The fasts on the ground show that government is already in action to overcome the most serious challenge it has faced in mining. India has dethroned Japan as the world’s second-largest steel producer, according to World Steel Association. The country’s crude steel output rose 4.9% to 106.5 million tonnes in 2018. India is also third largest producer of coal. It has the fifth largest coal reserves in the World. It is obvious that mining and mining based industries have helped push up the Country’s gross domestic product. In this broader aspect every one in every where has some certain duties to make the process more effective and sharp. ‘Coal field Times’ is one and only who has played a vital role as a messenger to convey the new items among the general mass. Coalfield Times - India currently produces around 89 minerals under different groups, with fuel minerals, metallic minerals, non-metallic minerals, atomic minerals and minor minerals. The country is currently among the top 10 global producers of many minerals. How do you think is the future going to shape up for mining industry in India? P.K. Sinha: The future of mining is certainly going to be bright as it has been in the past. With the rise in demand of fuel and non-fuel minerals, the industry is expected to remain on upward trend. Talking about India’s position, 8|

the future is surely bright as mineral industry has its applications in almost all other industries. Going by the figures released by Ministry of Mines, Govt. of India, the total value of mineral production, excluding atomic & fuel minerals, during 2017-18 has been estimated at Rs.1, 13,541 crore, which shows an increase of about 13% over that of the previous year. Hence, going by the sheer size of the market and the increasing demand, mining of minerals will remain a dynamic industry. Further, the expanding global and domestic economy is likely to supplement the overall scenario of the industry thereby creating a positive outlook for the entire mining industry.

Commercial mining and development of renewable is a welcome move as it is likely to enhance competition, efficiency and productivity. Given the everincreasing demand of energy and dependence on thermal power, coal will continue to remain prime source of energy in years to come. Also, in future the impetus on developing more environment friendly ways of mining will remain the focus area for coal companies. Coalfield Times - According to reports, for NCL 2018-19 is a landmark year as its coal production is expected to breach the 100 million tonne (mt) mark, from 93mt in 2017-18. NCL reported a 16 per cent production growth to 24.6 mt in the June quarter. The run-rate is expected to rise in this second half of the year. What to do you think are the key contributors to this achievement? P.K. Sinha: Our achievements across the performance parameters are result of meticulous planning and proper execution. Coalfield Times - Most of the mining companies in India are net exporters and are experiencing a positive impact of the current Rupee’s depreciation. What do you think would be the impact of this situation in the long run? P.K. Sinha: It would be more appropriate to attribute the uptick in exports to strong growth and systemic checks in the industry rather than depreciating rupee. With more mineral companies increasingly registering y-o-y growth in production, the rise in export is likely to follow invariably which is a good sign as far as economy is concerned. Taking 2020 time frame, the Indian mining production is projected to register a steady uptick in the long term. Coalfield Times - Speaking of Coal Industry, with commercial miners coming into picture, how do you think is the industry going to evolve in coming years? Also, with improving competitiveness of renewable and gas-fired 9|

of coal against the assigned target of 47.71 million tones and dispatched 49.19 million tonnes of coal against the assigned target of 49.84 million tonnes. Coalfield Times - Noticing the infrastructure inadequacy, stockpiling at pitheads will be a major challenge. How is NCL planning to tackle this issue? P.K. Sinha: NCL was initially planned keeping in view the requirements of nearby pit-head power plants. However, as per the coal sale policy of the government, we have also upcountry coal consumers. As the coal production and off-take capacity of the company is increasing year after year, we do face challenges on evacuation front. Regular dispatches of the coal to the upcountry consumers require building of new rail infrastructure. Thankfully, the doubling of Chopan-Singrauli and Karela-Shaktinagar railway lines have been taken up and are expected to get completed in near future. Coal evacuation constraint may be addressed to a good extent by the above move by the 10 |

