Dear Character Builder Families, Welcome to the 2014-2015 Character Builders Program. We are pleased that you have selected our program to meet your childcare needs. We look forward to developing quality relationships with you and your child, and to providing your child with positive experiences. Our focus is on whole child development through Character Building activities, developing them as assets and integrating learning experiences. Your child will learn social skills, academic skills, work on homework, engage in physical activities, positively connect with adults and strengthen his or her values through character development. This handbook is a comprehensive Program Guide, designed to ensure your understanding of our program operations, policies and procedures, safety precautions, activities and communication. Please read it thoroughly and keep it handy for reference throughout the school year. We are committed to providing a family-friendly environment. You are welcome to visit the program at any time to see how your child participates in the program. Other opportunities for families to get involved include family events, volunteering for our annual campaign to raise funds for scholarships, and by joining your site’s Parent Advisory Committee (PAC). The PAC meets a minimum of three times per year to discuss program improvement and enhancement. The YMCA believes in, and practices, equal opportunity for all. Enrollment Policies and Guidelines Registration Registration is required for your child to begin in one of our child care programs. Fully enrolled participants will have submitted all accurately completed forms and fees. All required information and prices are located in the registration packet. If any of the required information is not provided, or any form is not completely filled out, your child’s enrollment will be delayed until the missing information is received. Please note that after registering, it will take at least 2 business days before your child can start in one of our programs. This is to allow time to review paperwork and transfer information to the site supervisor. Once a child is enrolled, it is the parent’s responsibility to ensure that information provided remains current at all times by updating the information whenever there is a change. Paperwork and Forms All child care participants are required to have specific paperwork in their file for licensing purposes. All forms and documents must be updated yearly, and can be found online at www.mottino.ymca.org Please note that you may be required to fill out all paperwork and forms if the information has changed. Parents must keep the YMCA informed of all changes to their information, including address changes, phone number changes for work, home and emergency contact information and authorized pick-up persons. Changes in Enrollment and Cancellation Policy Any changes your child’s attendance or cancellation from the program requires written notice 10 days prior to the draft. This notice allows us to bill you correctly for your care. If written notice is not received on time, you will be financially responsible for payment, regardless of your child’s participation. Receipts and Tax Statements We will automatically send you a year-end tax receipt the last week of January to the email address provided in your registration packet. Please give us two weeks to process any additional requests for monthly receipts.

Payment Policy Payment Calculation Payments are calculated by the 180-day school year. The rate is calculated, then divided by the 10 months the children are in school. This formula results in an equal payment each month your children are in school. Fees As an enrolling parent, you are responsible for all fees related to your child’s participation (co-pays, family fees, registration fees, late pick-up fees). This includes families who receive assistance financially from third-party agencies (CDA, CRS, and YMCA). These also include all gaps in financial coverage by these agencies and the costs of our program. You are responsible for payments of all fees due. There is a $50 non-refundable registration fee due at the time of registration. Also due at the time of registration is a $100 non-refundable holding deposit, which will be applied to the first monthly billing draft. Payment All child care payments are processed by bank draft or credit card draft. Bank account drafts are initiated on the 10th of every month, and credit card will be billed on the 15th of every month. We do not accept partial payments. The first bank draft of the year will begin August 10th for bank drafts and August 15th for credit card drafts. If, for any reason, your bank draft or credit card is not honored, the following steps will be taken: · You will be notified by the YMCA of the dishonored draft. · You must pay the fees due, plus a $10.00 service charge, within 72 hours of this notification. · Failure to pay the amount due within the 72 hour period will result in termination of services and your account will be placed on a financial hold and your family will be unable to participate in any branch programs until the fees are paid in full. Space in our programs is limited by state licensing regulations. When you enroll your child in the program, you are reserving the time, space, and provisions for your child in the program, whether he or she attends or not. Therefore, we cannot provide credits or refunds for days that your child is absent from the program due to illness, vacation, or any other reason such as suspension and/or termination due to behavioral issues.

