Amalgamations Update Since the Autumn edition of Mosman Now, the NSW Government has pushed ahead with its local government reform agenda, announcing on 12 May the establishment of 19 new councils, effective immediately. These councils are the result of a series of local government mergers and boundary adjustments in both the Sydney metropolitan area and regional NSW. Mosman Council successfully avoided being one of the merged councils announced on 12 May, however it does fall within the 'pending' category applied to councils with legal action in train. Pending the outcome of this legal action, the Minister has voiced his in principle support for Mosman's amalgamation with North Sydney and Willoughby. The NSW Government has established a new website www.strongercouncils.nsw.gov.au which details all newly established councils, as well as councils where merger decisions are pending and where merger proposals are not proceeding. The site also contains the reports of the Delegates and the Boundaries Commission that have been prepared in relation to the numerous merger proposals considered over recent months, as well as Public Inquiry transcripts and public submissions on the various proposals. Council has called into question several aspects of the Government's merger proposal process though proceedings in the NSW Land and Environment Court. Hearings commenced on 30 May and were concluded on 4 July, with judgment unlikely before end July or early August. Community action against the proposed amalgamation of Mosman has remained strong and Council thanks the many locals who have continued to voice their support for Mosman's independence. Further developments in relation to this significant issue for Mosman will continue to be communicated via Council's website.

Smart sensors improve parking

Mosman Council is seeking volunteers for its newly launched HarbourCare program which helps monitor and reduce rubbish entering our waterways and oceans. Council will provide participants with personal protective equipment (PPE) and assistance with rubbish collection, if required, as they collect rubbish from Mosman's foreshores. The data recorded by volunteers is reported back to Council to inform education programs and campaigns to reduce reliance on single use plastics and to help resolve a global problem at a local level. Volunteers can participate while going about their regular walking or beach-going activities by collecting on a daily, weekly, monthly or more sporadic basis. Businesses urged to donate food waste Business owners are being asked to donate quality excess food to charity OzHarvest which redistributes food to more than 800 charities, providing much needed assistance to vulnerable men, women and children across Sydney. Council, in partnership with OzHarvest, the Shore Regional Organisation of Councils and the Environment Protection Authority manage a dedicated van which collects excess food from participating Mosman businesses. This assists businesses reuse their waste that would otherwise go to landfill. Participating businesses receive a shopfront window sticker to highlight their commitment to the project, giving customers an opportunity to easily identify participants in this socially responsible project. Food businesses such as Harris Farm, Chargrill Charlie's Mosman, Ritchies IGA Spit Junction and IGA Mosman are already participating in the scheme. Changes to Boat Trailer Parking The NSW Government has implemented recent changes to the Impounding Act 1993 to include the Impounding Amendment (Unattended Boat Trailers) Act 2015, which will provide NSW Councils with more power to impound unmoved boat trailers after 28 days. Mosman Council has resolved that all streets within the Mosman Local Government Area will be subject to this new legislation, with the relevant changes to the Impounding Act 1993 coming into effect and enforceable from 1 October 2016.

Real-time parking information is now being displayed on smart signage that taps into new parking bay sensors around Mosman to help motorists find a parking space quickly and conveniently. The data captured through the sensors feeds into intelligent traffic signs at car parks, showing availability in the motorist's desired location. Inside car parks, overhead green and red lights indicate available parking spaces. The data will also feed into a new parking guidance app SmartApp, scheduled to go live in August, which will give motorists remote access to parking availability across the area. Deployment of the new parking technologies includes in-ground sensors in Military Road and surrounding streets, as well as signage and overhead guidance indicators at Bridgepoint, Vista Street, Mosman Square and Raglan Street East and West car parks.

