Packer Park Streetscape Improvements

When it became apparent the five deteriorating Maple trees along the street in front of the park were creating a hazard and were slated for removal, the Parks Department created a new plan for beautifying the streetscape. Removal of the trees would provide more daylight to the tennis courts and prevent mildew and slick playing surface conditions. The streetscape improvements would add spectator seating for the tennis courts and parade events throughout the year and enhance another Borough property with the ambiance of our beloved gaslights. PROJECT OUTLINE: Rotted timbers were replaced with a new support wall constructed of pre-cast concrete blocks. The Borough converted two gaslights to LED lighting for the project. Two benches were refurbished and will be placed alongside the gaslights, and Firebird Crabapple trees will be planted. The Firebird Crabapple is an ornamental tree that has a relatively small stature throughout its lifespan. After the gaslights, benches, and trees are installed, topsoil will be applied and grass planted. The Wellsboro Gardening Club will finish up the landscaping with decorative plantings. This project also solves a drainage issue from the Senior Center eaves. By installing a drain pipe on a stone bed underneath the ground in front of the tennis courts, the storm water problem in that area will be resolved.

Dr. William Yacovissi (Bill) was working for the State of Maryland as a planner in 1976 when he spotted a job offer in a newsletter from Mansfield University. He was not initially impressed with the job offer, but they told him to drive over to Wellsboro before he headed home. So he did. He parked on Main Street, got out and looked around and that was when he decided he and his young family could live here. He accepted that job, bought a home in Wellsboro, and the rest is history. He retired thirty two years later from teaching economics at Mansfield University. Having a background in planning, and with his interests leading toward volunteerism, he accepted the invitation to fill a vacancy on the Wellsboro Planning Commission in 1995. When asked to serve on Wellsboro’s newly formed Historical Architectural Review Board, (HARB) in 2001, he graciously accepted. Now, serving on Borough Council, his thoughts are “We have a solid infrastructure and the long term plans in place to maintain and improve that infrastructure; we just need to help keep our businesses flourishing, our storefronts filled, and continue working on economic development”. Bill and his wife Peggy have one son in Harrisburg, one son in Virginia and five grandchildren. Bill’s other interests include sports and outdoor activities.

Wellsboro Area Food Pantry The Food Pantry serves an area about the size of the Wellsboro School District. This area includes Middlebury, Gaines, Morris, and Tioga Borough. The Food Pantry performs a vital service to those in need. They provide a variety of supplemental food; a weeks’ worth, to about 200 low income families; They give out produce and meat from the Central PA Food Bank, as well as receive food donated by the residents of Wellsboro and the local churches. The Wellsboro Ministerium founded the Wellsboro Food Pantry in 1988. The Pantry moved into the Methodist church in 1992. There are about 30 volunteers who regularly work there in a variety of jobs. Donated food item are inspected for dating and quality. Twice a month on the 2nd Monday and 4th Tuesday, there are 8 food stations where families get an allotment of food based on family size. They have to meet income guidelines provided by the PA of Dept of Agriculture, so there is a registration station as well. Sidewalk Maintenance Requirements The owner or owners of any lot or lots in the Borough of Wellsboro with sidewalks in the public right of way shall maintain such sidewalks in a safe and passable condition, free of tipping hazards and obstructions. The said owner or owners shall repair any defects in such sidewalks and remove any obstructions, which make them unsafe or impassable to pedestrians. The obligation of maintenance shall include but not be limited to: • Repair of holes, and repair of cracks having a width in excess of ½ inch at any one point along a length of one foot or greater. • Maintenance of a constant grade. – Repair shall be made when one or more sections of the sidewalk rises above or drops below the grade of the edges of immediately adjacent sections resulting in an irregular surface with depression greater than ½ inch in depth. — Repair shall be made when the curb is out of vertical alignment with the adjacent curb or an adjacent section or slab of sidewalk in excess of ¾ inch. — Repair shall be made when the curb is out of horizontal alignment with the adjacent curb in excess of ½ inch. • Repair of any section of sidewalk that has spalling on twentyfive percent (25%) OR MORE OF ITS SURFACE. • The removal of leaves, tree limbs, grass clippings, debris, cinders, gravel, grits, or any other refuse on such sidewalk or projecting branches and other obstructions below six 6) feet, eight (8) inches above the sidewalk. The property owner shall be responsible for the prompt removal of any such items whether or not such items were deposited by the owner, his tenants, anyone acting under his direction, control, license or any third party. NOTICE TO CITIZENS OF THE BOROUGH OF WELLSBORO The Wellsboro Borough Council has indicated its’ intent to begin to enforce the Sidewalk Ordinance #344. To property owners in the Borough, this means that if no sidewalk exists, you will be required to install one, and if yours is in disrepair, you will be required to repair and/or replace it. The Borough has a Sidewalk Program that can assist property owners in this regard by, • Removing the old sidewalk blocks • Disposal of the blocks, • Setting the line and grade and supplying the gravel base for the contractor. All the property owner has to do is set the forms and pour and level the cement. The Superintendent has established a list where you may sign up for this service at the Borough Office on a first come first served basis. Please take advantage of this Sidewalk Program by planning and making improvements to your sidewalks.

