FRENCH CREEK — French Creek Freddie emerged to predict another early spring on a chilly Sunday morning for Groundhog Day. People of all ages, from near and far, traveled to the West Virginia Wildlife Center to experience the predicted weather forecast for north central West Virginia from French Creek Freddie, who did not see his shadow this year. Some visitors were from New York, Chicago, and even sunny California. Biologist at the Wildlife Center, Tyler Evans, said they are always happy to see everyone come out, regardless of weather, and this year was no different – the turnout was huge. The morning started at approximately 9:30 a.m. and began with songs by Enny Corner about an old friend of the Wildlife Center, Jack the Bear, Almost Heaven West Virginia, and French Creek Freddie himself. By Kari Conaway Staff Writer WESTON — The Lewis County Commission discussed many items of business at their weekly meeting on Tuesday morning. William Everitt was sworn into the Lewis County Fire Board. He filled an unexpired term for ‘Citizen at Large’ and the term will expire June 30, 2021. Citizen Donald Ramsey addressed a concern about noise to the commission regarding noise from cars passing his house at all hours of the night. He requested the county make a noise ordinance to help with the noises, specifically loud bass music, disturbing the peace, waking him up, and shaking his house. “I’m sorry, something has to be done,” Ramsey demanded. “You can feel it go through your body and through your house. It’s rattling stuff on the wall.” The

WESTON — The Third Annual Mon Health Stonewall Jackson Memorial Hospital (SJMH) Groundhog 5K Walk/Run was held Saturday, February 1. Close to 30 racers came out in the rainy weather and mid-40 temperatures. SJMH works in close cooperation with several non-profits and Pace Yourself Lewis County to make these races

possible. First-place winner on Saturday was Jacob Moore with a time of 18:42, followed by Slate Swiger with a time of 19:22 and Keefe Kiser was third with a time of 19:26. Hannah Brown was the firstplace woman with a time of 27:27. Groundhog Day is celebrated in the United States and

City Council hears Lewis declared Second Amendment Sanctuary neighborhood concerns By Kari Conaway Staff Writer

WESTON — County Commissioners approved for Lewis County to be declared a Second Amendment Sanctuary Tuesday morning. The resolution stated that “The County Commission of Lewis County, West Virginia wishes to express its intent to stand as a Sanctuary County for Second Amendment rights and to oppose, with the limits of the Constitution of the United States and the State of West Virginia, any efforts to unconstitutionally restrict such rights, and to use such reasonable and legal means as the County Commission of Lewis County, West Virginia may hereafter approve to protect the rights of the citizens of Lewis County to keep and bear arms.” Commission President Rod Wyman stated, “I just think it’s

important to reinforce the Second Amendment of the Constitution and the Constitution of the State of West Virginia, and abide by all that is written and believed in by both. I mean, there’s no reason that anyone should be concerned about losing their Second Amendment rights, and we will protect that as strongly as we can.” Wyman added, “There’s no way we’d do anything to jeopardize that.” The Second Amendment, the Right to Bear Arms, is stated in the Bill of Rights as, “A well-regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed.” It was ratified on December 15, 1791. Putnam County was the first county in West Virginia to declare their individual protections on Tuesday, January 14, protecting the people from any law that may try to unconstitutionally revoke the Second Amendment right.

