T h e N e i g h b o rh o o d G u i d e, designed as a reference tool, pro v i d e s concise information to assist citizens in accessing programs and activities from City government. The City participates in a federal and state initiative known as “Citizen Corps.” As part of this initiative, neighborh o o d volunteers are re c ruited to participate with the City in a c o o rdinated neighborh o o d response system, known as the N e i g h b o rh o o d R e s p o n s e Teams. T h e N e i g h b o rh o o d G u i d e compliments the Citizen Corps initiative. The Guide does not provide information on all the municipal s e rvices offered by the City. Instead, it provides information identified by City Council, the Neighborh o o d C o u n c i l o f W illiamsburg and City staff as particularly important and useful to the quality of life and protection of neighborhoods. T h e N e i g h b o r h o o d R e s p o n s e Te a m s partner with the City to help citizens prepare for, survive in, and mitigate hazards before, during, and after a natural or man-made disaster. H e a d s U p D i s p l a y supports the File of Life program by providing emergency medical responders with information at registered addresses. E m e r g e n c y C o m m a n d a n d C o n t r o l responds to natural disasters (i.e. hurricane, ice storm) and man-made emergencies (radioactive accidents). City Emergency Operations Center (EOC) is located in the Stryker Building at 412 Boundary Street. City Manager is the Director of Emergency Operations and Fire Chief is the Coordinator of Emergency Operations. S t o r m D e b r i s R e m o v a l provides disposal of storm debris for residents after catastrophic weather events. When this occurs, the City provides specific instructions as to debris preparation, placement, and collection. N e i g h b o r h o o d Wa t c h organizes residents in a defined geographic area under one or more “block captains” to work with police to counteract crime and reduce the opportunity for criminal activity. Program includes: Operation Identification to mark valuables, installation of Neighborhood Watch signs, free home security surveys, and seminars on deterring crime. Purchase decals from Finance Department ($5 fee for each; 3 visitor decals per property). Apply for new designation of residential permit street through the City Manager’s Office. P a r k i n g C o n t r o l (City Code Chapter 11, Section 11-146) enforces local ordinances and state parking laws within the City as posted. P e d e s t r i a n a n d B i c y c l e S a f e t y educates citizens on pedestrian and bike safety by communicating state and local laws. C h i l d S a f e t y S e a t I n s t a l l a t i o n ensures that child safety seats are properly installed. Service includes: inspection of child safety seats already in use, installation of new child safety seats, and information on using safety seats properly. On-site installation is available by appointment between 9 a.m. and 5 p.m. It is recommended that the child be present during the installation so that harness and belts can be installed correctly. Controlling NEIGHBORHOOD NUISANCES

I

n o p e r a b l e Ve h i c l e R e g u l a t i o n (City Code Chapter 12, Sections 12-60 through 12-67) provides for removal of inoperable vehicles from public property. Program includes: definitions of abandoned and inoperable motor vehicles and procedures for their removal. Inoperable vehicles on private pro p e rt y are handled by the Neighborh o o d Improvement Program (see below). Contact: Major Jay Sexton, Police Department at 259-7210 or jsexton@williamsburgva.gov. M o s q u i t o C o n t r o l P r o g r a m protects public health by reducing the number of mosquitos from June through

September. Program includes: fogging/spraying the entire City from public streets on a weekly basis (every Wednesday around dusk), eliminating breeding sites such as standing water, and using a low-toxicity pesticide to reduce larvae when removing standing water is not feasible. N o i s e C o n t r o l (City Code Chapter 12, Sections 12-26 through 12-30) establishes standards for noise disturbances, and prohibits unnecessary, excessive and annoying noises. N e i g h b o r h o o d I m p r o v e m e n t P r o g r a m (City Code Chapter 12) regulates the maintenance of private property in neighborhoods. Program includes: citywide curbside inspections of all properties on a rotating basis. Program looks for exterior building and property conditions that violate City and state codes, including weeds and tall grass, accumulation of trash and debris, exterior storage, inoperable motor vehicles, and general building maintenance. G r a f f i t i P r e v e n t i o n P r o g r a m enhances the appearance of property by encouraging graffiti removal and discouraging future graffiti vandalism. o n i n g O r d i n a n c e A d m i n i s t r a t i o n (City Code Chapter 21, Sections 21-26 through 21-29, 21-41 through 21-47, 21-61 through 21-64, 21-76 through 2181, and 21-96 through 21-99) enforces the City’s zoning regulations. Program includes: regulating land use and responding to questions and complaints concerning such issues as number of people in dwelling units, signs, and tree removal in Chesapeake Bay protection areas. A r c h i t e c t u r a l R e v i e w (City Code Chapter 21, Sections 21-851 through 21-863) helps to maintain and enhance the appearance of the City’s entrance corridors and older neighborhoods. Program includes: notifying new property owners in the Architectural Preservation and Corridor Protection Districts about the City’s design standards and regulations; review of new buildings, additions, accessory buildings and signs by the Architectural Review Board; and preparation of design review guidelines (http://www.williamsburgva.gov/dept/planning/drg.htm). B e a u t i f i c a t i o n A w a r d s P r o g r a m recognizes individuals and groups who have demonstrated a commitment to the

