offices of State Bank of India and 80,000-odd associate bank offices will observe indefinite strike with effect from October 20 in order to resolve long pending issues of improvements in pension scheme and implementation of various understandings reached with the federation from 2005, a statement said. AISBOF is also opposing the proposal to merge associate banks with SBI, the statement added. The federation has already served a strike notice to the management on September 5, 2008, it said.

Patil appeals for total sanitation Newmai News Network Guwahati | October 20

President Pratibha Patil on Monday appealed everyone in the country to make effort to fulfill the dream of total sanitation in the country, which is launched by the government of India. Patil made the appeal while giving away the Nirmal Gram Puraskar awards at a function organized in the Assam capital and expressed her happiness due to the presence of large number of panchayat representative and village heads, which, she said, is indicative of the fact that ‘the sanitation campaign has now truly become a peoples’ campaign.’ President Pratibah Patil on Monday awarded the Nirmal Gram Purashkar award to 1059 panchayats of 13 states in the country including 14 Gaon Panchayats in Assam. With this the total sanitation mission is now operational in 590 districts of the country. The total budget outlay for the whole project is Rs 14014.27 crore including the Rs 8823.30 crore Government of India share while the states contributed Rs 3110.64 crore besides the community share of Rs 2080.33. “In 2003, only 40 awards were given and this year the national figure has crossed up to 11,000 reflecting a positive trend in the number of Gram Panchayats, who are achieving full sanitation coverage in

their villages,” said Patil. The President also appealed to the NGOs and other civil society organizations in the northeast region to work in close coordination with the state government to ensure a total impact. Union Rural Development Minister Raghuvansh Prasad Singh who was also present on the occasion said that the government is now focusing to put the northeastern states in fast track so that total sanitation is achieved in the NE states, which are lagging behind in sanitation with regard to other states in the country. “Most of the northeastern states are lagging behind in terms of sanitation. Only Sikkim had implemented the campaign totally,” said Singh while adding that Sikkim bagged the highest Nirmal Gram Purashkar amongst the NE states—37 awards followed by Tripura (30) and Assam (14). “Many studies have pointed out that one of the main reasons for high drop out rates amongst adolescent girls in our country is lack of sanitation facilities at school. Imparting education to the girls is of great importance in making our nation progress. I would call upon the panchayats to focus on this aspect,” said the President. Recalling the vision of Mahatma Gandhi—cleanliness was even more important than freedom, Patil urged the women and children to play the vital role in spreading and implementing the total sanitation campaign.

Prez awards 1,059 villages for sanitation drive

Guwahati, October 20 (UNI): President Pratibha Devisingh Patil today issued a clarion call to implement the ''total cleanliness mission'' in all villages of the country by 2012. Giving away Nirmal Gram Puraskar to the village heads of 1,059 villages of 13 states in the eastern region, she expressed happiness that the rural people were showing interest in the ''total sanitation'' campaign, focussing on points like high dropouts in the school due to lack of sanitation facilities as well as solid waste management. She said the Union Rural Development Ministry had

introduced the Nirmal Gram Puraskar scheme in 2003 as an initiative for the Panchayati Raj Institutions. Last year about 5,000 villages were awarded and this year the number had increased to over 11,140. She urged the nongovernment organisations and the government to work in close cooperation with the people in this direction. The sanitation movement has not been particularly successful in the NorthEast, especially Assam. Sikkim is the top state of the NE region in its implementation. Stating that sanitation was a key issue as nearly 250

crore people in the world lacked toilet facilities, she said the international community, including the United Nations, was taking steps to motivate the people to go in for complete sanitation. The UN had declared 2008 as International Sanitation Year. Recalling that the Centre had launched the ''total sanitation mission'' way back in 1999, she exhorted the people to realise the vision of Mahatma Gandhi who had asserted that ''cleanliness was even more important than freedom.'' She appealed to the women and children to play a yeoman role in imple-

menting the ''total cleanliness campaign'' in their areas of influence. She added that the best way to honour womenfolk would be to provide proper sanitation facilities in homes. ''A strong and healthy family unit would lead to a strong and healthy nation,'' she said. The President expressed concern that for lack of proper sanitation in schools, girls had to sometimes even quit their studies. Also, unhygienic conditions in the villages, including polluted water, gave birth to several diseases. This should be checked urgently, she added.

Free HIV treatment available but undelivered

IMPHAL, October 20 (Agencies): For hundreds of people living with HIV in Manipur who have developed resistance to the first line AntiRetroviral Therapy (ART) the only known treatment that can suppress HIV, news of free second line treatment came as manna from heaven. But the euphoria faded and trauma took over as the state agency set up to deliver the free therapy failed to do so even though the first of the drugs consignments has already arrived in Imphal. While the Manipur Aids Control Society, the nodal agency, scrambles to roll out the therapy, calling a meeting of its Nodal officials on the 24th of this month, the RIMS ART centre, one of the 10 designated across India to administer the second line treatment is yet to be fully conversant with the drug regime. Except for the RIMS Nodal Officer of the ART centre, no one even knew of the arrival of the drugs. The drugs, part of the consignment given by the Clinton Foundation through Naco following its request was reallocated from the Tambram ART centre specifically for RIMS. According to reports Naco has set November as the deadline for rolling out the drugs. But from the way things are turning out it is unlikely that the drugs will be delivered. Inside information say a fourmember committee to look into who deserves to be given second line treatment is yet to be formed. More importantly

there seems to be not enough trained hands to administer the drug regime. Authorities at the RIMS ART centre are citing technical problems, saying that viral load test of the patients need to be taken before the administration and that it cannot be done in Manipur. They also say that it cannot give out the drugs given the lack of directive on the viral load testing from either the Macs or Naco. Sources however say Naco has made arrangement for testing of viral loads for blood samples from Manipur at Delhi centre to which it is connected by daily flight. The Clinton Foundation, it is learnt is also supporting the viral load testing. According to Macs there are nearly 50 people living with HIV who can be given the second line treatment. The Manipur Network of Positive people however gives a higher figure at 150 plus. According to NGOs, there are nearly 4,000 HIV positive people, including children on ART and of these several are already on second line treatment costing Rs 6,050 per month over and above Rs 2,500 for viral load testing every six months. Meena (not her real name) is already on 2nd line treatment and reeling under the financial burden. The news of the announcement by the Union health minister Ramdoss for rolling out free 2nd line ART last World AIDS Day is yet to reach her even as another World AIDS Day is coming around.

