CSR needs a redirection At a time when the Coronavirus pandemic has gulped the entire world taking the global economy to the dogs, one, besides the government, may also look at the corporates, who have long practiced some form of corporate governance. Companies should and have also taken up the responsibility of well being of the community and society, which gets affectrd the most for their operation and government has made CSR mandatory by law for which it is now a compulsion and there is little opportunity to avoid it. So companies are now busy dressing up CSR as a business discipline. The companies now seek that every little initiative taken in the CSR front deliver business results and that it enhances profitability and reputation, while also mitigating hazards and risks. But in these days of Coronavirus, though businesses have been hampered a lot, there are still large corporates, especially in the government sector, that can refocus their CSR activities. Companies like Reliance have been spending bulk of its CSR fund in its own university. Overall CSR spending on preservation of heritage, art and culture has more than doubled in the last couple of years. A lot of CSR money goes into government projects like Swacch Bharat, Clean Ganga, preserving water bodies in heritage sites and such alike and this raises a valid question as to whether CSR fund should be deployed in government projects.. But spending on health,eradicating hunger, poverty, malnutrition, providing safe drinking water and sanitation has declined because very little companies can align such activities with their businesses. Between 2016 and 2018 the spend has come down to Rs 1774 crore from Rs 4608 crore. So CSR spending needs a redirection and it has to be thoughtfully carved out. Lets not make a business of CSR but let the fruits of good business nurture the society's well being.

a dedicated Environment department in NCL which keeps a check on adverse environment impacts and carries out large scale plantation and other technological measures to minimize the impact on climate change and global warming.
Coal plays an important role in the Indian economy and it significantly contributes to the GDP of the country. However, its impact on climate change and global warming can be minimized through various technological interventions like blasting free mining, last mile connectivity, conveyor systems etc.
CSR is an additional intervention through which we address this issue. One of the key objectives of CSR programs is environmental protection. We undertake a number of projects of plantation, development of water bodies, water harvesting projects etc.

The total expenditure for the project was Rs 26.54 crore in the FY 2018-19. Distribution of dual desk-bench in 1804 government primary schools and 9 govenrment inter colleges in backward areas of Sonebhadra district with total fund provision of Rs.4.57 crore. Water Supply (SwachhJal) NCL has installed around 500 Handpumps, 10 ROs/ Water coolers and 3 tubewells. NCL constructed/ developed 9 Ponds and 4 Check dams and supported the Integrated Drinking Water scheme for Singrauli district with a total expenditure of Rs.10.30 crore for this purpose in the FY 2018-19, benefitting around 30,000 people in the region. Promotion of Sports (KhelTarang) Running and developing the current sports academy in Jayant under CSR for training rural youth and preparing them for national and international sports events and competition. The total expenditure provision for this purpose was Rs.2.26 crore for the FY 2019-20. NCL organized 15 day training camps in different sports fields including volleyball, kabaddi and athletics, for rural youths of the region and the company spent a total of Rs. 1.05 crore for this purpose. Swachh Bharat Mission NCL is committed towards the Swachh Bharat Mission and is actively involved in sanitation programs in the areas and among the communities it operates in. Such CSR activities are carried out all through the year. The company has drawn up specific programs during SwachhtaPakhwada such as tree plantation, cleaning of local villages and colony premises, cleaning of public places such as hospitals, government offices, 8|