Financial Assistance Our financial assistance program is made possible through generous donations to our Annual Support Campaign. We encourage all families who are unable to pay the full fee to apply for our financial assistance program. Applications are available online and at the Mottino Family YMCA Service Center. Applications must be completed in full and returned to the Service Center. All requests for financial assistance are kept confidential. Financial assistance recipients must have a membership. Financial assistance is not retroactive to any previous outstanding balances. Failure to renew an application before the expiration date will result in full fees being charged. Financial assistance recipients are not eligible for any other offers, promotions, or discounts.
Third Party Assistance Currently we are contracted to receive payment from the following third party agencies: Child Development Associates (CDA), YMCA Child Care Resource Service (CRS), County of San Diego and Military Subsidy Program through NACRRA. You will be required to provide proof that you are authorized for child care by supplying a current Notice of Action and/ or Child Care Certificate listing the Joe and Mary Mottino Family YMCA as your authorized child care provider. In addition, you will be required to meet with the Child Care Program Director to review and sign our Third Party Policy Letter prior to your child beginning care. This letter explains in detail all our expectations and your responsibilities as it relates to the assistance that you will be receiving with your child care expenses. Inclusion The YMCA of San Diego County, in keeping with its mission to help all people realize their fullest potential, encourages and supports the participation of all children in YMCA child care programs. Whether a child is with special needs or not, consideration is given to the individual needs of every child and the reasonable ability of the program to meet those needs. The needs of individual children and support to the family can best be met through mutual planning by the parents and staff at the time of admission.
Minimum Days and Holidays Before-and-after school care will be provided on minimum days but not on holidays or school breaks. The YMCA offers camps on many of those days for an additional cost. The YMCA is closed for both camps and child care on the following days: New Year Day, Labor Day, Memorial Day, Fourth of July, Thanksgiving, and Christmas Day.
Suspension/Termination Policy The YMCA does not make a practice to suspend or remove children from our programs. However, the YMCA reserves the right to do so if the behavior is not conducive to the safety and well being of other children enrolled in the program or your child’s own personal safety. The YMCA also reserves the right to terminate services for inappropriate behavior of parents or guardians. There is no refund or credit
given in the event of a suspension/termination from a YMCA program.

Program Goals The goals of the YMCA child care program are to help individuals grow physically, emotionally, intellectually, socially and spiritually. Through planned curriculum, the YMCA child care program seeks to address the following specific goals: To deliver the program in a positive YMCA environment, focusing on:

Attendance Policies Sign In and Out Procedures
State licensing regulations require that you, or an authorized pick-up person, sign your child in and out of our program every day with a full signature.
You must escort your child to and from the building and complete the sign-in and out sheet each morning and afternoon.
You must put the correct time and your full name signature (not your initials) on the sign-in/sign-out sheet each time. This is our record of your child’s attendance and is required by licensing as a means of documenting our accountability for the children.
YMCA staff will sign the children out to school in the morning, and into the program at school dismissal time. Your child should go directly to the program meeting place. A staff person will be there to meet the children. Please review this with your child. (Kindergarteners are picked up and dropped off at their classrooms.)
Authorized Pick-Up Persons
For your child’s protection, only individuals authorized in writing, by the contracted parent, will be able to pick up the child. All staff members are required to ask for photo identification of all persons picking up your child(ren) who they do not recognize. Always be prepared to show your picture identification when picking up children from our program. In accordance with state licensing regulation, there can be no exceptions to this policy. All persons signing a child out must be on the authorized pick up sheet and over 18 years old.
Daily Absences
If you child is going to be absent from the program, it is very important that you notify the site supervisor. Please leave a message, if necessary. In the event that you do not notify us of your child’s absence, we will attempt to contact you to verify the absence. Repeated failure to report your child’s absences may result in their termination from our program.
If a child does not arrive at the program location within a reasonable amount of time, and we have not been notified of the child’s absence from the program for the day, we will report the child as missing to the appropriate law enforcement agencies.

Late Pick Up In the event a parent should pick up his or her child after the 6 p.m. closing time, a late fee will be assessed. We charge $5 for every $5 minutes after 6 p.m. This late fee will be billed to your account. Parents who have not notified the child care site that they will be late can expect the following to occur: 1. For the child’s safety, we will attempt to make contact with all authorized guardians and pick-up persons on the child’s medical release form. 2. In the event that no authorized guardians or pick-up persons can be reached within 30 minutes, the local police department will be notified. Your child will be taken into their custody. 3. If a child is continually picked up late from our program, actions such as dismissal from our program may be necessary.
Extracurricular Activities If your child participates in extracurricular activities on campus, that require your child to be out of our program for a period of time, you will need to notify the site supervisor in writing. Please include the following information: Days and times, expected arrival to our program, type of activity and authorized escorts to and from the activity. The YMCA will not release your child from the program without the above information. The YMCA is not responsible for escorting students to and from extracurricular activities.

