| ICONIC NOMADS IN GLOBAL VILLAGE

We are living in a “Refugee World” running away from ourselves. Networks of local and traditional patterns and forms of living are breaking down. “Iconic nomads” are new spokespersons of local cultures. They are bear ers of collective and personal identity and as such participate in creating a global village, incorporating elements of diversity and establishing new socio-cultural networks. We are inviting you to present your local icons in a various architectural and urban artefacts.

008 5th BALKAN ARCHITECTURAL BIENNALE

It was a real pleasure to have over 250 projects celebrating architecture and design in front of us. At a time when many values are falling, this wonderful profession is experiencing its renaissance. The realized objects, which are on display, clearly show how good the synergy of architects, clients and contractors is. The beauty of the volume and fitting into the environment, the harmony of materials and colors characterize a large part of the project. I would especially like to em phasize the selection of realized projects, the host country of Croatia, Professor Saša Begović, who, along with well-known names, is introducing a new young generation of excellent architects. At the same time, one of the light motives of this biennial is the architectural maturity of young architects. It is not difficult for them to change cities and countries in search of good architecture, like nomads.

This year’s 5th jubilee biennial and 10 years of its existence will be best manifested on five levels of the cult cinema Balkan. The central space on the ground floor is occupied by awarded works from all categories as well as a selection of works by the host Croatian country. At the level of the Republic Square there is an exhibition of furniture and interior edited by Jelena Nikolić. At the level of -2 there is an exhibition of urbanism, architecture, realized and unrealized buildings as well as Arxellence 2.

at level +1 is the exhibition Belgrade Amrtment Today, by Dragan Marković, while at level +2 is the exhibition Balkan Bru talism by Marko Stojanović.

Like every biennial, a significant accompanying event is the scientific conference Global Village: Shelter for Resilient living with Tatjana Mrđenović as a conference conceptor and editor.

The exhibitions are accompanied by lectures and screenings by eminent experts, so a visit to the jubilee Balkan Biennial will be a real prayer for the eyes and ears.

Over 200 posters were exhibited at the architectural exhibition, classified into three categories: 1) architecture, 2) unrealized projects and 3) urban design. In other words, BAB over time becomes an ever larger and more relevant review of contemporary creativity in the domain of architecture and design.

According to its number, the works from the Ex-Yu area are in the forefront, which shows that there is a strong connection between the former Yugoslav republics in the region.

A great novelty is that the national teams were elected by the commission ers Saša Begović (Croatia), Sonja Radovic Jelovac (Montenegro), Igor Ku vač (Bosnia and Herzegovina), Mihajlo Zinoski (North Macedonia), Florian Nepravishta (Albania), Ileana Tureanu (Romania) and Ana Kreč (Slovenia). “We have stepped into a completely new lifestyle. What initially sounded like a “break” has now become a reality, a modern way of living that meets even the most various needs, such as the needs for personal space, com munity, convenience, comfort, aesthetics... It seems that sucha develop ment is not “short-lived.”

More and more people are staying at home, from where they continue to live their lives, still in a fast way, but this time a little differently. People are dedicated to their homes and their investments, not only in their homes, but in themselves through their home.

The world is changing rapidly, and, now, we have finally become aware of it; and, therefore, new demands bring about new opportunities. Our home has become our microcosm, offering everything to those living in it under one single roof: a coffee bar, an office of open type, a gym, a salon and a terrace, but it is still primarily a home, cozy and ours.

It seems that, as never before, we have “decorated” our home with furniture made of the best- quality natural materials, surrounded by various plants and we have slowly begun to live our dream ... or it seemed so, at least for a moment...

The crisis is inspiring us again ... “

| GLOBAL VILLAGE: SHELTER FOR RESILIENT LIVING*

8-10th of December 2021. venue: Faculty of Architecture in Belgrade with a support of Ministry of education, science and technological development Republic of Serbia

We are living in a refugee world running away from ourselves. Constant movement is our pressure and release: we are nomads. can global village be the shelter for us? Is it a new paradigm for architecture and planning?

BALKAN ARCHITECTURAL BIENNALE

178 INTERNATIONAL CONFERENCE 5th

Thematic sessions of the conference are:

1. Architecture of/for iconic nomads: patterns, forms, systems

What are the forms and modalities of architecture that is customized for new villagers?

2. Organizing and arranging the global village: development instruments and models

How we can and which means to plan and manage new conditions that influence modern living?

3. Resilient ways of living in global risks – COVID19

Is global village new shelter from COVID 19?

4. Modern technologies in risk management of territories

Do we live in virtual world? Is it a shelter for resilient living?

5. Forms of movement and mobility management in the global village

The death of car city. World based on cycling and walking.