Railways. The key railway lines on which we are working at good pace are Jayant-Nigahi-Amlohri rail line, rail line from Block-B silo to Mahdeiya Railway siding and rail line from Krishnashilasilo to Krishnashila Railway station siding. With the help of above logistics, NCL is likely to enhance the coal evacuation by about 25 percent. Coalfield Times - As per recent studies, the expected growth of mining sector is also going to positively impact the demand surge for mining equipment and technology in Indian market. NCL has so far maintained highest standards of efficiency. Are there any future plans to upgrade the existing technological facilities as per the current technology advancements in the market? P.K. Sinha: As an opencast miner, the deployment in mine is based on dragline cum shovel dumper combination including other HEMM’s. Enhancement in capacity in existing deployment has already been taken up. However introduction of surface miners have been done to shift


towards environment friendly ways of operation. Uses of electronic detonators have been extensively taken up for reducing the environmental impact of blasting. Recently NCL became the first mining company in India to introduce Multi-layer strata blasting technique in its mines to reduce operational time as well as to ensure optimum utilization of its explosives. Measurement and monitoring through OITDS, ERP packages, Laser scanners and other updated technologies are implemented in NCL. In near future, the thrust will be on In-pit crushing and conveying (IPCC) as well as on use of surface miner in overburden removal. The organization has opened a forum to invite innovative inputs in every field from new generation

technocrats and employees. The results of these endeavors have been encouraging. Coalfield Times - Multitude of approvals and clearances from various state and central level agencies has been one of the major hurdles in project delays. What improvisations are expected in future in the government policy frameworks in this direction? P.K. Sinha: Presently, sufficient land is available for operating projects. Land acquisition and forest clearances for future have also been initiated by us. We are going ahead with whatever formalities required as per statute. However, the cost of land acquisition and rehabilitation with the implementation of the RFCTLARR Act has increased substantially which is affecting the viability of the projects.

Coalfield Times: How does WCL plan to bring about change in operational metrics and administration? Response: WCL has a illustrious past in coal mining history of the country. Prior to its bifurcation in 1986 towards carving of SECL, its operation were spread in the state of Maharastra, Madhya Pradesh and Odisha. Post bifurcation, WCL lost access to reserves amenable for taking up mega Project and was constrained to take up Projects with capacity up to 4 MTY. Though, for meeting the short term demand, we are planning for expansion of capacity of few projects beyond 5 MTY but it has its own limitations. Based on in depth SWOT 12 |

analysis of the company, for ensuring sustainability and meeting future challenges, at least 2 to 3 mega projects with capacity 20+ MTY is necessarily required. In line to our requirement, we are scouting for block beyond our command area and it is not far off when our mine shall be operational in state other than Maharastra & Madhya Pradesh. Our administrative mechanism is one of best in our peer group; however there is always scope of system improvement and effectiveness. We, as a team, are promoting transparency and are adopting people centric approach towards creation of “Team WCL” in decision making, implementation and work delivery.

Coalfield Times: What progress has WCL made in the use of technology in the last five years? Where do you see it going in the next five years? Which countries would play a major role in supplying technology to India? Has “Make in India” given boost to manufacturing of mining equipment? Response: Adoption of technology is a compulsion, if one has to be in race for survival. I am fortunate to have been associated with coal mines since last 35 years where we have experienced era of transition from manual coal cutting and basket loading to mechanized cutting and loading in underground mine. During last five years, we have been consistently pursuing towards adoption of latest and best suited technology for our geological conditions. To name a few, we have successfully introduced surface miner in our Opencast mines, planned for high speed fully mechanized drifting and introduction of continuous miners for underground mines, extensively using IT tools for real time monitoring and surveillance and app based support for day to day operation. Factually, I can say that we are one of the best company in our peer group as far as adoption of technology is concerned. Future belongs to the company who are sensitive and adaptable to change 14 |

