Welcome to MSBA’s 93rd Leadership Conference. We are the only state association to offer an annual conference without a registration fee—a huge benefit for being a member. It’s always a good time to learn from nearly 100 workshops and presentations, get motivated by our keynote speakers or simply learn from other board members at the conference.

Well-informed boards are highly successful boards. So we will continue to improve what we offer to support, promote and enhance the work of public school boards and public education.

A history of getting the most value from your membership The Leadership Conference is just part of the value board members receive from being a part of our Association.

During this year, we have come to your neighborhoods to offer seminars on the new board-approved levy legislation. We have also offered important seminars about the Affordable Care Act and the new Teacher Evaluation process. We also keep our members informed about K–12 news with our News Clipping Service. MSBA was established first as a training entity, and we want to make sure our board members get as much training and information as possible on new legislation that could affect school districts. Members are also part of setting our legislative agenda through our Delegate Assembly process.

An example of a board member taking MSBA training seriously A few years ago, Bloomington School Board Member Arlene Bush broke our record books by recording more than 1,000 points in MSBA training. We created the Distinguished School Board Member award for her that year. Now that Arlene has left the Bloomington School Board, MSBA plans to honor her achievement as the first person to receive 1,000 points by renaming the award as the Arlene Bush Distinguished School Board Member award. It will be presented to any board member who reaches the elusive, but attainable, 1,000-point level. It’s our way of honoring Arlene, who set the bar very high as the example of what board members should be: lifelong learners.

Changing our Association to fit emerging technology needs Part of MSBA’s effort this year is to respond to the ever-changing needs of our members. That’s why our staff has been working to provide you with an updated website that streamlines information and provides school board members and superintendents with easy-to-access resources. Look for me and staff member Bruce Lombard at Thursday’s round tables to talk about getting the most out of our new website.

Learning AFTER the Conference There are so many opportunities to learn at the Leadership Conference that a board probably can’t make it to every workshop. So we have requested that our presenters send us their PowerPoints and handouts to post on our website so the information is available to members after the conference. In our program is a QR Code. Just scan the code with a smart phone, and you’ll get a list of all the materials our presenters have sent to us. Don’t see a presentation you want?

Ask your presenter to send it in, and we’ll post it for you.

And, as always, MSBA will continue to offer valuable learning opportunities for you—whether it is the mandatory Phase II session on finances and Open Meeting Law, our Officers’ Training sessions in February, our Summer Seminar in August or a multitude of sessions throughout the year. Scott Burrows had always wanted to play sports. At age 8, he took karate and trained to be a kickboxer. He loved football, playing at Florida State University. At age 19, he was a topranked kickboxing champion—his last fight broadcast on ESPN. Then, as a passenger in a single-car accident, his entire life was turned upside down.

The accident left him a quadrapalegic, facing years of physical therapy, with his dream of kickboxing fading.

“I still wanted to be a kickboxer. I still thought if I could work at it, I could get back in the ring,” Burrows said. “But over time, you realize it’s not reality, so you have to adapt.”

Burrows will bring his message of how school boards can set a vision of accomplishing goals, and be willing to adapt to changes with sheer grit. He is the opening keynote speaker for MSBA’s Leadership Conference January 16–17 at the Minneapolis Convention Center.

“I had to adapt my goals, but I still worked at achieving those goals,” he said. He became involved in wheelchair sports such as rugby (aka “murder ball” as he calls it). He also retaught himself the game of golf after seven years of therapy.

Rugby gave him a sense of participating on a team again—to compete, to lose, to win, to learn how to be coached. And golf gave him a sense of self in an individual sport—like kickboxing. He also went on to form his own company, Global Golf Group, an international firm specializing in golf course development.

After the accident, Scott knew he had a choice—he could wallow in self-pity, or he could continue to dream, dig down deep inside and find a new vision of what he wanted to fight for. “I was very lucky,” he said. “I was close to my family and the support was unbelievable.”

