This fall, a number of streets received attention with patching and paving work. The 2017 Street Program included Sherwood Street, Pierce Street (East Ave to Woodland Ave), Prospect Street, Antrim Street, and Wetmore Street (Fellows Ave to Antrim St). Hawbaker’s original bid for the paving work was $148,053.80. Fortunately, the work was completed under budget at a cost of $124,634.82. The borough crew has also been busy replacing and repairing stormwater inlet boxes where needed. In October, patching occurred on the bottom of Buena Vista Street, the top of Lincoln Street, Brewery Lane (around replaced inlet), and on Pearl Street to patch an area cut for a sewer repair. In addition to road work, the crew continues daily activities such as street sweeping, removing compost from the borough garage, investigation of sewer and water service issues, and testing at the wastewater treatment facility and the drinking water treatment facility. As with any road or utility construction project, there will be delays and inconveniences and the borough appreciates your patience during the infrastructure improvements.

Eberenz Street Bridge Replacement
The bridge replacement project on Eberenz Street is complete. The pavement has been restored along with the sidewalk. The Borough crew installed two new stormwater inlet boxes as part of the project. In addition to the Eberenz Street Bridge, guardrails have been installed on the bridges on Sears Street and Bodine Street. This year, Wellsboro has replaced the bridges on Sears Street and Eberenz Street with Act 13 funds, which allows the Borough to continue forward with the bridge program at no cost to borough residents. Only one bridge remains to be replaced within the borough and that is the Brewery Lane Bridge, which is scheduled for 2018. The permits are already in hand for that project.

The Eads Group completed a parking study for the Borough of Wellsboro in 2016. One of the action items from that study was the completion of a Parking Map for the borough. The Borough Council is pleased to announce the completion of that parking map. The Parking Map will be available at the Borough office and on the Borough’s website. The parking map will also be made available to local business owners for their use and distribution.

Shade Tree Commission
Most of the citizens in Wellsboro are aware of the Shade Tree Commission and its goal of proper maintenance of trees and removal of hazard trees that fall within the municipal right-of-way (between the street and sidewalk). The Shade Tree Commission consists of five members, all of which are required to live in the Borough; with two members having experience in an appropriate field such as forestry or landscape architecture. The members are appointed by the Borough Council for terms of three years. Permits are required prior to pruning of trees within the municipal right-of-way. There is no fee associated with the application, which can be found at the borough office or on the borough’s website. Any pruning is to be done according to ANSI A300-1995 standards which set guidelines for pruning and safety while trimming trees. A permit is also required prior to planting any tree within the municipal rightof-way. Another part of the Shade Tree Commission is the hazard tree removal program. Once a hazard tree is identified, the commission will work with the landowner on tree removal, stump grinding, and replacing the tree. The Shade Tree Commission will match 50% of the cost of the removal of the tree up to a maximum of $500. For stump grinding, the commission pays for the stump grinding with the property owner being responsible for the removal of the wood chips and placement of the topsoil and seeding of the area. If the area meets criteria, a free shade tree will be provided at the next planting project, usually April or November.
Winter Water Meter Maintenance
Please check all outside hoses and faucets to make sure they are either turned off or well insulated and kept warm so that they will not break during the winter months. Water meters also need to be checked to make sure they are protected from the cold to prevent freezing. We have replaced several meter bottoms in the past years due to freezing and residents have had pipes break because of lack of heat. This can become costly to the resident.

Each year, Martin’s Garden Center hand weaves the 72 Christmas Wreaths and adds the scarlet red bows for placement on the gaslights in the Borough. The wreaths are made primarily from Concolor Fir and will remain in place from the end of November through the New Year. Martin’s begins their wreath-making in early NOVEMBER. They usually have 3-4 people working to affix the fir to the wreath forms. The Concolor Fir is obtained from an old tree farm Martin’s acquired some years ago. Martin’s staff cut fresh greens as they make the wreaths. The Wellsboro Borough Crew will pick up the wreaths by November 10th and have them installed in place soon after for all of us to enjoy!

