01 | URBAN DESIGN project abstract Ho Chi Minh City, was established in the late 17th century by the Nguyen Dynasty that ruled Southern Vietname for 143 years long. In 1950s, a group consists of avant-garde artists, intellectuals and political theorists called themselves, Situationists International. Their main goal was to merge art, urban life and politics in order to bring people to engage with the modern urban environment. They use the urban environment in new and different ways to experience the ambience of local neighbourhoods through their emphasis in such practices as the derive (urban wandering), detournement (a form of hijacking) and theory of unitary urbanism (detachment from all social responsibilities concept). My approach is to to reapply the concept of derive, detournement, and unitary urbanism in the city of Ho Chi Minh City. A conundrum is rather a riddle to a problem existed but Situationists approach will invoke more questions than answers.

Site is located in the Central Business (CBD) of Ho Chi Minh City, which lays in District 1, one of the urban districts (quan) in the city. The District has population of 204,899 people as of 2010 and spanning a total of 7,721 km2 in area. The district is divided into 10 small sub-districts called wards.

This facility will be the state-of-the-art first of its kind in Malaysia as no facility is specialised to cater the refugees intake and housing accommodation. The Refugee Transfer Facility will be based on qualities studied and research beforehand to create a humanistic environment towards the refugees. Green surroundings, ample daylight, courtyard gardens, green innovations and self-sustaining environment are key elements of the concept of humanistic architecture. The proposed design has rich operational potential and could be replicated somewhere in the future to accommodate the same situation. This design thesis would be a prototype to handle intake of refugees as they come in masses.
