BOE hears complaints

WESTON — The bus drivers and an incident with a bulletin board at Lewis County High School were the hot topics of the night at the Lewis County Board of Education meeting on Monday. The ongoing situation with the Lewis County bus drivers did not get resolved at Monday night’s BOE meeting, but there could be a light at the end of the tunnel in sight. Bus driver Rob Smith handed to the board copies of the policy and asked for changes, removals and additions. The drivers said they want a consistent hourly rate and to get this situated as soon as possible, without fear of retaliation. Despite discussion, the BOE will not hold a special session before the next meeting to fix the policy. Half of the delegations during the meeting were against the action taken at LCHS regarding the Youth Alive Club’s bulletin board poster. The administration ordered the club to remove

The business got its name from the traditions the family has carried throughout the years, thrifting as often as they can. “We’ve inherited this thriftiness. My grandma used to yard sale with her grandma. Then when my mom married my dad, it just became part of the family. I can’t ever remember a time not going to yard sales or thrifting… that’s just how we’ve always been,” Vaughn said. “We truly think that thrifting is not just an experience,

WESTON — Weston will soon enjoy another shopping option with discount prices. My Thrifty Mama is the new thrift store opening on Highway 33 by the Furner-Vaughn family. The grand opening is Wednesday, February 5. The store has three rooms. The front room is the “antique and vintage” room, as well as the jewelry corner. Two walls covered in jewelry to show off the passion that Hollie Vaughn’s grandmother, Faye Furner, “a jewelry-aholic,” has collected throughout the years. The side room is the “odds and ends” room, with dolls and kitchen supplies. The See Thrifty on Page 6

Apply for the WV Junior Science and Humanities Symposium BUCKHANNON — West Virginia high school students with an interest in science, mathematics, computers, psychology or engineering have the opportunity to compete for scholarships at the West Virginia Junior Science and Humanities Symposium (WV-JSHS), slated for March 13-14 on West Virginia Wesleyan’s campus. The competition is open to high school students in grades 9-12 (in public or private high schools, or students who are home schooled), and is sponsored through a joint partnership between the U.S. Departments of the Army, Navy and Air Force. The keynote speaker this year is Dr. Rebecca Pompano from the University of Virginia. She will be speaking about bioanalytical chemistry and immunology. Applications are being accepted through March 6 at an online registration portal: http://www. cvent.com/d/0hq241. Winners selected at the state level will go on to compete for additional scholarships at the National Junior Science and Humanities Symposium in Norfolk, VA from Apr 15-18. Travel to, and lodging at, the National JSHS is free to participating students and chaperones. More information about the JSHS program is available online at www.jshs.org. Interested students should plan to make a 12-minute, oral presentation on their research or engineering projects using presentation software (such as PowerPoint), and they should be prepared to submit a research paper in electronic form when they register on campus at the Symposium. “I think the judges at the regional and national levels pay just as much attention to homegrown, teacher-led projects as they do to the ones developed in university labs with renowned researchers,” said regional director Dr. Tracey DeLaney, associate professor of physics at Wesleyan. “West Virginia students tend to do very well. Strong science fair projects translate well to the JSHS format, so students who are participating in science fairs should also consider competing in the WV-JSHS.” Participation in the state competition is free and lodging and meals are provided. The only expense associated with the symposium is the cost of travel to Wesleyan’s campus in Buckhannon. If you have questions, contact Dr. DeLaney via email (delaney_t@wvwc.edu).