6. The balkans beyond the balkans

From a continuous continental territory to its separation from western Europe, and later to the fragmentation of ex-Yugoslavia, movements, of humans and non-humans, constantly and repeatedly crossed Europe.

16th century Rome can be seen as the result E-W and N-S cultural influences which enriched a new language.

Today, we can observe a de-growth of the influence of Balkan culture and society over the territory, but does this mean a limited relevance and representability of Balkan cultures?

Despite current economy looking to a permanent growth as the only way to survive, we will focus on de-growth as a resilient alternative and opportunity.

We want to explore how Balkan experiences are coexisting with de-growth trends in their own countries and how they ‘resist’ in foreign countries (migration, asylum seekers) today and through history.

| BALKAN BRUTALISM

The establishig post-war moderist architecture as one of the major foci in contemporary historical research is by no means paralleled by ongoing ef forts to preserve buildings of that period – despite being often at odds with the public’s contempt for this underestimated architectural trend. Both as a turning point and as a critical factor in post-war modernism, Brutalism is crucial to an understanding of stylist and conceptual transitions of this peri od which further leads to modernist closure known as late-modernism and

180 BALKAN BRUTALISM 5th BALKAN ARCHITECTURAL BIENNALE exhibition

also to early postmodern critic. Pursued in the 1950s and 60s as an international project – initially in Great Britain then in the USA as well as in Japan – Brutalism by the late 1960s and 70s had become an integrative element of the international shift towards breeding new life into modernism’s original, yet in the meantime obscured motifs through revival of an authentic materials of modernism and the striking, non flourish look of béton brut. In that sense, Brutalism’s critical review of post-war modernism gave rise to a unique experimenial situation, in which modern architectural trends were developed and tested for the very first time.

A crucial concern of this exibition followed by lectures is to establish substantial criteria and benchmarks, and thus promote the consistent and considered evaluation of the Brutalist legacy in the Balkans. We consider it imperative to heighten public awareness and thereby foster a sensitive approach to this endangered architectural heritage. A country by country poster display will illustrate the histories of the major approaches established by the Balkans Brutalist movements, and thereby reflect on their respective interactions.

| BELGRADE APARTMENT TODAY

The accompanying exhibition Belgrade Apartment Today was launched with the aim of gathering prominent authors, showing examples of good practice and initiating a discussion on a very important topic, which was unfairly neglected by the architecture profession.

The exhibition presents about 20 projects classified into three categories: 1) Transformation of a Salon Apartment, 2) Remodeling of a Yugoslav Apart ment & 3) Contemporary Housing Models.

182 BELGRADE APARTMENT TODAY
5th BALKAN ARCHITECTURAL BIENNALE exhibition
photo: Miloš Martinović

The projects were chosen according to the urban pattern of housing, which ranges from the traditional city center, through the mega-blocks of New Belgrade to contemporary complexes such as housing complexes and condo miniums (closed communities).

In addition, the projects were chosen to reflect contemporary lifestyles. According to the angle of a typical user, apartments were selected in a way that reflects needs of three types of users. These are: 1) economic gentry, 2) cultural gentry & 3) family gentry.

The works were selected from a set of existing projects and realizations created in the past 10 years. As a basic building unit, the apartment is considered as an intermediate ratio between the user and the city. The focus of the exhibition is on the presentation of works and projects of architects of so called “New School”. author Dragan Marković

| BRUTALISM AND RENAISSANCE

Jovana Radujko was born in 1992. She grew up in New Belgrade, Serbia, where she still lives. She received her Masters of Architecture from the Uni versity of Belgrade, also participating in teaching as a collaborator-demon strator. Her experience in the field was gained through residential housing projects, with an emphasis on interior spaces.

184 BRUTALISM AND RENAISSANCE 5th BALKAN ARCHITECTURAL BIENNALE exhibition

BRUTALISM AND RENAISSANCE

Independently, Jovana works in the fields of design and illustration, with her focus on drawing byhand manifesting itself into the project ‘Brutalizam i renesansa’ (eng: Brutalism and Renaissance). Since 2018, this project has stood as her personal vision to highlight the architecture of New Belgrade. The initial artistic objective was to, across a series of freehand drawings, show the unique spaces and experiences of the area in which she lives; to catalogue her memories and affinity for her surroundings; and show the ambience and atmosphere characteristic of New Belgrade through the expression of lines, details and colours. This concept has since developed into a research project specific to former Yugoslav spaces. Questions are asked of the defining forms, shapes and details of brutal ism/modernism; the relations between positive and negative space; colour; volumes/void, and above all, the im pression these buildings make on the people that interact with them. Brutalizam i renesansa has amassed over 150 illustrations, with the long-term goal to display further architectural works from the regions of former Yugoslavia. author

| ARXELLENCE 2

The international architecture ideas competition “ArXellence 2” was suc cessfully completed and the results have been announced. The event was endorsed by the International Union of Architects (UIA) and was carried out in constant and close cooperation with UIA’s ICC Council, implement ing UNESCO’s standards for Architectural Competitions.