By Kari Conaway Staff Writer WESTON — Weston City Council met Monday evening to discuss business and listen to the concerns of the community. A big portion of the meeting revolved around the safety of the community. During the visitor’s section, a concerned citizen directed a question to the police department regarding if there is 24-hour police coverage in town. City Manager Chad Minnick stated that there is a brief window from 3 a.m. to 7 a.m. where there is no coverage and 24-hour service is not attainable at this time. They want everyone to know that the 911 services are aware of that window and are available from those hours to help out. A member of the Sheriff’s or State Police department will dispatch to the situation. One of the concerns was the activity regarding two vacant houses near Cottage Street and a complaint on the service she was given when she called for help. The council said the money is there for the service, and there is an employment opening; however, no applicants were received when the job was posted. He reported being in contact with a man who was on drugs, hanging around the area and said he was scared of “two tough guys after him.” The next night, a business was broken into near the interaction. Patricia “Pat” May Bell Riddle, 80, of Weston, went to meet her Lord and Savior on Thursday, January 30, 2020, at Stonewall Jackson Memorial Hospital in Weston. She was born on January 8, 1940, a daughter of the late Joseph and Olive Irene Blair Cavalier. On April 27, 1983, she married the love of her life, Leon “Scott” Riddle. Together they shared 36 wonderful years and he will miss her greatly. Patricia is survived by her husband, Scott; four children: Donald Cavalier of West Milford, Barbara Newman and companion, Dennis McGinnis, of Jane Lew, and Helen Parker and husband, Robert Jr., and Patricia Lattea both of Weston; two step-children: David Riddle and wife, Crystal, of Oil Creek, and Kathryn Riddle of Weston; six grandchildren: Chuckie (companion, Tracy), Tabatha, Amber, Bryson, Abigail, and Brayden; two step-grandchildren: Brayden and Scottie; two great-grandchildren: Gregory and Marissa; one step-great-grandchild, Madison; three siblings: Russell Cavalier of Mt. Clare, and Mary Grogg and husband, John, and Darleen Cavins both of Weston; and four half-siblings: Kathy, Loretta, Johnny, and Becky Cavalier. In addition to her parents, Patricia was preceded in death by five siblings: Jimmy, Ronnie, Johnny, Margaret and Joey Cavalier; and two infant siblings: Irene and Charles Cavalier. Oscar Charles “Chuck” Barnette, 54, of Walkersville, went to be with the Lord on Thursday, January 30, 2020 at Stonewall Jackson Memorial Hospital following a brief illness. Oscar blessed this Earth and the lives of his parents, Oscar Carl and Nina Ruth Williston Barnette, when he was born in Warren, OH, on August 21, 1965. Oscar’s father preceded him in death. On September 18, 1993, he married the love of his life, Connie Jean Bleigh Barnette, and they shared over 26 wonderful years. Oscar is survived by his mother, Nina Barnette of Ireland; wife, Connie; two children: Cody Bleigh and wife, Ashley, of Weston, and Preston Barnette of Walkersville; two grandchildren: Raylynn Bleigh and Brantley Bleigh; and his best pal and loving K-9 companion, Daisy. After graduating high school, Oscar started his career with Appalachian Timber Service in Sutton where he worked for over 35 years. His love for the outdoors didn’t stop with work. Oscar loved helping his son with FFA projects, hunting and fishing. He also enjoyed spending time with his family and watching movies. Oscar was a devoted

faith and shared her love and devotion with her family as a homemaker. WESTON — In 2014, the Institute for Health Metrics and Evaluation at the University of Washington analyzed all 3,142 counties within the United States for health risks. The statistics for Lewis County are sobering, but none more than in the areas of heart disease. The rate of ischemic heart disease among Lewis County residents is well above the West Virginia and national averages. The ischemic heart disease condition refers to heart problems caused by narrowed heart arteries, which supply blood to the heart. The rate of the disease for Lewis County women is 234.7 per 100,000, ranking 3,072 out of 3,142 counties in the country. For Lewis County men the rate is 273 per 100,000, ranking 1,793 nationally. To combat heart disease in Lewis County, Mon Health Stonewall Jackson Memorial Hospital will host its Annual Healthy Heart Fair on February 12 from 8 a.m. to 2 p.m. at the hospital. Mon Health Cardiologist Dr. Wissam Gharib will provide information at noon in the SJMH Boardroom on heart health. Dr. Gharib is well known for successfully implanting the health system’s first CardioMEMS device in the fall of 2018. This device allows specialists to monitor a patient’s heart failure symptoms without the patient leaving home. The public is encouraged to attend to receive a free health screening comprised of EKGs, bone density, blood pressure, blood glucose, height, weight and pulse oximetry. Various vendors will be in attendance including: the WV Breast and Cervical Cancer Screening Program, the Lewis County EMS, Lewis County FRN, eye care, AED training, CORE information and LC Heart Society. Additional information will be available on nutrition, mental health, adult fitness and tobacco cessation. “The Healthy Heart Fair provides the community with the opportunity to receive a baseline health screening. This is a great opportunity to start improving your health,” concluded Julia Spelsberg, SJMH Marketing Director.