bus stands, railway stations, etc. NCL also organized awareness campaigns through rallies, exhibitions, nukkad natak, SwachhthaRath, etc. NCL also constructed 2081 household toilets in 04 gram panchayats in Chitrangi block of Singrauli district under the Swachh Bharat Abhiyan with a fund provision of Rs. 8.03 crore. The company has also helped in the development of the Mudwani Water Reservoir as eco-park with a total spending of Rs.4.00 crore. NCL also provided financial assistance to solid waste management projects in 13 urbanized villages of Varanasi with a fund provision of Rs.2 crore. The company also helped in construction of 18 seated public toilet complexes at 5 tehsils and Deosar Hospital in Singrauli district as well as 8 public toilets in Sonebhadra district with a fund provision of Rs. 2.55 crore. Can you elaborate a little about your SWAKSH JAL project? What has actually been done on the ground and how have people been impacted by the outcomes so far NCL’s Swach Jal project focuses on improving the availability and accessibility of water in the communities where the company operates. During the first phase of its implementation, the project focused on the remote areas. NCL has installed hand pumps, tube-wells, and ROs with water coolers in villages, schools, health centers, railway stations and other public places in those areas. NCL supported the Integrated Drinking Water Scheme for Singrauli district under the (Urban Infrastructure Development Scheme for Small and Medium Towns (U.I.D.S.S.M.T) scheme ensuring safe drinking water facilities in the region. In the second phase of the project, the focus was on conservation of water bodies and increasing the ground water table by developing ponds, construction of check dams and other water harvesting structure in the general communities that the company operates in. Currently, NCL is facilitating a study of undertaking a taking water harvesting project in the region.
NCL has installed more than 1800 hand pumps, 38 RO plants, improving availability of safe drinking water and developed around 35 ponds, 15 check dams targeting conservation of water, benefitting around 1 lakh people in the region. How successful would you say your KAUSHAL program has been? What is the current status of the program NCL’s Kaushal project under its CSR initiatives aims at providing different job-oriented and selfemployment skills to the youth, women and the Project Affected People (PAPs) in the rural areas. NCL has organized and implemented training courses and camps in various trades including poultry farming, fisheries, basic computer education, mobile repairing, BPO, welding, electrician, fitter, beautician, hair dressing, embroidery, tailoring, plumbing etc. Such courses were implemented with the help of qualified trainers and more than 5,900 people from villages the adjoining areas of NCL projects have benefitted. Further, NCL has also organized skill development training for the locals of Singrauli and Sonebhadra area to bridge the gap between availability of skilled manpower and industry requirements in mining sector. NCL has also adopted the government ITI in Singrauli and is developing it as Centre of Excellence. Additionally, NCL has signed a MoU with ITI, Singrauli, MSMEs and the Indo-German tool room in this regard. The company is in process of setting up of a Mining Skill Academy and aims to develop it as a Centre of Excellence that will offer state of art infrastructure for training and skill development in 9 trade in the mining industry including dumper/tipper operator, HEMM operator, HEMM mechanic, mine electrician, mine welder, mine machinist, assistant mine surveyor, data entry operator and mining sardar. The project will be implemented in association with Skill Council for Mining Sector (SCMS) and targeted at 1530 beneficiaries every year. The NCL board has already approved a pilot project for this project at a cost of Rs. 2.54 crore for the FY 2019-20 & 2020-21. Initially, 480 beneficiaries across different trades will be aimed.
What are your future plans/new projects under CSR initiative There are a number of CSR projects and initiatives that have been planned for the fiscal year 2020-21. There is a project for developing and operating a school cum hostel for children with special needs (Divyangjans) in Singrauli district with a fund provision of Rs.8.62 crore. Work on the above mentioned Mining Skill Academy will being this year. NCL will also plans to set up libraries in 175 government schools in Singrauli district with a fund provision of Rs.4.48 crore. An important project, called the Project Phulwari, will also be launched this fiscal year that aims to reduce malnutrition amo0ng children between the age of 6 months and 3years through the development of rural crèches in 75 villages of Singrauli district with a fund provision of Rs.1.28 crore. Other CSR activities include creation of water harvesting structures in different Gram panchayats and installation of sanitary pad vending machines at Schools and other public places. 9|

ndian CSR era has been in operation since 2014 backed by a mandatory law. What is your assessment about the Outcome and Impact of the CSR law during last five years CSR law has been mandated by Government by the Companies Amendment Act (2013). But Western Coalfields Limited (WCL) which has been following Coal India’s CSR policy since 2010 and has been allocating certain funds to CSR based on quantity of Coal Production. So, we can say that WCL has started its own CSR programs long before the CSR era began in India. The outcome and impact of CSR in the last 5 years in WCL has been tremendous. WCL has allocated Rs 46.63 crores in last 5 years. But the company has actually spent Rs 94.23 crores as on date - which is 102% more than the allocated budget.

Since the last five years, WCL has undertaken a policy of ensuring sustainable development with inclusive growth. For development and progress of areas around WCL, we have an inside-out approach, inter-woven with a sense of empathy and care. Through our strategic CSR initiatives we not only overcame the problems of land acquisition but succeeded in resolving a natural environmental hindrance (Mine Water) to the advantage of the organization. We brought commitment to the task and realized the ethical vision of transforming the lives of the common man by emphasizing on skill development. It is our entire ‘Team WCL’ that was responsible for undertaking meaningful interventions in an underdeveloped and drought-hit region like Vidharba. The entire team of the company ensured adequate water provisions for agriculture, skilled locals and improved educational infrastructure. My role has been to motivate our employees to bring out the best in them and to ensure that the company is on the path of sustainable development with inclusive growth. Has WCL under the mandatory CSR era, initiated any different CSR Strategy to make a better impact on the society - environment and the Company b‘‘ottom lines WCL developed a new model of Sustainable Corporate Social Responsibility philosophy since 2014 which aims at not only overcoming the challenges faced by the company but also to win over all the stakeholders and bring company