Program includes: nomination of candidates in five categories (Neighborhoods, Businesses, Service Clubs and Organizations, Individuals, and Institutions). Nominations are due annually in July. C o m p l a i n t I n s p e c t i o n s ensure the quality and appearance of buildings in the City. Program includes inspections when complaints are received regarding conditions that may violate the Virginia Uniform Statewide Building Code or City ordinances. Complaints regarding exterior conditions that can be seen from a public right of way can be anonymous. R e n t a l I n s p e c t i o n P r o g r a m (City Code Chapter 5, Sections 5-221 through 5-222, 5-231 through 5-233, 5-241 through 5-244, and 5-266 through 5-268) prevents property deterioration and protects public health and safety by ensuring proper building maintenance in rental dwellings units in four housing conservation districts. Program includes: initial registration and inspection of rental dwelling units in the Housing Conservation Districts; if the inspection reveals no disqualifying violations a 48-month certificate of compliance will be issued and no additional inspections will be needed until the certificate’s expiration. Protecting AND IMPROVING THE ENVIRONMENT

arbage/Trash Collection provides garbage pick-up for single-family households in the City. Program includes: G garbage pick-up by privately contracted provider, bagged lawn debris pick-up (limited to ten (10) bags of yard debris or ten (10) tied/boxed bundles of small tree limbs/branches each collection day), and household bulk-item pick-up by appointment (see details below). Recycling Pro g r a m s provide residents with a convenient means for recycling and proper disposal of waste and litter. Program includes: weekly curbside recycling, leaf and Christmas tree collection, and household chemical disposal. Contact: Public Works & Utilities Department at 220-6140 or publicworks@williamsburgva.gov. Household Bulk Item Collection provides residents with a means of disposing of large household items. Program includes: curbside pick-up by appointment only. Residents must call the City two days prior to desired pick-up. Collections are limited to two items per collection and three collections per year. Examples of household items are sofas, washers, dryers and mattresses. Building materials are not accepted. C o n v e n i e n c e C e n t e r, located at the former James City County Landfill on Jolly Pond Road, is available for materials not allowed by the household bulk item collection. The Center is open seven days a week, 7:00 a.m. - 5:00 p.m. Residents may utilize the Center on a prepurchased coupon basis. The number of coupons required is subject to the size of the load brought to the Center. Coupon booklets can be purchased at the James City County Fire Stations and both of the Williamsburg and James City County Treasurers’ Offices. Program includes: collection the second Saturday of the month from February through October at the Tewning Road Convenience Center off Ironbound Road (9 a.m.–1 p.m.). Drop-off items include: paint, household maintenance 8 City of Williamsburg

products, lawn and garden products, automotive products, and miscellaneous household chemicals. Items not accepted: business or medical waste, compressed gas cylinders, explosives, ammunition or gun powder, shock-sensitive materials, radioactive products and household trash. Neighborhood Clean-Up and Litter Control Pro g r a m assists residents in keeping their neighborhoods clean and litter-free. Program includes: trash pick-up by appointment and public education information on litter control. Contact: the Public Works Department at 220-6140 or publicworks@williamsburgva.gov. Leaf Collection provides leaf collection during the months of November and December using a street vacuum system. Program includes: two weekly alternating routes. Leaves must be raked to the curb. Contact: Public Works at 220-6140 or publicworks@williamsburgva.gov. C h r i s t m a s Tree Collection picks up used Christmas trees curbside. Program includes: collecting trees the first and second Monday after New Year’s Day. A schedule is provided prior to collection. Contact: Public Works at 220-6140 or publicworks@williamsburgva.gov. Storm w a t e r M a n a g e m e n t provides environmentally sound practices for controlling stormwater and flooding. Program includes: cleaning of ditches, catch basins and pipes; erosion control; storm sewer installation; Best Management Practices (BMP) facilities (dry and wet ponds), and inspection of privately owned facilities. C h e s a p e a k e B a y P ro t e c t i o n (City Code Chapter 21, Sections 21-614 and 21-816 through 21-826) works to protect and improve the water quality of the Chesapeake Bay, its tributaries, buffer areas and other sensitive environmental lands by minimizing the potential adverse effects of human activity upon these areas. This program includes: requiring a tree-removal permit when removing a tree in certain circumstances. Maintaining AND REPAIRING PUBLIC STREETS