WESTON — Dr. Wissam Gharib will be providing special cardiac education during the Mon Health Stonewall Jackson Memorial Hospital Healthy Heart Fair on Wednesday, February 12 at noon in the SJMH Boardroom. Dr. Gharib is the Director of the Mon Health Medical Center Cardiac Catheterization Lab and Care Units. He received his undergraduate and medical degrees from West Virginia University, where he also completed his internship and residency. He completed fellowships in both cardiology and interventional cardiology at the WVU School of Medicine. He has certifications in interventional cardiology, cardiovascular diseases, nuclear cardiology and internal medicine. He has served as the Program Director for the Cardiovascular Disease Fellowship Program at the WVU School of Medicine. He also was an Associate Professor of Medicine and Director of the Cardiac Catheterization Labs at the WVU Heart Institute. White served the community as doctor, dentist and midwife, delivering more than 1,800 babies. Feb. 5, 1890: Coach Eli Camden ‘‘Cam’’ Henderson was born in Joetown, Marion County. He is a revered figure in Marshall University sports history. Feb. 5, 1941: Actor David Lynn Selby was born in Morgantown. His stage and screen credits include the outdoor drama Honey in the Rock, and the television shows Falcon Crest and Dark Shadows. Feb. 6, 1882: Poet Anne Spencer was born Annie Bethel Bannister in Henry County, Virginia. In 1886, she and her mother moved to Bramwell, where she spent most of her childhood and adolescent years. Feb. 6, 2007: Selva Lewis “Lew” Burdette, a native of Nitro, died in Florida. Burdette was an outstanding major league baseball player who spent most of his career with the Milwaukee Braves. In 18 major league seasons, he won 203 games and lost 144. Feb. 7, 1867: West Virginia University was established by an act of the West Virginia Legislature. The college, originally called the Agricultural College of West Virginia, opened its doors in September 1867. Feb. 7, 1889: Nell Elizabeth “Pistol Nell” Walker was born at Sewell Mountain. Known as the “First Lady” of Fayette County, she served 12 terms as a member of the House of Delegates. Feb. 8, 1892: Cartoonist Irvin Dugan was born in Huntington. For many years, his “Adam” cartoon character was a feature on the editorial pages of the Herald-Dispatch. Feb. 8, 1915: Photographer Volkmar Kurt Wentzel was born in Dresden, Germany. He emigrated with his family to the United States at age 11. As a teenager in West Virginia, Wentzel took up with an eclectic group of people who had retreated to Youghiogheny Forest, a Preston County artists colony. Feb. 8, 1918: Medal of Honor recipient Herbert Joseph Thomas Jr. was born. He excelled in football as a halfback for South Charleston High School, and Herbert J. Thomas Memorial Hospital in South Charleston is named for him. Feb. 9, 1843: Republican Party leader Nathan Goff Jr. was born in Clarksburg. In 1888, Goff lost West Virginia’s most controversial . Feb. 9, 1900: ‘‘Aunt Jennie’’ Wilson was born near Henlawson. Wilson was a Logan County traditional musician, considered a master of clawhammer-style banjo playing. Feb. 9, 1950: U.S. Sen. Joseph R. McCarthy’s speech to a group of Wheeling Republicans launched the 1950s red scare. McCarthy, a Wisconsin Republican, claimed in his speech to have a list of 205 communists who worked in the U.S. State Department. Feb. 10, 1904: Jay Legg was shot and killed by his wife, Sarah Ann, in their home in Clay County. The trial, conviction, appeal and acquittal of Sarah Ann led to a popular West Virginia folk ballad, “The Murder of Jay Legg.” Feb. 10, 2010: Frederick Appleton ‘‘Fred’’ Schaus, West Virginia University basketball All-American, coach, and athletic director, died at the age of 84 in Morgantown. Schaus coached at WVU from 1954 to 1960, with a 146-37 record. Feb. 11, 1903: Artist Grace Martin Taylor was born in Morgantown. In addition to producing an immense body of work in a variety of styles, Taylor enjoyed a lengthy career at the Mason College of Fine Arts and Music in Charleston. Feb. 11, 1904: Clarence Watson Meadows was born in Beckley. His mother hoped he would become a Baptist minister, but he ultimately entered politics, becoming the 22nd governor of West Virginia. Feb. 11, 1911: The Charles Town Opera House opened. The 500-seat theater ushered in an era of entertainment and service lasting more than 30 years. Feb. 11, 1923: Eight members of the Black Hand were arrested in Harrison County. The Black Hand was the name and symbol of an underworld society of Italian immigrants that sought to extort money from other Italian immigrants. Feb. 11, 1935: The first houses in the Tygart Valley Homesteads were ready for occupancy. First most of the positions Lewis County is over the state aid formula is because of the specialties area. Examples: School psychologist, school nurses, school counselors, special education teachers that have students of four or less and some have one on one. And yes, the number of professionals include Supervisors working at the BOE office. The WVDE State Formula does not separate those professions from the other positions. As far as Service Personnel, it is also outside the formula because many of them are Special Education Aides that work with one on one students or bus

