Green light for community works

Several much-anticipated community works will proceed following Council approval in August. One of the key projects will be the redevelopment of the ageing pavilion at Allan Border Oval to meet community needs. The upcoming construction follows investigations over a number of years, with Council considering the latest concept designs prepared for the site and resolving to proceed with detailed designs, construction documentation and preparation of a development application for a new pavilion. The redevelopment of the 80-year-old pavilion, which was no longer meeting the needs of sporting clubs and required significant works to meet minimum compliance standards, was identified five years ago in MOSPLAN. The concept design addresses clubs’ requirements of improved storage and function space and better connection between the building and the park while maintaining a similar building footprint and sensitivity to the scenic park setting. Members of the public will be invited to comment during the development application stage.

Lodging and paying for Mosman development applications (DAs) is now easier after Mosman Council’s implementation of a number of digital enhancements to streamline the process. A new interactive DA process allows customers to type directly into an online form for development, review and modification applications, before printing and lodging. Once Development Consent has been granted, residents will be able to make an appointment online to pay the fees necessary for the Construction Certificate to be issued. A summary of all documents required will be emailed before the meeting. The process improvements have been implemented to reduce resident waiting times and provide better information.

Green light for works Continues from page one Facilities on the ground floor of the new pavilion will include change rooms, public toilet amenities, groundkeeper/storage facilities, and kiosk. First floor facilities, accessible via a lift, will include a function room, kitchen, toilets, scorers’ room and terrace. The new building will be constructed at the same location as the current pavilion which was built in 1939, with the Mosman Occasional Care Centre on the ground floor of the existing pavilion to be relocated to a new, purpose-built childcare centre at Balmoral Park. The new 38-place childcare centre will replace the dilapidated centre currently on the site. The long day care centre will continue the mixed model of care offered at the MOCC, and will operate from 7.30am to 6pm. Relevant Owners Consent will be sought from the NSW Department of Industry – Crown Lands prior to lodgement of a development application. Construction has already started on a third Council-approved project to provide accessibility improvements and a revamped customer service area for Mosman’s Civic Centre and other major civic facilities. The Civic Centre Upgrade’s critical refurbishment works have been combined with improvements to Barry O’Keefe Library and the Council depot to form the Capital Building Works Program, which will be constructed by Intermain Pty Ltd with completion expected in December 2018. While primarily focused on essential repair work to Mosman Council’s ageing ventilation, flooring, furniture and drainage systems, the Civic Centre upgrade will also improve disability access and facilities in the Chambers and adjoining Seniors Centre, and modernise the customer service and foyer area.

Out & About spring events

Mosman Council's popular Out & About spring series of free outdoor events will open with a new Classical Sounds by the Beach concert at Balmoral Reserve on Friday 19 October from 5pm to 8.30pm. Residents are invited to experience the magnificent voice of outstanding soprano Amelia Farrugia as she shares her favourite repertoire from opera, operetta and music theatre against the stunning sunset backdrop of Balmoral Beach. Joining Amelia’s headline act will be Jonathan Wilson on piano and students from Sydney Sings along with a host of other local talent including Stephen Lalor and Fiona Ziegler representing Mosman Music Club, Mosman Symphony Choir, Queenwood String Orchestra and Queenwood Symphony Orchestra. Mosman-based news presenter and journalist Jacinta Tynan will MC the event. Continuing the community’s enjoyment of outdoor concerts at Balmoral, a Concert by the Beach will be held the following week on Friday 26 October from 5pm to 8.30pm. One of Sydney’s premier vocalists and trombonists Dan Barnett will perform songs from swing jazz to contemporary dance music along with many local schools and groups, including Mosman Public School dance groups, Specialist Choir and Amadeus Band, Mosman Physie, Dance First Academy Mosman, Mosman Dance Academy, Maribella Choir, Beauty Point Public School Senior Band, Queenwood School Swing Band, Queenwood School Stage Band and Mosman High Senior Jazz Band. Other Out & About events include two Saturday night outdoor movies on the Village Green with Jumanji: Welcome to the Jungle screening on Saturday 20 October from 7.30pm to 9.30pm and Peter Rabbit on Saturday 27 October from 7.30pm to 9pm.

Excellent result for OOSH Mosman Council’s popular MyMosman resident app has won a top award at the recent Local Government NSW awards. The app took out the Reporting to Your Community Award and was described by judges as a “terrific, innovative idea, relevant for the community”. The win follows recent improvements, including a new homepage for quick access to every section, a feedback page and a resident services area with direct links to pay rates, apply for parking permits and search for development applications. MyMosman can be downloaded free from the iPhone App Store and Google Play.

