The Life of Officer Wilson
Mike Wood- Then and Now:
Officer Brad Wilson is from Tioga County, born and raised in Tioga. In high school he knew there were only two things he really wanted to do in life, be in the military, and go into law enforcement. He had always been in the Fire Department and knew he enjoyed helping people. That’s how he knew what those two things were. Brad’s whole family has served in the military, and to keep the family tradition, he went into the Marine Corps. He got out in 1997 thinking the military aspect was over with, so he came back to Tioga and went to the Mansfield University Police academy in 1998. He was employed as a police officer from 1999 till 2002, but when September 11th happened, he knew that he was destined to go back into the service of his country. He was engaged at the time, with a fiancé due with twins. After September 11th he decided to enlist in the Army. Leaving from Savannah GA in January 2003, he went to Kuwait and participated in the Invasion of Iraq in March. After serving two tours in Iraq and one tour in Afghanistan, he returned to find he would be raising his three small daughters alone. Coming home to Tioga County, he decided it was time to go back into law enforcement. In 2009, he applied to the Wellsboro Police Department (WPD), was hired, and has been working for the WPD ever since, making him the only Combat Veteran Police Officer in Tioga County. Officially February 1st 2020, he is proud to say, he will retire from the military after 20 years of service. Brad has been happily married since 2007 to his lovely wife Teri, and lives here in Wellsboro with Teri and his children.
In my years 30+ years as Borough Councilman and Emergency Management Coordinator for the Borough, I am happy and proud to have been a part of so many improvements to our community. Thinking back to when I was first elected, just after high school, the old sewer plant was ½ its current size and now, the expansion allows the plant to serve Charleston and Delmar customers as well as the Borough. With the old water filtering plant, we used to have to boil water at least once a year and now, the many improvements and the installation of the Pall System has made that a distant memory. Through leasing property to the Gas Industry, there has been money to pay for updates to these systems, which has helped tremendously to keep our taxes and user fees low. Back then, the Police Department location was a single story house and the Fire Department location housed a laundry. It was then brought up for a referendum vote to pay $300,000 to build the Fire Department building and move the Borough Office and Police Department into that. Now, we have the new Borough Office down the street which has the state store rent covering the expenses on the Borough Office. Street Loan: We used to be able to pave only one or two streets a year, but we now use the gas tax we pay at the pump to fund paving. The Borough borrows money every 4 years in a Street Loan to pave several streets. The loan gets paid off using this yearly state distribution of gas tax money. Serving on Borough Council is very rewarding. We don’t always agree, but we can at least sit down, come up with solutions to problems, and work out what is best for the community.

Parking Made Easy! Drivers in Wellsboro can now use the “Pango” mobile app to pay for parking time. The app is free for either iPhone or Android phones and can be used at the parking lot kiosks and the coin operated meters. After downloading the app, users simply enter their information (name, license plate, email and credit card, etc.), then use the map to pick the appropriate parking area, before choosing the desired parking time. The app contains a clock so drivers are aware of when to add time, if necessary, without running back out to the meter, and emails a receipt for every transaction. There is a convenience fee for using the app (this money does not go to the Borough). The Parking Authority and Borough Council hopes drivers find the app more convenient than carrying or making change or making multiple trips to the meters. The app isn’t exclusive to Wellsboro and can be used in any town that uses the service such as Bloomsburg, Latrobe, Butler, Wilkes-Barre, Scranton, Hazelton and Pittston to name a few.

Wellsboro Municipal Authority Projects
The Wellsboro Municipal Authority (WMA) has been very busy in 2019, with the authority looking to continue that trend in 2020. The WMA has approved and funded many water and sewer maintenance and repair and capital improvement projects, allowing the Wellsboro Borough to complete projects without using tax money or user fees to pay for the projects. At the Waste Water Treatment Plant, the authority has funded: 1. A new SCADA system which allows the operator to control the plant remotely, 2. A new truck for water/sewer staff, 3. A complete teardown and review of the centrifuge, 4. A Concrete Tank Seam Rahab project where all the seams were lined with new material. As part of this project, any surface cracks in the tanks were repaired to extend the life of the tanks. The Wellsboro WWTP is running more efficiently as it ever has, looking at selling credits for the second straight year. On the water side, the Authority has: 1. Increased security of the wells by purchasing cameras, 2. Replacing two well houses with pre-fab concrete buildings, 3. Approved the replacement of two more well buildings for 2020, 4. Constructed new access roads for better access to the wells, 5. Funded the replacement of three new pumps in the past two years, 6. Purchased radio read units to further reduce the meter reading time of Borough staff. The Authority’s current projects include a bulk water filling station (to allow the Borough to sell more water to make up for the loss of the large industrial customers) and approx. 650 feet of water pipeline replacement near the Willis Run intake. The pipe replacement will allow Borough staff to turn the intake on and off without entering the stream anymore. These projects are all being completed without using any Borough tax monies. The projects are upgrading the sewer collection and treatment system and the public water supply and distribution system. Borough residents should be proud of the water and sewer systems in the town as DEP frequently visits our facilities to train or review our procedures. The systems are more secure and are running more efficiently than they ever have. The Authority’s lands are used for training by the PA National Guard, the Mansfield University ROTC Program, and the Laurel Mountain K9 Search and Rescue team.

Community Projects
The Borough has made a couple of upgrades with the help of donations from Shell and the Wellsboro Social Club. The Wellsboro Social Club donated towards the replacement of the entire leftfield fence at the upper Meade Street ballfield. Over the years, heaving and wear had the fence leaning, posts broken, and even some of the concrete had heaved out of the ground. With the Social Club’s assistance, the Borough was able to replace the entire fence, providing a safer recreation opportunity for players. Through a grant from Shell, the Borough was also able to replace the generator at the Wellsboro Fire Department. The previous generator sits in the basement of the building, leading to exhaust and noise filling the building when running. With Shell’s generosity, the new generator was placed on the roof of the building, eliminating the issues with the generator running inside the building. The borough thanks both of these organizations for their generosity and assistance with these projects. The borough is also grateful to the contractors who completed the work on both projects. The total grant amount from Shell was for $24,500 to cover the generator replacement project and funds for the Wellsboro Police Department’s school program.

Grand Canyon Airport Authority A five member board made up of 2 members appointed by Delmar Township Supervisors, 2 members appointed by the Borough Council of Wellsboro, and one member jointly appointed by both; “to engage in acquiring, holding, constructing, financing, improving, maintaining, and operating, owning, and leasing, either in the capacity of lessor or lessee, all of the assets constituting the Grand Canyon State Airport, of the Commonwealth of PA.” The Authority shall have no power to pledge the credit or taxing power of the Borough or Wellsboro and the Township of Delmar, or the Commonwealth of PA or any political Subdivision thereof; nor shall bonds issued by the Authority be deemed to be obligations of the Borough of Wellsboro or the Township of Delmar or the Commonwealth of PA.
Wellsboro Parks and Recreation Executive Board
The Parks and Rec Board consists of representatives of Wellsboro Borough, Wellsboro Area School District and the Laurel Health System, in addition to the Park and Rec Executive Director and the Wellsboro Borough Manager. The mission of this board is to oversee programs, operations, and maintenance of the borough’s local recreational areas. The Parks and Recreation Board over sees Packer Park, Woodland Park, Meade Street ballfields, Charleston Street ballfields, Lake Nessmuk, Hamilton Lake and the Wynken, Blynken & Nod Fountain.
