Packer Park’s Renovation This year, Packer Park Pool is celebrating its 50th Anniversary. Consistent with any other year, Parks and Recreation Director, Pete Herres, has the pool in tip-top shape heading into the swimming season. This year, at the direction of Mr. Herres, Priset Construction completely re-built the walls of the diving well. Following the concrete work, epoxy cement was installed over the spalled areas of the walls (70%) and floor (40%) to repair those areas. Following the epoxy cement repairs, a coat of rubberized paint was used to provide the finishing touch on the pool before opening. In 2019, the Borough spent approximately $30,000 in maintenance and repairs to prepare the Packer Park Pool for the summer. This asset to the community remains open until the first day of school in August. The pool hours are 1pm to 6pm on Monday through Friday, and 1pm to 7pm on Saturday and Sunday. 2019 is also Wellsboro’s turn to host the league swimming championship. Mr. Herres’ work in keeping the pool in great shape (for its age) is greatly appreciated and a benefit to Wellsboro.

Borough Boards and Commissions Parking Authority

Boards and Commissions are comprised of as many as 50 community volunteers—people just like yourself who have expertise in many areas and want to be actively involved in the Borough. These groups meet monthly at the Borough Office in an advertised public meeting when there are agenda items to review and make decisions on.

The Wellsboro Parking Authority is a five (5) member Authority that was put in place to procure financing for the Pearl Street Parking lot. The Authority makes recommendations to Council on parking matters within the Borough of Wellsboro.

Civil Service Commission

Zoning Hearing Board

The three (3) member Commission is appointed by Borough Council to oversee the hiring of Police Department Personnel. When notified of a vacancy within the department by the Borough council, it is the Commissions role to provide a fair and impartial process of choosing certain employees who are eligible for employment within the department.

Shade Tree Commission

This is a five (5) member commission which advises the Borough Council on the planting, maintenance, and removal of trees in the public right of way. Permits are required for removal, pruning, trimming, planting, or altering of shade trees in the public right-of-way.

Historic Architectural Review Board (HARB)

The Historic Architectural Review Board (HARB) is a seven (7) member Board which considers permit applications and recommends to Borough Council property owners’ proposed changes that would be visible from the street and that are pertinent to the preservation of the historic and/or architectural aspect and nature of the building, site, area or district.

Planning Commission

The Planning Commission is a seven (7) member Commission that reviews and makes recommendations to Borough Council on preliminary and final subdivision and land development plans.

The three (3) member Zoning Hearing Board is tasked with hearing and deciding requests for special exceptions to the zoning ordinance, appeals to a decision of the Zoning Officer, Challenges to the Validity of any Land Use Ordinance, and to hear and decide requests for variances to the Zoning Ordinance.

Wellsboro Borough Municipal Authority

This five (5) member Authority was put into place to enter into financing for constructing a multiple purpose flood prevention and recreation development structure to be known as Nessmuk Lake Recreation Area, which is still maintained by the Borough.

Borough Council

The Borough Council is made up of 6 members. The Council creates ordinances and resolutions as allowed by the Borough Code. They appoint all officers and hire all employees as well as fix salaries. Council appoints the solicitor, auditor, engineer and banking depositories. Council President opens and chairs all meetings, a Vice-President who acts in the Presidents stead, and committees of Council delegated with tasks of Finance, Public Safety, Streets, Employee Benefits, Water and Sewer, Grants, and other issues. These committees meet monthly.

Municipal Authority

The Wellsboro Municipal Authority is a five (5) member Authority that owns and plans for capital improvements and expansion of the Wellsboro Water and Sewer Systems. The Authority leases both systems to the Borough of Wellsboro, which is responsible for maintenance and operation of each system.