drivers that only have 20 or fewer students on their bus. Due to the Federal Laws and regulations, Lewis County could not do with less Service Personnel in any classification except RENT bus drivers. XIII: The ad's writer states: "So why has the school system not help the voters of Lewis County to provide free Lunch/Breakfast to some students but not all?" Because Lewis County Students (as most other WV Counties) have such a high poverty rate at the elementary level that is what allows them with Federal & State funding to offer free lunches. The Levy again will only be helping all of Lewis County Students not just some. And hopefully some day the Federal Government will offer free lunch to ALL students, but until then some go hungry!! So why not help them now! XIV: WVSSAC has stated making a rule to have an Athletic Trainer at every sporting event at the middle and high school level. But that does not take the place of an ambulance on scene. Yes, an Athletic Trainer can assist with dislocated joints or consciences, but they will not be able to transport a seriously injured athlete to the hospital. They will need to wait for an ambulance to arrive which adds extra time to an already risky situation to a child's life! Fine Line Information: The outside agencies that are included in the levy work very closely with all Lewis County Schools. They work with the schools because they care about the education and lives of the students. They should be compensated for all they do to assist. Example: They also assist at Sporting Events to maintain control. These two things are true assets to the middle and high schools. And since the same people that defeated the Fire Levy is now trying to take this little bit of help from them! As well other County agencies assist the schools, like the Health Department, EMS and Public Library. Why would anyone want the children of Lewis County to receive less in the future? As far as the word "and" at the end of each section on means it ls a conjunction. Almost all legal documents use the word "and" to show continuation of information.

Obviously, the person(s) who wrote and placed this ad wants to hide behind being ANONYMOUS. One thing that really bothers me is: This person has obviously benefitted from the Lewis County School Levy when they attended school or as a parent, since Lewis County is well know for having the longest running and most beneficial levy in WV. Therefore, why would they want to deny the benefits they have received from the current and future students of Lewis County??? Senior Minutemen salute teachers

By Wyatt Burns Sports Correspondent WESTON — The Lewis County High School Junior Varsity Boys’ Basketball team hosted East Fairmont Friday night. The game stayed close in the early stages, with the score exchanging hands a few times in the first quarter of the game. The second quarter saw the Bees get off to a good lead, doubling the Minutemen’s score and taking a 23-16 into the locker room at the half. The Minutemen were able to somewhat stop the bleeding in the second half, only allowing the Bees to extend the lead by four to make it an 11-point game. The fourth quarter is where we saw the best Minutemen basketball, scoring 20. Lewis County was unable to come close enough though, with the contest ending with a 59-52 result in the Bees favor.

WESTON — On Friday evening, the Lewis County High School Varsity Boys’ Basketball team hosted East Fairmont. The Minutemen looked like the dominant team in the first half, leading 21-14 at the end of the first, and up 31-27 at the half. The Minutemen controlled the rebounds and were able to move the ball and get open shots, while a 3-point shot kept the Bees still buzzing in the first half. A slow third quarter offensively for Lewis County allowed the Bees to take the lead by 1 point heading into the fourth quarter. Costly turnovers and poor clock management enabled the Bees to retake a lead that the Minutemen held during the majority of the final quarter. The final two free throws sunk by East Fairmont shaped the game’s outcome as the Bees escaped with a 55-54 win.

WESTON — The Lewis County High School Wrestling Team battled RCB, Liberty, Hurricane, and their own sicknesses on Thursday. The Minutemen faced these teams with only around half of the team, due to the illnesses running rampant this time of year. The Minutemen may have struggled, but they still managed to collect a win over neighbor RCB. LCHS was defeated by Liberty and Hurricane though. Kevin Parsons went 1-2, Brock Mitchell went 2-0, Trenton Bush went 1-2, Bianca Jamen went 1-2, Austin Snider went 1-2, and Chris Patete finished 2-1.

The Patriots had great success in the tournament, sending eight wrestlers to the final day. Chance Mayfield, Luke Boram, Landon Bush, Norman Tallhamer, Trey Nottingham, Jesse Parsons, Cameron Brown and Tyler Carson all advanced in the competition. Half of those who qualified for day two placed. Brown took home 5th place, Tallhamer took 4th, and Carson and Boram took 3rd in their respective weight classes.

