BUCKHANNON — A very uplifting celebration was held for Jamie Wright in the Upshur County Circuit Courtroom Wednesday afternoon, to recognize his completion of the Drug Court Treatment Program. Wright graduated from the program, which is typically a year duration, but can be longer depending on the participant’s progression. Queen to represent CCAWV at The White House

By Tara Kennedy Editor WESTON — Lewis County Commission President Agnes Queen will be flying out to Washington D.C. to attend a special event and meetings with the White House Office of Intergovernmental Affairs on January 9, 2020. Queen also serves as the Vice President of the County Commissioners’Association of West Virginia (CCAWV). The CCAWV’s Executive Director Jennifer Piercy will join Queen to represent the Mountain State when they meet with White House Chiefs of Staff for focused discussions on topics like community revitalizations and rural prosperity, mental health and criminal justice reform, deregulation, and immigration modernization See Queen on Page 5

For the past 25 years, Rotary has provided this free party for local youth and it is their biggest event of the year.

Special Tax Credits Lewis County man up for local grabs charged with

firearms violations

WESTON — I’m not only a proud leader of Central WV Community Action, I am also a proud donor. I hope you will join me in supporting the agency’s year end campaign for our Lewis County program, and I hope you will help me spread the word as well. As a bonus right now, donors can receive a WV Tax Credit worth half of the value of the donation! These Tax Credits can be applied to reduce personal or corporate tax liabilities. For example, a $500 gift = $250 WV tax credit, $1,000 gift = $500 tax credit, etc., and the full donation is an eligible federal tax deduction. The agency was awarded these competitive tax credits through the WV Neighborhood Investment Program (NIP). The agency has approximately $3,500 of remaining NIP tax credits to issue. The real difference: NIP donations/credits support the agency’s Lewis County case management services to assist

adults in their effort to become, or remain, financially self-sufficient. Customers work with a case manager to create a household budget and form a strategy for moving forward, including employment goals. All NIP donations help purchase gasoline for customers to get to work, necessary uniforms (scrubs, steel-toe boots, khaki pants, etc.), certification and licensing fees required for work, etc. In some cases, customers may receive help with utilities or minor car repairs during times of transition. The big picture: The mission of Central WV Community Action, Inc. is to provide pathways to economic independence for families by leading community initiatives that address the root causes of poverty. In addition to the Community Services case management initiative, the agency offers Head Start, Transportation, Financial Education, Housing, Utility Assistance and Food programs. ELKINS — Samuel Lee Donaldson, Jr., of Weston, West Virginia, was indicted today on a firearms charges, U.S. Attorney Bill Powell announced. Donaldson, age 35, is charged with two counts of “Unlawful Possession of a Firearm.” Donaldson, who was previously convicted of domestic battery and prohibited from having a firearm, is accused of having a 9mm pistol in October 2019 in Lewis County. Donaldson faces up to 10 years incarceration and a fine of up to $250,000 for SATURDAY Mostly Sunny 48/30

each count. Under the Federal Sentencing Guidelines, the actual sentence imposed will be based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant. Assistant U.S. Attorney Brandon S. Flower is prosecuting the case on behalf of the government. The Bureau of Alcohol, Tobacco, Firearms and Explosives and the Lewis County Sheriff’s Office investigated. An indictment is merely an accusation. Brenda “Marlene” Bragg Brenda “Marlene” Bragg, 72, of Weston passed away unexpectedly on Friday, December 20, 2019, at J.W. Ruby Memorial Hospital in Morgantown. She was born in Weston on February 25, 1947, a daughter of the late Enos Roscoe and Elsie Burkhammer Suttle. In addition to her parents, Marlene was preceded in death by two brothers: James and William Suttle; and three sisters: Marie Marks, Shirley Burr and Ann Suttle. Marlene married the love of her life on April 14, 1968, Okey Lewis Bragg. Together they have shared the joys of life and raising their son and he will miss her immensely. Cherishing their memories of Marlene are her husband, Okey; one son, Roger Bragg and wife, Leslie, of Horner; two grandchildren: Cole and Kendal Bragg both of Horner; two sisters: Jane White and Darlene Fallon and husband, Roger, all of Weston; and several nieces including one special niece, Lisa Seelback and husband, Wes, of Weston. Marlene was Christian by faith. She enjoyed her role as homemaker mostly because she was able to care for her family. She enjoyed any time spent with her loved ones, especially