Kindergarten Information Child care staff always walk with the kindergarteners to and from the YMCA classroom. If your child’s teacher prefers a location other than the classroom for pick up and drop off, our staff will make sure that they are aware of the appropriate location. Kindergarteners in the morning kinder class at school will eat lunch during the YMCA program. Children who are enrolled in the Kindergarten program will have a rest period after lunch. Parents are required to bring from home two beach towels/blankets large enough for a mat. Parent’s should take them home at the end of each week to be washed, and brought back to school on Monday. Please supply a complete extra change of clothes to be kept at the site. Children must be completely potty trained to be accepted into the before and after care program.
All Students Dress Code Attire should be appropriate for a child’s environment and allow participation in the wide range of activities. Toys and Games Toys and games are provided by the YMCA. Toys brought from home often cause problems with other participants. These items often end up lost or broken. We ask that children leave personal items at home. Lost and Found If you child loses an item in child care, please ask a YMCA child care staff to direct you to the lost-and-found bin located inside the child care room. Unclaimed items will be considered a donation. Babysitting It is the policy of the YMCA that our staff do not accept babysitting assignments from families involved in YMCA programs. Bathroom Policy Staff members will escort two or more children to bathrooms and position themselves to visually observe the child enter and exit the restroom. Staff must have auditory awareness of the children. Students are not allowed to walk to the bathroom unsupervised. Staff are not allowed to be alone with a child inside a restroom. 13
Curriculum and Activities YMCA School Age Care Curriculum The YMCA School-Age Care Curriculum is centered in the YMCA mission and program goals. In school-age care, mission activities look like this:
Youth Development refers to learning and to activities that promote learning. YMCA activities include and encourage solving problems, using school-gathered knowledge, and having high expectations each time an activity is undertaken.
Healthy Living refers to health and wellness and the activities that promote these qualities. YMCA activities include and encourage physical fitness and active games.
Social Responsibility refers to self-esteem and willingness to help others, and the activities that develop these qualities. It also includes a sense of fun and a climate of positive energy. YMCA activities include collaboration with others, conflict resolution skills, and opportunity for success, regardless of ability.

Service Learning (civic awareness, volunteering, leadership skills) 8. Social Competence and Conflict Resolution (strategies to deal with conflict, positive interactions, socialization) All of the contexts above are presented or done in both outdoor and indoor environments. Although the framework prescribes eight core areas, Y staff, Parent Advisory Committees (PAC) and the participants are encouraged to collaborate. This collaboration works to design a well-balanced curriculum that meets the needs of children and families.

Snack A nutritious snack will be served daily. Daily afternoon snack contains two items, each from a different food group, including fruits and vegetables. Menus will be provided on a monthly basis. Please clearly indicate any food allergies that your child has, or any specific foods that you do not want your child to eat, on the food allergy form in the registration packet. Some children may want to bring an additional snack from home. These snacks can be eaten during snack time only. Unhealthy foods such as chips, cookies, and candy are highly discouraged. Please also avoid common allergy foods, such as peanuts, as much as possible. Homework It is our policy to ensure that all children are provided with the opportunity to work on their homework assignments and to provide them with assistance as needed and appropriate. Specific homework times are set, a specific area is designated for those children who are focusing on their schoolwork, and all of the children are encouraged to utilize this opportunity to study. However, we cannot force a child to do homework or to complete assignments. Please help us in our efforts to help you and your child. Impress upon on your child the importance of using time to study and clearly establish your expectations with your child. If your child completes their homework or has not been assigned any for that day, other learning-focused quiet activities will be available for your child during homework time.

Guidance and Discipline Rules and Expectations of Participants in the Program Our intent is that all the participants enjoy the activities provided by understanding that they are responsible for their own actions. YMCA rules and conflict-resolution strageties are posted at each site. Character Development is an important part of our program. We will use positive reinforcement by consistently acknowledging good behavior. Our expectations for each participant are:
Respect for yourself, for others, and for property
Safety first
Speak for yourself and listen attentively
Be responsible for your words and actions
Discipline The Mottino Family YMCA defines discipline as behavior which allows students and staff to perform effectively in a child care setting. To carry out this policy and to establish standards of behavior the student, parent, and staff are all responsible. The student is responsible for:
Respecting the authority of staff
Behaving in a manner that does not disrupt or interfere with the rights of other students and staff
Attending the child care program on scheduled days and arrives on-time
The parent is responsible for:
Accepting, respecting, and supporting the right of the Mottino Family YMCA to require discipline standards of behavior for all students
The staff is responsible for:

