Public hearing set on school levy
By John Clise Editor
A public hearing has been scheduled on the continuation of a long-running school levy benefitting the county’s school children According to memo from Lewis County Superintendent of Schools Dr. Robin Lewis, the public hearing is set for tomorrow night (Thursday, June 27) at 6 p.m. at the Lewis County Board of Education office. “We are planning a public hearing to discuss the upcoming school excess levy,” Lewis said. “This will take place Thursday, June 27, 2019, at 6 p.m., at the Lewis County Board of Education building, 239 Court Avenue.” Lewis said the meeting is open to the public and citizens are encouraged to attend the meeting to learn more and share their input. She also said she and members of the Lewis County Board of Education look forward to seeing community members at the meeting. The current school levy was approved overwhelmingly by voters in 2015. As far as the history of the levy goes in Lewis County, voters have never failed to support the issue. The current levy was approved in 22 of the 24 precincts in the county with one being about even and a only one voting it down, according to records. The current levy was set to raise $15.9 million or about $3.2 million per year for schools. Uses for the funds range from pay supplements to maintenance to textbooks to technology, among many other items. The funds also help in securing grants that require matching funds. For more information, call Lewis at 304-269-8300, ext. 0.

Lewis County man Curb painting sentenced for role in project successful a meth distribution CLARKSBURG – Douglas Charles Knicely, of Jane Lew, West Virginia, was recently sentenced to 120 months incarceration for his involvement in a methamphetamine distribution operation, United States Attorney Bill Powell announced. Knicely, age 37, pled guilty to one count of “Conspiracy to Possess with the Intent to Distribute Methamphetamine” in March 2019. Knicely admitted
to participating in a drug distribution operation in October 2018 in Monongalia County. Assistant U.S. Attorney Zelda E. Wesley prosecuted the case on behalf of the government. The Mon Metro Drug & Violent Crimes Task Force, a HIDTA-funded initiative, and the Morgantown Police Department investigated. U.S. District Judge Thomas S. Kleeh presided.
Planned power outage Friday
JOHN CLISE/Lewis County Community Guide
Curb painting was the project of interest this past week as community members gathered at the Lewis County Courthouse Saturday morning to grab a broom and a paint brush to paint curbs along some of Weston’s most visible streets. Weston Mayor-elect Kim Harrison and Gene Edwards were busy sweeping up the gutters just ahead of a painting crew on Center Avenue. See more photos on page six. By John Clise Editor

than 20 volunteers present Saturday to help with the curb painting. Lewis County First member Ray Smith was pleased with the turnout. “It’s good to see people out being part of the community,” Smith said. “We encourage everyone to attend our meetings and be part of the effort to make Lewis County a better place to live.” Main Avenue and Center Avenue received a makeover thanks to so many amazing volunteers from Lewis County First, as well as great efforts of the Weston Fire Department,
In what is clearly a community effort, several groups worked together this past week to make a curb painting project come to a successful completion in Weston. According to organizers, it was a good day for Weston this past Saturday as volunteers got out and helped paint Weston’s curbs downtown. Though the weather was a concern initially, the good weather held out and the rains stayed away so volunteers could complete their project. WV summer Vipers 12u Softball fishing report Competes for Championship
The West Virginia Division of Natural Resources (WVDNR) fishing report will be updated approximately every three months (spring, summer, fall, winter). General trends which can be expected to be useful for that season/ district/waterbody type will be offered. The links found below can help anglers fine-tune their experience by finding new fishing areas, checking flows, stocking reports, and current regulations to name a few. Further information can be found by contacting WVDNR biologists listed with each district seasonal report. Please also contact us if you make a spectacular or unidentifiable catch, or have a question relating to current regulations. The Lewis County and central West Virginia report is as follows: District 3 has five large reservoirs all situated along the I-79 corridor in central West Virginia. Stonewall Jackson, Burnsville, Stonecoal, Sutton, and Summersville lakes. Stonewall Jackson Reservoir: (U.S. Army Corps. of Engineers) is well known for its largemouth bass population, musky, and panfish. It’s a shallow lake and still contains lots of standing timber. The lake is lowered for flood control six feet Nov-April but typically is at the summer pool level (recreation pool) by mid-April. Largemouth will be moving from shallow water spawning locations to deeper water as the water temperatures increase. Find areas where shallow water with cover is next to deeper water. Rip rap banks, shallow points, road beds, standing timber as well as trees that have fallen. Creek channels and large mats of hydrilla can be very productive summertime fishing spots. Topwater lures and weedless presentations of soft plastics progressing to faster crankbaits will prove effective in these areas as temperatures increase. Post-spawn bass can tough to fool, but gizzard shad imitations of the correct size will locate actively feeding fish. Musky move to deeper water this time of year as well and head to areas that provide refuge from high surface temperatures. Successful angers troll and cast large plugs, spinners and specialized musky baits. Crappie, perch, bluegill (panfish) this time of year is great. Try beaver huts, blow down trees, bridges, and hydrilla weed mats as water temperature increase. Live bait (minnow on light