Main Street Flags— A Proud Community
During the year a group of citizen volunteers put the flags out for major holidays and events here on Wellsboro’s Main Street. There are 78 flags and brackets on our parking meters and it takes approximately 45 minutes to put them out and to take them down. The flags fly through the fall till after Veterans Day. They will be flown again for Presidents Day in February 2018. Damaged Flags: This year over twenty five flags have been damaged by pickup trucks or delivery trucks. Some damages are able to be repaired by shortening the pole when broken. When a flag pole breaks and is not repairable, it costs around $80.00 to replace. If you see a flag that is damaged, please call the Chamber office so that they can retrieve it before it touches the ground so that we can continue to honor our nation’s flag. Sponsoring: You can purchase a flag in your own name or in the name of someone you want to honor for $125.00. This would include a nameplate that is placed on the pole. Wellsboro’s Kickoff to Christmas Holiday Open House Join your friends and neighbors for a fun, festive weekend for the entire family while supporting your local economy! At local businesses you will find historical Christmas ornament displays, with some of the “Shiny Brite” ornaments which were made in the Wellsboro Corning Glass factory during World War II. There will be a Christmas concert at the Deane Center. Hamilton Gibson is presenting ‘A Fezziwig Christmas’. The Deane Center and Fifth Season are taking ‘Photos with Santa’ on Friday night. You’ll hear Pop-up Christmas concerts by local musicians, see arts and crafts vendors in the Boardroom at S&S Hospital, and enjoy many more activities to warm your heart and fill you with Christmas spirit! Trunarc Drug Tester
We sat down with Officer Chad Boyce about the Trunarc Device this month. This device has been in service with Wellsboro PD for about a year now. This is a handheld device about the size of a Gameboy, that can test an unlimited amount of drugs. It’s got a huge library; any item we run into we can test and immediately get a result on what type of controlled substance it is. To operate it, we hold the device over the item, a lazer shoots into the substance, and the device calculates what the drug signature is. This device has been found reliable over numerous test of controlled substances. Before obtaining the Trunarc, in order to do a test of a substance, the department would have to send away for testing at a laboratory, which could take upwards of a month. Waiting for the results of the analysis left the offender on the streets. Trunarc recognizes not only the controlled substance its self, it also recognizes precursors for the manufacturing of other controlled substances, streamlining our process for drug convictions. Slow Sand Filter Cleaning
One of the Borough’s Slow Sand Filters was scraped and cleaned the week of October 16th. Borough crews scrape 1 to 1 ½ inches of sand off the filter, the sand gets smoothed down, and then slowly filled again to be on standby status throughout the winter months. This is a part of annual routine maintenance to keep the sand filters on line, should they be needed.

This quarter Wellsboro Borough honors Mayor John E. Wheeler, who has served the Borough of Wellsboro, wearing several different hats, for 46 years. At 71 years of age, John has 30 years in the Wellsboro Police Department; 16 years as Patrolman and 14 years as Chief. John then retired and went to work as Sherriff’s Deputy for 5 years, concurrently serving on Borough Council, and now serves as mayor, where he is in his fourth year. The area has changed a lot since his retirement, with the availability of more modern equipment, updated vehicles, and computer advances. Back then, his department was squeezed into two small offices, now the PD has a lot more space to work in. He really enjoys working with the current police department personnel. Most of the contact being with the Chief, he and Chief Bodine work together on the many challenges of current day issues and set departmental goals. One part of the mayoral duty is performing weddings. John has performed 125 weddings in his 4 years. This is one of his favorite parts of the mayor duty. John fondly speaks out about family and the friendships he has enjoyed over the years. “It’s not all about citations and stuff “. It’s also about meeting and greeting the people. To this day, the best part of being such an integral part of the community is that people stop to talk to him and greet him by name. John and his wife Kathy, the former Kathy Lubertowicz of Whitneyville, are celebrating 52 years of marriage. Two daughters, Tina and Carol, and one son Shawn, all with families of their own. Seven grandkids and two great granddaughters.
