Please Welcome Our Newest Council Members Matt DeCamp is a lifelong resident of Wellsboro; he was born and raised here. In his college years, he achieved a Bachelor of Science in Business Administration from Bucknell University, then went on to graduate from Dickinson School of Law in 1996. It was in law school where Matt became interested in the workings of state and local government. He has also worked in real estate planning, general business law, and municipal law here in Wellsboro. Matt went to work for the family business, Patterson Lumber, Inc., in 1999, where he, as a Licensed, non-practicing, attorney, frequently encounters the environmental, regulatory, employment, and economic realities manufacturers face. Matt enjoys memberships in the Rotary Club, is a longtime member and on the board for GROW, serves on the UPMC Susquehanna Tioga County Advisory Board, and is a board member of the Fund for Northern Tier Development. Living in the borough with his wife and three daughters, Matt is very family- oriented and keeps physically active with running and biking. Matt hopes to be able to apply his knowledge of municipal government to his new role as Council Member. While learning about needs of the community through the borough and the other organizations he serves, he will combine these roles to help our residents and businesses prosper.

Craig West is a lifelong resident of the Borough, and was raised at the Canyon Motel, which his parents owned and where the family resided. Hotelier must have been in his blood, as he and his wife, Linda (Spink) West, purchased the Sherwood Motel in 1978 and ran it successfully for 25 years. He and Linda raised their four children there. Craig is a Mansfield University graduate, with a Bachelor of Arts degree in Math. Besides working in the tourism industry at the Sherwood, he has also worked in real estate sales, and bought and operated the Sears store until the hospital purchased it for rehabilitation services. He is very active in sports, and has been officiating for the last 43 years in NTL Football, Basketball, Baseball, and Softball Assignor. Craig loves the downtown and the gaslights and is very proud of what has been accomplished here in years past to keep the character of the Borough intact. He also realizes that changes are necessary, and wants to help entice industry to our area and work to keep businesses in our downtown. He wants to find ways for the hospital to keep specialists on hand. Now that he is retired, it is the perfect opportunity to work toward those goals.

The Borough provides a free clean-up to Borough Residents. Twice a year, in April and October, residents can put out leaves in bags or boxes, trash, old lumber and boards not over 5 ft. long, old furniture and appliances, scrap metal, old tires, lawn rakings, paper, magazines, litter, brush, small tree limbs, and shrub clippings. Watch the newspaper for the Clean-Up Week advertisement. Wellsboro Borough Ordinances No. 277 and 443 prohibit the storage of junk vehicles and provide for penalties for noncompliance. Junk vehicles put a blight on our neighborhoods. Junk vehicles must be removed within 30 days of receipt of a letter from the Borough. If not removed, the Borough can have it removed and charge the landowner the cost of removal. If this cost is not paid, a municipal lien can then be filed against the property. The date of the Borough Clean up week is Week of April 23rd through April 27th.

A Reminder to Residents...
ABOUT WEEKLY GARBAGE COLLECTION
There is a four bag limit. No furniture, hazardous materials, leaves, branches, grass clippings, dirt, appliances or any other type of refuse other than household garbage can be put out during regular garbage pickup. Garbage bags are to be no larger than 30 gallon capacity and should be easily picked up by one person. All garbage must be liquid free. Garbage may not be placed curbside any earlier than the night before your pickup. No garbage from outside the Borough may be brought in. Garbage must be bagged and placed curbside for pickup. Garbage is picked up on all holidays except Christmas, unless otherwise advertised.
Water Bills
The Borough Council would like to remind residents that failure to pay water bills on time will result in the termination of water service. Once terminated, a $50 fee will be imposed to turn the water service on. If you find yourself falling behind, please do not ignore the certified mailings and contact our office to set up a payment plan. The payment plans are flexible but need to be kept current to prevent termination of water service. Regarding tenants, the Borough Ordinance states that the property owner/landlord is ultimately responsible for any delinquent water bills. If you have any questions regarding your account, or would like to set up a payment plan regarding a delinquent please call our office at 570-724- 4923.

SNOW AND ICE REMOVAL; on ALL sidewalks, snow and ice must be removed within eight (8) hours after the snow has ceased to fall or ice formed. SNOW EMERGENCY ROUTES; No parking is allowed during a Snow Emergency at the following locations; Central Avenue, between Pearl Street & Sturrock Street and Main Street between Central Avenue and Lincoln Street. A snow emergency will be announced on both WNBT and KC101. Parking will be allowed after the snow is removed. Code of Ordinances
The Borough hired a firm called General Code to codify (arrange things, especially laws, rules, or principles, into an organized system or code) the 685 Borough Ordinances. These Ordinances are kept in the borough office in hard cover books and range from the incorporation of the Borough in 1803 to today. With the Codification will come a link from the borough website www.wellsboroborough.com . This will enable any interested individual or firm to do a word search to locate the issues that they are interested in. The codification will also allow the Borough to maintain a fluid ordinance collection that will be easy to add to and keep current. We will keep you updated on the release date.

