NEWSLETTER Mosman Junction upgrade Outdoor dining and pedestrian access through Mosman Junction will soon be enhanced with construction works for a streetscape upgrade of the area beginning this month. The works will include landscaping and the installation of additional lighting and outdoor furniture to promote outdoor dining along with new pedestrian crossings on Middle Head and Bradleys Head Roads and Prince Albert Street. The project follows community requests for additional outdoor and evening dining opportunities. Works will be undertaken in five stages to reduce the impact to residents, businesses and road users as temporary street and footpath closures will be required. See inside for further information.

MOSPLAN and merrychristmas Budget on Exhibition Draft versions of Council's latest 10 year Community Strategic Plan, three year Delivery Program and 201819 Operational Plan and Budget (collectively known as MOSPLAN) will be on public exhibition for one month from Friday 6 April. Council's draft Fees and Charges for 2018-19 will also be available for review as part of the suite of documents on exhibition. Community comments are welcomed until Sunday 6 May 2018. All documents will be available for review at the Mosman Civic Centre and Barry O'Keefe Library, Mosman as well as on Council's website. The latest MOSPLAN includes a refreshed Vision for Mosman, together with seven Strategic Directions that will guide Council in delivering services and facilities in coming years. MOSPLAN reflects community engagement that has taken place over the past nine months. It identifies the financial, infrastructure and human resources expected to be available to Council over the next three years as well as other plans, strategies and partnerships likely to impact service outcomes over the next decade. Council's draft Budget for the 2018-19 financial year anticipates expenditure in the order of $46 million, including the ongoing delivery of day-to-day services as well as a range of new initiatives.

RD The first stage, which begins after Easter, will see the installation of an outdoor dining area on the eastern side of the roundabout. This will involve the closure of footpath areas and will run from 3 April to 30 April. The second stage, which is set to begin late April and run until 31 May, will include constructing a pedestrian crossing and improvements to the roundabout which will involve the closure of Middle Head Road and some night works. The third and fourth stages, which are programmed for late May to late July will focus on Bradleys Head Road and Prince Albert Street and will include partial road closures.

The final stage, currently set for July to early August, will involve the installation of lighting, furniture and landscaping. Notification of temporary changes to road access is being provided to local residents and businesses. In further Military Road works, an upgrade to Civic Lane commencing in April will improve pedestrian access from the Spit Junction bus stop to the shops on Military Road. The lane will be paved and sign-posted with 10km/h speed limit shared zone signage.


The countdown begins

Chinamans Beach upgrade Works have been undertaken to upgrade and expand the existing fencing at Rosherville Reserve surrounding the Chinamans Beach dune system to ensure the dune vegetation can continue to thrive in a healthy environment. The works round off an upgrade of the area, including refurbishment of beach entries, new railings on the south side deck entry to the beach and the continuation of steps for easier accessibility to the beach at the northern end of the reserve.

SHOCKED 2018

Dog Poo Fairy campaign Celebrations for National Youth Week have begun ahead of the Northern Sydney regional music festival, ShoreShocked. The festival is free for local young people and will host some of Australia's best headline acts including Mallrat, Jack River, I Know Leopard, Arno Faraji, Kid Zr0 and The Dissolutes. ShoreShocked will be held from 11am to 5pm on Saturday 21 April at St Leonards Park, North Sydney. ShoreShocked follows the annual ShoreShocked Battle of the Bands competition organised by Mosman Youth's volunteer program Vocal Rewind. This competition awarded local band the Hot Heads a slot on the ShoreShocked line up. There’s no such thing as the dog poo fairy

Spit East redevelopment Council’s successful Dog Poo Fairy campaign has helped contribute to a significant reduction in the amount of dog poo left in parks, according to recent monitoring of six off-leash parks and reserves. The amount of waste found has dropped by more than 71% since the campaign began in 2014, with the trend continuing. Council supplies free dog poo bags on bins and implemented the Dog Poo Fairy campaign in an attempt to create a shift in the attitudes and behaviours of residents and visitors towards responsible dog ownership. The planned streetscape upgrade of Spit East, which includes improved pedestrian and cycle access, landscaping, new seating and a new bus stop and shelter, will begin in mid-2018. The works form the second stage of the Spit East project and will start once approval is granted from Roads and Maritime Services (RMS). Erosion protection works, including a new sandstone block seawall, concrete bleachers and new footpath and stairs, which formed the first stage, were completed in 2017. Council has received part funding from Transport for NSW and RMS for the project.

Bus shelter replacement

Mosman Rider changes

Council’s bus shelter construction and replacement program is nearing completion with work due to commence on seven shelters along Spit Road and one each on Middle Head and Military Roads. These are among 21 bus shelters being replaced around Mosman by the end of May as part of a contract entered into following a public tender process in 2017. The 15-year contract provides residents and visitors to Mosman with newly designed, fully maintained bus shelters at no cost to Council, as well as a significant revenue stream that will assist in the delivery of other local projects. A new shelter will also be built at Spit East in coming months once State Government approval processes are completed.

The Mosman Rider is changing to its Winter timetable from Tuesday 1 May and will operate 9am-1pm and 2pm-4pm daily until Saturday 30 June. Council has decided that, in light of changing transport options, a significant fall in patronage and increasing costs per passenger, the Rider will be formally discontinued at the end of the current contract on 30 June. Funds have been allocated to augment Council’s Community Transport service to accommodate the needs of residents facing significant issues with access to appropriate local transport options. Mayor Corrigan will be personally engaging with community members in planning for the expanded Community Transport offering, with a report on the efficacy of the augmented service to come back to Council within three months of its commencement. Council has also made representations to the NSW Government supporting a trial of ‘on-demand’ public transport runs in Mosman and a response is currently awaited.