Sunday bomb explosion raises questions

Sunday night’s bomb explosion within the ‘tightest security zone’ of Manipur has left many questions to be answered. Even as the government of Manipur is planning to increase the state police force for better security, various questions are being asked. This is certainly seen as a big step of the government to protect the people of the state. However, the common people are left wondering if this will really tighten the security of the state thus making the state a safer place for the people to live. It is worth noting that even as the Manipur Police celebrated its 117th Foundation Day on Sunday, October 19, with the display of hundreds of arms and ammunitions captured and recovered over the past one year from various militant groups operating in the state, a bomb exploded in front of the chief minister’s bungalow at the ‘highly Members of Xatiya Mahila Parishad Jorhta Unit, a sister organisation of Asom Jatiyatabadi Yuva Chatra Pari- secured’ region of Babupara in shad seen here at a protest march demanding total eviction of the “Country Liquor” Centre in Jorhat on Oc- Imphal East on the same night tober 20. such incident that has occuredin the state in the last two months in the ‘highly secured area’ thus making security a matter of high concern in the state. The first incident occurred on September 1, 2008 when the chief minister’s bungalow was attacked with a lethod bomb, the aftermath of which was to raise the security of the area. (This September 1 incident was reportedly the second attack on the chief minister’s bungalow.) However, the explosion of yet another bomb in front of the chief minister’s bungalow on the night of October 19 has once again raised matters of security in the state especially concerning that of ministers and state officials. It is also worth noting here that the chief minister is not the only minister or the official of the state that has fallen as prey to the flaw of security. Earlier Y. Erabot, the Food and Civil Supply (FCS) minister’s house was attacked with explosives on a few occasions, so also was the residence of Loken, the agriculture minister attacked. Even state engineers have been kidnapped and their

residences attacked. And not to forget the innumerable threats that common people have received; thus once again raising questions concerning the general security of the state. All these incidents have occurred in the state despite the fact that the state government has done and is taking all the possible measures to increase the security of the state. Under the central fund for modernization of the state police scheme, Manipur, in the last three years, since December 2004, have recruited 5326 police personnel. This recruitment comprised of 244 sub-inspectors including jamendars, 128 sub-inspectors, 2228 constables in the civil police, Manipur Rifles (MR) and the Indian Reserve Battalion (IRB) personnel. This was done with the view to strengthen the state police force and tighten the security of the state. Moreover, under this scheme the Ministry of Home Affairs (MHA) had issued 7003 arms of different models and bombs of the 2008-09 including 554 vehicles. As per reports, the

state is to receive 98 more vehicles to meet the shortage. Despite all these developments for the state police force, security has become a matter of great concern in the state. It is worth mentioning here that as per reports Manipur has the highest number of militant related problems in the North Eastern state, which continues to be a big challenge to the state police force despite all its efforts. The high number of reported news in the print and electronic media related to militants in the state speaks for itself, be it the militants’ creation or their arrest by security forces. And amidst all these, the state government has once again gone a step ahead in strengthening the security of the state by opening a police commando battalion soon the state. The state cabinet on May 23 at its cabinet session has approved to raise the 8th IRB into a police commando battalion. This comes despite the fact that no clearance has come from the MHA. However, according to reports, the state government has surged ahead with the process.

Prohibition imposed in Imphal Sikkim poised to win gold medal for total sanitation coverage

With crime rates soaring and the question of security becoming a concern in Manipur, the district magistrate of the Imphal West in a press statement on Monday has ordered the imposition of Section 144 of the Code of Criminal Procedure. Section 144 of CrPC prohibits the assembly of 5 (five) or more persons after 5 p.m. which is likely to turn unlawful in the area situated within the Imphal West district. This comes into effect from October 20, 2008 until further notice. The order issued under Section 144 of the Code of Criminal Procedure also prohibits the carrying of sticks, stone, firearms and weapons of any other descriptions or objects which can be used as offensive weapon. A. Ibocha, district magistrate of the Imphal West district in the press release informed

that this prohibition order has been issued in reference to police reports of high possibilities of breach of peace, disturbances of public tranquility and grave danger to human lives and property. While further stating that the prohibition order has been passed to prevent the evil designs of the anti-social elements, the district magistrate added that issuing the prohibition orders is an expedient to prevent any disturbance to the peace and tranquility of the people. This order does not apply to the agencies of the government involved in the enforcement of law and order and the maintenance of essential, added the district magistrate. The magistrate further informed that permission has to be obtained from the magistrate in case of procession for marriage, funeral, religious purposes etc. and no procession would take place until permission was obtained from the district magistrate.

Tripura sounds bird flu alert along Indo-Bangla border Agartala, October 20 (PTI): An alert has been sounded along the porous Indo-Bangla international border in Tripura following reports of bird flu in the neighbouring country, official sources said here today. Sylhet, Srimanagal and Habigunj districts of Bangladesh, bordering Khowai subdivision of West Tripura district and Kamalpur subdivision of Dhalai district, have recently been affected by avian influenza, the sources said. Border Security Force (BSF) was keeping a close vigil along the 856 km-long border to prevent the entry of chicken and poultry in the border markets, the sources said. The state government also alerted all the district administrations and was organising workshops with the employees on disease control, the sources said. An assistant director of animal resource department, posted at Khowai subdivision, Samarendra Das, told reporters that a coordinated effort was needed to stop the spreading of disease.

GUWAHATI, October 20 (UNI): The tiny Himalayan state of Sikkim is all poised to win the prestigious ‘gold medal’ for being the first state in the country with total sanitation coverage. “The state has already filed papers claiming the recognition and a formal declaration is likely during the third South Asian Conference on Sanitation (SACOSAN) in New Delhi in mid-November,” Union Rural Development Minister Raghuvansh Prasad Singh informed here yesterday. It would earn Sikkim the first Nirmal Rashtra Puraskar, with 99 Gram Panchayats that had not won the award at the Gram-level applying en-masse for the recognition. As many as 27 Gram Panchayats had won the Nirmal Gram Puraskar in 2007, with 37 more winning this year, this year’s awards being given away by President Pratibha Patil here today. “The

recognition could have come at today’s function itself, but a delay in submitting the claim due to unavoidable circumstances deferred it,”Anil Ganeriwala, secretary, rural management and Development Department, Sikkim, informed. He added that the verification teams of the Union Ministry would visit Sikkim later this month and the formal award was expected during the SACOSAN. “The state was almost ready to stake claim by mid-August, but incessant rain and landslides led to delay in completion of some projects,” he said. Pointing to the immense challenges that the topography of the hill state presented in reaching remote clusters nestled among hills, Ganeriwala said, “The people and department is in a mission-mode of earning the distinction and we are confident of maintaining it.”

