MAYOR’S DESK... There are plenty of exciting projects and initiatives on the boil currently, and we are receiving lots of positive feedback from the community, which is terrific to see. In saying that though, we also want to hear about things you want to see improved, and projects you think should be considered. Our recently launched Budget Survey is the perfect forum for council to collate the community's wish-list and acts as a terrific community engagement tool that allows Council to see where community feedback aligns with project proposals and report back to the community with these findings. We're extremely proud of the recent work at the Cemetery gates to tidy up the entrance and highlight the Defence Force Memorial, the Sunset Oval Lighting Project, the official opening of the Animal Management Facility, and the plans for the Mount Isa Motorsport Advisory Committee. The lighting project comprising Captain James Cook Park and Sunset Oval will introduce a total of 12 strategically placed, 100-lux LED lights - six each per oval - on 25m-tall poles, enabling the introduction of club-level competitions, training and practice sessions, while being suitable for the facilities' locations in residential areas and adjacent to busy local roads. This is a terrific step forward for sport in Mount Isa and we are delighted to have enabled the project. The recent opening of the Animal Management Facility saw around 140 residents come through the facility tour, and all left with a greater understanding of the issues around animal management in Mount Isa and how Council and community will now be more equipped than ever before to care for our lost and abandoned animals. This month we also look forward to the launch of the 2020-25 Mount Isa Tourism Development Strategy. The Strategy has been developed to provide strategic direction for Council, tourism industry stakeholders and the local community to plan for the sustainable development and marketing of Mount Isa's tourism sector over the next five years. The Strategy was developed by using a “community-wide� approach, with key stakeholders and business owners throughout the region assisting with each step of the strategy's development. We recognise and appreciate that developing and growing the local tourism industry in a sustainable way can also contribute to improving the livability of the city, and this strategy is a great step in the right direction towards making that objective a reality. Our recent Expressions of Interest for a North West Motor Sports Complex Advisory Committee saw more than 100 people put their hand up for a place on the committee, which will have a very important role in providing vital advice and information to Council that will help inform on the viability of the project, as well as researching funding opportunities - both Government and non-Government - that will enable it to become a reality. We also look forward to one of the city's most popular council events - Welcoming Babies Day. The birth rate in Mount Isa is consistently high and we look forward to meeting all the registered babies born in the past 12 months. Another celebration to look forward to mid-year will be the re-opening of Riversleigh Fossil Centre, which after the incredible current revitalisation project is complete, will be sure to impress and delight residents and visitors alike, and throw the well-deserved spotlight back on the Riversleigh World Heritage Area, which will be a terrific boost for tourism opportunities in Mount Isa and the region. Carpark at Mount Isa Cemetery Gets Facelift Council has undertaken an upgrade of the carpark at the main entrance of the Mount Isa Memorial Cemetery, including refreshing the RSL monument near the entrance by constructing a concrete base for it. The works have been made possible thanks to $600,000 in funding from the State Government's Works for Queensland program. The work was part of Council's Mount Isa Memorial Cemetery Upgrade project, which entailed improving the car parking at the main entrance - including resealing work, installing traffic islands and completing new line-marking - as well as sealing internal dirt paths within the traditional section of the cemetery. The work around the RSL monument is also part of Council's upgrade of the cemetery's entrance. As well as completing the internal sealed roads, Council will soon construct a columbarium, a secondary carparking area along Commercial Road to service the existing cemetery area and the new extension area near the northern fence, and complete a tidyup of the grounds with landscaping.
CEO’S DESK... We've had a terrific start to the first quarter of 2020, with an excellent show of community at our first events of the year - the Australia Day Awards and Citizenship Ceremony, the Sign on Expo, and the Animal Management Facility open day. These events really give us the opportunity to meet more of the community, and understand their needs, and what council services they really value. There is currently a wide variety of Council works being undertaken, including the Mount Isa Memorial Cemetery upgrades which once complete will see reconstructed pavements, additional parking, islands to separate and organise traffic flow and upgrades to the entrance. Sunset Drive/Traders Way intersection will undergo upgrades to improve traffic flow and safety; commissioning of Reservoir 3A is almost complete, and routine maintenance of the Camooweal Aerodrome has continued with scheduled weekly recorded inspections being carried out as per CASA requirements, and reports show that the recently installed upgraded runway solar lighting is working well. We've had positive feedback in the two months since launching the Mount Isa Wet Season Campaign, which was extremely timely coming in just before the rains. The key points of the campaign focus on safety around flood water, how to avoid panic buying by being prepared, and preparing for safe travel during wet season. Our Water Wisa campaign is also being rolled out through the community. Following the changes to the water charging methodology in recent years, Mount Isa is now in line with the recommended approach under National Water Reform initiatives, so rather than paying for a flat 950kL allocation in your rates notice, you are now only charged for what you use, giving you more control over what you pay. The Water Wisa campaign includes a series of social media and website content, as well as brochure mail outs, with messaging around water wastage reduction, smart ways to save water and money, and the benefits of saving water. In Waste Management news, a funding application under the Federal Government Building Better Regions Infrastructure Stream Round 4 has been lodged for Mount Isa, and if successful, the city will be in the position to build its own Material Recovery Facility (MRF) and recycling infrastructure. This will provide the Mount Isa community with its first yellow-top bin recycling service as well as green waste/timber mulch, commercial and industrial, and construction and demolition processing, and recycling initiatives. The outcome of the funding will be known in June, and we remain hopeful. We are certainly heading into an exciting and productive 2020, with many more projects, events, campaigns and initiatives and we look forward to sharing them with our community.

