o We call upon the future European Parliament and the next Commission to adopt a social and affordable Housing action plan 2019-2024 consistent with international and regional human rights obligations and debate 5 concrete proposals: o Social and affordable housing at the heart of the EU Urban Agenda
o A European investment fund dedicated to affordable housing:
11 o Ensure that Housing is a “protected investment of the future”: Excluding investments in Social Housing from the Stability Pact, while respecting the various local issues in housing markets. o Implement effectively the “Housing and assistance to homeless people” part of the European Pillar of Social Rights
o Preserve and strengthen a European legal framework for social and affordable housing: Consolidating the legal framework applicable to affordable housing in the internal market, in particular as regards Services of General Economic Interest, State aids, reduced VAT rates, public-public cooperation

Each housing association faces the same challenges… • Increase availability of (all kinds of) dwellings in Amsterdam • Decrease energy consumption, increase sustainability (system change thus serious measures and increasing costs • Mix income groups (social rent, private rent, home ownership) • Create lively urban spaces (incl. ‘stadstraten’, city streets/main streets) • Improve living conditions of current tenants • Keep housing and energy costs affordable
Challenges - conditions • Housing corporations restricted to only non-commercial activities – development for low income households • Respect Modernist Urban Plan: ‘Van Eesteren’ Heritage, approval from society/municipality • Tenants play a crucial role in whether we can transform buildings and therefore the area • No extra national or local funds • Different players on different scales

Discussion • Because of the enormous housing shortage we need a plan for further densification of New West. • In order to make the urban renewal possible the current financial system has to change. (Contrary to the past there are no subsidies for urban renewal, while the housing associations have to pay tax to the national government.) • We need a shared view on the urban renewal of New West. • Therefore we need a better organisational framework between citizens, local government and housing associations.