cooking for them. Family was a prominent part of Marlene’s life and they gave her the most joy imaginable. In her spare time, Marlene enjoyed planting flowers and shopping. Family and friends gathered for visitation at Pat Boyle Funeral Home and Cremation Service located at 144 Hackers Creek Rd. in Jane Lew from 11 a.m.1 p.m. on Monday, December 23, 2019. Vernon Russell “Rusty” Cox Jr. Vernon Russell “Rusty” Cox Jr., 61, of Weston, passed away unexpectedly at his residence on Wednesday, December 11, 2019. He was born in Greenfield, OH, on November 22, 1958, a son of Daisy Jean Newman Cox Sass and the late Vernon “Jack” Russell Cox. Rusty is survived by his mother, Daisy Jean Sass and husband, Floyd, of Wellston, OH; two brothers: Timmy Cox of Little Rock, AR, and Orville Cox and wife, Betty, of Hillsboro, OH; five sons of his heart: Joshua Lindsey, Eric Reed, Jeremy Lindsey, Jason Lindsey all of Pricetown and Kenneth James Lindsey of Spartanburg, SC; and their children: Katelynn and Jared Lindsey and Cameron Allman; and many friends and coworkers. After graduating from Point Pleasant High School, Rusty went directly to college. He attended West Virginia University where he obtained a Bachelor’s Degree in Psychology in 1984, and a Master of Social Work and a Master of Public Administration in 1987. After graduating from West Virginia University, he entered the United States Navy and served his country proudly. Rusty worked as a Social Worker for the Naval Medical Center for four years. He then became an Assistant Professor at his Alma Mater of West Virginia University before transitioning

RLBMS Lady Patriots dominate Belington in opening games

The Robert L. Bland Middle School Lady Patriots are off to a stellar start, as they dominated Belington Middle School on the road and at home in both of their opening season contests. The Lady Patriots started their season away on December 9 against Belington in dominating fashion. The junior varsity team came out strong and ended the first quarter with a score of 25 – 0. Ella Pinkney paced the jv squad with 14 points

The Lady Patriots JV team kept the momentum going when they won their opening home game last Thursday, beating BMS again by a score of 30 – 10. Hope Dever lead the way, scoring 12 points and Ella Pinkney added five points, five rebounds and four assists. Ava Kennedy and Payten Goodwin also got on the board with four points each. The varsity girls also edged Belington by a 51–37 score.

Courtney Hartley scored 12 points and brought down five rebounds, while Emma Pinkney added eight points and five rebounds. Jazilyn Piggie contributed an impressive 16 points in the contest, with Haley Smith also adding six points and five rebounds. Both teams will be back in action after the holidays when they travel to Gilmer County on January 6, 2020.

Sandra “Sandy” Kay Smith Sandra “Sandy” Kay Smith, 55, of Weston, passed away after an unexpected illness on Monday, December 16, 2019 at J. W. Ruby Memorial Hospital in Morgantown. She was born in Weston on April 21, 1964, a daughter of Betty Lee Marsh Louk and the late Adam Lawrence Louk. Sandy’s loving and devoted nature will be remembered by her mother, Betty Louk of Weston; one daughter, Demi Smith and companion, Christian Rose, of Weston; fiancé, Roger Goldsmith of Weston; one granddaughter, Carson Marie Rose; one brother, Michael Louk of Weston; two nephews: Zach and Adam Louk both of Weston; and her feline friends, especially Booger. Sandy was a graduate of Lewis County High School class of 1982 and attended Waldeck United Methodist Church. She worked for Masterpiece Crystal in Jane Lew before finding her home with Stonewall Jackson Healthcare where she spent the last 13 years. Even after defeating breast cancer, Sandy always put others first. Caring for her mother and spending time with her granddaughter and daughter were her greatest joys. She had a kind, compassionate heart and