Online awards ceremony that was held on February 23th. The submitted proposals of “Arxellence 2” had been presented in an exhibition in Thessa loniki from September 11th to September 26th, 2021.

The topic of this year’s competition was the redevelopment of the misused western coastal side in Thessaloniki, Greece and the design of a new Central Business District. The participation exceeded our expectations with 1.464 registrations from 90 countries and 173 submitted projects. Due to restrictions that coronavirus pandemic has caused, the evaluation of the submissions was conducted online following the international protocols. The members of the international voting Jury examined in detail the entries via teleconference and simultaneous projection. After the evaluation, the Jury awarded 6 Prizes and 4

Honorable Mentions

ALUMIL’s motto is “building excellence” and “ArXellence 2” reflects this philosophy to the global architectural community. At this strange and challenging period, with COVID-19 pandemic changing our daily life, we adapted our procedures and decided to keep on preparing the competi tion without compromises to its international character. We are proud that our efforts were successful and we believe that “ArXellence 2” sent a strong message of creativity and architectural innovation.

| IMMUNIZED ARCHITECTURE

Not long after the BAB 2019 had ended, huge changes emerged in our cities, urban spaces, lives. Suddenly we were forced to stay within our “lim ited spaces”. Our homes became offices, sports halls were converted into hospitals, streets of our cities were ominously empty. Pandemics has intro duced new paradigms which have instantly disturbed everything, and the feeling of uncertainty naturally did not circumvent the realm of architecture. In light of not so bright prospects at the arrival of the new decade, the ques tion of extent of architectural production was raised, and even the expedi ency of its presentation was scrutinized in conditions of the “new normality”.

Still, the architecture is a broad creative ground. This imaginative architec ture which had to reinvent its flexibility, developed an “immune response” and had to show its resistance against the unpredictable circumstances. Once again the words of F. L. Wright that “the human race built most no bly when limitations were greatest” have proved to be true, and that the personal commitment was confirmed to be the best medicine against the individual and collective depression.

This catalogue is a presentation of selected works produced in the past two years in the countries of our region. Along with designs and realizations cre ated by the already recognized authors, a significant number of exhibits is by members of a new, young generation of architects. Searching for the au thentic expression coherent with their interests and affinities, and respond ing to different problems regarding the program, composition, context, materialization..., the authors of the exhibited designs clearly demonstrate the ability to direct their creative energy and to conceive the finest architec ture. At the same time, they are endorsing their profession as an important segment of the social and cultural progress, which is, today more than ever, the secure ground in which we need to believe.

190 REVIEWS 5th BALKAN ARCHITECTURAL BIENNALE bab 2021

| FROM ARCHETYPE TO EXPERIMENT

On this occasion, BAB exhibition brings us a plethora of work in the field of architecture, urban design, and equip ment of architectural space. This time, we are being introduced to the authors of a total of 250 submitted works from eight countries in the Balkans. The specificity — the character of this selection — is the intention of the Commis sioner to put an emphasis to built works of architecture, and concepts authored by younger designers.

Insight into selected presentations shows us that, for the past two years, creations in the field of architecture have still remained without larger design deviations due to newest global events, and that the architectural design lan guage has not suddenly transformed into some global, unified reflection of the current moment, and its specifics. On the contrary, the diversity of architectural conceptions developed through authorial positions creates a sort of evolution, or a hybrid typology that has undoubted beneficial effect on life improvement. The period behind us confirmed the need of human for another human, and the unbreakable unity of people and space, finally empha sizing the importance of considering architecture as a space, or а place, for humans.

What can also be seen through the presented works is that the area of the Balkans generates and represents universal and specific values, and that it very skillfully inscribes the obvious regional code into the architectural universality. When we move our insight from the details and individual examples to the overall picture of this ex hibition, we will see that the Balkan architectural scene is characterized by sheer diversity of expression, and yet a unity of ethical and aesthetic components that articulates interior and exterior architecture. This sort of heterotype is complemented by the re-strengthened relationship between interior and exterior space, as well as concepts and programs that affirm the bond of natural and built space. The critical attitude of the authors regarding character istics of the given context is obvious, and commendable, and verifies the achievements of their designs as part of the natural and better built environment.

The Balkan Architectural Biennale represents a situation, an insight into the current stage of progress and devel opment of architectural concepts, programs and achievements. As such, this projection is a necessary concluding point for critical review, re-examination, but also affirmation of the value of accomplishments and new visions. It is a place of reference for comparison with efforts in the wider field of architecture and human’s need for place — from the space of existence, to the space of spectacle.