WCL had initiated its ambitious mine water utilization project to utilize its mine water. Several projects using the water discharged

been making continued social and environment impact. In 201718, we have constructed a mega Water Purification plant with a capacity of 2.5 lakh liter/day near Patansaongi village. The water from this plant is freely accessible to anyone who visits the plant. In 2018-19, a bottling plant was added to the project. In 2019-20, WCL, in collaboration with local self help groups (SHGs) started distributing water to the doorsteps of villagers. The SHGs are earning revenue from the distribution of purified water and villagers are now getting doorstep access of purified water. Through Hybrid CSR model, WCL is not just investing in water plants but also maintaining it, the project has also been able to provide low cost purified water to villagers and create water entrepreneurs who earn money without any investment. WCL is planning to add more such water purification plants by increasing our capacity from current 5 lakh liters/day to 25 lakh liters/day over the next 3 years. 14 |

Do you have any policy of rewarding Employee Engagement and involvement in CSR activities of WCL, if so please share details There is no direct policy of rewarding employee engagement in CSR. But indirectly the employees engaged in CSR activities are distinctly recognized and appreciated for their contribution for monitoring and
conducting impact assessments of CSR activities. Motivated employees nominate themselves for being part of such engagements. Also, few employees have also started a voluntary group called ‘Sahyog’ where voluntary contributions from employees are collected and used to make donations/gifts to orphanages and old age homes in and around mining areas of WCL.

oving out of the usual and approved CSR projects that are conventionally considered as apt, ECL has now extended its helping hand in the fight against Covid-19. The company is helping out the weaker sections of the society who have lost their livelihood because of the lockdown under its CSr program. The company is providing food grains to the needy worth Rs 50 lakhs in addition to providing soaps, hand sanitizers, etc to the needy people of the villages with and outside of the project areas.

have approved for the distribution of food grain packets to around 23,000 families with project cost Rs50 lakhs under CSR which is still underway. We are also providing masks, soaps, sanitizers in rural areas while also providing cooked meals at few places. We have also made 163 isolation beds ready for COVID-19 patients in case of any emergency. The major ongoing projects under CSR in our Company are as follows:
We are running Industrial Training College at Sikitia, Godda under which we provide free skill training in 3 trades to youths of families adversely affected by our mining project in Rajmahal. From Next year, training of 5 trades shall be provided. Project cost is Rs. 15.26 crores for 10 years. We also provide Vocational Skill Training to around 500 youths each year by engaging NSDC partners.
We are funding for construction of toilet blocks outside the premises of 100 Railway stations in Eastern Railway Zone for venders, rikshaw pullers etc., with project cost of Rs. 25.01 crores.
We run 6 Mobile Medical Vans in nearby villages of mines and we reach 250 locations to provide free treatment and medicine.The Project cost is Rs. 5.3 Crores for 3 years. These medical vans are equipped with oxygen cylinder, hemoglobin testing facility, GPS, online patient registration and monitoring portal.
Are CSR Projects limited to Mining Project Area of ECL? Are they implemented outside the project Area?
We have constructed school building at Mugma with project cost Rs.7.37 crores where education for 1200 students each year shall be provided. We are installing 2518 solar lights in 127 villages across Raniganj coalfields areas. We have also provided approval for another 512 solar lights.

We have also funded for construction of electric crematorium at Dishergarh Ghat as a sanitation and environmental measure with Rs.1.90 crores.
The CSR projects that ECL undertakes are not limited to the mining projects areas of ECL alone. In Clause IV of CIL CSR Policy, it is mentioned that 80% of fund of CSR budget should be spent in 25 km radius of our mines/area office/ HQ and 20% should be spent within the state of our operation i.e. in West Bengal and Jharkhand. Few projects outside the mining areas are mentioned below:Project with Eastern Command,