Serenity’s Story

Meet Serenity! She is sweet, bubbly and down to earth. Currently in the 10th grade, Serenity really enjoys school. She also does very well in her classes and is determined to maintain her good grades. Serenity recently ended her school year with a 4.0 GPA. Serenity loves being a girly girl. She loves experimenting with hair, nails and makeup. Lately, Serenity has taken an interest in nice tennis shoes and prides herself on taking great care of them. Playing outside, swimming, and watching the Seattle Seahawks play are just a few examples of what Serenity enjoys in her life. Serenity would really like to be adopted. She needs a forever family that will be loving, patient, have consistent rules and a reward and discipline system. She also needs a family who will be open to visitation with her siblings and their families. West Virginia kicks off poster art contest for Arbor Day 2020

CHARLESTON — West Virginia fourth and fifth grade students can showcase their artistic talents by creating posters for the 2020 Arbor Day contest. The contest is presented by the West Virginia Division of Forestry, the Urban & Community Forestry Council and the West Virginia Forestry Association. Each year a theme is chosen for the poster. The 2020 theme is “Trees Are Terrific ... in the Right Place.” “This contest gives stu-

dents an opportunity to learn about the environmental benefits of trees,” Division of Forestry Partnership Coordinator Andy Sheetz said. “This year’s theme draws attention to the hazards of growing a tree in a space that is wrong for it, such as under power lines.” Teachers can request a free educational guide from the Division of Forestry. The guide includes in-depth lesson plans, hands-on activities and contest information. “The teachers can use

the guide to teach children about the subject before the students make their posters,” Sheetz said. Each school may submit one entry for fourth grade and one for fifth grade. Entries must be postmarked by March 2, 2020. A state winner will be selected from the fourth grade and fifth grade poster entries. At the time, it was the largest single lottery jackpot in history. Dec. 26, 1917: Instrument maker Harold M. Hayslett was born in Putnam County. Hayslett’s violins, violas and cellos have received awards for tone and workmanship, and are cherished by collectors and players alike. Dec. 27, 1797: The county seat of Ohio County was moved from West Liberty to Wheeling. Dec. 28, 1879: Brigadier General Billy Mitchell was born in France. As chief of the Army Air Force, Mitchell ordered aircraft of the 88th Squadron to perform reconnaissance during the 1921 Miners’ March on Logan. Dec. 28, 1978: The last trains ran on the Greenbrier Division, a branch line of the Chesapeake & Ohio Railway. Unlike most C&O branches in West Virginia, the Greenbrier Division was not a coal-hauling line but served the valley’s timber industry.

Dec. 29, 1861: Confederate soldiers burned most of downtown Sutton. The town slowly rebuilt but remained small until the local timber industry boomed in the 1890 to 1920 period. Dec. 29, 1970: John Denver and two friends completed the song “Take Me Home, Country Roads.” Denver performed ‘‘Country Roads’’ in West Virginia on several occasions, notably for the opening of the new Mountaineer Stadium in Morgantown in 1980. Dec. 30, 1917: The temperature in Lewisburg dropped to 37 degrees below zero. It is the coldest official temperature on record for the state. Dec. 31, 2007: Sara Jane Moore was released from prison after serving 32 years for trying to kill President Ford. Moore grew up in Charleston and later moved to California, where she joined left-wing groups and became an FBI informant. Erika Morrison, Wright’s Drug Court Probation Officer, couldn’t be any prouder of his outcome. “This is why I do what I do, and it’s a rewarding experience to see those come out on top and fight something that’s been a part of their life for so long,” she explained. Morrison mentioned that there are a lot of misconceptions about the program and acknowledged that that the judicial system and these program participants don’t always have the best reputation. But despite how many may feel, Morrison and her colleagues hope to convey a better understanding of this treatment program because “there is a positive light that we have to the judicial system,” she stated. The Drug Court Treatment Program was initiated in August of 2015, incorporating a combination of strict supervision through probation and intensive substance abuse treatment. Morrison explained that not only do they help people to become drug free, but they also get participants to invest in recovery and remain invested, thereby eliminating recidivism and creating productive members of society. “We have had people reconnected with their children and their families. A lot of times they are getting their driver’s license back or obtaining housing for themselves in the program, and are required to have a full-time job,” Morrison stated. “We also just recently had an individual who received her high school diploma; that was a main objective for her. The majority of people that end up going to prison, you see the back in the criminal justice system and back in prison again. The idea is that through this program, they never do that again. We can treat them and treat the addiction, and hope to curb that lifestyle.” She also mentioned that among the individuals who have successfully completed the program, graduated and completed probation, she has yet to see any of them convicted of new felonies. Wright said he has battled an 11-yearlong drug addiction and has never truly been in recovery until now, acknowledging that this is the longest he has ever been sober. “Faith, dedication, hard work and being real with yourself, and being honest – you have to work at it, and you can accomplish anything,” said Wright. He said he was overwhelmed and very thankful for all the support he has received along the way. “This is a huge step for me. The first big step in recovery for the rest of my life,” Wright stated.

