PAUL A. PATT is a Wellsboro graduate, and a lifelong resident of Tioga County. He recently got hired on in a permanent position for the Borough in the Water and Sewer Department. Working at Borden Foods for 28 years, he was one of the many affected by the closure of that plant back in 2005. He was in maintenance, operated much of the equipment within the plant, and worked in mixing; products like mincemeat and Borden Milkshakes. Paul worked for Cornell Brothers for some years after that and then worked along with his son, Luke, in an excavating partnership. Paul applied for the borough position because he was interested in learning something new. He’s been a lucky man, marrying his wife Leah 36 years ago and having four good kids; three of whom are married and/or have families of their own now. Paul is happy to be working here in his hometown. We wish him well in his new position.

JOHN STICKLIN was appointed to fill the vacancy created when Jim Daugherty resigned on October 12, 1998. Since then John has been voted in continuously as a Councilor in Ward 2. In his 21 years on Council John has been involved in many changes; a few that come to mind…. * The Water and Sewer line extensions providing clean water and reliable sewer systems to those without access. * The HARB District implementation: proving Wellsboro is model town; frequent calls from other towns asking how they can replicate Wellsboro. * The red lights were upgraded and synchronized: with state provided funding, Borough residents avoided a large tax increase.

Municipal Parking Changes Approved

The Wellsboro Parking Authority and Borough Council have approved changes to the municipal parking. These changes include different times for meter usage, extended parking in the municipal parking lots, addition to parking kiosks, and the addition of meters in the Queen Street lot. The parking map for Wellsboro has been updated and is now available on the borough’s website (www.wellsboroborough.com). The map can also be found on the Wellsboro mobile app. The parking meters will now be enforced from 9am to 5pm on Monday through Friday. A second change is that all the municipal parking lots (Pearl Street, Crafton Street, and Queen Street) are now extended parking at a rate of 2 hours per quarter. Parking kiosks are scheduled to be up and running in the Pearl Street and Crafton Street lots by the end of May. The kiosks will allow for users to pay with coins and credit/ debit cards. With the parking kiosk, a driver simply enters their license plate and desired time and payment. Contrasting to our current meters, the kiosk will take dimes and nickels in addition to quarters. Once a driver has paid for their time, they can leave and come back and still be covered as long as there is an open spot in the lot. The kiosks are not pay-by-spot, but by license plate. The coin meters and posts will be removed from the Pearl Street and Crafton Street lots. A coin operated meter will be left

at the handicapped spots so that those drivers can pay right at the parking spot. The Water Street lot (Packer Park) will also be gaining parking meters for extended parking. Currently, the lots sits full of cars utilizing parking meant for the Senior Center or the park and swimming pool. The meters are likely to be installed after the close of this year’s swimming season. Residents and visitors have probably noticed increased enforcement in the borough recently, and probably asked themselves what the money from the parking meters and parking tickets is used for. The monies collected from the meters and the tickets is used for maintenance items such as line striping, both along the streets and in the parking lots, including the Hamilton Lake parking area which the Borough is responsible for. The funds are also used for maintenance of the parking meters, which jam up (regular wear and tear, and misuse such as wrong coinage and half cranking). Repairing the coin meters is fairly expensive as they are mailed to qualified individuals who can complete the repairs. Another use of the revenue generated from parking is landscaping in the parking lots and any potential paving or re-sealing of the parking lots that may be required, or, any repairs that may be needed to the Borough owned sidewalks surrounding those parking lots.