He especially mentioned about the initiatives of Sikkim Chief Minister Pawan Chamling, who generated the political will and ensured that sanitation coverage was the priority issue with all Gram Panchayats. “The state government pumped in double its share to achieve the target it has set for itself,” the Secretary added. India aims at achieving total sanitation by 2012, three years ahead of the United Nations Millennium Goal deadline fixed for nations of the world, with the Nirmal Gram Puraskar introduced in 2005 to encourage the states. The number of Nirmal Gram Puraskar winners has gone up from 38 in 2005 to 760 in 2006 and 4945 in 2007, with 11,140 winners this year. Growing violence in NE worries battered Centre

NEW DELHI, October 20 (Agencies): Factional clashes between Naga groups, upsurge in violence in Assam following the hardline stance taken by Ulfa despite the ceasefire and the recent spate of violence in other parts of the region, have together caused a major concern for the Centre and especially the beleaguered Union home ministry, which is already taking the hit for a series of terror attacks across the country. According to the latest report prepared by the ministry on the security situation in the violence-prone north-eastern states, the three states of Nagaland, Assam and Manipur accounted for 1,330 incidents out of a total of 1,489 in 2007; and 991 out of 1,077 so far during the current year. The security situation in Assam, Manipur and Nagaland together account for over 90 per cent of incidents

of violence in the north-eastern region so far this year, the report said, while it maintained that terrorist violence has come down significantly in Tripura and Meghalaya due to counter-insurgency operations. The report also said that while Arunachal Pradesh continued to suffer from low intensity violence, Mizoram and Sikkim have remained by and large peaceful. The report said that Manipur continued to be affected by militant activities of a large number of outfits divided on ethnic lines. The region has over 200 ethnic groups and much of the violence and volatility in the area stems from its ethnic complexity and perceived feelings of neglect among them. In Assam, which has witnessed 282 incidents till August this year, the outlawed Ulfa and a variety of ethnic groups working as surrogates of major outfits account for majority of

the incidents, it said. About Nagaland, it said there was an “overall improvement” with 244 incidents till August this year compared to 272 in 2007 and 309 in 2006. However, there was a “relative increase” in inter-factional clashes between the two factions of NSCN. In Assam, after a lull following a brief ceasefire with the ULFA in 2006, there was a spurt in violence in 2007 after the leadership of the banned organisation failed to come forward for talks. The report said that intensive operations resulted in large number of arrests, surrenders and killings of militants in action. The Dima Halam Daogah (DHD)-Joel Garlosa faction which indulged in incidents of violence, abduction, killing and extortion in the North Cachar Hills district - made a formal offer to the government for a truce. “This is under examination,” a home

ministry official said. The report said that a number of inter-factional clashes have been reported in the Bodo areas of Assam. In Manipur, it said, the situation was “extremely complex” on account of multiplicity of competing demands of ethnic groups that have been engaging in extortion and violence. Stepped up counter insurgency operations has led to increase in the number of incidents of violence in the state. In Nagaland, factional clashes between NSCN-IM and NSCN-K and extortion by these groups have been reported frequently. The home ministry report said that to deal with the situation in the north-eastern region, 46 India Reserve (IR) battalions have been sanctioned, of which 32 have been raised. Funds for modernisation of state police are also provided to these states for this purpose, it said.

Militant killed in encounter in Manipur Imphal, October 20 (PTI): An unidentified militant was killed in an encounter with a combined team of police commandos and Assam Rifles personnel on Monday in Manipur’s Thoubal district, official sources said. Sources said the security personnel raided Thoubal Khunou area, about 30 Kms south-east in Imphal, after receiving reports that some militants were roaming there. As they stepped up operation, two militants opened fire at the security personnel. In the ensuing encounter a militant was killed while the other escaped, the sources said. One 9 mm pistol with some rounds of ammunition was recovered from the spot. Over 300 persons, including civilians were so far killed in militancy-related incidents in Manipur this year.

The weapon of ideas

I

t is the world of ideas that transforms the world and they act as the bridge between historical forces and the uncertain future. A society, any society that is unable to nurture, nourish and develop ideas invariably finds itself caught in the history of the past, which leads to a state of stagnation that fuels forces of homogeneity and permanence. Consequently, monotony becomes the status quo, and is intolerant to the rich culture and diversity of a society. Ideas and its capacity for imagination is the strength of a peoples’ to exercise the value of its own future. The world of ideas is a scene of endless confrontation and is split between those who use power to maintain the status quo and those who aspire and struggle for change. The question of ideas is at the center of these confrontations and it is through these encounters that the distinct position and roles between reactionary intellectuals and activists becomes more apparent in their conflicting strive for either maintaining the status quo or enabling transformation. While activist persistently criticize immobility, permanence, homogeneity and hegemony the reactionary intellectuals forget their true function and forgo critical thought. Subsequently reactionary intellectuals shrink their ideas into concrete sound bytes, excluding both the past and future, only to focus on the immediate present and are constantly criticizing any and every effort towards change. Activists on the other hand are constantly engaging in self-criticism with critical imagination and their ideas not confined only on the immediate present, and are in fact more future oriented. Invariably, the outcome between the clashes of these ideas is what defines the existential reality. It is ideas that are going to shape the future of the Nagas. At present, public focus is compulsively centered on actions and activities of the past and immediate. But such fixation will only lead inward and prevent any self-criticism and critical imagination. There is a dire need for Nagas to courageously be more open to criticism across all levels of society and to be able to accept criticisms and differences without any personal indignation. Far more important will be the ability of the Naga spirit to shift from a perpetual habit of self-righteousness to self-criticism. Self-criticism is after all the manure for critical imagination. The future of history is calling forth Naga youths of today to nurture, nourish and develop the world of ideas so that the Nagas can confidently and deliberately strive for realization; a realization that allows the possibilities of a creative imagination. Nagas must have the will to be visionary in how we conduct our human affairs and to recognize that in order to move forward, our future depends on our ability to create ideas and to be inventive enough to build an alternative world. Invariably, Nagas must take care not to forget that ideas are weapons which define the journey of a people!