The role of the People, Culture and Safety team is to provide an end-to-end solution for servicing the needs of Council employees, from engagement throughout the entire employee life cycle. The team has responsibility for delivering core functions to the organisation that underpin and guide leaders through all human resource and safety activities for better managing our resources and promoting a safe work environment. Their responsibilities include accepting and processing job applications, updating Council’s website with new job vacancies, organising and helping to conduct job interviews, and carrying out safety inductions and training for Council employees.

Lighting Installation Works for Parkside & Sunset Ovals New lighting that will ensure two Mount Isa multi-use public sporting ovals in Parkside and Sunset are able to be utilised for more hours of the day, all year round, started being installed earlier this month. The work is being carried out by local business Mikkselsen Electrical Contractors, which was awarded the Council contract after the project went up for tender last year. The lighting, at Captain James Cook Park and Sunset Oval, comprises a total of 12 strategically placed, 100-lux LED lights - six each per oval - on 25m-tall poles. The light level intensity meets the requirements for club-level competitions, training and practice sessions, while being suitable for the facilities' locations in residential areas and adjacent to busy local roads. The installation work began with earthworks at Sunset Oval in early February and is expected to be completed by the end of May, with testing and commissioning to take place soon after. The Sunset Oval lights will be located on the northern and southern sides, with three lights per side, which will cover the entire oval. There was previously no lighting infrastructure at Captain James Cook Park, and only limited lighting at Sunset Oval, with the new LED lights to significantly improve the amenities' usability and safety. The ovals are used by various sporting codes, as well as members of the public for recreation, walking, jogging and cycling. The project is valued at $589,859 and was made possible with funding from the Australian Government through the Building Better Regions Fund.

Manny Williams - Young Citizen of the Year Mayor Joyce McCulloch has thanked and applauded the 2020 Mount Isa Young Citizen of the Year, Manny Williams, for the crucial work he does helping Indigenous youth and families in the Mount Isa community.
He was selected to attend the Queensland Indigenous Youth Leadership Program last year, where he spoke in Parliament House and met other emerging young people from around the state.

