MID-TERM ELECTION 2010 On Tuesday, Nov. 2, voters across the nation will go to the polls to fill — or reinstate — positions in Congress, state, county and city governement. While no top spots are up for election this year — president, governor, etc. — a number of other races that could tip the political scales in the nation and in the state. In Montana, voters will find their ballots topped by a race for its lone U.S. House of Representatives seat and a couple of state Supreme Court spots, as well as races to represent districts in the state Legislature. State voters will also be asked to decide on three hotly contested initiatives: CI-105 is a constitutional initiative to amend the state Constitution to prohibit state or local governments from imposing any new tax on transactions that sell or transfer real property; I-161 asks voters to abolishing outfitter-sponsored hunting licenses; I-164 would cap the interest rate charged by payday lenders at 36 percent. In Butte-Silver Bow, local ballots will include seven races for Council of Commissioners as well as two justice of the peace contests. In this special election section, The Standard offers voters sample ballots for Butte-Silver Bow as well as outlying counties. It gives voters a preview of what to expect at the polls. We’ve included a little information on the candidates in some of the races, although space limits prevented us from covering all of them. Of the 4,200 absentee ballots mailed to Butte-Silver Bow voters, about 2,200 have been returned, or just over half. Voters may also drop off their ballots on Election Day at the courthouse, 155 W. Granite, or the Civic Center, 1340 Harrison Ave., between 7 a.m. and 8 p.m. Polls are open at the Civic Center as well as Ramsay from 7 a.m. to 8 p.m., and from noon to 8 p.m. in Divide, Melrose and Rocker.

CONSTITUTIONAL INITIATIVE NO. 105 (vote in one oval) A CONSTITUTIONAL AMENDMENT PROPOSED BY INITIATIVE PETITION There is no existing state or local tax on transactions that sell or transfer real property in Montana. CI 105 amends the Montana Constitution to prohibit state or local governments from imposing any new tax on

INITIATIVE NO. 161 (vote in one oval) A LAW PROPOSED BY INITIATIVE PETITION I-161 revises the laws related to nonresident big game and deer hunting licenses. It abolishes outfitter-sponsored nonresident big game and deer combination licenses, replacing the 5,500 outfitter-sponsored big game licenses with 5,500 additional general nonresident big game licenses. It also increases the nonresident big game combination license fee from $628 to $897 and the nonresident deer combination license fee from $328 to $527. It provides for future adjustments of these fees for inflation. The initiative allocates a share of the proceeds from these nonresident hunting license fees to provide hunting access and preserve and restore habitat. I-161 increases state revenues over the next four years by an estimated $700,000 annually for hunting access and an estimated $1.5 million annually for habitat preservation and restoration, assuming that all nonresident hunting licenses are sold. It also increases general nonresident hunting license revenues by inflation. ❍ FOR abolishing outfitter-

BALLOT ISSUES NEW FIRE HALL MILL LEVY (vote in one oval) A proposal to the electors of the Town of Philipsburg, Montana, for a mill levy to pay for the loan on the new Philipsburg fire hall and certain necessary operating expenses of the fire hall to be levied over a total of twenty (20) years.