History Will Judge

F

or the past 150 years, most American war presidents -- most notably Lincoln, Wilson and Roosevelt -- have entered (or reentered) office knowing war was looming. Not so George W. Bush. Not so the war on terror. The 9/11 attacks literally came out of the blue. Indeed, the three presidential campaigns between the fall of the Berlin Wall and Sept. 11, 2001, were the most devoid of foreign policy debate of any in the 20th century. The commander-inchief question that dominates our campaigns today was almost nowhere in evidence during our ‘90s holiday from history. When I asked President Bush during an interview Monday to reflect on this oddity, he cast himself back to early 2001, recalling what he expected his presidency would be about: education reform, tax cuts and military transformation from a Cold War structure to a more mobile force adapted to smaller-scale 21stcentury conflict. But a wartime president he became. And that is how history will both remember and judge him. Getting a jump on history, many books have already judged him. The latest by Bob Woodward describes the commander in chief as unusually aloof and detached. A more favorably inclined biographer might have called it equanimity. In the hour I spent with the president (devoted mostly to foreign policy), that equanimity was everywhere in evidence -- not the resignation of a man in the twilight of his presidency but a sense of calm and confidence in eventual historical vindication. It is precisely that quality that allowed him to order the surge in Iraq in the face of intense opposition from the political establishment (of both parties), the foreign policy establishment (led by the feckless Iraq Study Group), the military establishment (as chronicled by Woodward) and public opinion itself. The surge then effected the most dramatic change in the fortunes of an American war since the summer of 1864. That kind of resolve requires internal fortitude. Some have argued that too much reliance on this internal compass is what got us into Iraq in the first place. But Bush was hardly alone in that decision. He had a majority of public opinion, the commentariat and Congress with him. In addition, history has not yet rendered its verdict on the Iraq war. We can say that it turned out to be longer and more costly than expected, surely. But the question remains as to whether the now-likely outcome -- transforming a virulently aggressive enemy state in the heart of the Middle East into a strategic ally in the war on terror -- was worth it. I suspect the ultimate answer will be far more favorable than it is today. When I asked the president about his one unambiguous achievement, keeping us safe for seven years -- about 6 1/2 years longer than anybody thought possible just after Sept. 11 -- he was quick to credit both the soldiers keeping the enemy at bay abroad and the posse of law enforcement and intelligence officials hardening our defenses at home. But he alluded also to some of the measures he had undertaken, including “listening in on the enemy” and “asking hardened killers about their plans.” The CIA has already told us that interrogation of high-value terrorists such as Khalid Sheik Mohammed yielded more valuable intelligence than any other source. In talking about these measures, the president mentioned neither this testimony as to their efficacy nor the campaign of vilification against him that they occasioned. More equanimity still. What the president did note with some pride, however, is that beyond preventing a second attack, he is bequeathing to his successor the kinds of powers and institutions the next president will need to prevent further attack and successfully prosecute the long war. And indeed, he does leave behind a Department of Homeland Security, reorganized intelligence services with newly developed capacities to share information and a revised FISA regime that grants broader and modernized wiretapping authority. In this respect, Bush is much like Truman, who developed the sinews of war for a new era (the Department of Defense, the CIA, the NSA), expanded the powers of the presidency, established a new doctrine for active intervention abroad, and ultimately engaged in a war (Korea) -- also absent an attack on the United States -- that proved highly unpopular. So unpopular that Truman left office disparaged and highly out of favor. History has revised that verdict. I have little doubt that Bush will be the subject of a similar reconsideration.

A Fukuyama moment in finance

inancial markets have swung from the panic of September to something far worse, namely a mad stampede towards the exits even as central banks in Group of Seven (G-7) and elsewhere made a concerted effort to put back the Humpty Dumpty of the global financial system. Textbook financial analysis exists to provide mirth if not outright entertainment in these times, reminding one of Francis Fukuyama and his article on the “end of history” following the collapse of the Soviet Union. Financial markets are famously creatures of habit; what is happening now though represents not so much cyclical behavior as a transitional one. The last time this happened was when the US overtook the fallen imperial superpower (UK) in the decade after World War II. The emergence of a solitary superpower created significant imbalance in the global equilibrium, in turn causing the push for a multi-polar world with additional centers around China, a resurgent Russia as well as a multitude of pretenders including a hardly cohesive group of Islamic countries and regional superpowers such as Brazil and India. Today, the end of history comes in a different form, namely the complete overhaul of the risk-taking mechanism in financial markets. The concept of a risk-free asset which underpins asset allocations and is represented in the books by government bonds is itself in question as governments around the world race to bump up their involvement in the financial sector. My article last week (see Europe’s death by guarantee, Asia Times Online, October 11, 2008) highlighted the downside to European intervention, namely the likelihood of failed government initiatives on the lines of Iceland. In this case, an attempt by the Iceland government to guarantee bank liabilities failed to calm the markets because the amount of such liabilities was seen as excessive for a country of that size. Iceland is hardly the only European sovereign facing this plight though. Presented with deficits in both their finances and their demographic profiles, the countries of Europe appear destined for the trash can; there seems little point in buying their government bonds as exemplars of safety in this environment. Global Warming A ccording to the latest United Nations scientific report, leading scientists around the world agree that man-made greenhouse gases from fossil fuels are causing global warming. Effects are already being seen worldwide. And longterm consequences are devastating, pointing to a darker future each day we fail to act. But if each of us takes action — in our homes, in our communities, and in our nation — there is still time to reduce global warming, pollution and help safeguard our environment for our children, wildlife, and birds. Confronting the greatest environmental crisis in our history will take commitment, dedication, and even sacrifice — but nothing less than the future is at stake.

How does global warming affect birds, other wildlife, and their habitats? All organisms depend on their habitats for food, water, shelter, and opportunities to breed and raise their young ones. Climate changes can affect organisms and their habitats in a myriad of ways. In fact, global warming impacts all life on earth, from individual organisms to populations, species, communities, and ecosystems. It can alter behaviors, population sizes, species distributions, plant and animal communities, and ecosystem functions and stability. How strongly different species will be affected varies, depending on differences in their ecology and life history. Species with small population sizes, restricted ranges, and limited ability to move to different habitat will be most at risk. Similarly, different habitats and ecosystems will be impacted differently, with those in coastal, high-latitude, and high-altitude regions are the most vulnerable of all. Is wildlife already being affected by global warming? There is mounting scientific evidence that global warming is already having profound effects on birds, broader biodiversity, wildlife habitat, and ecosystems. Here are some of the ways that global warming is affecting wildlife:

What are some specific impacts on birds? Fewer than two scenarios of global climate change, there will be major shifts in the ranges and abundances of many of the 150 common bird species in the Eastern United States over the next 100 years or so; 50-52% of species will decrease in abundance by 25% or more, while 37-40% of species will exhibit range reductions of 25% or more. Long-distance migrants may be more vulnerable to global warming than other species. As winter temperatures increased between 1980 and 1992 at Lake Constance in Central Europe, the proportion of long-distance migrant bird species decreased while the number and proportion of residents and short-distance migrants increased. In North America, many of our favorite songbirds are long-distance migrants. Species such as Baltimore Oriole, Barn Swallow, Wood Thrush, and Scarlet Tanager could well be driven from the places where we expect to find them, more ominously, from the habitats to which they are best suited. A 90% decline in Sooty Shearwaters (Puffinus griseus) off the California coast in just seven years (1987 -1994) has been associated with warming of the California Current, which flows from southern British Columbia to Baja California. All of the remaining marshland in the Black water National Wildlife Refuge (an Important Bird Area in Maryland that provides important habitat for many birds, including Black Rail and Salt marsh Sharp-tailed Sparrow, two of Red List species) is expected to disappear within 25 years as a result of both climate change and aquifer extraction. For example, the ranges of many British breeding birds were, on average, more than 11 miles farther north in the period from 1988-91 than they were in the period from 1968-72, according to comparisons derived from breeding bird atlases. Frequency and intensity of pest outbreaks Global warming increases droughts in some areas; and spruce budworm outbreaks frequently follow droughts, perhaps because dry weather increases the stress on host trees or allows more spruce budworm eggs to be laid. Spruce budworms can be lethal to spruce trees, and spruce-fir forests are a very important habitat type in the northern hemisphere for a wide variety of plants and animals. Can global warming cause extinctions? Global warming is already causing extinctions in vulnerable species. Approximately 70 species of harlequin frogs in Central and South America have been driven to extinction by a disease that is linked with global warming. Warmer temperatures cause increased cloud cover that creates ideal conditions for a fungus that kills the frogs. This is only one cautionary example of how global warming disrupts the stability of ecosystems. As it continues, it will cause more extinction. Scientists predict 9-52% of all terrestrial species (1 million plants and animals) will be on an irreversible path to extinction by 2050. (These predictions are based on modeling of the effects of minimum to maximum climate warming impacts on a broad range of species in regions around the world.) The planet's 25 biodiversity "hotspots" are especially vulnerable to climate impacts. These special places provide homes to 44% of the world's plants and 35% of its vertebrates, in less than 1.4% of its land area. A doubling of atmospheric carbon dioxide, which estimates suggest could occur in about 100 years, could lead to extinction of as many as 43% of these areas' endemic species.