Mosman goes Plastic Free for July Mosman Council is taking part in 'Plastic Free' July to highlight the environmental impacts of single-use plastics by encouraging businesses and residents to avoid using plastic bags, straws and take-away cups. Plastic Free July participants pledge to reduce use of the items that so frequently end up as litter in waterways. Volunteers will be handing out canvas bags in Bridgepoint and other busy shopping areas throughout the month, and Council Staff are taking part by switching to reusable bags, reusable coffee cups and 100% bio-degradable bamboo toothbrushes. Council's Before and After School Care and Youth Centre are now recycling all disposable gloves. Children and young people are taking part by collecting plastic waste during July to understand how much single-use plastic they use and the available alternatives. Council has also worked with local businesses to create Plastic Free July pledges that encourage shop owners to rethink their use of plastic bags, with several pharmacies and local childcare centres making changes to reduce plastic pollution. Young artists find the right path

Mosman Council has again recorded strong results in its latest biennial Community Survey, with improvements in community satisfaction recorded across key result areas. The survey results also show that Mosman rates above the benchmark for overall community satisfaction when compared with other councils in NSW. Key findings from the 2016 survey, conducted by independent market researchers in late April, include: § Satisfaction with Mosman Council's overall performance has improved with each biennial survey since 2012 § Satisfaction with the overall performance of both councillors and council staff has also progressively increased since 2012 § Residents' perception of the 'value for money' delivered by council services has also continued to climb The issues most commonly quoted by survey respondents for attention over the next 5–10 years include council amalgamations (32%), traffic (28%), development (10%), lack of infrastructure (9%) and parking (5%). The survey also sought information on community needs and aspirations, social connectedness and quality of life and found community pride and connectedness results are healthy. Community safety has rated particularly highly, while scores for other social capital indicators such as friendly neighbourhoods, socialising in the local area and feelings of community belonging have remained steady since 2014. The aspects of living in Mosman most valued by residents are the beautiful natural environment (27%), community feel (25%), convenient/proximity to amenities (18%), ambient/peaceful atmosphere (14%) and beaches (10%).

A special event is being held at Mosman Art Gallery to help young artists navigate their way towards a career in the visual arts. Talented young artist Natasha Walsh, winner of the 2015 Mosman Art Prize – Emerging Artist Award, will be one of the speakers at this month's Pathways to a Creative Future Forum. Other speakers will provide tips on how to get experience, find the right tertiary course and explore new avenues for creative careers. Experts from key arts institutions, including representatives from AGNSW, MCA, National Art School and UTS, will also be involved. Pathways to a Creative Future Forum is on Sunday 31 July from 2–4pm. Mosman Art Prize The Mosman Art Prize is an annual, acquisitive award for painting sponsored by Mosman Council. The 2016 exhibition will run from 20 August until 25 September. Mosman Youth give to the community

The installation of a new accessible lift at the Mosman Square Seniors Centre is enabling more local seniors to access the popular facility. The upgrade was made possible through funding from the Commonwealth Department of Infrastructure and Regional Development's Stronger Communities Programme and was supported by Warringah MP The Hon Tony Abbott through the Warringah Consultation Committee. Mr Abbott and Mosman Mayor Peter Abelson put the lift through its paces while attending the centre's Guringai Festival lunch last month. Council received further funding through the program which has assisted with the purchase of new chairs for the Mosman Art Gallery.

Mosman Youth volunteers have been acknowledged for contributing 2,200 hours of their time to the local community at a recent awards evening. More than 55 young people have volunteered their talent and passion by staging live music events for their peers, advocating for environmental sustainability and providing a platform for the youth voice. Taking time out from their preparations for Plastic Free July and October's Mental Health month, the volunteers' hard work and commitment were acknowledged at last month's Youth Volunteers Recognition Ceremony. Recipients of Youth Volunteering awards included volunteers who received a grant from Indent Music NSW for the third consecutive year, and NEST volunteers who have partnered with OZHarvest for the latest NEST program which focuses on food nutrition and peerto-peer education. Highlights of the day include the Zoomobile and Responsible Pet Care demonstration by Taronga Zoo, Australian Wildlife display and interactive animal shows, DOGA–Yoga with your dog by Rancan Sisters Fitness, performances by Dancing Dogs R Us, Bark Busters Training presentation, plus many colourful stalls and fun activities for children. Creative Wellness at the Care Café Wednesday 7 September, 10am–12pm Harnett Room, Civic Centre Mosman Care Café is presenting a special event for those caring for someone with dementia. Learn how to better cope with stress and see how art can be used to improve wellbeing for both yourself and the person you are caring for. Receive a free ‘Keep Creating at Home’ kit to take away! The Mosman Rider winter timetable is active with the bus operating 9am–1pm and 2pm–4pm daily until 30 September.