The Borough has an ordinance requiring Street numbers to be prominently displayed at all times. The Street Number is the address number assigned by the 911 Public Safety System and the United States Postal Service. Having a Street Number has many advantages, it can assist fire and ambulance services in locating your house during an emergency, direct the Post Office, UPS and other delivery services. Having a street number can save a life. And it’s the law. The Ordinance passed by Council states that: The street number shall be either affixed directly to the building or post or displayed on a sign affixed to the building or post and displayed in such a manner that the numbers will contrast in color with the background and will be observed and readable from the nearest public or private roadway. Numbers shall be in standard Arabic numerals, not less than four (4) inches in height and not less than one half-inch in width. If a single building has multiple street numbers or apartment numbers, a building directory should be posted at the main entrance of the building. It is unlawful to cover or conceal, destroy or remove, deface or vandalize any street number or road/street sign. There are penalties for non–compliance. If, after written notice, owners and occupants fail to comply, penalties of $100 to $300 may be imposed. If your home, building or structure/property within the Borough of Wellsboro does not have a street number, get one in place right away. New Borough App Promises Enhanced Communication with Residents and Visitors
Borough Residents, the Borough and Electron Monkey are currently working towards releasing a phone App in the near future for Wellsboro. The free App will be compatible with both iPhones and Androids. The App will allow the borough to communicate quicker and more efficiently with the users, whether they are residents or visitors. The App will connect the user to the Borough’s website which shows the new Parking Map for Wellsboro, the new Zoning Ordinance when it becomes available, in addition to an electronic version of the Borough’s ordinances when the codification is complete. The Zoning Ordinance and the work to digitize the ordinances into a searchable document is expected to be complete in the next few months. The goal of the Borough is to use the App to efficiently spread information regarding events, road closures, or other important information that would benefit the user. Keep an eye out for Borough Council’s announcement when the App becomes available for downloading for free.

Items acceptable for cleanup week collection include leaves in bags or boxes, trash, old lumber and boards not over 5 ft. long, old furniture, scrap metal, old tires (2 tires per household), lawn rakings, paper, magazines, litter, brush, small tree limbs, shrub clippings together. Bundle like items together. 5. Scavengers who pick up items placed out for cleanup collection do so at their own risk, and may not litter, dispose or nor relocate non-usable items elsewhere within the Borough of Wellsboro. Cleanup week is an excellent opportunity for Wellsboro residents to clean up their properties and have their unwanted items hauled away. The past cleanup weeks have been very successful and have been a big factor in making Wellsboro a clean, attractive community that everyone admires. We are counting on you to do your part to keep Wellsboro beautiful. Thank you.

The Value of a Tree
We have a tendency to become wrapped up in the everyday chaos of our lives. Sometimes the beauty and simplicity of some things is lost upon us. This true of many things but unfortunately it is also true for trees. Not only are trees beautiful, but the many values in having trees can also be felt on a social and economic level. Studies have shown that having trees present in one’s life can be beneficial to social and physical health in many ways. Several research projects have shown that a view of and access to parks and other green spaces helps to relieve everyday stress. It was shown that buildings with more trees around them had lower crime rates and had less reports of aggression. “ Seeing green reduced the mean”. In addition, children who suffer from ADD and ADHD can benefit from having some time outside every day. When they come back inside it is easier for them to concentrate. One of the most important things that have been found is that communities that had tree planting programs also had more community pride. The same communities also had increased levels of social interaction between community members. These are just a few of the social values of having trees in communities. The economic values are just as numerous as the social values. A 25 foot tree can reduce annual cooling and heating costs by 8 to 12 percent. Similarly, shade from a tree can reduce air temperatures by 5 to 10 degrees Fahrenheit. Trees also absorb between 120 to 140 pounds of air pollutants out of the air, acting as a natural purifier for the air we breathe. They also help prevent chemicals from running into creeks and streams during rain storms. The canopy of a tree absorbs a lot of rain which keeps it off of the roads keeping oil, salts and other pollutants on the road as opposed to in nearby creeks and streams. Therefore trees help prevent the cost of cleaning up polluted creeks and streams. Moreover, trees also make a more inviting commercial environment. In a survey of communities it was shown that 74% of citizens preferred to shop at establishments that had trees and other landscaping. This also carried over to residential properties; a 4%15% increase in home values was found when the area surrounding the homes was landscaped. Overall, trees help save money as well as add value to homes and commercial establishments. The addition of trees to any community encourages more social interaction as well as helps to support the economy. Wellsboro is considered to be a Tree City by the Arbor Day Foundation and has a tree planting program every year that you can volunteer to participate in.