"Our voices must reach the ears of the leaders who govern us," says Marina Ponti, describing this year’s campaign by the Global Call to Action Against Poverty (GCAP). Referring to the Stand Up and Take Action campaign, Ponti, the United Nations Millennium Campaign Europe director, says that "standing up is a sign of solidarity. By doing so, we are saying that we cannot remain seated in the face of poverty in the world." The Millennium Development Goals (MDGs) were adopted by the international community in 2000 to set specific targets for reducing poverty and inequality in the world. "Last year, we strengthened the concept by adding ‘Speak Out’, because our voices had to reach the ears of our leaders. Now it is no longer enough to stand up and shout; we have to demonstrate our efforts by means of concrete actions," she added. The number of people who have stood up for each edition of Stand Up has grown every year. In 2006 an estimated 23.5 million people took part in the campaign’s events around the world, setting a Guinness World Record. But last year, the total reached 43.7 million people. This year’s aim is for 67 million people around the world to stand up and call on their governments to put an end to poverty and inequality, in the activities scheduled for Oct. 17 (the International Day for the Eradication of Poverty) through Oct. 19. "We are very optimistic," Ponti told IPS. "Reaching that number of people would be something that governments won’t be able to ignore. It would be proof that people’s consciousness has been raised with respect to this serious problem. I am sure that citizens are much more aware of the problem of poverty than their governments are." Take your temperature Take every step possible to reduce excessive use of home heating and cooling. Try turning up the thermostat in the summer and turning it down a few degrees in the winter. If you have an automated thermostat, program it to adjust temperatures at nighttime. Try installing better insulation throughout the house. Seal up windows, close vents, and clean filters. If you really want to save energy, try to avoid using air conditioning on all but the very hottest days. You'd be amazed at how effective ceiling fans alone can be in making you feel cooler.

Cold facts New refrigerators use about 50% less energy than those made just 10-15 years ago. That's a big deal, considering that refrigerators account for between 10 and 15% of total home energy consumption. The next time you buy a new refrigerator or any major or even minor appliance look for the Energy Star label to be sure you're getting a high efficiency model. In the meantime, keep your refrigerator's thermostat set to the recommended temperature and clean the condenser coil regularly. Water drops You can reduce your energy consumption a lot by using less hot water. Run your dishwasher only when full, and wash clothes in cold or warm water, never hot. They'll get just as clean! When it's time to replace your washing machine, choose a new high-efficiency front-loader. You'll see great savings on water, electricity, and detergent, and you'll discover you can more safely wash delicate items, too. But regardless of how many people make their voices heard this year, it is not clear what the concrete results will be. Ponti admitted that "the situation is especially worrisome in view of the fact that next year Italy will preside over the G8 (the eight most powerful countries). So many cuts in development aid hurts its credibility." The G8 is made up of Britain, Canada, France, Germany, Italy, Japan, Russia and the United States. In Marelli’s view, the attitude of governments towards the question of development aid should not be analysed at a global level, but in terms of each country’s individual commitment and stance. "But Italy has drastically reduced its aid, and projections for the future are bad. Development aid in proportion to GDP will drop from 0.2 to 0.1 percent," he added. In Marelli’s view, "the current economic situation is not sufficient justification to reduce development aid. The government must understand once and for all that investment in the fight against poverty is a safe investment, which supports more rational and orderly economic development." Mahatma Gandhi, ‘Father of Nation’, is being known as the remover of untouchability. The plant ‘Touch Me Not’, otherwise known botanically as Mimosa shrinks when you touch its leaves. Untouchability is present from time immemorial. But Gandhiji’s untouchability was to remove it from a so called high caste person to a so called low caste person. As a matter of fact in old Vedic Period there was no untouchability between the four groups of Hindus. Due to selfishness of Brahmins untouchability came into being and removal of it in present times goes to M.K.Gandhi no doubt. But some of his so called experiments with truth including Sexperiment is not only ridiculous but also debatable. But when my caption of the article is Medical Untouchability, some will wonder what relevance it has got with Mahatma Gandhi?. As the article is about untouchability I started with Gandhi and Botanical Mimosa. However it is a fact in his Ashram in Sabarmati and in Wardha, there were lepers and Gandhiji along with others looking them after including touching them often!. Apart from this I want to relate a small experience (not anecdote), of mine when I was a Primary school student. We had a Muslim teacher whenever a student who belonged to ‘untouchable’, category from Hindu religion, commited a mistake he would not touch him to give punishment, rather he would throw the cane stick in his hand to him in order to give physical punishment!!. The same Muslim teacher was again untouchable to Brahmins amongst his own colleagues. All these introductions and descriptions have got nothing to do with Medical Untouchability except Gandhiji’s touchability to lepers. Many may wonder what I mean to say or propagate – ‘Medical Untouchability’. Medical untouchability started from skin diseases, particularly Leprosy. Even the Holy Bible also mentions in the Old Testament about skin diseases and to keep yourself away from them. I want to relate another incident which took place in no other place than in Nagaland. There was a party hosted by a junior officer at the end of a function. The junior officer had white patches in his hand which we medically term it ‘Leucoderma’. It is a harmless disease confined to the individual suffering from it, and if anybody touches the white patches no harm or spread can take place. But to the utter surprise when the junior officer shook his hand with the senior officer who was the guest of honour, he or she very reluctantly shook hand with him. Maybe afterwards he would have washed the hands with antiseptics. If such an incident can happen in medical fraternity, what can we expect from others? Still there are lots misconceptions and ignorance which causes such type of medical untouchability. I myself is no exception to it. When I had not entered medical college, if by chance a leper touched me I would feel greatly panicky and go on washing the touched part time and again with detergents or antiseptics. My main motive to write about medical untouchability is to make people aware of the present fear and psychosis about HIV infected persons or AIDS patients. Of course in each and every disease, whatever precautionary measures are to be taken, we must adhere to. It will be foolishness if we touch infectious materials without taking precautions. Diseases like AIDS, Leprosy, T.B., or other types of air borne and skin diseases and last but not the least Cancer and Rabies need great precautionary measures. But if I touch a person suffering from AIDS or Leprosy, I will suffer from these diseases is not only injurious to the society but also gives rise to ostracism to the families having such diseases in their families. I will end this article with another true account related to me. In the early part of sixties, my only elder sister was being proposed to get married to an IAS officer whose grandmother was a leper. Alas!, my highly educated and reformer father and poetess mother summarily rejected the proposal! That is how Medical unsociability has worked in my own family. So I would request the society to refrain from such biased and unfounded ideas and seek the real truth, follow led down medical instructions – how to treat or deal which patients including its family in what way. Do not float away in emotions and sentiments and ostracize the families having patients dead or alive suffering from diseases like AIDS and Leprosy. NEWS FILE Four anti-terrorism centers to be set up by government