Letter to the Editor Dear Editor, Irreconcilable Differences: This is what they are now calling the coming divide within the second largest denomination that began long before 1968 when the Church we now know as the United Methodist Church was formed. The preaching of John and Charles Wesley in the 1700s is where it began with the “Holiness Club.” A doctrine which is little focused on in many of today’s houses of worship. This present situation comes to no surprise for many after a 10-year battle with advocates of the very newly formed L.G.B.T.Q. people. As Jesus said Himself, “A house divided against itself cannot stand.” It is here that we can understand the reason for this divide to take place: “For where confusion is found, division is at hand,” and certainly God is NOT confused. (I Cor. 14:33) To “come out from among them” (II Cor. 6:17-18) is often necessary, and it is not without struggle to do so. The issue at hand of gay clergy being ordained to minister to a local assembly, or of those who believe they can be “members”, even to the point of partaking of the holy ordinances of the Christian Church, is a fatal and most often irreversible mistake. The conduct being not only an abomination according to Scripture, but also a violation of the UMC “Book of Discipline.” Because of many Asian and African Methodist Members, they have held the unacceptable thought at bay, until now, in the U.S. this May (may decide). As Wesley has so often been quoted by many on “think and let think” concerning “opinions and doctrines,” here are his thoughts when reflecting on his friend George Whitefield: “Let us keep close to the grand scriptural doctrines which he everywhere delivered. There are many doctrines of a less essential nature with regard to which even the sincere children of God are and have been DIVIDED for many ages. In these we may think and let think; we may agree to disagree. But, meantime, let us hold fast the ‘essentials’ of faith which was once delivered to the saints.” After over 40,000 Wesley sermons, it is unthinkable he would have ever supported any idea that is now before the Church, where sin would be an acceptable option at any time. To him, there were “essential truths” which required absolutes and realities to sound doctrine like the virgin birth and second coming, and it is highly unlikely he would in any way accept what God clearly called an abomination, which is here the case. To disagree does not always mean division, but in some cases, there are no other options. This is one of them. David R. Martin Weston, WV . Est 6 199

AREA NEWS This week in The House Of Delegates CHARLESTON — Three weeks into the 2020 regular legislative session, the House of Delegates is focused on refining three bipartisan bills designed to reform and improve the state’s foster care system. West Virginia’s substance abuse epidemic has pushed the state’s child welfare system beyond capacity. With nearly 7,000 children now in the system, lawmakers have been working on ways to better manage it, reduce regulatory burdens, and encourage more people to become foster parents. Lawmakers last year passed House Bill 2010, which made initial reforms, including transitioning the foster healthcare system to a managed care model like the state’s Medicaid system, and this year’s bills are designed to build upon those reform measures. “This stands to be the most important issue we’re going to tackle this session,” said Delegate Jeffrey Pack, R-Raleigh, Vice-Chairman of the House Health and Human Resources Committee and co-sponsor of the three foster care bills. “Since becoming a delegate,

I’ve held a number of town halls in my district, and each time one of the top issues I hear about are the problems people are experiencing with the foster care system,” Delegate Pack said. “Should these bills pass, they will directly and significantly improve child welfare for foster children and reduce many of the burdens and impediments people face when deciding to become foster parents.” House Bill 4092 would improve the state’s Foster Children’s Bill of Rights, create a new Foster Parents’ and Kinship Bill of Rights, make critical reforms to parenting standards and the guardian ad litem child representation process, and increase the daily reimbursement rates for foster homes. House Bill 4094 will strengthen the office of the Foster Care Ombudsman, which oversees the foster care system within the state Department of Health and Human Resources. House Bill 4129 eliminates the waiting period for the hearing on an adoption petition and adds flexibility to the process by allowing the adoption hearing to take place in the

county in which the foster child was originally removed or the county in which the adoptive parents live. All three bills have bipartisan sponsorship and were developed over the past year by the Legislature’s Joint Committee on Health, which includes both Senators and Delegates, during the interim committee process. “These bills are the result of a great deal of investigation, collaboration and sincere dedication to improving this critical system for the benefit of our foster children and parents,” Delegate Pack said. “While we still have much more work ahead of us, I’m convinced these bills will immediately help ease the burden for people across our state.” The House is expected to vote on House Bill 4192 on Monday, while House Bills 4092 and 4094 continue to be refined prior to a full House vote. Meanwhile, on Wednesday the House Committee on Senior, Children and Family Issues heard a presentation from Bonnie Dunn, Extension Specialist at West Virginia