S

t r e e t M a i n t e n a n c e P r o g r a m identifies streets in need of repair and maintains the City’s street system. Program includes: development of annual paving schedule and asphalt patching as needed. Contact: Public Works at 220-6140 or publicworks@williamsburgva.gov.

Tr a f f i c C o n t r o l S i g n s , S i g n a l s a n d M a r k i n g s reduce traffic accidents, injuries, and fatalities by regulating and controlling traffic. Program includes: maintenance and installation of traffic signals and signs, and annual painting of crosswalks and stop bars. Contact: Public Works at 220-6140 or publicworks@williamsburgva.gov. S i d e w a l k R e p a i r s a n d E x t e n s i o n s maintains the quality and safety of City walkways and encourages pedestrian activity in the City. Program includes: responding to problems reported by City residents and utilizing in-house and private contractors to install new sidewalks. Contact: Public Works at 220-6140 or publicworks@williamsburgva.gov. A D A R a m p s provide access to City sidewalks for residents and visitors with disabilities. Program includes installing ramps with new sidewalks and on existing sidewalks at intersections and crosswalks. Contact: Public Works at 220-6140 or publicworks@williamsburgva.gov. S t r e e t L i g h t i n g provides City streets with lighting supplied by Dominion Virginia Power. Program includes repairing non-working streetlights by Dominion Virginia Power. Please supply the pole number when reporting a broken light to ensure a quick response from Dominion Virginia Power (1-888-569-5700). R e s i d e n t i a l U n d e r g r o u n d W i r i n g P r o g r a m gives neighborhoods the opportunity to convert overhead wiring to underground. Program requires: 100% participation by the neighborhood and commitment to pay half the cost of the underground wiring project. Contact: Public Works Department at 220-6140 or publicworks@williamsburgva.gov. S n o w R e m o v a l is performed by City crews on roads located within City limits. The City clears main roads first, collector streets second, and then local subdivision streets. Residents are responsible for clearing driveways after trucks have plowed. Contact: Public Works at 220-6140 or publicworks@williamsburgva.gov. Wa t e r a n d S e w e r S e r v i c e s are provided to City residents and businesses. Residents are responsible for maintaining water service line between water meter and house. Residents are also responsible for clearing

L a n d s c a p i n g on public property, including street trees and accent plantings, is installed and maintained by the Landscape Division. Program includes: registration, training, and radio distribution. C e d a r G r o v e C e m e t e r y, a 17-acre, City-owned cemetery located on South Henry Street, provides interment services for City residents. Q

u a r t e r p a t h R e c r e a t i o n C e n t e r provides a double gymnasium, outdoor pool, and two multi-purpose rooms and classrooms for community meetings for a rental fee. Center also serves as City’s emergency shelter. Recreation programs include: year-round instructional classes and athletic programs for adults, teens, and children. C i t y P a r k s provide venues for neighborhood picnics and other leisure time activities in a passive or active environment. Park sites include: Bicentennial Park, College Landing Park, Highland Park, Wales Park, Kiwanis Park (has three ball fields), Quarterpath Park (has three ball fields), Waller Mill Park (has boating on Waller Mill Reservoir), Strawberry Plains Park and Redoubt Park. Wa l l e r M i l l D o g P a r k provides a safe, open play park for large and small dogs to enjoy. Service includes: membership requirements, such as a current dog license and rabies vaccination. illiamsburg/James City County Public Schools are jointly funded by the City and James City County. Circuit Court, District Court, and Juvenile and Domestic Relations District Court are located at the courthouse. A n i m a l C o n t r o l services are provided through a contractual agreement with James City County. R e g i o n a l A n i m a l S h e l t e r houses and protects stray and surrendered dogs and cats in the Greater Williamsburg region at the Heritage Humane Society.