Sidewalk Maintenance Requirements

The owners or owners of any lot or lots in the Borough of Wellsboro with sidewalks in the public right of way shall maintain such sidewalks in a safe and passable condition, free of tipping hazards and obstructions. The said owner or owners shall repair any defects in such sidewalks and remove any obstructions, which make them unsafe or impassable to pedestrians. Section two. Maintenance obligation. The obligation of maintenance shall include but not be limited to: 1. Repair of holes, and repair of cracks having a width in excess of ½ inch at any one point along a length of one foot or greater. 2. Maintenance of a constant grade. a. Repair shall be made when one or more sections of the sidewalk rises above or drops below the grade of the edges of immediately adjacent sections resulting in an irregular surface with depression greater than ½ inch in depth. b. Repair shall be made when the curb is out of vertical alignment with the adjacent curb or an adjacent section or slab of sidewalk in excess of ¾ inch. c. Repair shall be made when the curb is out of horizontal alignment with the adjacent curb in excess of ½ inch. 3. Repair of any section of sidewalk that has spalling on twenty-five percent (25%) OR MORE OF ITS SURFACE. 4. The removal of leaves, tree limbs, grass clippings, debris, cinders, gravel, grits, or any other refuse on such sidewalk or projecting branches and other obstructions below six 6) feet, eight (8) inches above the sidewalk. The property owner shall be responsible for the prompt removal of any such items whether or not such items were deposited by the owner, his tenants, anyone acting under his direction, control, license or any third party.

Sidewalk Subsidy Program

If your residential sidewalk is in disrepair, you can register for the Borough’s Sidewalk Subsidy Program to assist in the repair and/or replacement of it. The program can assist property owners in this regard by, • Removing the old sidewalk blocks • Disposal of old sidewalk blocks • Supply the gravel base. All the property owner has to do is set the forms and pour the concrete The Superintendent has established a list where you may sign up for this service at the Borough Office on a first come first served basis. One of the functions of the Wellsboro Department of Public Works is to maintain and repair the water and sewer mainlines within the Borough. Recently, our crews have been dispatched to free up blockages in some of the sewer mains. The most common culprit causing the blockages is residents flushing disposable wipes. Yes, the wipes are marketed as flushable, but they do not break down in water like toilet paper does, leading to blockages in sewer mains. Why is it important to you as a resident to throw wipes away as opposed to flushing them? Unfortunately, a blockage in the mainline can lead to a sewage back up into a residence. What should you flush? The only items that should be flushed are human waste and toilet paper. Remember, even grease and oil poured down the drain can lead to issues in the sewer lines. Grease and oil poured down the drain usually presents a as a problem in the private sewer lateral, not the main. Tree roots and broken cleanout caps also present issues for private sewer laterals.

By properly disposing of these items, residents can do their part in keeping the sewer lines flowing free and preventing blockages which can lead to damage to the pipes or a sewage backup which can lead to damage or a costly clean up for a resident. If you question whether you should flush something - it’s simple if it isn’t toilet paper or human waste, it goes in the trash.

Wellsboro’s Memorial Day Parade

Each year, the Wellsboro Veterans of Foreign Wars Post 4907 and American Legion Post 84 of Wellsboro hold a parade on Memorial Day. This year the parade will be held on Monday, May 27th at 10:30am. Parade participants will line up at the Green, then proceed to the cemetery where the honoring ceremony will take place. We invite the community to participate in honoring our fallen heroes. Memorial Day was originally known as “Decoration Day” after the civil war ended in 1868. The Grand Army of the Republic designated a special day to decorate the graves of the fallen with flowers. But the practice of honoring those who have fallen in battle dates back thousands of years. The ancient Greeks and Romans held annual days of remembrance for loved ones (including soldiers) each year, festooning their graves with flowers and holding public festivals and feasts in their honor. In the United States, in May of 1868, General John A. Logan, the commander-in-chief of the Union veterans’ group

known as the Grand Army of the Republic, issued a decree that May 30 should become a nationwide day of commemoration for the more than 620,000 soldiers killed in the recently ended Civil War. On Decoration Day, as Logan dubbed it, Americans should lay flowers and decorate the graves of the war dead “whose bodies now lie in almost every city, village and hamlet churchyard in the land.” According to legend, Logan chose May 30 because it was a rare day that didn’t fall on the anniversary of a Civil War battle, though some historians believe the date was selected to ensure that flowers across the country would be in full bloom. There are some formal rituals still on the books: The American flag should be hung at half-staff until noon on Memorial Day, then raised to the top of the staff. And since 2000, when the U.S. Congress passed legislation, all Americans are encouraged to pause for a National Moment of Remembrance at 3 p.m. local time. Let us not forget!