State University, on the state’s Healthy Grandfamilies program. West Virginia ranks second among states for the percentage of grandparents responsible for their grandchildren. The Healthy Grandfamilies program provides support and training for these families. Initially offered in the Kanawha Valley, the Legislature last year provided $300,000 in funding to expand the program statewide. Many delegates have expressed interest in appropriating additional funding for the program this year to ensure it is fully established in all 55 counties, as it has proven to be a cost-effective way to help families across the state provide care and support for vulnerable children. The program has also started to build private donations to help it become self-sufficient. “We have seen so many grandparents across our state step up and care for their grandchildren, and I think this program is a great way to support them as they support their families,” said Delegate Dianna Graves, R-Kanawha.

dents will be able to have access to up-to-date textbooks, appropriate technology and enriching curriculum. Finally, money has been designated in the levy to four other Lewis County entities which go hand in hand with

the school system, serving the needs of the students and other community members: the Lewis County Extension Services, the Lewis County Emergency Ambulance Service, the Louis Bennett Public Library, and the Lewis County

Health Department. The date for the levy vote is February 8, but early voting is available and encouraged. Early voting may be done at the Lewis County Courthouse Monday through Saturday.

Levy from Page 1 ing school performance. By including free admittance to Lewis County athletic and academic events, not only for students, but for veterans and senior citizens, as well, the school system hopes to honor those who have already served our nation and community. Finally, in an unpredictable time, money specially designated to the security of the schools may help Lewis County families to sleep more soundly at night, knowing extra measures have been taken to help secure the schools and protect their children. Despite these improvements, the levy rate is not going up and does not raise taxes; rather, the rate remains the same as with the current levy. These additions come from a restructuring of fund allocation, not from extra money from the taxpayer. The levy pays for dozens of positions throughout the county, including teachers, counselors, secretaries and more. These are not new positions but are ones currently paid for by the levy. If the 2020 – 2025 Education Levy does not pass, those positions would be eliminated, enlarging class sizes and stretching thin an already overwhelmed system. The levy pays for the trips and other equipment and supplies of the consistently award-winning music programs of Lewis County. The funds go toward Lewis County athletes, allowing the schools to bus students to and from games and ensuring the students don’t have to operate under a “pay to play” system that many couldn’t afford. It also pays for transport for other extra-curricular and academic activities. By doing this, it enables all students, regardless of socioeconomic status or parental ability to transport, to participate in the extracurriculars, which are often among the most meaningful pieces of the school experience for students. This is all in addition to paying for the classroom basics of textbooks, technology and other curriculum-related expenses and toward after-school programs. The levy has money specifically set aside for those, as well, ensuring that all stu-

Augusta Youth Ballet Company to present Coppelia

FROM THE COVER

Makeover from Page 1 a small town to makeover. The show, “Home Town Takeover”, will follow couple Ben and Erin Napier to a small town to fix up houses, buildings, and Main street. The contest has limited requirements: 1. A population of less than 40,000, 2. Homes with great architecture, 3. A Main street that needs a facelift. The deadline to submit the town is Friday, February 7 and the community is hopeful to be selected.

to common problems could be found in the Bible as a boost of encouragement. “Let me inform you that the original post that was removed was acceptable, constitutional and legal in all manners, and should be put back up immediately,” said Bill Hunt. “The original poster...led the motivation to help other students who may be looking for answers to their problems.” He added, “It’s caused strife, confusion, and even anger.” The incident has garnered national attention from the Rutherford Institute, a nonprofit organization who donates its legal services at no charge to those whose constitutional and human rights have been threatened or violated,

according to its website. In other business, the board presented Stonewall Resort and Rotary Club of Weston with certificates for the support they gave to Lewis County Schools. The LCHS Robotics team was honored at the Board meeting, as they won first place in the tournament championship against 23 other teams. They are headed to the state championship next. Mike Cayton approached the board with a presentation on the pros and cons of getting a drug dog for the schools. Barb Tucker presented on national, state, and local youth risk behavior data and Lewis County School can offer support. The board went into executive session for approximately 20 minutes to discuss a student expulsion, but no

action was taken. The board upheld the Superintendent’s recommendation to expel the student for the remainder of the school year. Lesley White and Christiana Lybarger, along with three students, presented the video project “How’s school going?” The mass communications class worked with every school in Lewis County to create the video, encouraging members of the community to ask students how they are doing. The personnel agenda included the resignation of Kelsey Luke and Janet McCourt. Nathan West was approved as an Autism Mentor for additional classification. The following professionals were approved for hire: School Site Coordinators – Sarah Linger for LCHS, Deena Lewis for JLES, Marissa