jig) or small plastic jigs can produce many fish and is a great way to introduce a new angler to the sport of fishing because action can be fast. The tailwaters of this lake can also produce many warmwater gamefish such as bass, yellow perch and crappie. You may be lucky enough to catch a trout that carried over from the spring trout stockings. When streams and rivers are high, tailwaters can be some of the only fishable water. Be sure to take advantage of the good access and parking. Daily lake and tailwater conditions can be obtained by calling the U.S. Army Corps of Engineers at: 304-269-4588. Burnsville Reservoir: (U.S. Army Corps. of Engineers) is known for its largemouth, spotted bass, catfish, musky, and panfish. The lake is lowered for flood control 13 feet Nov-April but typically is at the summer pool level (recreation pool) by mid-April. It’s a shallow lake and still contains some standing timber. Largemouth will be moving from shallow water spawning locations to deeper water as the water temperatures increase. Find areas where shallow water with cover is next to deeper water. Rip rap banks, deeper downwind sides of shallow points, road beds, standing timber as well as trees that have fallen. Deep areas of cover adjacent to springtime spawning locations can be really productive for summertime bass. Faster moving lures such as soft plastic flukes/worms, crankbaits and topwater lures shine as water temperatures increase. Post-spawn bass will be in 6-14 feet of water as temperatures climb and will be holding to cover near the thermocline. A channel/flathead catfish population is a bonus to Burnsville and fish have been caught in the 20-30 lbs. range. Try live bait on the bottom as temperatures warm up. Musky move to deeper water this time of year as well and head to main lake areas with ambush cover. Successful angers troll and cast large plugs and specialized large musky baits. Crappie, and bluegill (panfish) this time of year is great. Try beaver huts, blow down trees and creek channels as water temperatures increase. Live bait (minnow on light jig) or small plastic jigs can produce many fish and is a great way to introduce a new angler to the sport of fishing because action can be fast. The tailwaters of this lake is also very productive and contains many warmwater gamefish. Discharges above 200cfs in the tailwaters can be especially good fishing as fish actively pass through the dam. Tailwaters can sometimes be the only fishable water with good access and parking. Daily lake and tailwater conditions can be obtained by calling the U.S. Army Corps of Engineers at: 304-853-2371. Stonecoal Reservoir: (First Energy Corp.) is well known for its largemouth and smallmouth bass, walleye, musky, and panfish. Stonecoal is a deep lake with a 9.9 hp limit that keeps the lake quiet, resulting in a backcounty feel perfect for canoe or kayak fishing. Largemouth will be moving from shallow water spawning locations to deeper water as the water temperatures increase. Find areas where shallow water with cover is next to deeper water. Rocky banks, deeper downwind areas of shallow points, road beds, submergent vegetation (pondweed/lily pad beds) as well as trees/brush piles that WVDNR Fisheries staff has added. Deeper weedlines in coves can be productive summertime fishing locations. Faster moving lures such See Fishing on Page 5

as soft plastic worms/flukes, crankbaits and topwater lures are good as temperatures increase. Post-pawn bass will be in 10-15 feet of water as temperatures climb and feeding actively around areas of cover. Walleye like to congregate around the brush piles/felled trees as water temperatures warm. Musky move to deeper water this time of year as well and hold in areas with good ambush cover. Successful angers troll and cast large plugs and specialized large musky baits. Crappie, perch, bluegill (panfish) this time of year is great. Try upper end of lake (pondweed/lily pads), beaver huts, blow down trees and creek channels as water temperature increase. Live bait (minnow on light jig) or small plastic jigs can produce many fish and is a great way to introduce a new angler to the sport of fishing because action can be fast. Stonecoal Lake Fishing Map can be found here: http://www.wvdnr. gov/Lake_Maps/. Sutton Reservoir: (U.S. Army Corps. of Engineers) is known for its largemouth, spotted and smallmouth bass, and panfish. The lake is lowered for flood control 29 feet NovApril but typically is at the summer pool level (recreation pool) by mid-April. Sutton is a deep steep-sided lake with lots of rock and blow down shoreline trees. Largemouth will be moving from shallow water spawning locations to deeper water as the water temperatures increase. Find areas where shallow water with cover is next to deeper water. Rip rap banks, deeper downwind sides of shallow points, road beds, standing timber as well as trees that have fallen. Mouths of coves can also be productive springtime bass locations. Faster moving lures such as plastic worms/flukes, crankbaits and topwater lures work well as temperatures increase. Post-spawn bass will also be in 10-15 feet of water as temperatures climb. Smallmouth can be found in rocky shoreline areas near the upper end of lake all the way to the first riffle up the Elk. Crappie, bluegill, and rockbass (panfish) this time of year is great. Try beaver huts, blow down trees, creek channels and weedbeds as water temperature increase. Live bait (minnow on light jig) or small plastic jigs can produce many fish and is a great way to introduce a new angler to the sport of fishing because action can be fast. The tailwaters of this lake also produce many warmwater gamefish (Smallmouth, walleye, musky and panfish). You may be lucky enough to catch a trout that carried over from the spring trout stockings. When streams and rivers are high sometimes the tailwaters are the only fishable water with good access and parking. Daily lake and tailwater conditions can be obtained by calling the U.S. Army Corps of Engineers at: 304-765-2816.
