NEWSLETTER New MOSPLAN sets the direction Council has adopted a new suite of MOSPLAN documents including a 10-year Community Strategic Plan and Long Term Financial Plan, three year Delivery Program, and an Operational Plan, Budget and Fees and Charges for the 2018/19 financial year. All plans will be effective from 1 July 2018. The Delivery Program and Operational Plan include a range of new projects to be undertaken by Council. In 2018/19 these will include: § A pedestrian safety program

Mosman Junction Upgrade on track The major upgrade to Mosman Junction, which is creating a new pedestrian-friendly outdoor space, has passed the halfway point, with the third of five stages underway. Stage three, which involves the closure of Prince Albert Street throughout June, will be followed by partial closures of Bradleys Head Road in stage four in July and early August. The final stage, set for August, will involve the installation of lighting, furniture and landscaping. The first two stages, which involved the creation of two alfresco dining spaces, a pedestrian crossing on Middle Head Road and improvements to the roundabout, were completed in early June, signalling the end of any nightworks and the reopening of Middle Head Road. Pedestrian crossings are also being installed on Prince Albert Street and Bradleys Head Road. The project will bring outdoor dining spaces and improved pedestrian access to the area to create a safe, functional and vibrant hub while building on the local identity and character of the Mosman Village. The upgrade follows community requests for improvements to the Military Road streetscape. General Manager appointed

Mosman Council has appointed Dominic Johnson to the position of General Manager on a five-year contract. Mr Johnson initially joined Mosman Council in 2016 as Acting General Manager following a number of senior local government roles including working as Executive Director of the then Shore Regional Organisation of Councils (SHOROC), Director at City of Ryde, Acting General Manager of Ryde and a secondment as Director of Planning and Infrastructure at Willoughby City Council. Councillors unanimously decided to appoint Mr Johnson, whose qualifications include an Honours Degree in Government and Masters Degree in Environmental Science, following an extensive recruitment process. Mr Johnson’s priorities will be ensuring Mosman Council continues to provide exceptional levels of service for residents, a greater emphasis on innovation and technology to provide a broader range of 24-hour online services, the progressive renewal or upgrade of tired assets and assisting Councillors and the community with challenging issues such as traffic and development.

Scenic Protection Area The protection of Mosman’s significant harbour slopes has been a Council priority for many years. The area known as the Mosman Scenic Protection Area has, through careful planning and ongoing lobbying by Council, been excluded from the NSW Government’s Housing Code since February 2009. Without this exclusion complying development (in the form of one and two storey dwelling houses) would be permissible within the area, with no regard for Council’s long-standing controls for bulk/scale, landscaping, view sharing, visual impact of development from the harbour, and with no genuine community consultation. Further, with the recent introduction of the NSW Government’s Low Rise Medium Density Housing Code, complying development would also include dual occupancies, manor houses and multiple dwelling houses (or terraces). The exclusion granted to the Mosman Scenic Protection Area is time limited and, despite continued efforts by Council to obtain more permanent protective measures, the exclusion is due to cease on 30 November this year. Council has resolved to make further representations to the NSW Minister for Planning to permanently exclude the Mosman Scenic Protection Area from the State’s Housing Codes, or to otherwise extend the current timeframe to enable alternative protective measures to be further explored. Funds have been allocated for a major information, lobbying and advocacy campaign over coming months to recognise the significance of Mosman’s harbour slopes and to secure their permanent protection.

Shared zone for Civic Lane A new shared zone in Civic Lane will soon improve pedestrian access between Spit Junction and the Mosman town precinct. Construction works will finish within coming days and the changes will provide a more direct and peaceful route between the popular areas. Civic Lane will remain closed to vehicle traffic until the project has been completed.

Planter boxes have been installed as part of a successful pilot project along the Spofforth Street retail area at the intersections of Rangers Road and Reginald Street. The works, which involved Mosman Council and Mosman Garden Club members working together, have been welcomed by local shopkeepers. The stylish and contemporary planter boxes include different sized pots filled with colourful plants that will be maintained by volunteers. The trial project will add life and colour to the popular café and retail strip and help connect businesses and the community with the public space. Memory Park revamp Memory Park playground is being upgraded to feature a range of modern equipment for children aged up to 12 years old. A multi-level seven-metre high fort featuring slippery dips and climbing apparatus, toddler equipment and a play area with rubber softfall and new swings are among the key attractions. Landscaping improvements will include new pathways, furniture and a turfed picnic area. The Memory Park playground upgrade is expected to be completed in July 2018.