and we at WCL are responsive to the change conditions. We are consistently analyzing business potential and extrapolating it to identify and exploit future business opportunities. In this context, it gives me immense pleasure to inform that we had begun our commercial venture of Sand from Overburden and this shall contribute significantly in WCL profit in times to come. We have identified few more proposal which shall be unfolded after final techno- commercial evaluation. I am ardent supporter of home grown technology to meet the domestic requirement. I do admit that in some highly developed countries, superior technology is being put to use for both Underground and Opencast coal mining. Thing to note is that, the same is not fully relevant to our geomining and demographic condition. It requires certain modifications to make it adaptable to our condition. I would like to make it aptly clear that I am not proposing re-engineering but I suggest complete designing for our conditions which most advance countries are reluctant for our scale of operations. I do not say that all this can be accomplished over night but yes sustained effort in this direction should start and this has become visible with program such as “Make in India”. I would like to applaud the effort of Coal India and Northern Coalfields Limited in this regard,

where they have placed a trial order with M/s. BEML for supply of high capacity dumper which is presently being imported. This type of procurement shall further be extended to other subsidiaries including WCL as per their need. Coalfield Times: How WCL plans to manage the technology- related issues? Response: WCL has always been keen in accepting and adoption of new technology suiting its requirement. As I have already said that in last 5 years, we have successfully introduced sur-

In Underground mines, we have planned for high speed mechanized drift drivage and introduction of continuous miner for mass production. We have made a significant development for continuous ground stability monitoring through our innovative “borehole extensometer concept” which we plan to extensively use as cost effective alternative to slope stability radar. IT intervention is being extensively used for real time monitoring and decision support system. In nut shell, we can summarize that step by step we are identifying the existing constraints and adopting suitable technology to overcome the constraints and also bring about systemic improvement without coursing to technology overdose and adopting unsuitable technology serving no practical purpose. Our endeavour is simple, effective and need based adoptable technology for sustenance and growth. Coalfield Times: What it takes to maintain and improve performance levels? Response: To me and my team, it is HUMAN first approach besides clear goal planning. Technology and other tool can be assistive in improving human performance. Actually, it is the man behind any machine or system who put the resource to effective use. Once the work force is motivated and has clarity of objective, no task is impossible. I would categorically put to record without exaggeration that the stellar performance which WCL has achieved and shall achieve in future with regard to Coal production, Overburden removal and Coal offtake is a combined effort of TEAM WCL. Once, the stakeholders are motivated and self driven new records shall be created every day and sky is the limit to any measurable parameter.

Coalfield Times: What is your outlook on WCL’s profitability in the near future? What would be WCL’s contribution to CIL’s overall business growth? What is your view of the demand growth of Coal in India in the next five years? Will coal continue to remain as the government’s one of the focus sectors in the days to come? Response: Coal is definitely going to occupy its dominant position in India’s energy scenario in next 3 to 4 decades and is bound to remain as focus sector of Government. With Government program of “Electricity to All” and ambition to continue with growth rate of 7-8%, energy requirement is bound to increase and corollary the demand for coal for fuelling the power houses. In 2014-15, Ministry of Coal had launched 1 BT Coal production program for Coal India. At the same time power from Solar was also catching up and several apprehensions were drawn regarding to fate of Coal demand. In this in back drop; CIL’s 1 BT programme did not take up as perceived. Even though 2016-17 had subdued demand, we at WCL were almost certain that demand shall pick up and steadily worked upon WCL’s

share of 1 BT programme. You would appreciate that this effort paid off and probably WCL is the only Company which is contributing in line to the 1 BT Plan of CIL and shall continue in future also. WCL has launched a unique program “Mission WCL 2.0”, which probably is a largest program undertaken by any PSU with record direct involvement of all the stakeholders (approx. 50000 people) in a short duration of 43 days for redefining and improving fundamentals of the Company. Over 10,000 suggestions were evaluated and collated to define the action plan for improving performance in all aspect including quality of life. There has been encouraging participation from all section of the stakeholders who have resolved to act as change agent for overall system improvement including financial performance. The positive impact is getting translated into results. For the quarter ending 31.12.2018, WCL has achieved PAT of Rs. 184.45 Crores and profitability of the company shall increase manifold with our new projects, business diversification activities such as Sand from Overburden and commissioning of mega coal projects even if it is beyond our present command area. 15 |