By Pat Ridpath Community Columnist There was a time when Adventists had only about 15 Fundamental Beliefs, but as they studied and prayed, they would decide to add another belief, straight from the Bible, of course. The is Number 15 of the 28 Beliefs of the Seventh-day Adventist Church. BAPTISM Baptism, as Christians know it today, comes to us from John the Baptist, who was sent by God to prepare the way for the Savior. “John came, baptizing in the desert region and preaching a baptism of repentance for the forgiveness of sins. The whole Judean countryside and all the people of Jerusalem went out to him. Confessing their sins, they were baptized by him in the Jordan River” (Mark 1:4, 5). There were antecedents to baptism in the Old Testament, with which John the Baptist was surely familiar: ritual washings and purifications and, of course, the story of Naaman the leper. However, John taught a spiritual purification that went beyond the mere physical washing of the body. He called on people to make their baptism a sign that they recognized their sins and had repented of them. He made baptism an impressive even in people’s lives, which they could not enter into lightly. John’s call to baptism re-
Pat’s Chat
quired a definite change in people’s lives, thus preparing them for the coming of Jesus. WHY JES U S WA S BAPTIZED When Jesus went down into the Jordan River and asked John to baptize Him (Matthew 3:13 – 15), He placed His stamp of approval on John’s mission and at the same time signaled the beginning of His own mission to save human beings from sin. While He did not need to be cleansed as other did, by being baptized Himself, Jesus showed that He understood the feelings of sinfulness and unworthiness that are so common to our human experience. By His baptism, He identified Himself with sinners, in their need of a righteousness from God, and He left an example for those who would become Christians. The repentant sinner can identify himself with Jesus as he undergoes this rite. By His sinless life and His death for sinful human beings, Jesus made His righteousness available to everyone. As the believer passes symbolically through death to sin, burial in the baptismal water and resurrection to a new life in Jesus, he shows his acceptance of that righteousness. For the true Christian, baptism is a public confession of his faith in God
and his acceptance of Jesus as his personal Savior (Acts 16:30 – 33; Romans 10:9). The candidates for baptism should receive complete instruction in the Christian faith, and they should have a basic understanding of both the theory and the practice of the Christian life. For this reason, it is not appropriate to baptize infants and young children. Older children should receive baptism only after they are sufficiently mature that they can understand the seriousness of the step they are taking. The Bible teaches that baptism is by immersion. One of the primary reasons for this is the books of Romans and Colossians, where Paul compares baptism to the death, burial, and resurrection of Christ (Romans 6:1 – 6; Colossians 2:12, 13). This symbolism would not have meant anything to the early Christian church if they had practiced any form of baptism other than immersion. EXAMPLES OF BAPTISM Two New Testament accounts of baptism illustrate baptism by immersion: that of Jesus, who was baptized by John the Baptist, and that of the Ethiopian, who was baptized by Philip. In both
cases the Bible says that the candidates went down into the water and came up out of the water (Matthew 3:16; Acts 8:38, 39). The very word baptism comes from the Greek word baptizo, which means “to submerge, to put under water.” Baptism should come after the candidate has repented of his sins, confessed them, and separated himself from them. This should include faith in Jesus’ pardoning love and the commitment to a new life in Him which, through the power of the Holy Spirit, is the best way to live. In addition to providing the Christian with a new and more fulfilling relationship with Jesus, baptism also introduces him to a new relationship with Christ’s church on the earth—a group of believers that is known for their love for God and their neighbors. Baptism is the entry point for membership in the church. Baptism should not be undertaken lightly. Rather, it should indicate a radical change in the direction of a person’s life. Just as baptism by immersion in John’s day prepared people for the first coming of Jesus, baptism by water and the Spirit today will help to prepare those who love Him for His second coming. I love facts and figure. The amount of knowledge taking up otherwise useful space in my brain would probably be staggering to most people. Here we go though... some facts about Lewis County we can all soak in and talk about with friends and family. Lewis County