Keeping Our Town Clean and Inviting

One of the many benefits of a dog is the companionship of walking with our dogs. Wellsboro is a walking community, where on any day or night during any season; residents can be seen enjoying the benefits of walking in Wellsboro with their dog. The Borough would like to take this opportunity to remind residents (and visitors) that dog waste is to be picked up and disposed of properly immediately from the yards of others, sidewalks, community parks, or roadways. Dog owners are also reminded that any dog at a borough park is to be on a leash. There are trash receptacles around the borough and in the parks, so disposal of the waste shouldn’t be an issue. Thank you for your cooperation in keeping our community clean and inviting for visitors and pedestrians.

The Borough has free wood mulch available for anyone interested. Simply stop by our office and sign out a key to the compost area and load all you want. If you require the Borough to load a truck or trailer, then a fee of $35 will be charged. A number of logs are also in the compost area, which are available for firewood cutting to anyone interested.

Impervious surfaces don’t allow water to permeate the ground. Instead, the water rushes to storm drains and nearby waterways-picking up contaminants such as oil, grease and trash along the way. Just as rain barrels collect stormwater and slow its entrance into a storm sewer system and increasing ground absorption, there are a number of permeable, pervious and porous materials that can help achieve similar results. Pavers work in tandem with an aggregate mix that allows water to seep through the paver and base material and into the ground. If you are considering installing a parking lot, courtyard, or walkway, pavers can be an alternative to concrete or asphalt.

Sewer Inspections Are Being Scheduled Infiltration & Inflow ( I & I ) The borough has begun another year of inspecting every building in the borough that has a sewer connection for any prohibited discharge into the sewer system. If you have not had an inspection, contact the Borough Office at (570) 724-4923 to set one up. Infiltration -This is water that enters the sewer system by way of cracks in underground pipes and manholes.

Inflow - This is water that enters the sewer system by way of sump pumps, roof downspouts, basement floor drains and foundation drains that are illegally hooked to the sewer system. Also, combined sewer/stormwater systems are inflow. The Borough and the Municipal Authority must insure sound and safe operations of its waste water collection and treatment system. The discharge into our system of any clean surface water, including water from roof or cellar drains, springs, basement sump pumps and French drains contributes to the flooding and overloading of our system. Such overloading may result in sewage flowing into basements and/or residences, businesses and over land creating a hazardous public health condition. Also, it increases the cost of treatment at the sewer plant. This raises the sewer rates for all of us. DEP has directed the Borough and the Municipal Authority to remove these sources of additional flow. This will be accomplished by dividing the borough into sections. Those who do not call will get a letter and/or phone call from the borough for an appointment. The borough employees will have proper identification with them. Remember, when in doubt please call the borough office for verification. If you do not let the borough inspect your property you will be surcharged equal to three times your sewer rate until you comply with the inspection of your property. Where the disconnecting of the prohibited source may cause undue hardship unique to the property the borough may grant waivers. Ordinance Number 236, adopted April 13, 1942 states: “It shall be unlawful for any person, association, partnership, or corporation to permit any weeds to grow or remain on premises in the Borough of Wellsboro to a height of more than 10 (ten) inches. During the months of May, June, July, August, and September the cutting of weeds twice a month and the removal of weeds so cut shall be deemed to be a sufficient compliance to this ordinance.”

You may be surprised to learn that the typical garden hose uses 10 gallons of water per minute. This means that with just a few minutes of watering your flower beds, you could also fill enough water glasses for a banquet that seats 500 people. However, there is an alternative way to water plants-by capturing stormwater in a rain barrel or cistern. Rain barrels catch and store runoff from roofs and gutters as the stormwater flows to the downspouts. If, for example, one inch of rain falls during a storm, a roof that is 200 square feet can divert as much as 125 gallons of runoff into a rain barrel. It is possible for one rain barrel to save approximately 1,300 gallons of stormwater if the water is used and replenished once per week from April through October.