One item he’ll share with board members is that to reach a difficult goal, don’t be afraid to ask for help from others. His physical therapist helped him to accomplish much as a quadrapalegic. And just as administrators face tough choices, they need someone there to stretch their thinking, to keep them out of the comfort zone.

“Sometimes you have to embrace change, overcome adversity. It can be very uncomfortable, but you can’t give up,” he said.

For students and others who face setbacks or are struggling, he wants them to create a balance and find a support system—a friend, a teacher, someone. Read books about the mind, and understand what you CAN control and what you can’t control.

“We’re all here for a reason, but nothing is handed to you,” he said. “There’s enough there for you to make choices and make the best of it. Change your thinking and change the direction. And if you have the grit, you can conquer anything.”

Krueger:

Reading is the key Renowned suspense writer to tout impact of literacy at Leadership Conference

The concept that literacy is important to school children is an obvious no-brainer to school board members, superintendents and other education policymakers.

Literacy is the foundation for learning—and for the closing keynote speaker at the 2014 MSBA Leadership Conference, literacy also helped lay the groundwork for his illustrious writing career.

Bruce Lombard Renowned author William Kent Krueger will speak Friday, January 17, during the closing session of the 2014 MSBA Leadership Conference at the Minneapolis Convention Center.

Krueger—a St. Paul resident and a former child development researcher at the University of Minnesota—has published 15 novels. His best-selling “Cork O’Connor” mystery series is set in fictional Tamarack County in the Minnesota Northwoods. The saga’s protagonist, Corcoran O’Connor, is the former sheriff of Tamarack County. The latest book in the series, “Tamarack County,” was released in August 2013.

Krueger’s work has received a number of awards. He attributes his success as a writer to all those wonderful stories he read as a child. To Krueger, the importance of literacy can be summed up in this quote: “Anybody who believes they have only one life to live must not know how to read a book.”

“Literacy is a window to the world,” Krueger added. “Literacy, for so many kids, is the only way they are ever going to travel to another country or to meet another culture or to have the experience of walking in someone else’s shoes. Literacy is important in that it is one certain way that everyone can have access to the world.”

Krueger said, in his experience as a student, the teachers he loved the most were the ones who read to the class.

“In elementary school, I honestly can’t remember learning specific things, but I clearly remember the period of time every day when a teacher would sit us down and read to us—or would

sit us down and have us read,” he said. “That was the time of the day that I looked forward to.”

Krueger believes the curriculum of an elementary school should include some time carved out for students to be read to—and for students to read on their own.

“That has to be part of the curriculum every day,” he said. “But I’m a storyteller, I’m a writer. If you ask a mathematician that, he might have a different answer.”

During his upcoming address at the Leadership Conference, Krueger will talk about the book that first made an impact on his life—a Little Golden Book called “The Happy Family.”

“I will talk about why that book was so important to me,” Krueger said. “I will talk about the importance of libraries and librarians in our children’s lives.”

While Kreuger values traditional libraries, he doesn’t believe the digitalization of books is necessarily bad for young readers.

“We have a generation of children who are growing up quite comfortably with the world coming to them through an electronic device they hold in their hand,” he said. “I think

it is not important how they get stories, so much as it is they get the stories. If that’s the way they feel comfortable having stories come to them, I am just fine with that. I just want to make sure they are reading…that they have that experience.”

While Krueger doesn’t begrudge digital readers, he himself is old school when it comes to reading.

“I think you can fall in love with a story on your Kindle™ or your Nook™—but you have a love affair with a book,” he said. “Reading a book is a sensual experience. It’s got the beauty of the cover, so that face appeals to you. You have the smell of the book when you first open it, the smell that comes from the pages—and when you turn the pages, they kind of whisper to you.”

Krueger makes his living as a full-time author and lives in St. Paul with the “marvelous woman” he’s been married to for 40 years. Krueger is currently working on his 16th novel.

Give a Warm Welcome to Minnesota Association of Educational Office Professionals This year the Minnesota Association of Educational Office Professionals will again be joining us at the Leadership Conference. These members are the district assistants who know the pulse of public schools. They are the go-to people for superintendents and board members, and we’re happy they are part of our conference this year.