was created from parts of Harrison County by an act of the Virginia General Assembly on December 18, 1816. Lewis County was enlarged on February 4, 1818, adding land east of the Buckhannon River. At that time, the county constituted 1,754 square miles, including present-day Lewis County as well as nearly all of Upshur, Gilmer, and Braxton counties, and parts of Barbour, Webster, Doddridge, Ritchie, and Calhoun counties. Lewis County was named in honor of Colonel Charles Lewis (1733-1774), who was killed at the decisive Battle of Point Pleasant in 1774. His dying words were “Push on boys. Don’t mind me.” He was second in command at the time, serving under his older brother, General Andrew Lewis. Lewis County’s European Pioneers and Settlers: William Hacker, Thomas Hughes, Jesse Hughes, John Radcliff, William Radcliff, and John Brown were the first Englishmen to set foot in present-day Lewis County. They explored the area in 1769. Later that year, John Hacker built a cabin just to the south of the present-day Berlin. He is credited as Lewis County’s first permanent European settler. John and William Radcliff built cabins not far from Hacker’s cabin in 1770. Their settlement, later known as Hacker’s Creek, almost failed from the start. After constructing cabins and planting corn and other crops, the three men returned to the South Branch settlements to get their families. While they were away, buffalo ate all of the crops they had planted. Fortunately, there was plenty of wild game available and the settlement survived and more than doubled in size annually as immigrants moved in from the east. Other early permanent settlers in the county included Jesse Hughes, John Whendy, Francis Tibbs and Daniel Veach. Lewis County was once the hand blown glass capital of the world. Many of Lewis County’s glass factories have closed but the glass industry still flourishes here in small shops. The “Museum of American Glass in West Virginia” is in Weston. The former Weston State Hospital in downtown Weston, constructed between 1858 and 1881 (now known as the Trans-Allegheny Lunatic Asylum) is the largest handcut stone building in North America. The original hospital, designed to house 250 patients, was open in 1864 and reached its peak in the 1950’s with 2,400 patients in overcrowded and generally poor conditions. Changes in the treatment of mental illness and the physical deterioration of the facility forced its closure in 1994. Thomas Jonathan Jackson known throughout the world as Stonewall Jackson grew to manhood in this county and was raised with the heritage and beliefs of its residents. Orphaned at an early age, he was raised by his fraternal family at Jackson’s Mill now part of West Virginia University Extension Service 4-H grounds. You can still tour the historic area of the Mill. Every Labor Day Weekend the Mill comes alive with thousands of people when they visit the Jubilee where history and heritage crafts come together for a grand celebration. That’s the facts for this week. I hope everyone has a great week.

toothpicks just like that.” “I was two weeks getting my property cleaned up,” Smith said. “I couldn’t use my truck much because I had branch through the window. Better than my house.” One of the hardest hit areas in Lewis County was the Deanville area. The Weston Stockyards, fitness center, homes and other businesses in the area suffered severe damage. Emergency responders reported to the scene of several road blockages including Rt. 19 north of Weston that was completely blocked by both fallen trees and downed electrical wires. According to Wikipedia, a derecho, from Spanish: derecho, “straight”) is a widespread, long-lived, straight-line wind storm that is associated with a fast-moving group of severe thunderstorms known as a mesoscale convective system. Derechos can cause hurricane-force winds, tornadoes, heavy rains, and flash floods. In many cases, convection-induced winds take on a bow echo (backward “C”) form of squall line, often forming beneath an area of diverging upper tropospheric winds, and in a region of both rich low-level moisture and both warm-air advection. Derechos move rapidly in the direction of movement of their associated storms, similar to an outflow boundary (gust front), except that the wind remains sustained for a greater period of time (often increasing in strength after onset), and may exceed hurricane-force. A derecho-producing convective system may remain active for many hours and, occasionally, over multiple days. A warm-weather phenomenon, derechos occur mostly in summer, especially during June, July, and August in the Northern Hemisphere, within areas of moderately strong instability and moderately strong vertical wind shear. However, derechos may occur at any time of the year, and can occur as frequently at night as during the day.