Grant Boosts SES’s Vital Work in Community The capability of the Mount Isa State Emergency Service's four-wheel-drive ute and storm trailer has been significantly enhanced thanks to a $5000 Community Grant provided by Council. The grant was provided to the Mount Isa SES last year and went towards buying new shock absorbers and leaf-spring suspension for the ute, raising the clearance of the storm trailer by several inches. This height increase means the ute and custom-built trailer, which the SES have been using for the past couple of years, can now drive to a greater number of sites or in conditions it previously wouldn't have been able to travel in. Mount Isa SES Group Leader Chantelle Muston recently visited Council to thank Mayor Joyce McCulloch and Council and to explain how helpful the new shock absorbers and suspension have been for the State Emergency Service. "The aim of it is that it can also be used by the police or the firies, if they need it," Mrs Muston said. The trailer comes equipped with a variety of supplies, equipment and tools that can be used in emergency situations, including a chainsaw used for clearing away fallen trees after a storm, for example, and a lighting tower that enables SES crews and emergency services officers to work at night. Cr McCulloch said that with Round 2 of Council's Community Grants and Major Events Sponsorship programs open as of February 1, now is the perfect time for local groups and organisations to get their applications in. "Round 2 applications will only be open for one month, until March 1, so I urge groups that may benefit from either the Community Grants Program or the Major Events Sponsorship Program to apply now," Cr McCulloch said. "There are many more examples of our Community Grants being of great assistance to local groups, clubs and organisations, and it's always wonderful to hear of these sorts of success stories. "If anyone has any queries about the grant-application process and would like some further advice or information, they are more than welcome to get in touch with Council's Community Development Officer, who would be happy to help, on 4747 3200." Eileen Fisher Kindergarten Officially LEADSmart Mayor Joyce McCulloch celebrated with the children at C&K Eileen Fisher Memorial Kindergarten in February when the centre was announced as a LEADSmart kindergarten. The kids got a wonderful surprise when they were also visited by Uncle Louis Johnson, who brought his "Dr Kevin" puppet to entertain the children and talk to them about the importance of washing their hands as well as the best way to wash their hands. Lead Alliance Project Officer Daniella Hinton was also there and said it was great to hear that Eileen Fisher Kindergarten kids always ate healthy foods, such as fruit, sandwiches and yoghurts, and were diligent about washing their hands. Daniella presented the kindergarten with a poster, to be hung up near the centre's children's bathroom sinks, that features the Lead Alliance's mascot, Squeaky the Mouse, and guides kids through the proper hand-washing procedure. Daniella also gave the centre a LEADSmart sign, to be hung at the front of the kindergarten, "to let everyone know how wonderful Eileen Fisher kindergarten kids are at washing their hands and eating good food". To celebrate, the kids enjoyed a slice of rainbow cake. Uncle Louis and Dr Kevin were a big hit as well. The LEADSmart education program is an initiative of the Lead Alliance and aims to aims to educate Mount Isa teachers, parents and students/children about the facts on lead, how to reduce the risk of elevated blood lead levels, and to promote the Lead Alliance key messages: "Wet wipe, wash and eat well" - wet wipe surfaces to clean them rather than just dusting; wash your hands; and eat healthy foods. To be a part of the LEADSmart program, facilities must meet the criteria set by the Lead Alliance and initiate a policy on living safely with lead within their school, daycare centre or kindergarten.

