Campus France Agency, under the supervision of both the Ministry of Europe and Foreign Affairs, and the Ministry of Higher Education, Research and Innovation, relies on its global network of 255 Campus France Offices in 124 countries. Campus France Kuwait, opened in 2012, is located in the Institut français of Kuwait. Promoting student mobility in France, Campus France Kuwait is dedicated to Kuwaiti students and students residing in Kuwait who wish to undertake or to complete university studies in France. History of PAAET In the 1960s, several ministries in the State of Kuwait had their own training centers to meet the increasing demand for skilled technicians. The Ministry of Education also helped in training manpower. It established a number of specialized institutions, but the industrial and economic development increased the demand for skilled manpower even further. In 1982, the government decided to assemble all the ministry centers and the institutes established by the Ministry of Education into one single organization called the Public Authority for Applied Education and Training (PAAET). Its purpose was and continues to be offering programs that meet the needs of the various Kuwaiti ministries. PAAET has two main sectors: Applied Education and Research, and Applied Education and Training. Applied Education and Research includes five colleges: • College of Basic Education • College of Business Studies • College of Technological Studies • College of Health Sciences • College of Nursing Applied Education and Training includes eight institutes: • The Higher Institute of Telecommunication and Navigation (formerly the Telecommunication and Navigation Institute) • The Higher Institute of Energy (formerly Electricity and Water Institute) • Nursing Institute • Industrial Training Institute (Sabah Al-Salem & Shuwaikh) • Constructional Training Institute • Vocational Training Institute • Training Institute for Tourism and Beauty • Institute of Administrative Management * The sector also offers some training courses.
The programs offered by these two sectors vary in duration and follow different study systems. The colleges offer diploma (2 to 3 years) and bachelor degrees (4 years). The institutes offer certificates of attendance and certificates of participation (weeks to months). Fourteen to seventeen thousand students are accepted into PAAET every year. The majority of them are Kuwaitis. Their admission depends on their high school GPA and interview score. History of Language Center The English Department at the College of Business Studies was a service department until 2006. It offered an English language major program to students who sought an English language teaching profession as well as English courses to all of PAAET’s students. The growing number of students and the need to develop the students’ language skills in occupational settings required the establishment of the Language Center in September, 2007. The Language Center offers general English and ESP courses to PAAET’s five colleges. It has 80 language teachers to help in this (10 PH.D. holders, 60 with master degrees, 10 bachelor holders). The teachers have specialized degrees in ESP, TESL, TESOL, TEFL, ELT, linguistics, applied linguistics, curriculum and instruction as well as language testing and program evaluation. To promote a positive language learning experience, the language teachers involve students in productive activities, familiarize cultural differences and develop their critical thinking. Also, they encourage students to use English beyond class time by arranging events that involve the use of English and by employing technology to help students benefit from some English applications.