Playground revamp hits spot A new playground design has been approved by Councillors to replace the ageing equipment in Memory Park, with work expected to occur between May and July 2018. In addition to new playground equipment, major landscaping works will also be carried out to improve paths, turf areas and replace softfall. The planned works are the latest in a number of recent playground renewals in Mosman, including the replacement of the much-loved boat in the Balmoral Playground and the installation of new pieces of equipment in Curraghbeena, Countess and Bay Street playgrounds. Playgrounds are also maintained on a weekly basis.

Australian Exotica

Rethinking rubbish Almost 500 local residents and visitors joined Council’s Rethink Rubbish activities in January, which focussed on raising awareness about the damaging effects of single-use plastics and rubbish in our waterways. Highlights included Reverse Garbage, which helped children make sea creatures out of recycled items, the Two Hands Project which showed people how to upcycle an old t-shirt into a bag, reducing the need for single use plastics and a Seaside Scavenge which resulted in 65kg of litter being taken from Balmoral Beach and the adjoining reserve by 100 enthusiastic volunteers. A number of local businesses took the Plastic-Free Pledge, and asked their customers to not use straws or bags.

Mosman Art Gallery will host Australian Exotica, a travelling exhibition from the Monash Gallery of Art (MGA) from 21 April to 1 July. The exhibition draws on the MGA’s nationally significant collection of Australian photography and showcases a range of work that engages with the theme of the exotic antipodes. Since European cartographers began including the contour of Terra Australis Incognita (the unknown land of the south) in their speculative maps of the globe in the fifteenth century, the continent of Australia has been thought of as an exotic place. Many artworks in this exhibition express a distinctively Australian sense of place. The exhibition will feature work by some of Australia's most celebrated contemporary artists, such as Brook Andrew, Michael Cook, Destiny Deacon, Marian Drew, Tracey Moffatt, Robyn Stacey and Christian Bumbarra Thompson. mosman.nsw.gov.au New local planning panel The Mosman Local Planning Panel (MLPP) has replaced the Mosman Development Assessment Panel (MDAP) following the NSW Government’s introduction of mandatory local planning panels for all councils in Greater Sydney. Following the establishment of the MLPP, which had its first meeting on 21 March, development applications will be determined by either the Panel, Council staff or the Sydney North Planning Panel. Councillors will no longer be responsible for determining development applications in Mosman. The Minister for Planning issued directions under the Environmental Planning and Assessment Act 1979 on 23 February 2018. These directions outline the referral criteria for development applications to be determined by a local planning panel. The direction also requires that certain planning proposals are to be referred to the local planning panel for advice. The directions, code of conduct and operational procedures replace the previous MDAP Charter. Youth Awards in Literature Primary and secondary students are invited to enter the annual Mosman Youth Awards in Literature which is open for entries until Thursday 31 May. The competition supports the development of writing and reading skills in young people and aims to encourage them to become authors of the future, with prizes ranging from $50 to $350 for both prose and poetry from a total prize pool of over $2000. Winners will be announced at a special ceremony on Wednesday 29 August at Barry O’Keefe Library. Entry forms are available from mosman.nsw.gov.au/library/teens

Soundscape at Middle Head Middle Head’s historic ‘tiger cages’, which were used as a POW training site during the Vietnam War, will be the setting for a soundscape by artist Chris Caines. Caines’ site-specific sound work The Moment Under the Moment was commissioned by Mosman Art Gallery to respond to the evocative tiger cages space and act as a contemporary sound opera. The artist will be present to walk guests through the cages and provide a background on the importance of the space in Sydney’s recent history. Tours depart from Middle Head National Park, end of Middle Head Road, Mosman at 2pm and 3pm on Fridays: 6, 13, 20 and 27 April and Saturdays: 7, 14, 21 and 28 April. 2018 Mosman Youth Art Prize Until Sunday 15 April, Mosman Art Gallery The annual Mosman Youth Art Prize exhibition showcases the diverse talents of young, aspiring and emerging artists aged between 12 and 21. The popular competition features entrants from all over Sydney, and features artwork in a variety of media including: painting, sculpture, drawing, printmaking and photography. To celebrate the Prize's 30th birthday, this year's entries were judged by internationally acclaimed artist and Mosman local Ken Done AM, who initiated the prize back in 1988. A Picture of Health Tour Friday 13 April, 10.30am–12pm, Mosman Art Gallery Mosman Art Gallery is hosting a guided tour of the Mosman Youth Art Prize exhibition for people living with memory loss and their family and friends. Join us to discuss unique artworks whilst discovering the health and social benefits of life-long learning. After the tour morning tea will be served.

Care Cafe with a Twist Tuesday 17 April, 10am–12pm, Mosman Square Seniors Centre A group for older adults with memory loss and their carers who wish to meet in a relaxed and friendly atmosphere. This month learn the art of sketching with local artist Peter Turnbull. Light lunch and coffee provided. Cost $8. Bookings on 9978 4119.

Saturday Social Club The Saturday Social Club is a weekend day program for older adults affected by memory loss. This runs on the 1st and 3rd Saturday every month from 9am to 3pm for local residents. The program is specifically designed to help residents remain engaged and connected while offering family members and carers the opportunity to have a break.