NEW DELHI, OCTOBER 20 (ANI): The Union Home Ministry has decided to set-up four special Counter Insurgency and Anti-Terrorism (CIAT) training centers each in Assam, Bihar, Chhattisgarh, Jharkhand and Orissa. CIAT centers would provide training to state police personnel in jungle warfare and counter insurgency operations. This will be done at an outlay of Rs 60 crore during the 11th Five Year Plan, according to a senior Home Ministry official. Moreover, the official said four training centers of the Central Para Military Forces (one each in Border Security Force and Central Reserve Police Force and two in SSB) were being upgraded to provide training in counter insurgency and jungle warfare. The Home Ministry felt there was a need for greater investment in the police forces so that they can give greater of security to the citizens and meet their expectations. Recently, serial bomb blasts have rocked the country in Jaipur, Bangalore, Ahmedabad, New Delhi and Tripura disturbing the peace and security of the citizens.

Moon mission a ‘proud moment’ for us, says Sibal NEW DELHI, OCTOBER 20 (PTI): With the countdown beginning today for India’s unmanned moon mission Chandrayaan-1 at Sriharikota spaceport, Science and Technology Minister Kapil Sibal said “it is a proud moment for us”. “The launch of the spacecraft will prove that we can launch satellite to the moon and also prove the capabilities of our engineers,” Sibal told reporters here. “It is a proud moment for us”. Chandrayaan-1 spacecraft is slated to be launched onboard India’s home-grown rocket PSLV-C11 at 0620 hours on Wednesday. The countdown started at 5.20 am today. “After Chandrayaan-I, we hope that Chandrayaan-II will be launched in 2010,” said Sibal. The journey to moon will take five and a half days. In its two-year life span, the satellite would also search for water on the moon.

Delhi, UP report highest number of sexual harassment cases NEW DELHI, OCTOBER 20: Delhi has joined Uttar Pradesh in reporting the largest number of cases of women being sexual harassed at work places. The National Commission for Women (NCW) has 60 cases of sexual harassment at work places in the capital over the last three years, while Uttar Pradesh has registered 77 such cases, the Lok Sabha was informed today. Thirty-six cases of sexual harassment at work places were registered by the NCW in Rajasthan, 21 in Haryana and 20 each in Madhya Pradesh and Maharashtra, Women and Child Development Minister Renuka Chowdhary said in a written reply. The cases were registered over a period of three years from 2006-08. No cases were registered in smaller states like Puducherry, Daman and Diu, Dadra and Nagar Haveli and only one in Chhattisgarh and Goa. The state of Jammu and Kashmir also registered no such cases. Chowdhary said the Government was planning to introduce a bill titled “Sexual Harassment of Women at Workplace, 2006”, drafted by the NCW. “The bill was being introduced after a wide range of consultations,” she added.

NEW DELHI, OCTOBER 20 (AGENCIES): Country’s premier defence research organisation DRDO is facing the attrition problems as 785 defence scientists have resigned in the last three years. The government has offered various incentives for scientists in the Sixth Central Pay Commission (CPC) report, the Lok Sabha was informed today. “A number of incentives were recommended by the CPC, which have been accepted and implemented by the government,” Defence Minister A K Antony said in a written reply to a question on exodus of scientists from DRDO. Incentives to arrest the attrition rate in DRDO include providing career enhancement opportunities to scientists by granting them study leaves, sending them to attend conferences and seminars and long term training courses. “DRDO is providing study leaves to scientists for acquiring higher qualifications like PhDs, Masters Degrees. Scientists are sponsored to go and attend conferences and seminars and for long term courses for research both within and outside the country,” Antony said. The minister added that a lot of stress was being laid upon by DRDO to mentor young scientists along with improving their work environment and social life in DRDO campuses.

Dasmunsi shifted to Apollo from AIIMS NEW DELHI, OCTOBER 20 (AGENCIES): Information and Broadcasting Minister Priya Ranjan Dasmunsi, who was admitted to AIIMS following a severe heart attack, was on Monday shifted to corporate Apollo hospital for further treatment of his neurological condition. “He has been shifted at 10.30 am. His family wanted to shift him for further treatment of his neurological condition. His condition is stable and he needs more neurological care,” AIIMS Medical Superintendent Dr D K Sharma said. The condition of 62year-old Dasmunsi, who has been under treatment at AIIMS for the past eight days, “continues to remain the same. He is stable but still unconscious,” he said. American neurologist Den Henley, who is here to examine Dasmunsi, had earlier an informal discussion about the minister’s health with the multi-discipline team of doctors treating him. “Dr Henley is a neurologist from Johns Hopkins University and he has come to look into the case of Dasmunsi on the recommendation of his family doctor,” P P Singh, APS to the ailing minister, said. The 62-year old minister was admitted to AIIMS following complete left ventricular failure on October 13.

Government official shot dead in Jharkhand RANCHI, OCTOBER 20 (AGENCIES): A government official was killed by unidentified assailants in Palamau district of Jharkhand, police said on Monday. The victim Om Prakash Rai was shot dead at his house Sunday night by three men, who arrived on a bike and asked about his identity. Rai, a resident of Bihar, was hit by three bullets while he was talking to a junior engineer Anand Singh. He was rushed to a hospital where he was declared dead. Rai, an engineer with the Public Health and Engineering Department (PHED), was posted in Husainabad block of Palamau district, around 210 km from here. “We are investigating the case on two angles. Rai could have developed enemies by not favouring contractors in tender and second reason could be denial of payment of extortion money by him,” a police official told IANS over phone. In another development, a Jamshedpur court today issued an arrest warrant against Raj Thackeray for a provocative speech he made in Mumbai in February this year. The Mumbai Police has also confirmed that they have received a non-bailable arrest warrant against the MNS leader, who will be arrested shortly. So far, at least 10 MNS activists have been detained from central suburban Dombivali and Kalyan for disrupting the exam and preventing candidates from appearing the examination. Confirming the development, Thane Commissioner of Police Anil Dhere said, “We have arrested 10 MNS

