2022 – 2023 Borough Council President – Matthew DeCamp (Ward 2) Vice President – Craig West (Ward 1) President Pro-Tempore – Michael Wood (Ward 1) Joan Hart (Ward 1) Louis Prevost (Ward 2) Kevin Clark – newly elected (Ward 2) Mayor – John Wheeler At the January 3rd, Re-organizational Meeting, three members were sworn in as Wellsboro Borough Council members. Kevin Clark was sworn in as a new member to council, while Matt DeCamp and Craig West were re-elected to represent their respective Wards. John Wheeler remains the Mayor of Wellsboro Borough, with his term expiring in 2025.

Historical Architectural Review Board (HARB) – First

Tuesday of the month at 5pm. Applications should be submitted at least two weeks prior to the meeting. Parking Authority–First Thursday of the month at 11 a.m. Shade Tree Commission–Second Monday of the month at 8:30 a.m. Council Committee Meeting–Second Monday of the month at 4 p.m. Borough Council Meeting–Second Monday of each month at 5 p.m. Wellsboro Borough Municipal Authority–Second Tuesday of each month at 4 p.m. Grand Canyon Airport Authority–Third Monday of each month at 8 a.m. The Airport Authority meets at the airport located at 112 Runway Road. Parks and Recreation Meeting–Third Monday of each month at 12 p.m. Wellsboro Municipal Authority–Third Tuesday of each month at 4 p.m. Planning Commission–Fourth Wednesday of each month at 5 p.m. Submissions to the Planning Commission should be submitted no later than two weeks prior to the meeting date. The Tioga County Planning Commission and Borough Engineer review any submissions and provide comments to the Planning Commission. Wellsboro Zoning Hearing Board–Meets as needed as applications are received. **Please note that meetings may be canceled due to lack of agenda items or lack of quorum. Cancelation notices are posted on the Borough’s mobile app. All meetings (except Airport) meet at the Borough office at 14 Crafton Street.

Borough Welcomes New Employees

Paul Trabulsi

Michael Pierce, Assistant Superintendent Department of Public Works – Mike started work for the Borough in September of 2021. Mike previously worked for the Borough and we are happy to welcome him back. Mathew DeCoursey, Water & Sewer Crew – Mat started work for the Borough in November 2021 filling the vacancy open with the retirement of Paul Patt. Mat has proved himself to be a valuable asset to the Borough with his strong work ethic and his ability to learn quickly. Brian Kennedy, Director Parks & Recreation – Brian started work for the Borough in November 2021 replacing long-acting Parks & Recreation Director Pete Herres upon his retirement. This position has been quite the undertaking as the position transitions to be a full time Borough position. Brian’s positive attitude and focus have made him the perfect man for the job.

Paul Patt, Water & Sewer Crew – Paul retired in October 2021 having worked for the Borough since January of 2019. Paul looks forward to spending time with his family and working on his antique tractors. Mark Dieffenbach, Superintendent Department of Public Works – Mark retired from the Borough in December 2021 having worked for the Borough since 1984. Mark looks forward to spending more time with his family and moving closer so he can spend more time with them. Pete Herres, Director of Parks & Recreation – Pete retired as Parks & Recreation Director in December 2021. Pete had held the position since the early 1980’s. Pete looks forward to retirement and already has projects to keep him busy. He has no plans of slowing down in retirement. John Sticklin, Ward 2 — Council President Craig West presented John Sticklin with a certificate of appreciation for his years of service at the December council meeting. The position in Ward 2 held by John was filled by newly elected council member Kevin Clark who took office in January.

Recycling Guidelines

Aluminum Cans: Please empty & rinse cans (no food residue). Keep separate from tin. Crushing is optional but saves space. Corrugated Cardboard: Flatten boxes & keep dry. Look for the ridges. No cereal/macaroni boxes, etc. Glass Bottles & Jars: Food and beverage containers only. Separate clear from colored glass (brown & green). Remove all lids & rings. Rinse well (no food residue). Labels can remain

Mixed Paper: Includes junk mail, office paper, newspaper/inserts, magazines, envelopes, colored paper, shredded paper, etc. Keep dry. Do not bundle or tie.

Plastic Bottles, Jugs, Jars, & Tubs: Includes soda & water bottles, milk & laundry jugs, shampoo bottles, yogurt containers, butter tubs, etc...Empty & rinse (no food residue). Lids can remain. VEHICLE PARKING: If at all possible, park vehicles off the street in your driveway because of the added difficulty with plowing. If cars are parked along the street, it may prevent the plows from clearing a passable area for you and your neighbors. DRIVEWAYS: The Borough annually receives complaints about plowing driveways closed or covering sidewalks after a resident has spent hours shoveling them open. Unfortunately, during plowing operations snow is pushed to the right side of the road, regularly blocking driveways and parked cars and occasionally covering sidewalks. The best way to avoid having to clear snow from your driveway multiple times is to wait until plowing operations are completed before you clean up. If you’d like to get a head start but don’t need to get out of your driveway, consider not shoveling the last six feet toward the street until the plowing operation is complete. SIDEWALKS: Snow and ice must be cleared from sidewalks within 8 hours after the storm ends or ice forms. If you can’t completely clear your sidewalk because of ice conditions, treat it with sand or other abrasive material. NOT PERMITTED: Don’t throw or blow snow into the streets or alleys. Pile the snow behind the curb line or street edge where it won’t obstruct traffic movement or the Borough’s plowing operation. STORM WATER AND FIRE HYDRANTS: You’re required to clear snow around fire hydrants on your property. You can also help minimize flooding by clearing snow from storm sewer catch basins located along your property. SNOW AND ICE REMOVAL FROM DUMPSTER PATHWAYS: Dumpster owners must keep pathways to dumpsters free and clear of snow and ice. Dumpsters will not be emptied unless pathways are completely clear. BEFORE WINTER: Please check the position of your mailbox to ensure that it doesn’t extend over the edge of the street making it susceptible to plow damage. If your mailbox is damaged by a plow, notify the Borough as soon as possible. Above all, please be patient. If you have a problem, call the Borough office at (570) 724-3186, between 8 a.m. and 4 p.m. weekdays. If you receive a recording, leave your name, address, phone number and nature of your concern. After 4 p.m. emergencies only may be reported to emergency Services. SNOW EMERGENCY ROUTES: No parking is allowed during a Snow Emergency at the following locations: Central Avenue, between Pearl Street and Sturrock Street; and Main Street between Central Avenue and Lincoln Street. A snow emergency will be announced on both WNBT and KC101. Parking will be allowed after the snow is removed.