Modeling appropriate behavior and redirecting negative student behavior and by offering opportunities to be successful
Behavior Management The Mottino YMCA maintains a positive approach to managing a child’s behavior at all times. We do so by teaching self control and learning to live within the expectations and guidelines set forth. Positive behavior is self-rewarding and allows the program activities to occur. When children choose to misbehave, consequences are required to avoid future problems. The overall safety of all our participants is our highest priority. We will use the following techniques to help with inappropriate or misbehaviors:
Reasoning and redirection: Every effort will be made to help the child understand why it is inappropriate. Children may be redirected to alternate activities. When conflicts are child to child, every effort will be made to have them reason together, facilitated by a staff member.
Removal from a specific activity: When reasoning has been used and the behavior has not changed, removing the child from the activity may become necessary.
Child/site supervisor conference: when staff are not successful with correcting a child’s behavior, the site supervisor may meet with the participant to redirect to proper conflict resolution strategies.
Parent conference: if the parent needs to be formally involved in the process, a behavior contract will be issued. Whenever possible, the child is present and participates in these conferences. The goal is to define what changes need to be made to help be successful in our program.
Removal from the Program for Inappropriate Behavior The YMCA reserves the right to remove a child from the program if he or she endangers the well being of him/herself or others. The overall safety of all our participants is our highest priority.
Please remember that an immediate suspension is a serious decision and will only occur in the most serious of situations. Parents will be requested to pick up their child immediately if their child engages in behavior that threatens the safety and well being of the other children and/or staff.
If it is decided by YMCA staff that a child poses a serious disciplinary problem; the child may be suspended from the program for a period of 1-5 days, or may be removed from the program entirely.
All YMCA school-age before-and-after programs follow all school rules and policies. If a child is sent home from school or suspended from school, he or she is not allowed to attend the YMCA program during the entire time of suspension. 17
Health Issues and Illnesses Chronic Health Issues If your child requires any special accommodations, please complete the accommodations form. This form will allow our staff team to better understand the needs of your child and allow us the opportunity to provide the best care possible for your child. Illness During Program Hours If your child becomes ill during program hours, he or she will be isolated from the other participants and you will be contacted to pick up within one (1) hour. The YMCA is not equipped to handle ill children beyond securing their immediate comfort. Please be sure to keep the YMCA informed of any changes in your work or emergency phone numbers. If you cannot be reached, we will contact someone you have authorized. Any child not attending school may not attend the YMCA program on that school day. If your child goes home from school, call the site supervisor to report the absence from the program. KEEP YOUR CHILD HOME IF‌ 1. Child has a fever or had one during the previous 24 hours 2. Child has a cold with heavy nasal discharge 3. Child has a constant cough 4. Child has contagious symptoms (an active cold, sore throat, vomiting, sniffles, coughs, fever, rash, head lice etc..) Should there be an outbreak of a communicable disease (ex. Lice), parents will be notified in writing and the center will be properly treated. Our priority is the safety and well-being of all participants in our program. Parents can help to prevent the spread of communicable diseases by conducting routine screenings, and when ill, keeping the child home until cleared by a physician.

Medication Policy Any medication which needs to be administered during program hours must: 1. Be accompanied by a “Permission to Administer Medications Form” 2. Be brought to the site supervisor in its original container with the child’s name, physicians name and drug name clearly labeled on the container. 3. Must have specific dosage amounts and times. YMCA staff members are not allowed to administer any over-the-counter medication such as asprin and cough medicine without having written instructions and dosage provided by the child’s physician. The YMCA will not administer insulin shots. All medicines will be stored out of reach of children. Medicine requiring refrigeration will be stored in a refrigerator. If a refrigerator is not available we will not accept the medication. Staff will record date and time it was administered. The medication needs to brought directly to the YMCA staff. Please never leave it in your child’s backpack.
Accidents/Injuries We take every precaution to prevent accidents and injuries at our program. Unfortunately, accidents and injuries do occasionally occur, no matter how careful the staff and children are. If you child is injured during program hours, the staff member in charge will take whatever steps may be necessary to obtain emergency medical care as warranted. These steps may include but are not limited to: 1. Provide immediate first aid (within Pediatric First Aid certification training) 2. Attempt to contact a parent or guardian 3. If a parent or guardian cannot be reached, we will attempt to contact others listed on your emergency forms. 4. In the case of serious injury, approporiate emergency medical assistance will be contacted (911 will be called). A YMCA staff member will remain with the child until the parents or another authorized adult arrives. YMCA staff may not transport program participants. Any time a participant hits his/her head, a parent or guardian will be contacted immediately. Head injuries are very serious and you have our guarantee that they will not be taken lightly. Please note: all expenses for emergency medical care are the responsibility of the child’s parent or guardian. 19
Child Abuse Prevention Section 11166 of the California Penal Code requires any Child Care Custodian (including teachers, licensed day care workers, administrators, foster parents and group home personnel), medical practitioner, or employee of a child protection agency who has knowledge of or observes a child or suspects the child has been a victim of child abuse, to report the known or suspected instance of abuse to a protective agency immediately. A phone call and written report will be filed within 36 hours of receiving the information concerning the incident. If you suspect abuse, call Child Protective Services (CPS) at (800) 3446000. In addition to being legally mandated reporters of suspected abuse, all of our staff receive training in preventing, identifying and properly reporting potential abuse.