Ramsey also requested for a barking dog ordinance, but the commission again stated that unfortunately, they could not do much about the issue. Commissioners approved for Lewis County to be a Second Amendment Sanctuary County. This follows at least 12 other counties in the state to protect the residents from anyone trying to unconstitutionally revoke their right to bear arms. In other business, John Breen presented three exonerations. The commission approved to name a private road “Evergreen Road,” located at 3590 Valley Chapel Road, as well as Chief Deputy R. Hyre’s resignation at the Sheriff’s Office. The commission also reviewed the Upshur County Commission January 30 meeting agenda, both the Jackson’s Mill and Jane Lew Volunteer Fire Departments’Annual Reimbursement Collection Reports, the West Virginia Public Service Commission Disbursement of E911 fees, and coal severance tax allocation. The commission voted to table the motion for the Commission to contribute $500 to the Mid-Ohio Valley Regional Council until they are able to discuss it with Lewis County Senior Center. The commission did not approve the consideration of a codicil to the Last Will and Testament of Grey Michael Shaver and moved that the will shall stand as is. Commissioner Agnes Queen reported on her town walk through for the HGTV competition, as well as the Flash Mob. She also talked about developing a Lewis County Foundation, a group trying to start a 50K Mountain Bike race in the county, and the meetings, conference calls and trainings that she attended for the past two weeks. County Administrator Cindy Whetsell reported on her meetings from the past two weeks, as well as the meetings for this week. Due to out of town training, the February 11 and February 18 Commission meetings will be cancelled, leaving the next meeting to be Tuesday, February 25. The Lewis County Commission meets every Tuesday at 10 a.m. on the second floor of the Lewis County Courthouse, with the exception of State or Federal Holidays. All are welcome to attend. City from Page 1 Rhett Dusenbury also reported on behalf of Congressman Alex Mooney on the recent grant workshop and reminded the Fire Chief that Mooney will be happy to write a letter in support for any other grant opportunities to come. In other business, City Manager Chad Minnick gave the Planning Commission reports. The next tentative meeting will be February 12 at City Hall. The Historic Landmark Commission is planning to hold their next meeting on

February 13 at 5 p.m. in the back office of TALA. They are currently looking to fill vacancies. The Board of Parks and Recreation will be meeting Friday at 2 p.m. They will be addressing the recent vandalism at a park. It was reported that someone broke the swing set, tore up a trampoline set, and dumped the trash from the trash can. Sanitary Board Director Dee Evans reported that two of their four projects are complete. The first project is in the final stages and the second is waiting on the first to be done. BUCKHANNON — The Lewis-Upshur Animal Control Facility needs help finding furever homes for Brooke and Woody. Volunteers from Luv 4 Animals and The Animal Outreach Project would also like to encourage pet owners to make accommodations for cold weather by ensuring their outdoor animals have sufficient housing and bedding. Please contact these groups on Facebook if you need assistance. Brooke is a beautiful black and white Tuxedo cat. She is approximately two years old and has now been spayed, thanks to Luv 4 Animals. Brooke was brought in from Buckhannon and gets along well with other cats. She has already been vaccinated and dewormed, and her adoption fee is only $15. Woody is a handsome brindle Cur. He is five years old and weighs 37 pounds. Woody was brought in from the Jane Lew area and Luv 4 Animals has already asreports. The WV Make it Shine, the spring clean-up event, is in the planning stages and the community is encouraged to help out. More information to come. City Council approved a resolution naming Mayor Kim Harrison as City “Human Resources Liaison.” This was not intended to take any responsibility from the City Manager, but to provide advice and counsel. The Councilors also approved to make the City Clerk and Finance Director report directly to City Council. This was reportedly done to help the City Manager out. City Council meets every first Monday of the month. The next meeting is scheduled for Woody March 3.