Mosman Council’s Before and After School and Vacation Care Service has received top marks as part of its recent accreditation against the National Quality Standards, achieving an “exceeding” rating in all seven areas. The strong independent result followed visits to review the service against the national standards, such as its educational program and practice, child-centred approach and assessment and planning. Assessors noted that educators’ are “consistently warm and friendly” with children in their care and that the service provides “abundant opportunities for children to collaborate and play with one another, which leads to a positive culture within the service”.

Business Plus Event Series

Helping young people manage study, stress and anxiety will be the focus of the third annual Market for your Mind event to be held on the Village Green on 29 October from 3pm to 6pm. The Mosman Youth Service-run event provides young people aged 12-25 the opportunity to explore healthy behaviours to improve their mental health awareness and overall wellbeing. As end of year academic pressure mounts, the market will showcase activities, relaxation stalls and special guests promoting the management of study, stress and anxiety and the link between enhanced mental wellbeing and academic success. This year’s Mental Health Month theme of purposeful action and a shared journey seeks to empower young people to positively contribute to the community and improve mental health.

Supporting community groups

Council invites local business people to three business improvement sessions being run in October to celebrate Small Business Month. Relax over drinks and a bite to eat while learning from skilled presenters, Realise Business, on the topics of Planning for Growth (Monday 15 October), Positive Promotion (Monday 22 October) and Digital Performance (Monday 29 October). Twenty two community groups received support for their programs through the presentation of community grants by Mosman Council on 4 September. The grants, totalling more than $55,000, were provided as part of Council’s 2018/19 Community Grants program that assists non-profit community groups deliver projects that meet identified community needs. Grants were awarded for a range of projects, including a multicultural community forum, inclusion of people with disability at Mosman markets, a resilience program for young people, a dance and social program for people with Parkinson’s disease and Carols at the Rotunda in Balmoral. Last year’s grants resulted in a range of valuable community projects including a domestic violence awareness campaign, recreation and social engagement of young people and a greenhouse and watering system at Mackie Lane Community Garden. Mosman Council also supports community groups by providing assistance to establish new services and programs, advocating for Commonwealth and/or State Government funding, providing community information and promotion, facilitating communication and networking among local community groups, and providing opportunities for leaders to share ideas and deepen their knowledge in community management.

Mosman Council has recorded strong results in its latest Community Survey with continued improvements in community satisfaction and positive results above benchmarks when compared with other NSW councils spread across 23 of the 31 council services. The random sample survey of 400 local residents, which was conducted by independent market researchers Micromex Research in June, found community satisfaction with Council performance has continued to improve across key result areas including overall performance and satisfaction with Councillors and Council staff, with 94% of residents at least moderately satisfied with Council's performance. Cleanliness, appearance and management of public spaces rated highest against benchmarks and the provision and maintenance of local roads also ranked highly. Survey respondents felt the issues facing Mosman over the next five to ten years would include traffic congestion and management (44%), development control, overdevelopment (23%) and parking availability/affordability (6%). Residents are most happy with Council’s performance in keeping food premises safe, provision and maintenance of parklands and cleanliness, appearance and management of public spaces. The survey, which will be conducted again in June 2020, provides a snapshot of how well Council is measuring up to community expectations. It also helps guide planning by highlighting areas needing ongoing attention.

Mosman Art Prize 2018 Wednesday 26 September–Sunday 18 November The Mosman Art Prize is an annual, acquisitive award for painting sponsored by Mosman Council. The Prize is the oldest and most prestigious, local government art award in Australia. The winning works form an important collection of modern and contemporary art, reflecting developments in Australian art practice over the last half century. The 2018 Prize will be judged by artist and former Prize Winner Cressida Campbell.

Mosman Square will come alive after dark with fairy lighting and the bustle of people out and about after their working day. This fabulous event combines artisan market stalls, food stalls, live music and family entertainment.

Young Entrepreneurs’ Hub Mosman Youth Service is developing a hub for young entrepreneurs aged 18 to 25 to expand their post-high school options. The Young Entrepreneurs’ Hub will be a fully refurbished and collaborative work space in Mosman Youth Development Centre. Young entrepreneurs will have access to mentoring and support, and skill development workshops in the area of entrepreneurship and innovation. Expressions of interest for involvement are currently being sought from: § Young people (aged 18 to 25) interested in being part of the design of the Young Entrepreneurs’ Hub and program and § Business leaders or entrepreneurs who are interested in being involved as mentors or partners in the project. The project follows the service’s recent community consultation that found academic pressure and employment remained major concerns for young people in Mosman.