Indoor garden for library Balmoral’s major upgrade is well underway with remaining works in progress to update and preserve key infrastructure. The Winter Works program, scheduled to take place largely during the relatively quiet winter months, is due to finish in October 2018 and includes a suite of five essential replacement projects within the historic precinct. The six-month program includes new paving around Balmoral Rotunda, replacement of the dilapidated stormwater pipe on Balmoral Beach, installation of new seating and paving at the southern end of the Balmoral Promenade, new turning boards for swimmers at Balmoral Baths and upgraded fitness equipment on Balmoral Oval. Pavement works around Balmoral Rotunda and the Balmoral Beach stormwater pipe replacement are in progress and flagged for completion in July. The mid-winter period will see work commence at Balmoral Baths to replace the mechanical turning boards with modern floating boards that rise and fall with the tide, the start of works to install promenade seating in the areas between Raglan Street and the Public Dining Room and the installation of upgraded fitness equipment around Balmoral Oval’s circuit path. External cladding review Mosman Council has written to all individual owners and body corporates of buildings that contain external cladding and are high risk to increase awareness of fire safety, request documentation and advise on the roles and responsibilities of owners. Body corporates of the identified high risk buildings, which at this stage do not include low rise development and detached dwelling houses, are being asked for their cooperation to have external cladding reviewed by an accredited person so that a report can be submitted to Council. The program follows an audit and inspection program by Mosman Council’s Compliance Team of buildings that contain external cladding and are high risk based on the approved use of the premises along with their number of storeys and coincides with an imminent amendment under the EPA (Identification of buildings with combustible cladding) Regulation 2017. If owners and occupants are concerned about fire safety in their building, they should take immediate action. Visitors to Barry O’Keefe Library will be able to relax in a new reading zone set in an indoor garden early next year after the library successfully secured a $185,000 grant from the NSW Government and Library Council of NSW. Set on the lower level of the building, the innovative project, which is being scheduled to avoid interfering with peak HSC and university study periods, will improve and increase reading and study space by transforming an existing unused external area into an enclosed atrium-like space. The new indoor/outdoor design, incorporating a green vertical garden and increased natural lighting through vertical windows, will enhance the ambience of the area and provide a relaxed, contemporary look and feel in keeping with modern library design trends. Along with comfortable seating options, there will be ample charging points for library users to top up their devices while studying, researching and using the library's wi-fi. The alterations and additions will open up the space on the library's lower floor and also provide more space for regular library programs such as author talks, workshops and Local Studies events.

School Holiday Activities Monday 9–Friday 20 July A range of holiday programs will be on offer over the July break to occupy and challenge school children of varying ages. Mosman Art Gallery will have various art related workshops for children and families, while budding actors will be able to hone their skills at a NIDA Acting Boot Camp. Barry O’Keefe Library will also host a comprehensive range of programs including Dolly Peg Butterfly, two robot sessions, a water colour landscape painting class, a Manga art workshop and more. Mosman Youth Centre will be open daily from 9–13 July with games and activities, and a series of afternoon workshops for young people in Year 6 and above. Pet’s Day Out – Save the Date Sunday 26 August, 10am–2pm Mosman Square and Village Green. Council’s Pet’s Day Out is a highlight event for all pet owners and lovers. There will be pet related stalls, presentations, displays, performances, giveaways and many prizes to be won at competitions, including the Animal Fancy Dress, Best Trick, Cutest Pet, Egg and Spoon, and ‘There’s No Such Thing as the Dog Poo Fairy’ race.

Finding it difficult to get around? B Introducing Mosman Council’s latest transport initiative A to B Mosman On 2 July, Council will launch a new door-to-door transport service for Mosman residents who meet certain eligibility criteria, including those aged 65 or older who are not able to access existing Community Transport, people who are living with dementia, isolated, vulnerable or at risk, cannot easily access mainstream public transport or have a temporary health or mobility issue.