Administration are committed to delivering 21st century mental health treatment to address these issues and to supporting impacted persons. In partnership with States, the Trump Administration has granted 27 State institution for mental disease (IMD) exclusion Medicaid waivers for substance use disorder (SUD) treatment, and recently granted the first serious mental illness (SMI) and/or serious emotional disturbance Medicaid waiver to Washington, D.C. with several States expected to follow soon. This discussion will focus on how the Federal government can drive improvements in responding to SMI at the State and local level and highlight State and local innovation and successes. Immigration Modernization and Infrastructure Investment: In May, President Trump outlined an immigration plan that will turn America’s broken immigration system from a source of national division into a point of pride and national unity. The President’s plan consists of two parts: First,

Upshur, Wa y n e , and Wood counties. “The goal of this policy is to provide needed employment and training opportunities for those defined as an ABAWD in the identified counties,” said Linda Watts, Commissioner of DHHR’s Bureau for Children and Families. “The counties selected for this program have the lowest unemployment rates in West Virginia, which indicates an economic environment conducive to workforce re-entry.” In order to maintain SNAP benefit eligibility, recipients in the selected counties, age 18 but not yet 50 years old, who have no dependent children,

m u s t either qualify for an exemption or consistently participate in a work or educational activity for a monthly average of 20 hours per week. A participant’s failure to meet the work or educational activity requirements will result in a loss of SNAP benefits. SNAP recipients in these counties will be exempted from the work or educational activity requirement if they meet one of the following exemptions: receiving SNAP benefits with an individual under the age of 18; working 30 hours per week or earning $217.50 per week; receiving unemploy-

ment compensation; regularly participating in a drug addiction or alcoholic treatment and rehabilitation program; responsible for caring for an incapacitated adult; medically certified as unfit for work; receiving veteran disability income; or currently at least a half-time student. DHHR is partnering with WorkForce West Virginia to offer the SNAP Employment and Training Program to assist SNAP recipients who must meet the work requirement. To accommodate these individuals, DHHR will collaborate with WorkForce Development Boards to help with placement in an educational activity, a work-related program to prepare for employment, or to gain employment. GSC to offer Certificate in Geographic Information Systems

The online certificate will prepare students for work in the GIS industry with a focus on mapping, visualization, and the processing and analysis of geospatial data. Geospatial technology is a field that involves global positioning systems, geographical information systems and remote sensing. This technology offers an innovative way to combine information and maps to produce informational tools to help manage communities, the environment, and natural resources and industries. The certificate is designed for traditional students outside of the Department of Land Resources, non-traditional students, and those who are already in the workforce to enhance skills, advance their careers, and increase competitiveness within the growing field. Faculty will work collaboratively with industry partners to develop hands-on projects and experiential learning that simulate real-world solutions to industry problems. “Glenville State College desires to increase access to its programs and opportunities on a greater level through offering online programs,” said Department Chair and professor, Dr. Rico Gazal. “We are happy to announce that the new online certificate in GIS will be available in fall 2020. The GIS certificate program will cater to both traditional and non-traditional students to have access to the program without having to be on the GSC campus to take a course.” The program, which totals twelve credit hours, includes courses in GIS applications I and II, computer-assisted mapping, remote sensing and aerial photo interpretation, and drone technology.