Pavers Versus Paving
Impervious surfaces don’t allow water to permeate the ground. Instead, the water rushes to storm drains and nearby waterways-picking up contaminants such as oil, grease and trash along the way. Just as rain barrels collect storm water and slow its entrance into a storm sewer system and increasing ground absorption, there are a number of permeable, pervious and porous materials that can help achieve similar results. Pavers work in tandem with an aggregate mix that allows water to seep through the paver and base material and into the ground. If you are considering installing a parking lot, courtyard, or walkway, pavers can be an alternative to concrete or asphalt.

Sidewalk Subsidy Program
Packer Pool Pool passes are now available for the 2018 season. Rates are discounted through May 31st and can be purchased on-line at wellsbororecreation.org or at the Borough office located at 14 Crafton Street. The pool opens on June 6th this year and will open Monday through Friday between 1-7pm. On Saturday and Sunday, the pool will be open from 1-6pm.
If your residential sidewalk is in disrepair, you can register for the Borough’s Sidewalk Subsidy Program to assist in the repair and/ or replacement of it. RAIN BARRELS You may be surprised to learn that the typical garden hose uses 10 gallons of water per minute. This means that with just a few minutes of watering your flower beds, you could also fill enough water glasses for a banquet that seats 500 people. However, there is an alternative way to water plants-by capturing storm water in a rain barrel or cistern. Rain barrels catch and store runoff from roofs and gutters as the storm water flows to the downspouts. If, for example, one inch of rain falls during a storm, a roof that is 200 square feet can divert as much as 125 gallons of runoff into a rain barrel. It is possible for one rain barrel to save approximately 1,300 gallons of storm water if the water is used and replenished once per week from April through October.

Wellsboro’s Memorial Day Parade
Each year, the Wellsboro Veterans of Foreign Wars Post 4907 and American Legion Post 84 of Wellsboro hold a parade on Memorial Day. This year the parade will be held on Monday, May 28th at 10:30am. Parade participants will line up at the Green, then proceed to the cemetery where the honoring ceremony will take place. We invite the community to participate in honoring our fallen heroes. Memorial Day was originally known as “Decoration Day” after the civil war ended in 1868. The Grand Army of the Republic designated a special day to decorate the graves of the fallen with flowers. But the practice of honoring those who have fallen in battle dates back thousands of years. The ancient Greeks and Romans held annual days of remembrance for loved ones (including soldiers) each year, festooning their graves with flowers and holding public festivals and feasts in their honor. In the United States, in May of 1868, General John A. Logan, the commander-in-chief of the Union veterans’ group known

as the Grand Army of the Republic, issued a decree that May 30 should become a nationwide day of commemoration for the more than 620,000 soldiers killed in the recently ended Civil War. On Decoration Day, as Logan dubbed it, Americans should lay flowers and decorate the graves of the war dead “whose bodies now lie in almost every city, village and hamlet churchyard in the land.” According to legend, Logan chose May 30 because it was a rare day that didn’t fall on the anniversary of a Civil War battle, though some historians believe the date was selected to ensure that flowers across the country would be in full bloom. There are some formal rituals still on the books: The American flag should be hung at half-staff until noon on Memorial Day, then raised to the top of the staff. And since 2000, when the U.S. Congress passed legislation, all Americans are encouraged to pause for a National Moment of Remembrance at 3 p.m. local time. Let us not forget!

Charleston Street Sees New Repairs
CHARLESTON STREET EXIT DRIVEWAY The Borough crew repaired an erosional issue at the Charleston Street Little League Complex exit driveway. A buildup of material directed the stream flow away from the pipes, causing the water to begin washing away the eastern edge of the driveway. Through the efforts of the Borough Engineer, an emergency permit was granted by PA DEP to address the issue. The Borough crew removed the permitted material to allow the water to flow back into the existing culvert pipes. In addition to removing material, the crew also stabilized the streambank with geo-textile and rip-rap, after grading off the undercutting. A dead tree was removed, but the stump and root system were left in place for stabilization upstream of the driveway crossing. The rip-rap was topped off with 2A stone. As part of the project, our crew removed trash from the stream channel and placed new “Do Not Enter” signs with new posts at the exit driveway for the fields. CHARLESTON BALL FIELD FENCING The Borough has completed fence repairs at the Charleston Ballfields. Fencing along the right field and left field lines was replaced to eliminate panels with holes in the lower front field. The backstop of the back softball field is complete, with the removal of a broken wing at the top of the backstop. The final repair was to remove the leaning posts in the backstop of the tee ball field. The concrete had heaved up, causing the fence to lean. New posts were re-set with new fence panels installed.