Shanholtz for RLBMS and Kylea Arnold for RES. For LCHS Career Coach, William Tucker was also hired. Jared Fitzwater was hired as an After School Homebound Education Facilitator for LCEM. Dr. Robin Lewis’s Superintendent Updates was a report that Lewis County will be introducing “Stop It,” a new way to report incidents of inappropriate behavior, anonymously or otherwise, via mobile app, phone line, or otherwise. Students K-12 can report on bullying or cyberbullying, inappropriate student-teacher relationships, violence or threats, discrimination, drugs or alcohol, and similar situations. The Lewis County Board of Education meets every other Monday evening at 6 p.m. The next meeting will be February 10.

Thrifty from Page 1 it’s an excursion,” Vaughn said. “We’re not just hitting one store; when we go, it’s an all-day event.” Vaughn said the goal is to be a clean, organized thrift store with quality items. The store is dependent on donations. “We like variety, unique thing. We also want it to be unique,” she said. “I don’t know what we’ll bring to Weston, but we’re gonna bring cool.. We’re gonna bring unique.” Jeff Furner talked on his childhood experiences, how thrifting was not just a hobby, but a necessity. He said when he would thrift with his grandmother, they would go to landfills. She was a “true dumpster diver,” Vaughn joked. My Thrifty Mama will be open Wednesday through Saturday from 10 a.m. to 6 p.m. Donations are already welcome. The family asks to drop off anything you may have on the porch. They are soon hoping to have a bin for future drop offs coming soon. For more information, visit the My Thrifty Mama Facebook page or visit the store at 916 US Highway 33 East Weston, WV.

Hometown Outfitters owner Tina Cunningham shows the collection of donated sports equipment she has available for free to anyone in need.

WESTON — Hometown Outfitters in Weston has been collecting donations of gently used sports equipment and they are ready to begin giving it away. Owner Tina Cunningham acknowledged how expensive purchasing stuff for sports can be, and she is hopeful this will benefit the community. Hometown Outfitters is still collecting equipment, but many items are already available for pick up if you know anyone in need. She also mentioned that if it’s still in good shape, it would be great if people will donate the equipment back after they are finished with it, so others can benefit as well. Cunningham said, “We now have 22 pair of shoes, belts, baseball equipment, bats, soccer balls, and bags. We are still collecting items and truly appreciate those who have donated. Coaches and parents, if you know of a child who is in need, please send them our way! Parents, maybe your child is unsure of a sport and you don’t want to spend money until they try it first, stop in and get “good” used equipment first. Sports are expensive and every child deserves a chance to play. If you don’t want used, shop local – we are here to help!”

Concerned Citizen’s want the levy changed in order to provide more for students to receive a better education: ACCOUNTABILITY of where our money goes.

OVER 50% of our LEVY supports our central office. The word AND need to go at the end of each line: the money needs to go to what is allotted to. The West Virginia Auditors office explained they do recommend using the work AND. Years ago they suggest that the school board use the word AND in the case of a school closes, they don’t have to seek a judge order to use the money. But over the year’s counties have seen school boards miss uses of the word and use the money as they want. (not sure if it is the Board or the finance department) but use the money as needed in the area listed. This could be a big part in why we see 11 other counties in WV with NO Levy. If you look at the fine print at the bottom of the ballot it also explains it.

