During World War I Dr Phipps served in the 5th Field Ambulance at Gallipoli and France attaining the rank of Colonel. Dr. Phipps, a popular medical practitioner, lived and worked in Mosman for over 30 years. He was also involved in community affairs with his efforts resulting in Mosman having both a Masonic Temple and the Mosman Memorial Hall. Dr and Mrs Phipps were farewelled by Mosman Council on 11 June 1936 with this illuminated presentation of over fifty signatures representing not only Mosman Council but also local residents providing an amazing list of who’s who in Mosman society at the time.
