The Bartonville Community Development Corporation (BCDC) is a non-profit, tax exempt Texas Corporation created in 2002 following the passage of one-half (1/2) of one-percent (1%) sales tax dedicated to community development by the residents of Bartonville. The BCDC is a separate entity from any other board or commission of the Town of Bartonville, and provides leadership and funding for projects that enhance and preserve Bartonville’s excellent quality of life. PROFILE The Town of Bartonville, Texas, is a 6.8 square mile rural community located eleven miles south of the city of Denton, in south central Denton County, off Farm to Market 407, between Interstate 35 W and Interstate 35 E. Population: In 2017, Bartonville’s population was estimated at 1671. The median household income is approximately $101,964.
TOWN GOVERNMENT The Town of Bartonville is a Type A General Law Municipality with a Mayor and five-member Council, each elected at large and serve two-year terms. The Town Council enacts local legislation, makes policies, approves ordinances, and adopts the annual budget. Regular Council Meetings are held every third Tuesday of the month at 7:00 p.m. in the Council Chambers at Town Hall. Occasionally, Special Meetings and Budget Workshops are held. Â TOWN ADMINISTRATION The Administration Department is responsible for overseeing the management of day-to-day operations of the Town including building permits, inspections, code enforcement, communications and municipal court. The department is comprised of the Town Administrator, Town Secretary and Court Clerk. The department provides support to the Town Council, Planning and Zoning Commission, Zoning Board of Adjustment, and the Bartonville Community Development Corporation.

Bartonville Crime Control and Prevention District (BCCPD) is a special purpose district funded through sales and use tax that helps to fund local law enforcement services and programs. The BCCPD is governed by a Board that is selected by the Bartonville Town Council. The Board is responsible for monitoring the fiscal accountability as well as the effectiveness and efficiency of the BCCPD plan and budget. Bartonville Community Development Corporation (BCDC) is funded through sales tax and use tax. The sales and use tax collected provides cities with a wider range of uses for the tax revenues because it is intended to give communities an opportunity to undertake a project for quality of life improvements. The BCDC Board is governed by seven (7) members, appointed by the Council. Expenditures by the BCDC must be approved by the Town Council prior to expenditure. The town has a limited amount of property zoned for commercial business. It is the goal of the BCDC to support existing businesses and to attract the types of businesses that meet the vision and standards desired by the community, while increasing the sales tax and ad valorem tax revenue to the town’s general fund, in turn, keeping property taxes low. Planning & Zoning Commission (P&Z) meets on the 1st Wednesday of the month and is comprised of five members and up to four alternate members. The Commission’s primary responsibility is to make recommendations to the Council regarding land use issues – primarily zoning, gas well drilling and subdivision plat requests. In addition, the Commission is charged with deliberating the merits of changes to the Zoning Ordinance, offering amendments and updates to the Comprehensive Master (. . . continued on page 10)

Plan and considering other items related to the physical development of Bartonville. The P&Z considers and makes recommendations to the Town Council regarding development applications, zoning requests, the comprehensive zoning ordinance and the comprehensive plan. Board of Adjustment (BOA) meets as needed, typically two to three times per year. The BOA was created for the purpose of interpreting or modifying zoning regulations in particular cases as circumstances may require. Since its determinations in this respect are that of a quasi-judicial body, its judgments and decrees are afforded a presumption of legality by state law. The Board also acts

as the Building Standards Commission which hears appeals to the Building Official’s decisions.

MEDICATION DISPOSAL UNIT Bartonville Citizens have a safe way to dispose of unwanted prescription medication. CVS/pharmacy, as part of their partnership with Drugfree.org, donated a Medication Disposal Unit to the Bartonville Police Department. The Medication Disposal Unit is installed in the front lobby of the police department. Many times addiction starts at a medicine cabinet, so let’s work together to keep unwanted medications from falling into the hands of those who would abuse them. Over half of teens abusing prescription medication get them from family or friends and this includes the home medicine cabinet. Medication in the home is also the leading cause of accidental poisoning. Each year in the United States, more than 71,000 children aged 18 and younger are seen in emergency rooms for unintentional overdoses of prescription and over-the-counter drugs. BPD recommends everyone take full advantage of this opportunity to make Bartonville a safe place for all those we care for. Bring your unwanted or expired prescription medications and drop them in the unit. It’s the safest and most responsible way to dispose of medication. The unit will accept prescriptions, prescription patches, prescription medications, prescription ointments, over-the-counter medications, vitamins, samples and medication for pets. The unit will not accept needles, inhalers, aerosol cans, liquids, lotions, thermometers. We are grateful and thank CVS/pharmacy for its generous donation to help our community

BURN DAY The disposal of vegetation by open burning is permitted in Bartonville but ONLY on a day that has been determined to be a “good burn day” by the Denton County Fire Marshall. ARGYLE FIRE DISTRICT The Argyle Volunteer Fire District (through a contract with the Denton County Emergency Services District #1) is responsible for providing fire, rescue, and emergency medical services for the citizens of Argyle, Bartonville, Copper Canyon, Corral City, Lantana and Northlake. Our area also includes the Denton County area surrounding these cities. The District covers approximately 59 square miles with a population served of approximately 29,000 people. HISTORY The roots of the Town of Bartonville can be traced to two entrepreneurial brothers from Missouri who recognized the potential of commercial opportunity at this particular geographic sector of Denton County. Bentley B. Barton, known as B.B., (1849–1905) and James M. Barton (1840–1893) focused their interest on a segment of a land grant that had been acquired in 1855 by Abraham R. Loving. On November 11, 1881, the brothers established the destiny of the town with the purchase of ten

acres, near the southeast corner of the A. R. Loving Survey.