A VOTE FOR THE LEVY IS A VOTE FOR OUR CHILDREN THE CHILDREN OF LEWIS COUNTY NEED YOUR VOTE. SEND THE MESSAGE TO THEM: On February 8th, Lewis County citizens will have the opportunity to vote for something which is vital to the foundation of our school system: the 2020 – 2025 Lewis County Education Levy. There are some AWESOME improvements from the last levy! These include but are not limited to: · FREE breakfast and lunch for ALL students in Lewis County, regardless of income · FREE entry into Lewis County athletic and academic events for veterans, senior citizens, and LC students · $500,000 specifically denoted to buildings, maintenance, and security The significance of the gift of two free meals a day for the students of Lewis County cannot be understated: access to consistent and healthy food has been proven again and again to positively impact a child’s quality of life, including school performance. By including free admittance to Lewis County athletic and academic events not only for students but for veterans and senior citizens, as well, the school system hopes to honor those who have already served our nation and community. Finally, in an unpredictable time, money specially designated to the security of the schools may help Lewis County families to sleep more soundly at night, knowing extra measures have been taken to help secure the schools and protect their children. Despite these significant additions, the levy rate is not going up and does not raise taxes; rather, the rate remains the same as with the current levy. These additions come from a restructuring of fund allocation, not from extra money from the taxpayer. The levy also does not give county office administrators supplements or raises despite misinformation being spread. The levy does pay for dozens of positions throughout the county, including teachers, counselors, secretaries, a school nurse, and more. These are not new positions but are ones currently paid for by the levy. If the 2020 – 2025 Education Levy does not pass, those positions would be eliminated, enlarging class sizes and stretching thin an already overwhelmed system. It pays for the trips and other equipment and supplies of one of - if not the - best music programs in the state. If the levy does not pass, the band and music programs will be all but eliminated as the majority of their funds come from the levy. The funds go toward our sports teams, allowing us to bus students to and from games and ensuring our students don’t have to operate under a “pay to play” system that many couldn’t afford. It also pays for transport for other extra-curricular and academic activities. This is all in addition to paying for the classroom basics of textbooks, technology, and other curriculum-related expenses and toward after-school programs. Athletics, band, academic competitions – often, these are the most meaningful and memorable experiences for students, the ones which they will carry around with them forever with a sense of pride and accomplishment. If we deny them this levy, countless students will lose the opportunity to participate in these activities so vital to their sense of personal identity and self-esteem because of a lack of funds or a lack of parental availability to transport. It is also important to remember that the levy is not the time to take personal vengeance out on the person you believe has done you or your child wrong. If you do not agree with something a teacher does, contact them and try to resolve it. If you feel a school policy is wrong, reach out to the principal. If you disagree with a board policy, attend a board meeting and voice your opinion there. If your issue is with a specific board member, you have the opportunity to vote for the board member of your choosing in the next election. If it is state or federal law that you have issue with, take it up with your state or federal representatives. Voting no on the levy because of issues with one of those individuals or entities hurts the children and does nothing to change the positions of those you are at issue with. No one person is ever going to agree with every decision any institution makes, and a school system is no different. That is not a valid reason to vote against the children of Lewis County, and there is no legitimate way to construe a vote against the levy as anything but that. With something as complex as a levy for an entire school system, there are bound to be pieces which some individuals disagree with. This is true for anything of this nature and size. Again, that is not a valid reason to vote against the children of Lewis County. We all want a better Lewis County, and we should all work very hard for it. This is why we have School Improvement Councils, board meetings, and local community groups which are open for us all to participate in. You can be part of a positive change for Lewis County without crippling the education of 2,550 students, and it is no exaggeration that the levy failing will be a devastating blow to a county which is actually improving. Test scores have gone up the past two years after a years-long pattern of decline. We have embraced the relationship-based Model Schools system to help us better serve our students and recently implemented the Community in Schools program which is designed to connect students to resources many of them desperately need. We also just made our way off of the West Virginia Department of Education’s financial watchlist because of their satisfaction with the way we have been managing our finances. (Other counties like Upshur and Randolph remain.) Lewis County schools are on their way up! In addition to all of the wonderful things the levy does for our schools, money has also been designated in the levy to four other Lewis County entities which are pillars of our community: the Lewis County Extension Services (including 4-H), the Lewis County Emergency Ambulance Service, the Louis Bennett Public Library, and the Lewis County Health Department. We are not a wealthy county. We simply don’t have the tax base to give to our students what some other counties do. We can, however, give them the advantages of a county which makes sure they are fed and secure with upto-date textbooks and technology and that they are easily able to participate in the extra-curricular activities so many of them hold dear. There are 2,550 students in our system, and every one of them deserves the best that we as a community can give them.

Concerned citizens of all over Lewis County ask you to consider the following when you cast your Vote for the LC School Levy Feb 8, 2020. Information has been researched by phone calls, WVDE websites and Public Information at the LCB office.