activists so far from Dombivali and Kalyan under the charges of rioting at the examination centres." When asked about the candidates being attacked at Thane station in wee hours, Dhere denied the reports. Railway officials confirmed that there was no such incident at Thane station, he said. Confirming the attack by MNS activists on the examination centres in Mumbai, central railway PRO S Sharma said, "We have reports of 13 centres mostly in Dombivali and Navi Mumbai been attacked." "Attackers even tried to tear exam papers and hall tickets of some of the candidates at Nerul in Navi Mumbai," Sharma said. Despite the disruption the exam was conducted at total 82 centres in Mumbai with the help of local police, he added. Defending attacks on North Indians, MNS leader Shishir Shinde told reporters that "what is wrong if activists were protesting against the 'inadequate representation' of Marathi candidates in the exam." "Railway officer should understand the meaning of our protest and allow more Marathi candidates for the examination than the outsiders," Shinde said. "MNS activists would meet railway officials soon", he added. Probe into Orissa violence may take 18 months: judge ORISSA, OCTOBER 20 (AGENCIES): A judge probing the August 23 killing of a Vishwa Hindu Parishad (VHP) leader in Kandhamal district of Orissa and the subsequent attacks on Christians that have been going on for months said on Monday the investigations could take one and a half years to complete. SC Mohapatra, a retired judge of the Orissa High Court, was appointed last month by the state government to probe the murder of Swami Laxmanananda Saraswati and four of his aides at Jalespata ashram and the ensuing violence in Kandhamal district. Mohapatra, who is on a four day tour of the district since Saturday, visited Jalespata ashram, met inmates and visited several villages where churches and houses were burnt. He also held discussions with district and administration officials. "The

situation is not grave now," Mohapatra told a TV channel by phone from Kandhamal, some 200 km from here. "I visited several villages and people told me they are prepared to welcome those who want to return. It may take at least one and a half years to complete the probe." At least 36 people, most of them Christians, were killed and thousands of homes burnt in the district during the violence. On Saturday night, a Hindu man was critically injured after some unidentified people opened fire on him in a remote village under Katingia police station in Kandhamal district. The homes of a Hindu and a Christian were torched in G Udayagiri area the same night, police said. Curfew has been lifted since Friday night in many part of Kandhamal as normalcy is gradually returning, barring some isolated incidents.

12 CRPF killed in naxal attack NEW DELHI, OCTOBER 20 (PTI): At least twelve CRPF jawans were today killed in an ambush by suspected naxalites in Bijapur district of Chhattisgarh. One of the attackers was also killed in the exchange of fire that followed, according to CRPF officers here. Jawans belonging to the 170 Battalion of the force who were on a road opening duty were fired upon allegedly by the ultras that left at least 12 personnel dead, they said. The troops, deployed in the area to provide security to Border Roads Organisation (BRO) personnel, retaliated by opening fire killing one of the ultras. Global warming leads tigers to village attacks

KOLKATA, OCTOBER 20 (REUTERS): The number of tiger attacks on people is growing in India's Sundarban islands as habitat loss and dwindling prey caused by climate change drives them to prowl into villages for food, experts said on Monday. Wildlife experts say endangered tigers in the world's largest reserve are turning on humans because rising sea levels and coastal erosion are steadily shrinking the tigers' natural habitat. The Sundarbans, a 26,000 sq km (10,000 sq mile) area of low-lying swamps on India's border with Bangladesh, is dotted with hundreds of small islands criss-crossed by water channels. "In the past six months, seven fishermen were killed in an area called Netidhopani," Pranabes Sanyal of the World Conservation Union said. "Owing to global warming, the fragile Sundarbans lost 28 percent of its habitat in the last 40 years. A part of it is the core tiger reserve area from where their prey migrated." But as sea levels rise, two islands have already disappeared and others are vulnerable. Wildlife experts say the destruction of the mangroves means the tigers' most common prey, such as crocodiles, fish and big crabs, is dwindling. Sundarban villagers pass through tiger territory on boats to fish in the sea, or to collect honey in forest areas. "Villagers are not supposed to enter a number of islands earmarked as tiger territories, but they seldom follow the rules, get attacked and claim compensation," Pradip Shukla, a senior forest department official, told Reuters. Villager Ashutosh Dhali became a

local celebrity after television cameras captured him being attacked in February. "We were trying to catch the tiger perched on a tree of our village with tranquiliser shots," said the 47-year-old villager. "But it flung on me after falling on a net and bit my loins." Once home to 500 tigers in the late 1960s, the Sundarbans may only shelter between 250 and 270 tigers now, wildlife officials say. The Indian Statistical Institute said the number is as low as 75. Most tigers have been wiped out due to poaching and habitat loss. Authorities said a tiger was killed by poachers in the Sundarbans earlier this month, the latest such killing in India. The area is the world's largest mangrove reserve and one of the most unique ecosystems in South Asia, recognised as a UNESCO World Heritage Site. Ullas Karanth, of the Wildlife Conservation Society India, says that the Sundarbans are a poor quality tiger habitat because of low prey densities. "The tendency to seek alternate prey in the form of livestock – and sometimes humans – might be higher in these tigers," Karanth said. As sea levels rise, mangroves have been overexposed to salt water. Many plants have lost their red and green colours and are more like bare twigs, exposing tigers to poachers who hunt them for their skin and bones. There were about 40,000 tigers in India a century ago. A government census report published this year says the tiger population has fallen to 1,411, down from 3,642 in 2002, largely due to dwindling habitat and poaching.

Brazil keen on NHRC help on capacity building

NEW DELHI, OCTOBER 20 (PTI): Impressed by the functioning of National Human Rights Commission (NHRC), Brazil has suggested training of its officials by the Indian rights body and said it could help in developing bilateral cooperation between the two countries in the area of human rights. The Latin American country is also banking upon the NHRC for capacity building in the area and has expressed keenness in the training programmes con-

ducted by the rights body. A fourmember Brazil delegation led by Minister for Human Rights Paulo Vannuchi met NHRC members and senior officials last week to get a first hand experience of the working of the Commission. During the meeting, NHRC officials said, Vannuchi has said the two countries have "similar problems and challenges" and it would be "really helpful to establish some kind of relation" on handling human rights issues as well. The delegation was full of

praise for the training programme of the NHRC on handling human rights issues, they said. Vannuchi was of the view that training of representatives from Brazil by NHRC could be one of the ways to develop bilateral cooperation between the two countries in the area of human rights, the officials said. NHRC member Justice G P Mathur said the Commission has offered all possible help to Brazil on establishing a relationship with the Latin American country with regard to human rights issues.