Situated along the Old Wagon Trail (today FM 407), and the crossroad between Denton, Grapevine and Lewisville, B.B. Barton recognized that there was economic opportunity in building a mercantile that would provide the convenience of readily accessible goods to the local farmers, sparing them the challenge of traveling to the nearby large towns. In addition to providing goods, he provided services such as milling the bushels of wheat grown by the local farmers. It was from that service that the town first received its identity as “Barton’s Mills”. Unlike other local communities who developed as a result of the introduction of rail lines into their town, Bartonville succeeded despite their absence. Ultimately, the Bartons would own as much as 220 acres surrounding their initial investment, but it was this corner and the businesses that they established—and that others continued—that provided farmers convenient goods and essential services to assist in their agricultural endeavors. As a result other communities in proximity flourished, contributing to the growth of Denton County. Although B.B. Barton had the vision for what the community could and would become, he did not have the patience or tenacity to be the one to see it continue to grow during his lifetime. In 1890, Barton sold his investment. However, the store location continued to be a constant center of local commerce as the store itself took on different forms and functions and shuffled through a series of owners and managers for 130 years. These owners were the ones who carried the remnant of the initial vision the founder foresaw. Had it not been for these stalwart entrepreneurs, the town’s identity might have melted into the homogeneity of the surrounding communities. But unlike several of the settlements in the area, that did not happen to Bartonville. Although the store and its geographic location served as the center of the community, its residents spread

throughout an expansive geographic area to connect to that hub. The dirt roads that the settlers traveled on gradually became paved roads in modern Bartonville, but many of the current thoroughfares serve as reminders to the founding families of the town. One such example is McMakin Road. Less than three years after the Barton brothers acquired their land, Alexander (1825- 1902) and Lavonia McMakin along with their eleven children settled on 165 acres located between the Bartonville store and the community of Shiloh. McMakin, an attorney, served as a trustee at the community school, Double Oak #61, which his and other Bartonville children attended. Many of Alexander and Lavonia’s children remained in the community and continued the legacy of their parents well into the mid-20th century. Alexander and Lavonia as well as twenty family members are buried at the Shiloh Cemetery south of their original homestead. Another thoroughfare serving as a reminder to Bartonville founding families is that named after the Broom family. In 1890, James A. (1850 –1940) and Eliza Broom purchased 157 acres near the McMakin’s homestead, south of and adjacent to the Bartonville store. their farm which they maintained until 1917. Today, residents travel along the thoroughfare Broome Road which follows the southern border of the original homestead. The road that runs from the location of the Bartonville store into the western section of the town is named in honor of the Jeter family. In 1886, E.A. Jeter (1821 – 1891) purchased the 640 acres Cartwright patent and then sold 250 acres of that holding to his brother David Henry Jeter. David Henry (1839 – 1912) in addition to farming was a part time Baptist preacher. His son, John Henry Jeter (1882 – 1947) maintained the estate after his father’s death. Five members of the Jeter family are buried in the small family cemetery in Bartonville on the original homestead. Over the decades, with continued population growth throughout the county, some of the surrounding towns merged into each other and forfeited their original identity. However, the uniqueness of Bartonville was consistently and indelibly identified by its century old landmark store. Although the area had been commonly known for nearly a century as “Bartonville,” in 1960 with a population of 380 its identity was threatened when the City of Irving set its sights on annexing many of the southern Denton County communities. To fend off this merger, on September 10, 1960, Bartonville residents voted overwhelmingly to incorporate the town to maintain their unique identity. The borders of the newly incorporated town made it the largest in the county with nearly 30 square miles. The expansive borders included present day Double Oak and Copper Canyon. However, in May 1964, when no longer threatened by Irving, the town elected to disincorporate. This remained the status quo until 1973, when a geographically smaller Town of Bartonville was reincorporated maintaining the nucleus of the old town commenced by its founder.

Whether you are planning a do-it-yourself home improvement project or hiring a professional contractor, a quick call to Town Hall at 817-693-5280 is a good idea before starting work to see if a building permit is required. Permits are required for most building projects in order to ensure that they are built in accordance with the Town of Bartonville’s adopted building and zoning codes, amendments to the code and all ordinances pertaining to residential and commercial construction. Aside from the review of structural, electrical, mechanical, and plumbing plans, the permit approval process may also include plan examination by the fire department for fire prevention and life-safety standards, or other reviews. Sales tax-generating goods purchased from businesses located within the Town of Bartonville help finance important community projects and programs that significantly impact the quality of life in town. For each dollar spent on sales of taxable goods at businesses within Bartonville: • Approximately $0.92 will go to the business– expenses & profit • About $0.06 is collected for use by the State of Texas • The remaining $0.02 is returned to the Town of Bartonville. Two pennies for every dollar spent may not sound like much, but that money really adds up. In 2016, revenues generated through sales tax totaled approximately $540,000. Remember, this is money that the Town would not otherwise have if people had chosen to spend their money at businesses outside of Bartonville. For each dollar spent, one penny goes into the Town’s General Fund, which is used to cover the operations of the municipal government. The other penny is divided into three areas: • A quarter penny goes into the Bartonville Community Development Corporation (CDC) 4B Fund, which promotes economic development programs and initiatives in the Town to support and increase local business. • A quarter of a penny goes to the Crime Control & Prevention District, which assists in budgeting programs that help with policing and safety efforts in the community. • One half quarter of a penny goes to the Street Maintenance Fund to help with the maintenance and repair of the Town’s streets.