Let us tell you 2545 student’s and 368 employee’s reasons why you should consider your vote. As we all have learned 70% of our person and property tax goes to our school system. With that and federal and state funding Lewis County will receive $28,213,959.00 for the 2020 school year. That is NOT counting your levy money. Did you know, it takes $12,000.00 per students to provide everything they need in a school year. That number will very from child to child in their needs. $12,000.000 x 2545 = $30,500,000.00 a year. At the last LCBE meeting it was told we have $3,000,000.00 million dollars left over from 2019. How many times have you heard our school system needs change? How many times have you heard parents say, my child doesn’t have books in school? Or Students say, WE need changes in our school? Several times in the past few weeks we have seen educators say on FB our school system will SUFFER if this levy fails! Let’s think about that! Definition of suffer, allow to occur or continue, permit, tolerate, fail to prevent or suppress. What will our students have different than Barbour, and Randolph Counties ask yourself? (they have NO LEVY) Do they SUFFER as the teachers and administration want you to believe? NO Buckhannon failed a levy 1993-1999 then passed a revised levy. Now the voters feel they have a better school system. Will we need to make some changes? Yes, but SUFFER NO! We need to change in unnecessary spending! If the state doesn’t require a trip, $1000.00 trips add up. Paying $30,000.00 to update policies that each department is going over. It’s time the BOARD members work together and not just give to the employees and think of our students. Do the students have breakfast and lunch? Yes, Barbour or Randolph DO NOT pay for meals, they have no levy. Upshur has a levy, but DO NOT pay for meals to

all 3775 students. All these counties meals are paid by federal funding.

Do School Systems with NO LEVY pay for: - Do they have books? Yes, Do, parents purchase them? NO - Do the students have breakfast and lunch? Yes - Do they have extracurricular activities? Yes, Parents take them to close counties, but the parents are also going. To further away games, trips and etc they raise money with PTO or organization. - Do they have a lack in teacher? Every county does with and without a levy. If we could have the number of teachers in a classroom needed no one could afford. This list could go on. But let’s talk about how we could change our levy to make it better! Wouldn’t it be nice if 51% or more was allocated for our students, 25% to building, grounds and transportation? Then 24% to help ALL Employees, as we need them ALL to give our students the everyday fundamentals to learn! Have the levy so you can vote on each item, so the school system can see where the voters want their tax dollars go. Like how? Accountability: show the taxpayers each month in the Newspaper online what you purchase for the students. If you can show us what they are doing, show us what you are providing with the taxpayers’ money. To benefit students: 1. Each year books are purchased to update for the students, with extras. No child should have to make copies, have flash drives to take home in order to provide an additional information for his/her education. 2. Technology: All our students can not afford technology. When you get to part of the middle and all high school computers, internet is a major part in todays leaning. We need to be providing to better assist in education. 3. School supplies: every student provided with school supplies all year long. No child sent home with a list of what the child will need per class or grade level. Also, supplies for EVERY teacher to provide learning materials for students, including but limited to supplies to update billboards featuring lesson. 4. Provide FREE lunch/breakfast to all students NOT just elementary like we do now. That would mean the private school of St. Pats also. As those parents are taxpayers in the community. (we might watch as the federal government is working on to pay for ALL Students) 5. Extracurricular activities: athletic teams, band, music activities, theater activities, academic competitions, and after school programs