Call the WV Auditors office: 304- 627-2415

To see finance information on our board visit: https://wvde.us/finance-and-administration/school-finance/financial-and-certified-list-reports/

70% of your taxes already go to the school system plus your levy money if levy passes

Purposed for which additional funds are needed: I. Provide textbooks for students in grades Pre-k-12 and for the kids

II. Provide for technology instruction, technology materials and equipment for students in grades Pre K- 12 and for the kids III. Provide for additional enrichment materials and supplements materials for the general instruction curriculum, for students in grades Pre K – 12 and for the kids

IV. Provide for purchase of equipment and supplies to supplement the music, band and/or creative arts programs for students in grades Pre K – 12 and for the kids

V. Provide for the support of extra curricular, curricular and/or academic transportation for students in grades Pre K-12 and (why are the schools being charged $25 and hour for bus driver, so much a mile and fuel) For the kids

VI. Comments: The state pays for 195 professional 114 service personal that is needed for the number of students. We have 368 employed at the LCBE. We are over by 59 employees and we still have several postings open, and 5 positions on the WVDE website that say 0 employee, but budgeted. If you look on the WVDE website, you will see we a lot for 5 employees and it says we don’t

amounts required by the WV code related to the 1984 salary adjustment and support extended employment for personnel to provide service to students and programs and ($633,540.00 x 5 years = $3,167,700.00 of this levy. Comments: If supplemental personnel salaries are mandated by WV code, then the state has had to provide the funding to cover the mandate, as they have done in counties with no levy.

If it is WV code related, then how does 11 counties in WV that DON’T have a levy pay these? So, why charge the taxpayer.

first page of 2019 supplements were $208,568.16. One person got $26,344.00 for a supplement. That is more money than some employees make. Some of those same employees have two jobs and some qualify for assistance. Supplements can be gotten at the Lewis County Board office as they are public information. In 2017 minutes of LCB meeting you will see the previous superintendent took away the supplement for the Head Treasure, after a grievance but was never heard. The previous board members gave her back the supplement.

PROJECTION FOR SUPPLEMENT MONEY

IX: Assist personnel employed by the Lewis County Schools with the cost of family health-expenditures as per procedures developed by the Lewis County Schools.

We have elderly that must save in order to pay for their taxes each year. Most due to the part they make sometimes as little as $30 more a month in order to get assistance for health care, and prescription drugs. They must pay each month for Medicare and Additional insurance for medicine with no help. The school employees pay each paycheck for health care and then again in the levy. Build, Maintain, improve and/or correct environmental structural and/or security factors for any or all Lewis County School Facilities to ensure adequate protection against fire hazards and/or health hazards in an effort to provide a safe positive atmosphere conductive to leaning and For the safety of the kids Provide support for extra-curricular activities such as, but not limited to, athletic teams, band, music activities, theater activities, academic competitions, and after school programs and For the Kids Provide Free Admission for our students, seniors, and vets to come to our sporting events: It is NOT FREE if you charge someone for the services.

XI. XII:

So, it could have been worded, $25,000 be provide so the students, Seniors and Vets Admission to support LCHS/RLB sporting events at no cost. Free to sporting events: If the students, Seniors, and Vets get in FREE just allow them in with school ID or ID’s. What does it cost for a student to be in the building? It was told for the senior citizens and vets to get FREE admissions they must go to the board office to get a pass first. They just can’t go to the door.

XIII: Provide Free Lunch to students of Lewis County Schools:

All Elementary in Lewis Co. School already are provided FREE LUNCH. So, why has the school system not helped the voters of Lewis Co, to provide FREE LUNCH/Breakfast to some students but not all? But now ask ALL voters to help pay for lunch/breakfast for kids. Also, the federal government is looking into offering FREE MEALS to all students in the US. So, this money will be used where? Assist in the support of community education facilities, educational programs and/or educational support services rendered at curricular and/or extra-curricular activities. Specific programs or services supported would include: Lewis County Extension Service and or related programs such as, but not limited to 4H and Energy Express and Lewis Emergency Ambulance Services Authority to provide agreed upon services for the Lewis County Schools to include medical coverage for all contact sports events, musical events, graduation ceremonies. Units would be staffed by a State Certified EMT-B and Driver. Services provided would be emergency care, prehospital medical support, transport to the local emergency room and The WVSSAC just released that all schools must have a certified trainer at ALL sporting events before the game can proceed. This is GREAT because before it was only for Football and soccer. It was brought to the attention that if a student gets hurt and has to be taken to the hospital, the parent is still charged the transport by the EMS.