Director Election Procedures:

The MSBA Board of Directors has established the following Director election procedures for the 2014 Leadership Conference: 1. Nominations for the position of Director shall take place during the Director District Discussions, which will be held on the first day of the conference (Thursday).

2. School board members only are eligible to nominate and/or second, and to vote.

3. In the event there is no more than one candidate for the Director position, the caucus chair shall be authorized to call for a motion to cast a unanimous ballot for that candidate.

4.

If there are two candidates for the Director position, the procedures shall be in accordance with the Association bylaws, Article IV, Section 3. Delegates from that Director District will cast ballots at the designated election area.

5. Newly elected Directors will be introduced during the closing General Session. Newly elected Directors assume their positions at the conclusion of the conference.

CAMPBELL-TINTAH STEM MODULES Campbell-Tintah School District Campbell-Tintah works with the Southeast Career and Technical Center to provide various STEM-related modules for students to explore. The modules utilize technology-related equipment to enhance instruction in the areas of math, science, technology, and career/technology education. The district feels that this is an affordable option to equip teachers and schools for the nationwide “STEM” initiative at a reasonable cost, without extensive front-end preparation and capital outlays.

CANBY HIGH SCHOOL AVIATION Canby School District Canby Public School District has developed a ground-school course and has participated in and won national GAMA STEM competitions, which allowed them to build a plane in a two-week period in Seattle, WA. The course encompasses ground school, careers, science and mathematics.

REALIZING EDUCATIONAL ACHIEVEMENT AT COLUMBIA HEIGHTS: HOW FAMILY INVOLVEMENT IS INCREASING STUDENT ACHIEVEMENT Columbia Heights School District Family involvement at Columbia Heights is now a district-led priority with key elements including parent education, relationship building, and home visits. This display will highlight what has worked well to increase parent engagement at Columbia Heights.

LAKE CRYSTAL WELLCOME MEMORIAL ACADEMIC DECATHLON Lake Crystal Wellcome Memorial School District Academic Decathlon is a 10-event national scholastic competition for teams of high school students. Each high school fields a team of nine students based on their grade point average: three “A” (honors) students, three “B” (scholastic) students, and three “C” (varsity) students. Students take seven written exams consisting of art, economics, language & literature, math, music, science, and social science. They must also write an essay, participate in an interview, and perform a prepared and impromptu speech.

The LCWM Academic Decathlon team was named a “wild card” participant from Minnesota in 2013 and attended the national competition in Minneapolis. Two students earned scholarships, and one student earned a national medal. Academic Decathlon teams from LCWM have won 11 state championships and have participated in eight national competitions.

LAKEVIEW SCHOOL STORE AND COFFEE CART Lakeview School District Lakeview School Store and Coffee Cart are new approaches to providing students with life skills for employment after high school.

High school students with disabilities take a leadership role by ordering and organizing inventory, providing customer service, and “learning by doing” in a structured work environment. Students also practice working with money in a real-life store.

ROOSEVELT HEALTH SCIENCE EDUCATION PROGRAM Minneapolis This display will provide school board members with a unique perspective on what it takes for the community to develop, support and sustain a health careers program for K-12 students.

The display demonstrates how the student organization for health science (HOSA) supports the program.

THE VISION OF INDIVIDUALIZED LEARNING Minnesota New Country School How will you personalize, individualize, and/or give students permission to own their projects? Come and talk with students about how they become responsible for their learning, meet state standards, and prepare for college.

MINNEWASKA AREA DAY TREATMENT PROGRAM Minnewaska Area School Distict The Minnewaska Area Day Treatment Program (MADT) is designed to incorporate evidence-based practice techniques for treatment of students who have a mental health diagnosis indicating the need for special education. MADT uses a collaborative approach to educating the child, along with the home district, to assure compliance with the child’s IEP while incorporating individual and group psychotherapy and therapeutic skills, along with behavioral and family skills therapy. The “cornerstone” to the program is the family services that MADT provides. The Mental health family practitioners are available to meet with families in the convenience of their own home or in their offices.