Temporary Closure of Riversleigh Fossil Centre It will be business as usual at Outback at Isa while the Riversleigh Fossil Centre is closed temporarily to enable an exciting and comprehensive revitalisation project that will significantly enhance visitors' experience to go ahead. Late January marked the end of an era for the Riversleigh Fossil Centre, which is situated within Outback at Isa and has informed and entertained thousands of people of all ages since it was opened almost 25 years ago. The closure marks the beginning of preparation works in the lead-up to building works, which are expected to start this week. Mayor Joyce McCulloch, who is also the Chair of Mount Isa City Council Owned Enterprises, which operates Outback at Isa, said the revitalised Riversleigh Fossil Centre will be a boon to Mount Isa tourism, highlighting further the importance of the UNESCO World Heritage Site at Riversleigh as well as creating a special atmosphere at Outback at Isa. "There is so much to see and do at Outback at Isa, including the Hard Times Mine tours, Isa Experience museum, Outback Park, the Outback at Isa CafĂŠ and the Mount Isa Regional Art Gallery, and these will all be operating as normal throughout this project, as will the reception desk," Cr McCulloch said. "We apologise for any inconvenience that may be caused while the Riversleigh Fossil Centre revitalisation works take place, and we thank visitors for their patience and understanding and ask them to bear with us, particularly during the building phase of the project when things may get a bit noisy in the facility. "But I guarantee that the wait will be more than worth it, and people will be very impressed with the end result once the Fossil Centre reopens in late May with a fresh new look and all-new displays." During the temporary closure of the Fossil Centre, daily talks about Riversleigh fossils, conducted by Outback at Isa tour guide Alan Rackham, will be held at 2pm in the room adjacent to the reception desk. The revitalisation works were made possible thanks to funding from the Department of Innovation and Tourism Industry Development through the Outback Tourism Infrastructure Fund, as well as the North West Queensland Economic Diversification Implementation Plan. Official Opening of Animal Management Facility Council has delivered on its vision to provide a modern, state-of-the-art Animal Management Facility to the community, with the facility officially opened on Saturday, February 8, following the recent completion of more than $800,000 worth of upgrade works. The upgrade includes a new, larger administration building, extensions to some of the existing dog pens,
a new animal-treatment room, a new storage shed, a secure receiving bay, and extensive sealing of the new car park and driveways. At the opening people got the chance to enjoy tours of the new facility, as well as free bacon-and-egg burgers. The Animal Management Facility is located at 21 Richardson Road (off Davis Road).
NEW PROJECTS
New Parking for Mary Street Works began mid February, to convert the unused gravel medians in Mary Street, between West Street and Miles Street and between Miles Street and Camooweal Street, to sealed parking. The works are valued at about $37,000 and will involve the removal of a large portion of the existing raised centre gravel median and kerb, levelling and treating the surface to match in with the surrounding road and carpark finished levels, and resealing using a two-coat bitumen seal. The conversion of the unused medians will provide an additional needed 30 car parking spaces for the area between West Street and Miles Street, and an additional 12 car parking spaces between Camooweal Street and Miles Street. Works are expected to take about two weeks to complete and minor traffic disruption may occur during the works.

IN BRIEF Library a Hive of Activity The Mount Isa City Library has a fortnight of events planned for Library Lovers' Day this year. The events began on Monday, February 10 and continue to Friday, February 21, and include a Blind Date with a Book - a type of lucky dip where you pick a wrapped book to take home and keep with you forever; a Library Romance Scavenger Hunt; and the "Love is Never Trivial" Quiz evening on Thursday, February 20, at the Library from 6pm to 8pm.