XIV:

Louis Bennett Public Library and/or related program and Lewis County Health Department and/or related program. Why not donate to the Fire Depts as they come to our schools and provide Fire Safety. As noted above, the amounts set forth above are the average annual amounts for each purpose. The actual Amounts for each purpose will likely vary from one fiscal year to the next. If any item in the above stated purposes is declared unconstitutional or invalid due to judicial or legislative action, then any affected funds will be distributed among the remaining constitutional and valid purposes. The proposed additional rate of levy in cents per $100 of assessed value on each class of property is as follows: Class I Property $10.32 cents, Class II Property $20.64 cents, Class III Property $41.28 cents, Class IV Property $41.28 cents

Fine Line:

Fine Line:

(if your taxes go up (and they do about every year), your part on your access will go up also. Not just in property also affect your personal property tax.) (Did you know on your tax slip it says, Lewis County School Board that is a State tax that goes to our school system)

Fine Line:

The Board will not issue bonds in connection with the approval of the proposed increase levy. If additional State Federal private or other special funds become available to provide funding for any of the above-stated purposes, then the Board shall be authorized and empowered to expand at the end of each fiscal year, during the term of the levies, the surplus (if any) in excess of the amount needed for any of the above-stated purposes for enrichment supplementation and advancement of all educational programs in the Lewis County School District, and other purposes pertinent to the operation of Lewis County Schools. In the discretion of the Board. Such additional or surplus funds may be used either in substitutions for or in additions funds obtained for the excess levy Any additional revenue accruing during the term of this levy (because each year your taxes go up and so will the price you pay on the levy) in excess of the amounts needed for any of the above stated purposes, will be expended for the enrichment, supplementation and advancement of the education system of Lewis County Schools: provided that levy items number III as listed above, shall receive twenty percent (kids) of any additional revenue accruing during the term of the levy to be expended as outlined and provided further that the levy item number X as listed above shall receive 80% (school system) of any additional revenue accruing during the term of this levy to be expended as outlined.

AREA NEWS

Upshur County Beekeepers Association

There is a little known, but vital association in Upshur County. Their impact to our community touches everyone that lives within the county. Little do many know, that 80 percent of the food we consume needs pollination and that honeybees are the main pollinator in our area. Each hive has approximately 40,000 workers that are mainly all females. The byproduct of all this work and effort of every beekeeper, if they are lucky, is harvesting honey for personal use and in some cases sales to our community. Bees though, are under attack. In the last 15 years or so, there have been parasites, chemicals, and unknown reactions by the bees to our ever-changing environment. Basically, the wild honeybee colonies have disappeared and if not for the beekeeper (apiarist), bees would be relatively non-existent. Your Bee Association in the county represents the continual training and methods to allow our bee colonies to survive and hopefully thrive. Without dedicated keepers of these precious colonies and the dispersion of their efforts across the country, our farmers, small garden advocates and hobby yard workers would see a significant decline in the crops, flowers and fruits. We always can have more beekeepers and bee colonies. Your Beekeeper Association meets once a month at the Farm Bureau building off Route 33. The meetings are on the third Tuesday of each month at 6:30 p.m. The club has formal classes, maintains a Facebook page “Upshur County Beekeepers Association” and assists each other by sharing techniques, equipment and proper practices. The club has a very successful mentorship program to assist new beekeepers not only get started but maintain their apiary for years. Please visit our Facebook page for additional information. The public is welcome to join in on any meeting, which is free. Hopefully you will become interested enough to start your own bee farm, promoting local gardens with pollinators and enhancing your own crop output. You will be welcomed, come see what it takes to become a Beekeeper. For more information about the Beekeeper Association, please contact robertkincaid@frontier.com
