City Council disputes purchases

City Manager Chad Minnick Councilman Randy Bohan By Kari Conaway Staff Writer WESTON — The first Weston City Council meeting of the year/decade was called to order on Monday, January 6 at 6 p.m. in the Lewis County Courthouse. The meeting got heated in the last hour when Ward 4 Councilman Herb Curtis motioned to enter executive session, then City Manager Chad Minnick rejected and requested to stay a public forum. Curtis then rescinded his motion and kept the meeting public. Curtis proceeded to read a written warning to go into the City Manager Chad Minnick’s personnel file, regarding a trade-in of two trucks without City Council’s approval. The report is an administrative measure to improve further performance. After voting on the written warning, Ward 2 Councilman Randy Bohan took the floor to make an ethics complaint for City Manager Minnick’s failure to hand in credit card statements. Minnick reportedly spent over $16,000 in the past five months without documenting one purchase, including a $2,900 computer for processing and GIS (Geographic Information System) data. Minnick countered that he made these purchases for the different departments he oversees. The Board of Parks and Recreation Commissioners do not have any plans but hope to have a meeting next month to

County Clerk Cynthia Rowan, Commissioner Agnes Queen, Kim Donaldson, Terri Flint, Commissioner Rod Wyman and Commissioner Patrick Boyle. By Kari Conaway Staff Writer WESTON — The first Lewis County Commission meeting of the year was called to order on Tuesday, January 7. The first order of business

was to elect a president, which is Commissioner Rod Wyman. Case Manager Terri Flint and Sexual Violence Coordinator Kim Nicholson from HOPE, Inc. presented the commission a proposal to claim January 2020 as National Human Trafficking Awareness Month

and National Stalking Awareness month in Lewis County. Other appointments were with Lewis County Assessor John Breen when he presented exonerations, consolidations and apportionments. Assessor Breen also later addressed the plans the Assessor’s Office has

to fix deficiencies. The Commissioners then reviewed the Upshur County Commissioners meeting agenda from December 19, 2019. A Grants Workshop will be held

Burns retires SJMH Snowball after long career in 5K this Sat. healthcare

WESTON — After many years of work for the late Dr. Charles Lively, followed by 20 years at Mon Health Stonewall Jackson Memorial Hospital, Linda Harper Burns retired on Thursday, January 2 from Lively Healthcare in Jane Lew. Though retiring from her career in healthcare, she and her husband will continue to run the family farm on Route 33, east of Weston. She is the daughter of the late Richard O. and Doris Peterson Harper. She and her husband Larry have two children. The couple’s son Ryan and wife Julie are the parents of two children – Wyatt, 14 and Sara, 12. Their daughter, Laura Dever, and husband Jamie have three children – Tate, 16, Hope, 13 and Cy, 6. Linda also has a beautiful Standard Poodle, Louise. She noted that Larry is a retired bus driver for special needs children, but the couple has had a long

love of life on a farm. As a matter of fact, Linda met her husband at a horse show. “Actually, I skipped my senior year at Lewis County High School and went to Stephens College in Columbia, MS, because they offered equestrian studies and I took classes in marketing and design,” Burns explained. “I wanted to have a tack shop and make tailored riding clothes, but instead we married and opened the Meadowview Stables. We had as many as 50 horses there at one time,” Burns added. The couple had a different lifestyle with her husband shoeing the horses, and spending many weeks on the road at horse shows and living in an RV. Burns noted that for 15 years the couple worked the farm, but in 1991 she chose to begin work at Dr. Lively’s office along with Donna Brooks, Roberta Lamb

With sadness in our hearts, the family of Gordon Jones Hall, 88, of Weston, would like to announce that he departed this life in peace on Monday, January 6, 2020, comforted by the love of God and his family in his own home. Gordon (also known as Petey May, Petois and the “Captain” by many of his cohorts) was born in Weston on January 21, 1931, a son of the late Gordon Tyler and Nell Jones Hall. While cruising along the coast of Lake Riley one afternoon, it took only one glance at Martha Belle Henry for him to know she would be his bride. Just before his 30th birthday, his dream came true. Gordon married the love of his life and they spent the next 53 years loving, laughing, raising their two sons, and enjoying each other until her passing on October 27, 2015. We rejoice that they are once again united in heaven for the rest of eternity. In addition to his parents and wife, he had one brother, Ned Hall, and all of his wellloved canine companions, Ayla, Kita, Archer and Cooper, there to greet him at Heaven’s Gate. Gordon is survived by two sons: Danny Hall of Millersport, OH, and David Hall of Weston; two grandchildren: Katie and Tyler Hall; two nieces: Susan Staples and husband, Boots, and Jana Gissy and husband, Dave, all of North Carolina; two nephews: Tommy Hall of North Carolina and Joey Hall and wife, Pam, of Weston; along with several other much loved nieces and nephews out of the Henry brood, including his “rock”, Gerilyn Beam. All of whom were welcomed to Gordon and Martha’s home and included in many vacations due to their generous spirit. After his graduation from Weston High School, Gordon pursued and obtained a master’s degree in Industrial Relations from West Virginia University. While attending WVU, Gordon became a member of Phi Sigma Kappa fraternity and continued