Supplements: 1. For years we have seen supplements paid to board employees administration some in the excess of $26.000.00. This is public records. On FB, it was said that it was taken out of the levy. But clearly it says supplements. A. It says the supplements are mandated by the state back in 1984. The state is providing that to the school systems. Otherwise how would these supplements that was mandated be paid to the employees of the 11 counites in WV that DON’T have a levy. B. If the supplements were taken out per statement on FB by board president where is the minutes to the board meeting to reflect this statement? C. Why have they not been brought forward to defend these supplements. D. Also, when asked to other board members about them being taken out, they can’t remember if they were. E. Why in 2017 did the LC Superintendent at the time take the supplement away from one employee, but after the employee filed grievance (without ever being heard) did the board resend and give the supplement back to the employee? This information is in the minutes of LCB. 2. Outside services: A. LCEMS, We need to have in the levy since the tax payers are paying for the services of two people and ambulance on duty at all contact sports, (10 between middle and High School) that if the students has to be transported to Stonewall Jackson Hospital NO charge it billed to the students parents. As, they are the ones paying for the assistance. OR we consider paying them by the hour. Also, the school system should NOT be charged for first aide, CPR classes. B. Library, this is a great opportunity for our students to use after school hours. How long are they open? The hours need to reflect in order to help students after school. How often does our school system take the students to the library? C. Health Dept: What services do they provide other than food handlers card. The state and Federal pay for the immunization shots required to go to public schools. D. Extension: 4H. It is a great organization to keep our youth active after school hours. BUT so is the Boy Scouts, and Girl Scouts. Why do we not support those also? E. Our Fire Departments visit our schools frequently to provide fire safety to our students. They also, have provide to our middle school and high school in events. So, why to we not provide something to them also? F. WOULD it not be nice as the voters of LEWIS COUNTY to see in the local newspaper, G. FREE Admission to sporting events: 1. Should not have a price on it to our students, as they are supporting fellow classmates and their school. 2. Should not have a price on it as our Veterans, are the ones that supported us to be able to have our children and our school system. 3. Should not have a price on it to our seniors, as they are supporting the school system that the taxpayers money has come from thought the many years of living in Lewis County. The best part is all of these WILL SPEND money once inside at the concessions stand that will benefit the team they are supporting. Accountability: As we all know, we need to work together to make change. Some has said, lets consider these changes in 5 years as that is how long the levy runs. Ask yourself: 1. What changes have you seen in the past 5 years of the previous levy of $15 million dollars benefited the students of Lewis County? Yes, we have new Elementary schools, and a new High School. (took several years) But what do you see and have your heard that went to better each student in education? We will leave you with this: 1. Do we want to hurt the students of Lewis County? NO, we want to see change to make it better. 2. Do we want to make it a better place of employment? Yes, the state is not going to help us as a county to keep good employees, so it’s up to us. 3. Has our school system gotten better or worse in the past 15 years where we have let the board of education do what they wanted with $45 million dollars of our money? Everyone has ? 4. Do we have economical issues in our area? Yes. 5. Do we have grandparents raising grandkids, do we have elderly having a hard time making ends meet? Yes 6. Has the economy and number of residents dropped over the years? Yes 7. Are you having to adjust to the cost of living due to travel for work, food prices, utilities, house payment? Yes 8. Do you think the school system is upset with the VOTERS finding out this information? YES, but the voters have the right to know lingo of this levy like they have been provided in others types of levy’s that was voted down. After learning on some that we have passed.

A. Provide new uniforms for Middle School and High School, Band, all athletic clubs every 3 years. B. Provide all trips to sporting events, after school programs. C. Provide set number of trips PAID for each elementary school to take field trips. These students will learn hands on by going to, the capital, state park, library’s etc. Also, end of the year trip. (now they are mandated by the LCSB system

So, how do you ask should you VOTE?

Building, Grounds, and Transportation: This would be for upgrades not provided by the state. This is a list that would need worked with each department to see what they need that they can’t get. WE have heard new lawn mower, place to wash school bus, new AC/Heat, New sound system at the LC Board meetings to name a few.

Concerned Citizens have done the homework that we were asked to do. WE have provided websites, phone numbers etc to back up the information found. We have NOT just posted letters of statements.

All Employees: To much of the school systems pay, is based on jobs titles. When each of the titles have a job in the education to ALL our students. So why shouldn’t ALL our employees get across the board supplement to help keep the teachers, secretary, aids, principals, bus drivers, etc from going to a better paying job? WE need to be attracting others to come to our county to work. As we have seen issues are dividing our school system. This could help as the employee needs. Taking trips to benefit them and work, insurance etc. Now, Let’s talk about what we don’t want that has continued for years.

For several months, several concerned citizens have been attending board meeting to listen, take part in and ask question. They have made suggestion on this upcoming levy but was ignored. So, when that happened, we decided to investigate our upcoming levy.

We have taken the heat of the school system, newspaper articles, etc. But the one thing we ALL have in common and NO one understands.

WE ALL want what is best for our students of Lewis County moving forward. A Vote NO says it time to change the levy to give more to the students! Because we want to support them more. A Vote Yes, is a vote to say YOU, except that our school system will continue as it has, as they feel you’re not watching.

WESTON — Each year, the Robert L. Bland Middle School Student Council holds a door decorating competition for each grade level. Students this year competed in advisory classes with the “winter” and “positive” themes. Mr. Merrifield (art teacher) and Maycee Ferguson (a student) designed ribbons for the winning classes.