Consumer Confidence Report Available We’re pleased to present to you the completed 2018 Annual Drinking Water Quality Report, available in its entirety on the Borough Website www.wellsboroborough.com. This report is designed to inform you about the quality water and services we deliver to you every day. Our constant goal is to provide you with a dependable supply of drinking water. We want you to understand the efforts we make to continually improve the water treatment process and protect our water resources. We are committed to ensuring the quality of your water. Our water source is a combination of well water and surface water sources located in Charleston and Duncan Townships We have a source water assessment report available that provides more detailed information such as potential sources of contamination. A summary of our water system’s susceptibility to potential sources of contamination follows: A Source Water Assessment of the sources, which supply water to the Wellsboro Filtration Plant, was completed in 2004 by the PA Department of Environmental Protection (PADEP). The Assessment has found that the sources are potentially most susceptible to agricultural activity and roadway spills, deicing materials and on lot septic systems. Overall, our sources have little risk of significant contamination. Summary reports of the Assessment are available by writing to Jack McKernan, 203 W. Third Street, Suite 101, Williamsport, Pa. 17701. Complete reports were distributed to municipalities, water supplier, local planning agencies and PADEP offices. Copies of the complete report are available for review at the PADEP North Central Regional Office, Records Management Unit at (570) 327-3693. Bridge Replacements Funded by Act 13 For those of you who do not know, Act 13 /Impact Fee provides for the imposition of an unconventional gas well fee (also called an impact fee), and the distribution of those funds to local and state governments. Act 13/Impact Fee also contains provisions regarding how the impact fee may be spent. A significant portion of the funds collected are distributed directly to local governments and counties to cover the local impacts of drilling. Also, several state agencies receive funding. Since the onset of the Act 13 funding in 2012, this funding source has been used to replace every borough owned bridge. Over $900,000 has been received and put into Wellsboro’s bridge infrastructure. This is $900,000 that would have come out of the boroughs budgeted $1,085,000 in real estate tax revenues otherwise, proving a huge a savings for borough residents and business owners.

Parking Kiosks Return

Residents and visitors may have noticed the return of the parking kiosks in the municipal parking lots located on Pearl Street and Water Street. The old coin-operated meters have been removed except for the handicapped parking spaces. The Wellsboro Parking Authority and Wellsboro Borough Council decided to switch to the new parking kiosks to offer a more convenient way to pay for parking in the municipal lots. The kiosks accept coins and credit cards and offer users the ability to pay for an entire day of parking without having to return to the meters every two hours. The enforcement hours have been changed to 9am to 5pm, with the Pearl Street lot also now available for a full day of parking, with the two-hour restriction lifted. To use the parking kiosk, drivers will need their license plate numbers and are able to receive a receipt for payment. Drivers arriving before 9am have the ability to pay for the desired hours ahead of time. At the Water Street lot, the kiosk is located along the curbing, right behind the gray building (formerly Dr. Candela’s office). The kiosk at the Pearl Street lot is located in the pavers near the entrance to the Pearl Street Shops. Drivers who may end up having to park along the Waln Street side of this lot can stop by the kiosk to purchase parking time before pulling into a spot. Also, look for the elevated blue signs located right at the kiosks.

Grass Clippings Do Not Belong in the Street

It is illegal to leave grass clippings on the roadway in many municipalities because it is dangerous and it can cause drainage/ sewage problems. Grass clippings contain a lot of water, so when tires from a car or motorcycle have clippings between them and the roadway, things can get out of control pretty quick. When the clippings accumulate in a storm sewer, more problems are created. The clogged drain doesn’t allow for rainfall runoff to get into the stormwater conveyance system. This can lead to flooding in your neighborhood. Please do your part to prevent these potential problems: It’s easy to prevent the clippings from flying into the street while cutting grass: cut so that the discharge chute is aimed back at the yard. Brilliant, yes? Don’t want the clippings in your yard? Rake them up. See how this works? It’s inevitable, when cutting your grass, that some blades of grass my fly astray and end up on the roadway, and that’s understandable. Be a good neighbor and make certain that you don’t leave clippings in the street. Use a blower and blow them back into the yard, use a broom to sweep them up, or cut in a manner that the grass gets thrown away from the street!

Aluminum Cans: Please empty & rinse cans. Crushing is optional but saves space. Corrugated Cardboard: Flatten boxes & keep dry. Look for the ridges. No cereal/macaroni boxes, etc. Glass Bottles & Jars: Separate bottles & jars by color; clear, brown, green. Remove all lids & rings. Rinse well, labels can remain. Magazines: Magazines & catalogs only. Keep dry. Do not bundle or tie. Newspapers: Keep dry. Inserts can remain. Do not bundle or tie.