Explore a career in agriculture The agricultural industry provides a variety of opportunities to professionals interested in this often misunderstood field. According to the employment resource AGCareers.com, more than 250 career profiles area available to people interested in a career in agriculture. And while jobs in agriculture may not be as prevalent as they were a few centuries ago, when 72 percent of the workforce was employed in farm occupations in the United States, agriculture remains a booming industry that greatly affects the nation’s economy. Today, one in 12 American jobs is dependent on agriculture, according to the career resource Payscale. The following are some potential professions for those considering careers in agriculture. • Agricultural business manager: This person oversees the business operations of a farm by providing organization and leadership during the production process. He or she contacts creditors, selects seeds, buys new equipment, and ensures the distribution of product. • Agricultural lawyer: Attorneys who specialize in agriculture deal with water and environmental issues, represent agricultural labor in disputes, ensure proper marketing techniques are followed, handle real estate and land use issues, and much more.
• Animal control officer: These officers enforce local and regional laws that pertain to the treatment and care of animals. They patrol for distressed animals and ensure cruelty-free practices are adhered to. • Grain buyer: Grain buyers build relationships with producers so they can purchase grain for their particular companies. They negotiate purchase agreements, source grain supplies and issue purchase orders. • Poultry hatchery manager: Hatchery managers oversee all of the aspects involved in poultry hatching. These can include management of personnel, handling and sorting of eggs, maintenance of equipment, coordination of pickups and deliveries, and overseeing quality control. • Soil scientist: Among the many tasks they might perform, scientists in the field of agriculture test soil samples for minerals and contaminants. By studying the soil, scientists can recommend which crops the land can support, how much livestock can feed in an area, and the implications of agriculture on the area as it pertains to managing natural resources. A career in agriculture presents many exciting opportunities in a number of different applications. It’s a vast industry that utilizes professionals with a wide array of skill sets.

Agriculture and THE ECONOMY Though it’s easy to look at the tech industry and think this increasingly influential sector is what makes the world go round, something closer to the very core of the earth may be what’s driving your economy. The agricultural sector plays a strategic role in a nation’s economic development and prosperity. From the earliest days, agriculture has been heralded as playing a crucial role in North American culture. Farmers who grow produce and raise livestock for meats and other products long have long exemplified what it means to work hard and take the initiative to be self-sufficient. The symbiotic nature of agriculture and the economy is noticeable when examining the ups and downs of each. This is because food production and the potential of agriculture extends beyond the fields and local food stands. These resources impact supply chains and other markets. A strong agriculture base influences other employment sectors like food manufacturing, biotechnology, hospitality,
machinery building, and much more, while a weak agriculture can adversely affect those sectors. While it can be difficult for residents of developed nations to visualize agriculture’s effect, one only needs to turn to impoverished and developing nations to see just how big an impact agriculture can have on an economy. Agriculture provides food and raw materials, eventually creating demand for goods produced in non-agricultural sectors. Also, food provides nutrition that can serve as the foundation of a healthy nation. Earning a living in agriculture strengthens purchasing power, which fuels other markets. Eventually, farming can pave the way for development, including roads, markets, shipping services, exporting, and many other sectors. Agriculture is an important economical building block. An especially important sector, the agricultural industry, when supported, can contribute greatly to sustained economic growth.

Meet Jax and Maddox. They are just two of the wonderful dogs at the Lewis-Upshur Animal Control Facility in need of a new home. An array of adorable cats like Onyx and Kane are ready for adoption at the shelter as well. Jax is a nine-year-old chocolate lab. He has not been neutered, but he is very sweet and already house trained. He loves to give kisses and seems to get along with other dogs at the shelter. Maddox was brought to the pound by Lewis County Animal Control as a stray. He is a two-year-old shepherd mix. Maddox is a bit
shy at first, but he loves attention. He has not been neutered yet and passed his test with another intact male. If you’d like to meet Jax, Maddox, Onyx or Kane, please visit the L-UAC facility located on Mud Lick Road in Buckhannon. Many other dogs and cats are also available, so stop by and meet them. L-UAC is always in need of volunteers if you are looking for a rewarding and worthwhile cause to assist.