It has surpassed its own coal production benchmarks every year since its inception. So much so that now the breaking one’s own record has become a habit. SECL’s Organizational culture attracts positivity, hard work, commitment and sticking to job even during difficult times. This financial year too, SECL again stands tall amongst all the subsidiaries of Coal India Limited. SECL has produced 16 |

157.35 Million Tonnes of coal during FY 2018-19. There is an overall growth of 8.73% over last financial year. SECL has scaled new heights on the parameter of Offtake also, dispatching 156 MT of coal. This is the highest coal dispatch ever in the history of SECL. On this parameter also, SECL is the No.1 Company amongst all subsidiaries of CIL. Also, the company has removed 183.9 Million Cubic Meters of over burden. I want to bring some changes for those kids who are different from basic education especially the coal slum area... People talk about struggle and we know that you have been through many things in life. Please share the struggle that you have been through in life to become the role model of your village? I am the ordinary kid like others, deprived from basic facilities such as proper food, clothes and obviously education. We had only one source of education the village school where we used to sit on mattress with Jhola and Slat- Chowk. Teachers neither interested nor capable for teaching. Though I was having habit to ask many question and observing others. What made you come to the educational sector and do something for the underprivileged? I took transfer from Calcutta to Dhanbad to have a one motive behind my this at I want to bring some changes for those kids who are different from basic education especially the coal slum area and the place where I have seen my childhood was struggling for getting good education .this is the only reason where I have chosen to drop the Calcutta and come back to Dhanbad 19 |

What are your mission, vision and philosophy in life? What can be called as your USP? Pathshala is a unique school because it caters to the need of an English medium school for under privileged children. The school is in an area where thousands of mines affected people resides and the awareness and skills development is required from very basic level. The idea to start an English-medium school struck me last year when Interacted with some students of a neighboring school and found their communication skills, English and general knowledge to be below average. It’s a competitive world and children from humble homes lose out if they can’t communicate and present them-self well within this current scenario. This School believes learning by practical examples and hence Pathshala adopts modern pedagogy of teaching with help of real world examples and latest electronic gadgets. For example counting is more interesting when weak children to do with stairs and any noble personality is introduced by his/her replica among the children. Please shed some light on your initiative for schooling in Jharkhand? This School started giving positive message that any class of people can avail good education for their children irrespective of their financial or social status. Parents are more than elated to see their children getting English education for free, which they would not have been able to afford otherwise and now when their children learn and start to show their sparkles, many more come and join this social movement called Pathshala. What is the concept behind Imaandari ki dukaan? Would you believe that children are capable of managing themselves with integrity in a school? Not just young children but children who come from impoverished backgrounds, where every rupee is hard to come by will be honest and won’t take advantage of a situation where children can take anything from the school store and place the cost in the cash box nearby. Would you believe that such a thing can happen? Dev Kumar Verma has made this a reality in his school Pathshala. Good teaching is essential to ensure kids imbibe the educational content as well as values. To inculcate honesty in kids, Dev made brand new school essentials at 20% of the original price in the stationary shop. The name of this store is ‘Honesty shop’. Kids need to take the required stationary and pay the cost of the book into the box by themselves. In the beginning, Dev found that few kids are taking two pencils but putting the price of 1 pencil only in the cash box. They then started teaching what honesty is all about vigorously in the classrooms. They slowly started seeing the transformation. Now every student puts exact amount in the cash box. They also found that these results are longer lasting as there have been instances where children have requested their parents to not fight for money which is fleeting. What are the challenges that you have faced or still facing while pacing on with your initiative and running the schools? SAIL launches SAIL SeQR TMT bars for safe homes New Delhi: Steel Authority of India Limited (SAIL) has launched a new brand of TMT bars named SAIL SeQR(pronounced as SAIL secure), which is safer and has the unique combined features of higher strength with better ductility which will provide enhanced safety to the construction. The production of these TMT bars began in the new state-of-the-art mill of SAIL’s IISCO Steel Plant on 1st May and the first consignment was flagged off on 6th May 2019.