CHICAGO, OCTOBER 20 (AFP): Barack Obama aims to put another dent in John McCain's comeback hopes on Monday, with a doublebill rally in Florida with exfoe Hillary Clinton that will kick off a frenetic final fortnight in the White House race. Livni gets more time to form government

JERUSALEM, OCTOBER 20 (REUTERS): Tzipi Livni will have another two weeks to try to form a government and become Israel's prime minister after receiving Monday an extension to an original 28-day presidential mandate to put together a coalition. Foreign Minister Livni, elected leader of the centrist Kadima party last month, would take over as prime minister from Ehud Olmert, who resigned in a corruption scandal but remains in office until a new government is established. At a meeting with President Shimon Peres, Livni requested and received an additional 14 days to try to finalise a governing coalition, a spokesman for Peres said. From the outset, commentators had expected Livni would need a full six weeks to negotiate coalition deals. "Yes, you need more time ... I am ready to help," Peres told Livni, who said at his

office that she would "bring a government to life" to deal with the current period of economic instability. "We can reach decisions and wrap things up," Livni said. The question remains whether Livni, who has already won preliminary agreement from Defence Minister Ehud Barak's Labour Party to join a government under her leadership, can persuade the ultraOrthodox Shas party to sign up. With Labour in her corner, Livni would control 48 of the 120 seats in parliament. Shas's membership would boost that number to 60, a wafer-thin coalition but enough to block the opposition from toppling her government in no-confidence votes. Winning the support of smaller factions, such as the Pensioners party, with seven lawmakers, and left-wing Meretz, with five, would give Livni a stronger mandate to pursue policies that

include peacemaking with the Palestinians. Shas, which has long billed itself as a party that represents Israel's poor, has been demanding increased government spending of about 1 billion shekels ($270 million) on social welfare as a price for joining a Livni-led coalition. Iran criticises UN "injustice" TEHRAN, OCTOBER 20 (REUTERS): Iran blamed on Monday a "blatant injustice" for its failure last week to win a seat on the U.N. Security Council, which has imposed sanctions on Tehran over its nuclear activities, but suggested it would try again. Foreign Ministry spokesman Hassan Qashqavi accused Japan of monopolizing the Asian seat on the 15-seat Council, after Tokyo overwhelmingly defeated Tehran in a U.N. assembly vote on Friday for the right to sit on the council for two years. Japan has held a council seat several times since Iran last served its turn in 1956, when the U.S.-backed Shah, later ousted in a 1979 Islamic revolution, ruled the Middle Eastern country. "I think that this is blatant injustice ... We will continue to try to establish justice in this part of the United Nations organisation," Qashqavi told reporters. "We don't see any logical reason for monopolizing this seat in the Security Council." The Security Council is the powerhouse of the United Nations with the ability to impose sanctions and dispatch peacekeepers. It has five permanent members, with veto power, and 10 nonpermanent members. It has slapped three sets of sanctions on Iran over its refusal to halt sensitive nuclear work. ‘Better water, sanitation keys to easing poverty’ OSLO, OCTOBER 20 (REUTERS): Providing clean water and toilets in developing nations is the quickest way to eradicate poverty and improve health worldwide, a study by the U.N. University said on Sunday. Installing drinking water and sanitation would pay for itself by saving cash spent on treating diseases, would raise productivity lost to illness and create jobs, it said. More than 900 million people of about 6.7 billion on the planet lack access to safe drinking water and 2.5 billion live without proper sanitation, it said. Rising populations and climate change could aggravate stress on water supplies. "Simply installing toilets where needed throughout the world and ensuring safe water supplies would do more to end crippling poverty and improve world health than any other measure," the University said in a statement. Founded in 1973, the U.N. University conducts research into global problems that are of concern to the United Nations and its agencies. In 2002, the total number of deaths attributed to poor water, sanitation and hygiene was over

3.5 million, it said. About 94 percent of cases of diarrhoea, which kills more than 1.4 million children a year, are preventable. Simply building latrines in rural areas can help. "There are a lot of community-based solutions that can create jobs," said Zafar Adeel, head of the U.N. Estimates of the extra annual investments needed in water and sanitation ranged from about $12 to $25 billion, he told Reuters. He said $12 billion was comparable to amounts spent on pet food in North America. And returns in terms of better health and productivity would be perhaps nine times the investments. Adeel predicted that the global financial crunch could dry up aid budgets, at least for a couple of years. Halving the proportion of people living in the most extreme poverty by 2015 is the top goal of governments under the Millennium Development Goals. Governments also have targets to improve water supplies and sanitation.

JERUSALEM, OCTOBER 20 (REUTERS): A photograph of Pope Benedict emblazoned with a superimposed Nazi swastika appeared on Monday on an Israeli website run by self-proclaimed supporters of the governing Kadima party. It was later removed, and replaced with a picture of a smiling Benedict overlooking a crowd-filled St. Peter's Square in the Vatican, after what "the Yalla Kadima" site said was a request from Kadima's leader, Foreign Minister Tzipi Livni. "Tzipi Livni strongly condemns this and we are working to remove this shameful picture. We strongly oppose this. It doesn't represent Kadima," spokeman Amir Goldstein said shortly before the photo was changed. It was the latest twist in a controversy over whether the

German-born Pope should promote the sainthood of his Nazi-era predecessor Pius XII. Pius, who reigned from 1939 to 1958, has been accused by some Jews of turning a blind eye to the Holocaust during World War II, a charge his supporters and the Vatican deny. "Yalla Kadima," which describes itself as a portal for "activists and supporters" of the Kadima party, had carried the swastika-emblazoned photo of Benedict alongside an article on the sainthood controversy. MOHALI, OCTOBER 20 (AFP): Australia were staring at defeat after losing their top five batsmen for just 10 runs on the fourth day of the second Test against India here on Monday. Chasing a daunting victory target of 516 after the Indians declared their second innings at 314-3, Australia were reeling at 141-5 at stumps on a benign pitch at the Punjab Cricket Association. Michael Clarke however defied the Indian attack and was on 42 with six fours at close along with Brad Haddin (37), the duo having put on 83 runs for the sixth-wicket stand. Off-spinner Harbhajan Singh, 28, started the Australian rot, sending back openers Matthew Hayden (29) and Simon Katich (20) in his sensational opening over before removing Michael Hussey (one) for his 299th Test scalp. Gambhir, playing his 19th test, broke through with 104, helping to put India in a commanding position at the end of the fourth day. "It was always playing on my mind," Gambhir said. "Everyone else around me was talking about me getting 70s and 60s. Today I was thinking in the present and trying to think about each ball. It's just happened." Before this innings, Gambhir had reached triple figures only once - against Bangladesh in 2004 - in four years as a test player. He had scored seven fifties. NAGA BOYS CLUB, Nagaland has successfully conducted a free football coaching camp at Jalukie from October 14 to 20 under the theme “Football for peace.� Around 80 participants turned up at the camp. Talking to The Morung Express, Roko Angami, president, Naga Boys Club said that he located several talented youth during the camp. He, however, lamented that they were deprived of proper coaching and exposure. Provided the opportunity, they will excel in football, he added. DIMAPUR, OCTOBER 20 (MExN): Mudove Kezo came out as the champion of the 5th Open Chess Championship, organised by the Phek District Chess Association (PDCA), which was held at Phek town on October 18 last. Adu Vero, Chichopa and Teisovikolie Therie were placed in the 2nd, 3rd and 4th positions respectively. The winners were awarded with Rs. 5, 000, Rs. 3, 000, Rs. 2, 000 and Rs. 1, 000 respectively. The championship was declared open by the ADC (Planning) of Zunheboto while the Deputy Commissioner of Phek gave away the prizes. The event is organized by Dimapur District Volleyball Association. Meanwhile, the Nagaland Volleyball Association (NVA) greeted the entire volley enthusiasts to avail the opportunity by witnessing the games as there will be no entry fees for the spectators stated in a release sent by its general secretary, C.