Emergency and Disaster Procedures Our programs regularly conduct emergency drills to ensure the staff and participants are prepared in the event of an emergency. In the event of an emergency situation, parents will be notified of the child’s well being as soon as possible. YMCA staff members will remain with the children until all children are safely united with their parent and/or authorized adult. In the event that one of these situations does occur, phone service may be interrupted and parents are requested to listen to their radio for directions rather than trying to contact the YMCA or the program site directly. If your child’s site must evacuate due to an emergency, participants will go to the site listed on the “Emergency Care and Disaster Plan” located on the Parent Board at each site. Please be assured, everything possible will be attempted to appropriately care for your child during this time.
Licensing Information All Child Care Sites are licensed by the State of California through Community Care Licensing. Parent Involvement We cannot realize our goals of strengthening the family unit, appropriately meeting your child’s needs, and maximize the benefit to your child of participating in our school age program unless we recognize the importance of family involvement in our program. Parents are encouraged to participate in all aspects of the program, from planning, to implementing, to review and evaluation. Suggestions and ideas for daily activities are always welcome. Perhaps you have a special skill, talent or resource that might enrich the program. Please talk to the YMCA staff about the many ways you might become involved and share this program experience with your child. Parent Advisory Committee (PAC) You can get involved in your child’s program by joining the Parent Advisory Committee (PAC). The PAC meets approximately three times throughout the year for an evening meeting that lasts no longer than one (1) hour. Parents and staff members come together to share ideas and suggestions regarding program content and quality, family activities, enrichment programs, fundraising and other items of interest. Parent Information Board When signing your children in and out of the program daily, please check the parent’s board for all up-to-date program information, licensing information and schedules. We will frequently post new information on this board. Calendar and Newsletter Monthly newsletters and activity calendars will be posted and sent out via email. Newsletters will highlight monthly themes, important activities, and student stand out awards. Please review the newsletter carefully, as it will include information on upcoming events. Please make sure that your site supervisor has a current email address for your family. Parent Concerns The Mottino YMCA is dedicated to developing and maintaining high levels of member service. We want to hear from you if we have not accomplished this goal. Any one of our YMCA staff is available to assist you with your concerns or questions and will work with you to find a resolution. In the event that a concern is not resolved to your satisfaction, you may contact you site supervisor or the program director. Fundraising Activities Each year, the Mottino YMCA participates in fundraising activities to help raise funds for our Annual Support Campaign. These events include but are not limited to Jog-A-Thons, bake sales, student stores, and Parent’s Night Out’s. We thank you for your support and participation in advance. New ideas are always welcome so please let your site supervisor or PAC know about your great ideas. 22
RE: Uniform Complaint Procedures Procedure for Submitting A Complaint: The Board of Directors designates the following administrative designee to serve as compliance officer to receive and investigate complaints and ensure compliance with the law:

Any individual, public agency and/or organization may file a written complaint of noncompliance with the appropriate compliance officer designated above. If a complainant is unable to put a complaint in writing due to conditions such as illiteracy or other handicaps, YMCA staff shall help him/her file the complaint. Investigation of Complaint:
Within 60 days of receiving the complaint, the compliance officer shall prepare and send to the complainant a written report of findings; the disposition of the complaint, including corrective actions if any, the rationale for such disposition and a written notice of the complainant's right to appeal the decision to the California Department of Education, including the procedures for filing an appeal. With the 60 days, the compliance officer shall hold an investigative meeting. This meeting shall provide an opportunity for the complainant and/or representative and the YMCA representative to present information relevant to the complainant. Parties to the dispute may discuss the complaint and question each other or each other’s witnesses. To ensure that all pertinent facts are made available, the compliance officer and the complainant may ask other individuals to attend this meeting and provide additional information. Appealing the Decision:
If dissatisfied with the YMCA of San Diego County’s decision, the complainant may appeal in writing to the California Department of Education within fifteen (15) days of receiving the decision. Extensions for filing appeals may be granted, in writing, for good cause. When appealing the decision, the complainant must specify the reason's) for appealing the decision and must include a copy of the locally filed complaint and the YMCA of San Diego County’s decision.