Library Cards Needed for Computers All residents are now required to use their library cards to book the public computers. Should anyone not be a member of the library, staff are happy to sign them up at no cost if suitable identification is provided.
Holiday Activities Prove Popular School holiday activities in the library are designed to be educational and provoke curiosity and learning. Recent school holiday activities included coding, making balloon hovercrafts, aluminium embossing, marshmallow construction and flag-making. Young marshmallow engineers were challenged to build a structure using only marshmallows and spaghetti. Meanwhile, design skills were at the forefront when young library patrons created kites and dreamcatchers. As part of the aluminium-embossing activity, participants let their creative sides shine through as they learnt how to make bookmarks out of aluminiumfoil bookmarks. Making Balloon Hovercrafts was a very popular activity. After a short introduction on air pressure and aerodynamics, the children created their own working hovercrafts using recycled CDs, balloons, and drink bottle caps.
IN BRIEF Support for Laura Johnson Home Expansion Mayor Joyce McCulloch has praised the board of the Laura Johnson Home for the planned expansion of the aged-care facility to include more staff accommodation. Cr McCulloch visited the site in February to view the plans for the extra four single-bedroom units, which will be constructed on the south-western end of the facility's grounds, near the former main entrance. "I congratulate the Laura Johnson Home board for approving the construction of these additional units," Cr McCulloch said. "The Laura Johnson Home keeps going from strength to strength, with new independent-living villas built last year and a major $18.5 million expansion and upgrade completed about six years ago. "The staff accommodation units will ensure the facility continues to be able to provide the best care to its residents." Laura Johnson Home CEO Betty Kiernan said the additional staff accommodation provides an even greater incentive to attract and retain senior health professionals for not just the facility but for other health organisations in Mount Isa.
Queen's Accession Celebrated at Library The City Library hosted a special morning tea earlier this month to mark the 68th anniversary of the accession of Queen Elizabeth II to the throne. Organised by Mount Isa constitutional monarchist Barry Byrne, the morning tea was held in the downstairs meeting room, attendees enjoyed a selection of savoury snacks and sweets, as well as coffee and juice. To mark the occasion, the Library set up a display of some of its books about the Queen - including "Queen Elizabeth II: Her life in our times" by Sarah Bradford, Andrew Marr's "The Diamond Queen: Elizabeth II and Her People", and "The Queen: 50 years - A celebration" by Ronald Allison - in its foyer. There was also a display of photos of the Queen in the meeting room, from the time of her coronation all the way up to recent years.

Regional Arts Development Fund Mount Isa arts groups of every persuasion are encouraged to apply for a grant from Council’s Regional Arts Development Fund, with Round 2 now open. Applications will be accepted for a month, until Wednesday March 18, 2020, for projects and initiatives beginning after March 19, 2020. A RADF grant can cover up to 65 percent of the costs of an arts or cultural project and is ideal for upskilling members of existing arts organisations or supporting up-and-coming artists. Mount Isa Regional Arts Development Fund Committee Chair and Deputy Mayor Phil Barwick said it’s not just the costs of visual arts projects such as painting and sculpture that RADF can help to fund – it also extends to performing arts, such as dancing and music, and even poetry, writing, photography and filmmaking, as well as cultural connections. “A RADF grant can help build the skills of the members of your arts group,” Cr Barwick said. “For example, it can help bring skilled teachers from other areas out here, to share their knowledge and skill sets with local artists and thus provide the same sort of opportunities and benefits that people have elsewhere. “For instance, maybe a photography group would like to bring a photography expert out here to teach them how to take more professional photos – that would qualify for a RADF grant. There is a broad scope there for projects that may be eligible. “However, applications must demonstrate how the project will directly benefit arts and culture in the Mount Isa area, as well as how it meets the Mount Isa City Council Arts and Cultural Priorities, which are outlined in the RADF guidelines.” More information about the RADF program and how to apply can be found on Council’s website at https://www.mountisa.qld.gov.au/radf Arts groups or organisations that require further advice or information about the application process, or whether their project qualifies for a RADF grant, are urged to call Council’s RADF Liaison Officer on 4747 3200.

The fund allocates funding to not-for-profit community There are two programs of assistance available from groups to enhance their capacity to provide services, leisure activities and opportunities for Queensland Council: communities. o Community Grants Program (up to $5,000) o Major Events Sponsorship Program Applications can be submitted for funding between Local community groups and organisations with eligible $500 and a maximum of $35,000 (including GST). If the projects or events which make positive contributions to cost of any item is more than the approved amount, it is the quality of life in the local government area of Mount the organisation's responsibility to fund the difference. The Local Sporting Champions program provides financial assistance for coaches, officials and competitors aged 12-18 participating in state, national or international championships. Those that meets the criteria can receive $500-$750 towards the cost of attending their championships.