this membership throughout his life. He remained an alumnus and avid WV Mountaineer Fan! He did not miss a football or basketball game and worked hard to make sure no one else did either! A proud United States Army Veteran that served his country for nearly two years, he maintained his membership in the American Legion until passing. Gordon enjoyed the beach, reading, gardening, and, after introduction to the sounds of Jimmy Buffet by Danny, he was instantly a dedicated “parrothead”. He had a way of making and keeping good friends, whether in Wheeling, Weston or Myrtle Beach, and his dry wit, good nature and willingness to converse will be missed by them all. Gordon’s request for cremation has been honored and his family will have a private burial in the Ward-Henry Cemetery on Hammer Straight in Weston at a later date. In lieu of flowers, donations may be made to the Millersport Covenant Church c/o Mark Thogmartin 12290 Cottage Ave. Millersport, OH 43046 or to St. Matthew United Methodist Church PO BOX 49 Weston, WV 26452. We, at Pat Boyle Funeral Home and Cremation Service located at 144 Hackers Creek Rd. in Jane Lew, are honored and privileged to serve the family of Gordon Jones Hall. Online condolences may be expressed at www.PatBoyleFuneralHome. com.

AREA NEWS GSC Student Athletes visit WVU Medicine Children’s

GLENVILLE — A group of Glenville State College student athletes recently traveled to WVU Medicine Children’s to visit with patients and their families within the pediatric, PICU, and NICU units. The group handed out mini footballs and softballs that were donated by Tom and Pam Ratliff and decorated by the Glenville State College Department of Fine Arts. “This was a very special day for our student athletes who participated in this trip,” said Glenville State College Athletic Director Jesse Skiles. “Their interaction with the children in the hospital was a service that is at the top of what we do here as a department. We sincerely want to thank the staff at WVU Children’s Hospital for allowing us into their area for a day, and for the time we were able to spend with these amazing young people.” Sophomore football player Jordan Hartman recalls the experience as heartwarming. “Seeing the smiles on those children’s faces when we handed them either a ball or bubbles made the trip worth it. It means a lot to me to give back to people who are struggling, and just putting a smile on their face means

the world.” “Watching how the Glenville State College athletes revealed their characters by giving of their time and feelings to the kids at the hospital was a little overwhelming,” said GSC Executive Director of Workforce and Community Development, Tom Ratliff. “It brought back memories of my son’s first seven days, which were spent at that same hospital, and all of the emotions that one goes through at those moments. Seeing the gleam in a child’s eye as our athletes passed out some Pioneer memorabilia while sharing stories and hugs with their families is sure to leave a lasting impression on all who were involved. Glenville State College and the entire Glenville community pride themselves in taking care of one another. After today we have added many new members to the Pioneer family!” For senior Austin Ratliff, Tom’s son, the visit hit close to home. “After being born, I spent a week in the NICU unit at WVU Children’s Hospital,” he recalls. “I am eternally grateful for the care I received, and that others continue to receive every day by the caring and loving professionals, administered with a personal

Minutemaids Lady Patriots JV defeat Gilmer JV win big By Wyatt Burns Sports Correspondent

By Wyatt Burns Sports Correspondent SUMMERSVILLE — The Lewis County High School Minutemaids JV team traveled to Summersville last Friday to take on the Nicholas County Grizzlies. The Minutemaids came out hot and never cooled off. Never trailing in this game kept the Maids in a comfortable position. Emily Talbert lead the way in scoring for Lewis County with 12, followed by Emma Post with 8. Every girl contributed, with each playing five or more minutes under direction of head coach Mackenzie Smith. In the end, the game finished at a final score of 51 to 20. The undefeated JV Maids were scheduled to play at Preston County on Tuesday, but that game was canceled due to inclement weather. They will play again at home on Wednesday and Thursday, along with the 5-1 Maids Varsity squad.