Indian Army in which 8 e-rickshaws were provided to his office for movement of war veterans. The special school run by ASHA for divyang children of Indian Army personnel were provided with special bus and training equipment. Project with Eastern Railways & RITES in which 100 stations (around 70 stations outside our operational areas) have been funded for toilet construction with the stations premises for vendors, rickshaw puller, beggars etc. CIL subsidiaries already have elaborate health care facilities for their employs and their families. What additional things are you doing through CSR initiatives in your company? As we have already have discussed, ECL provides 6 medical vans that run across 250 locations, covering 140 villages, once in a month which offers general OPD services along with free medicine. Our Hospitals at Sanctoria and Kalla also provides OPD facilities to the general population at nominal cost of Rs.75. ECL has approved construction of 300 bedded hospital at Mahagama, Godda with project cost of Rs.240 crores. We are in continuous talk with the government of Jharkhand to sign the agreement as the hospital will be run by the government of Jharkhand. What is the profile of CSR organization/division, including the profile of full time CSR professional engaged?
We have CSR Department that is headed by a general manager and assisted by 4 CSR executives and supporting staffs at the company head quarters. Besides this, we have one nodal officer for CSR in each of the 14 Areas under ECL. These 18 CSR professionals possesses varied experience in the CSR field and are responsible for community engagement, project planning, implementation and monitoring. They hold experience in development fields like agriculture, forestry, Prime Minister’s Rural Development Fellowship Program (in implementation of govt. flagship programs), NGOs, micro-finance, education etc. What is the level of top management involvement other than yourself in CSR? Can you give few examples? The Board of Directors of the company is directly engaged in approving the CSR project above Rs.25 lakhs. Additionally, there is a Board Level CSR Committee, headed by an independent Director, who scrutinizes, recommends and monitors the CSR projects above the value of Rs.25 lakhs. There is a Below Board Level Committee with 8 Head of Department/General
Managers also, who also scrutinize, recommend and monitor the projects with value below Rs.25 lakhs. The members of the Board Level CSR Committee, particularly the independent Directors themselves, visit the chosen project site and inspect them. Our Directors also engage themselves in activities of CSR and monitor their implementation. Besides this, the members of the Below Board Level CSR committee also visit project sites and monitor the CSR Projects. Have there been major changes in recent years to your CSR Policy as a Whole? CSR is an evolving concept and we have always been in continuous dialogue with Ministry of Corporate Affairs, GoI, to bring in necessary amendments in Section 135 of Companies Act and CSR Rules 2014. Our CSR Policy has been modified accordingly at CIL Level and we designed our CSR strategies and projects accordingly. Third-party impact assessment of CSR activities has become policy parlance in due course of time. We are getting it done with ISM Dhanbad. Additionally, we are also recognizing the socio-economic impact of our endeavors in CSR.

Over the last five years, the Wani Area of the Western Coalfields Limited (WCL) has been the leader in production of coal for this important subsidiary of Coal India Limited (CIL). Wani Area Regularly Breaks its own Production Record The Area has been regularly surpassing its annual targets and breaking its own production record has almost become a habit for this cash cow of WCL. Out of the box approach and team participation in decision making gave been the drivers for this, according to Wani. The Wani area is the largest coal producing area of WCL and the most important area of Wardha-Valley Coalfields. Power grade coal for CTPS, other power houses and industries in the southern and western regions of the country is produced in this area. Accounting for about 25 per cent of the total production of WCL, the area has four sub areas comprising of six coal mines Mungoli, Penganga, Neeljay and Ghugus. In addition to surpassing production targets, the Wani area has also focused on all-round accomplishment of projects and programs in CSR, employee and community welfare, employee safety and quality assurance, R&R, rajbhasha, sports, etc. In recent months, even in the face of headwinds such as the Covid-19 pandemic and an extended period of rainfall, a production target of 14.43 metric tonns of coal was excavated from the area in the last one year.

We have worked closely together as a team over the last five years and in drawing up action plans for production. We have also explored all possible alternatives to realize the dream of WCL and its CMD that was conceived in early 2015... In this respect, the dynamic leadership of Kaole has been instrumental and motivating for the team. His vision and approach to challenges and the acceptance and adaptability to new technology has helped in the area achieving what it did in the last five years. In fact, the leadership of Kaole was recognized by the CIL with him being adjudged the ‘Best Area General Manager’ for the fiscal year 2018-19. 19 |

One of the achievements for the area has been zero fatalities and zero injury in fiscal year 2019-20 through the implementation of the principle of ‘Production Must – Safety Must. There was also not a single incident of industrial unrest through a thorough understanding and partnership with the trade unions and workers with direct interventions by Kaole. For example, there was no interruption in production activities in the mines in the Wani area even during the all India strike called by all trade unions on September 2019 as well as in January 2020.
CSR Initiatives Kaole has also provided able leadership in CSR activities for the employees and communities in the Wani area. He helped set up 36 medical camps during the fiscal year 2018-19 which benefited more than 7200 villagers and generated 246 units of blood that was donated to state government. In the recently concluded fiscal year of 2019-20, 58 medical Camps were organized in the area in villages such as Sakhara, Kolgaon, Niljai, Mugnoli, Gadegaon, Wirur, Tadali, Saiwanetc which benefitted almost 7680 villagers.

The Wani area has also organized Special Village Sports, including summer camps for sports in volleyball, cricket, football and kabaddi in the fiscal year 2018-19 with the aim of identifying talented sports people. Beautician Training Under CSR Scheme
Kaole also helped propelled the Wani area to achieve a number of awards and recognitions which included the ‘National Safety Award for Neeljay Open Cast’, the best Rajbhasha award among the WCL areas for give consecutive tears and the area was recognized as the second best for its Jhanki. 20 |

Kaole also helped set up CSR programs aimed at creating self-employment for the people in the surrounding villages in fiscal year 201819 in which about 120 villagers benefitted through skill development programs. Programs and training for tailoring and beautician were implemented under the skill development program in the fiscal year of 2019-20.