21ST-CENTURY LEARNING OPPORTUNITIES Owatonna School District Owatonna High School has a flexible, inquiry-based, technologyrich program for students. The premise of the program is to provide various learning opportunities based on the interests and passions of students and to allow students to be active participants in their path to learning.

DRAGON WAGON (workshop PRESENTED AT 3:45) Pine City School District The Dragon Wagon is a mobile learning bus designed to bring learning readiness activities to children unable to be part of a more traditional preschool setting. Weekly stops are scheduled for preschool-age children and their parents at a community center or room. During this activity-packed hour, children will develop reading and number skills and engage with other children and their parents.

170 DAYS OF MWHS PRIDE Westonka School District During the summer break, two Mound Westonka High School seniors decided it was time for everyone to hear about the great things happening at their high school. On the first day of the 2013–14 school year, Alex Riffle and Courtney Simonson launched a campaign to build pride and school spirit in the Westonka community using a blog, a Twitter handle and a hashtag. With over 11,800 blog hits and 309 Twitter followers in the first three months, the MWHS Pride campaign is quickly gaining momentum.

EAGLE ACHIEVEMENT Windom Area School District Eagle Achievement is a capstone senior project challenging students to research and write a problem solution paper on a topic of local interest. Based on information gained from research, the students are challenged to complete a community action project to positively impact the problem area of research, and present their paper and project to a panel of judges from the school and community. They will also be available to answer questions as needed.

Students focus on academic work, restorative measures, intervention and reinstatement back to school.

LITTLE JOHNNY IS NOW LITTLE JESSICA Room 102C Timothy A. Sullivan, Attorney, Ratwik, Roszak & Maloney, P.A. This presentation focuses on gender identity, an emerging issue that school districts are facing nationwide. Recent and ongoing high-profile cases from around the country will be summarized and discussed, with a particular focus upon a school district’s accommodation obligation under the Minnesota Human Rights Act.

Thursday Workshops – 2:30 ALIGN SERVICES WITH AVAILABLE RESOURCES Room 102D Dave Bernhardson, Assistant Superintendent for Elementary Education; Aaron Bushberger, Director of Finance; Mike Vogel, Assistant to the Superintendent for Operations; and Barbara Brown, Director of Communications; South Washington County School District During the 2012-13 school year, District 833 developed a unique approach to budgeting through a process that better aligns its financial resources to the services provided to students and the community. Based on state-required financial reporting, services (through the district’s general fund) are defined in six main areas: PK-12 Instruction, School Support Services, Operations and Maintenance, Transportation, Capital and Technology, and District Support Services. Within the seven areas (with the addition of an area for Sites and Buildings outside of the general fund), administration determined the current status of services on a scale of 1-5, with one being minimum acceptable and five being the 2016 vision. The Service Level Process served as a guide for major financial decisions beginning with the 2013-14 budget cycle, with the intent to continue using it as a budgeting tool into the future.

STUDENT BULLYING AND SCHOOL DISTRICT LIABILITY (ALSO PRESENTED AT 3:45) Room 102E Eric Quiring, Attorney, Ratwik, Roszak & Maloney, P.A. The increased focus on bullying by the media and Legislature has corresponded with an increased risk of school district liability for student conduct. This presentation will review the differing legal standards used by courts and the Office of Civil Rights in determining school district liability. This presentation will also provide recommendations for investigating and responding to reports of bullying in order to minimize potential liability.

COMMUNITY ENGAGEMENT: WHAT DOES IT MEAN? Room 102F Steve Lamb, Board Development Specialist, Oregon School Boards Association This session looks at the who, what, why and how of community and family engagement. We’ll touch on research and focus on the engagement continuum, as well as the benefits and expectations from both sides of the engagement experience.

HISTORY OF SCHOOL DISTRICT BOUNDARIES Room 201A & B John Schultz, Superintendent; Sid Voss, Director of Technology, Media & Information Services; Donna Adams, Master Teacher, Hopkins School District How many times have you wondered how and when school district boundaries were determined? Through extensive research — some of which dates back to the 1800s — the boundary questions were answered for the Hopkins School District. We also discovered how our boundaries evolved to include all or part of seven different municipalities.