The commission considered and approved the Internal Revenue Rates for Mileage. The commission then voted to go to the $50 federal per diem. The commission voted to approve Stella Poling and Terri Walker to be the Emergency Absent Voter Ballot Commissioners, traveling during the week of the election to make sure emergency absentee ballots are cast. and eventually Rachel Brown. Just as Dr. Lively was a “medical staple” in Lewis County, his office staff hardly changed over the latter part of his practice. “He treated us so well,” Burns said. “He loved the holidays and would decorate everything. He was so nice and was always buying gifts for us from Minnich Florists. He even did his own shopping – even at Christmas.” Dr. Lively practiced for 50 years and sold his practice to SJMH in 1997. He retired in the of Spring 2006 and died in December 2006. “As a small office there was so much for all of us to do, and Dr. Lively’s dog would come with him to work,” Burns explained. “When Dr. Lively had a serious accident his first thought was who could take care of his Cairn Terrier, Vince,” she said. Burns noted that much of her job at Dr. Lively’s office was paper-oriented. “There was a lot of paperwork involved, whether paying bills or doing payroll, all before electronic medical records were implemented,” Burns said. Burns most recently worked at Lively Healthcare as a referral coordinator. As a referral coordinator, Burns ensured all referrals were sent to the correct specialty and scheduled patients for procedures at SJMH. “I made sure that processes were authorized and that patients were prepared properly for procedures,” Burns added. Over the years, Linda and Larry have had horses, goats and currently have a special breed of sheep – Katahdin – on their 98acre farm. “I may be retiring, but as you can understand, there is still lot for me to do at our farm,” Burns concluded.

Looking for furever homes

By Tara Kennedy Editor

BUCKHANNON — The Lewis-Upshur Animal Control Facility needs help finding furever homes for Rocko and Pudgy. Volunteers from Luv 4 Animals and The Animal Outreach Project would also like to encourage pet owners to make accommodations for cold weather by ensuring their outdoor animals have sufficient housing and bedding. Please contact these groups on Facebook if you need assistance. Rocko is an intact black and tan hound mix. He is approximately two years old and weighs 42 pounds. Rocko was found in the Frenchton area on December 26, but hasn’t been claimed by his owner yet. He walks on a leash pretty well and loves attention, so please help Rocko find his new furever home. Pudgy is a domestic longhaired tabby cat. She is six years old and has not been spayed yet, City from Page 1

discuss projects for the spring. They have received a grant for $3,000 and want to use it to replace broken or vandalized picnic tables and build a new pavilion. City Council will meet with the Parks and Recreation Commissioners to seek their needs and discuss further in February. Dee Evans gave the Sanitary Board report. In Contract 1, they are working on a pump station installation in wet wells. Contract 2 is at a standstill for gravity lines that will be installed after Contract 1 is complete. Contracts 3 and 4 are completed. This past week, they have been working through a monetary bid process to use some of the contingency funds to purchase a jet truck at the Treatment Plant. The Sanitary Board is also working with auditory to make

but rescue groups are willing to assist. Pudgy sadly ended up at the pound when her owner passed away. She loves attention from the staff, and would really like another nice, quiet home for the rest of her years. Rocko and Pudgy, as well as many other loving cats and dogs, are available for adoption at the Lewis-Upshur Animal Control Facility located on Mud Lick Road in Buckhannon, so stop by and find the perfect pet for your Pudgy family. Adopt, don’t shop! L-UAC is always in need of volunteers if you are looking for a rewarding and worthwhile cause to assist. Donations of food and pet supplies are always welcome. L-UAC is open Monday through Friday, 10 a.m. to 2:30 p.m. and Saturday 10 a.m. to noon, or you can call (304) 472-3865 to schedule an appointment. Rocko sure 2017 and 2018 audits will be completed by March 2020. The councilors voted to postpone changing banks for another month. City Manager Chad Minnick explained having to redo this motion because the “wording was not sufficient enough to the folks at the bank to move forward.” The motion also needs to exclude Kristin Donaldson from being an authorized signer, due to Donaldson leaving office. The council accepted Gary Foster’s resignation from the City of Weston Planning Commission. Next, Lewis County resident Billy Brooks brought forth his concern of the road conditions by his residence. He reported the pavement is deteriorating along the road and down the alley. Brooks pointed out that the water is running down the middle

of the alley and cold weather may cause the road to become too slick to drive. “It’s getting worse and worse and worse. I know it’s a bad time of the year but it’s not gonna get any better,” said Brooks. Lewis County resident Dave Gump expressed what a great job everyone was going. He wondered what the snow removal policy is and if the council has made any pavement plans for this year. The council responded by saying they have not discussed the pavement plans at this time. In other business, the planning commission will meet Tuesday, January 14 at 6 p.m. The Historic Landmarks Commission’s next meeting will be Thursday, January 9 at 5 p.m. For closing reports, Mayor Kim Harrison highlighted her busy agenda from December 2019, including attending a grad-

uation and lunch with students from Peterson-Central Elementary School. Councilman Steve Weaver shared his thoughts and thanked everyone in attendance on a great job with their work for the community. Councilman Randy Bohan reported on his wishes to get the city cleaned up, in regard to the roads, ditches, cars and houses. Councilman Gary Foster reported on “doing your homework” by getting educated and taking a step to call legislators if residents are not happy with the way things are going. Councilman Herb Curtis touched on getting back on track for improving the town and creating a plan for the next couple years. City Council meets every first Monday of the month. The next meeting will be held on February 3.