This session will feature three school districts that have passed bond referendums during the past 15 months and the financial advisors who assisted the districts. They will discuss strategies that they used in structuring the bond issues, communicating the district’s needs and the impact of the proposed bond issues, and convincing voters to support the referendums.

The new state longitudinal database already provides public data on your graduates’ postsecondary track records. This presentation will describe why we must increase the number and diversity of students who graduate from high school ready for success in higher education and in the workforce, resources for achieving that goal, and how school boards can lead the way.

Room 101G Michael Smart, Innovation Coach Facilitator; and Bob Quam, Board Member, Intermediate District 287 Now in its fourth year of implementation, Intermediate District 287’s Innovation initiative has transformed how the district discovers, develops and spreads ideas. In the 2012-13 school year alone, administrators and innovation coaches implemented 188 new projects that help students learn more effectively and help staff work more efficiently. This session is an in-depth look at the principles and training the district develops and deploys to foster the growth of educational innovators who drive the district’s model.

The expanding capabilities of technology and the popularity of networking sites, such as Facebook, Instagram and Twitter, have altered the way we communicate. Social networking has also led to problems for school employees in maintaining appropriate boundaries with students and parents while using social networking websites. Freedom of speech for public school students has been a quagmire for educators for decades. This presentation will discuss how the courts have handled various student First Amendment issues, such as: Must a middle school allow a student to wear a bracelet that says “I (heart) boobies?” Can students be excused from class for daily prayer? Can a student be disciplined for creating a Facebook page disparaging a teacher? May a student read to his classmates from his favorite book - the Bible? High School students’ use and abuse of electronic cigarettes, prescription drugs and designer synthetic drugs is at an all-time high. This presentation will explore the school board’s authority to respond to student use of these products. We will also discuss the scope of the school board’s authority to prevent parents and community members from bringing firearms onto school district property.

MINNESOTA’S SCHOOL TRUST LANDS Room 206A & B Aaron M. Vande Linde, Minnesota Department of Natural Resources; and Tim Riordan, MSBA Board Director and Board Member, Virginia School District Since the mid-1800s, Minnesota’s leaders have made key decisions supporting public education in the state. Those decisions, and recent changes to Minnesota law, continue to have positive financial impacts on public education for Minnesota school children. This program will discuss Minnesota’s school trust lands - the history, financial support of public education, and the role of the trustee.

SCHOOL OBLIGATIONS TO PREGNANT AND PARENTING STUDENTS Room 208A Eric Quiring, Attorney, Ratwik, Roszak & Maloney, P.A. Issues relating to pregnant and parenting students are an emerging topic for more and more school districts. This presentation will address a school district’s legal obligations to accommodate pregnant and parenting students. This presentation will also focus on how those difficult issues would likely be resolved in Minnesota.

ADMINISTERING A COLLEGE ENTRANCE EXAM TO ALL JUNIORS Room 208B Dan Hoverman, Superintendent; Mary Roden, Assistant Director of Assessment and Evaluation; Gretchen Zahn, Curriculum Coordinator and School ACT Test Coordinator; and John Tynjala, Board Member, Mounds View School District For the last three years, Mounds View Schools has participated in an initiative in which the ACT is administered to all juniors, free of charge, on-site, during the school day. This presentation will discuss the systemic alignment Pre-K to 13 that enabled this initiative; the logistics of administration that allowed for all teachers, families, and students to be invested and prepared; and the results when 100% of a graduating class took the ACT. INCREASING SCIENCE MCA RESULTS BY 12% IN ONE YEAR Room 208C Sasha Kuznetsov, Principal; Becky Stark, Eighth Grade Science Teacher; Jeff Holmberg, Assistant Superintendent, and Keith Lillquist, Seventh Grade Science Teacher; Prior Lake-Savage School District At our middle school, the total number of students scoring proficient on the MCA Science test increased 12% in a year’s time.
