All information is accurate and applicable as of the publishing of the document on August 1, 2020. Due to the unpredictable nature of COVID-19 and its impact on our schools and communities, all materials within are subject to change, if necessary, to ensure the safe and effective operation of Harmony Public Schools. A Message from Our CEO Dear Harmony Community, At Harmony Public Schools, one of the many things we take pride in is our rigorous coursework. We don’t design our coursework to be challenging to our students to see if they might fail, though. We design it to be challenging because we know that our students can succeed despite the difficulty, and that through those challenges they will grow stronger. Together, as educators, students and families, we now face the toughest challenge perhaps anyone has faced in the history of modern education: COVID-19. Inside this document, you will learn more about how we will face this challenge together, and how the Harmony community already is growing to meet the needs of our students during these unprecedented times. As of the writing of this letter, COVID-19 is still active and of great concern throughout our state. Because of this, it has been determined that classes for the 2020-2021 school year will begin virtually, with a goal of allowing an optional return to campuses for families who are interested as soon as conditions allow. While we recognize that this won’t be easy for all of our families, we know that this is the best and safest choice for our students, team members, and communities. Regardless of where our students are learning, they will benefit from a completely re-engineered learning management system that connects them to both their teachers and peers in an enriched and engaging interactive format. They’ll also have more opportunities for at-home extracurricular club activities, academic tutoring, and counseling session than last spring. Once students can return to campus, they will find a variety of improved safety protocols designed to keep our Harmony family safe and our classrooms both organized and academically-focused. You’ll learn all about these topics and more in the pages of this reopening guide. We promise to continue to keep you updated as additional information becomes available. It’s hard not to look at the new school year and not think of all the ways it will be different. It will be different. But it will also be great, too. It will be innovative. It will be exciting. And it will be fun. That’s what our students deserve … regardless of the circumstances. Vision for 2020 Health & Safety HPS will prioritize adherence to the health and sanitation directives to ensure the well being of our students, employees, families, and community members. We will be implementing a number of new policies and procedures to protect our students, staff, and families.
Instructional Continuity and Rigor As instruction continues with a more rigorous approach in Fall 2020, HPS provides supervision and optimal learning conditions for all students. Our model is designed to align with choices of learners and families, whether learning in-person or online.
Equity We aim to establish equity among all students and cater to students who have challenges with online learning or need additional support to be successful academically for on-campus learning. The pandemic has presented us with the opportunity to transform equity of access within our school system by making permanent, innovative improvements to our digital learning approaches to better engage our students, particularly our most vulnerable learners. Based on recent survey data from stakeholders, HPS is investing more in student and teacher access to devices, access to reliable internet connectivity, and support for online learning.

ACADEMICS
Academics: The Basics Once campuses reopen, Harmony Public Schools will be offering families two learning models throughout the 2020-2021 school year. Families can either choose to learn remotely in our online learning environment, or in-person at their Harmony campus. Families may also alternate between the two by notifying their campus of a request to switch ahead of time. In this section you will learn more about our online remote learning environment, in-person learning, daily schedules, grading, and additional programming for students with special needs. Harmony has developed an all-in-one online learning system called Schoology, that will be used for both online and at-home learners to connect with the option they have selected. This system will contain assignments, grading, schedules, progress reports, and parent messaging options for both online and in-person learners. Schools and teachers may use other software as needed (ex. Zoom video conferencing) to enrich the learning experience. Remote learners will be able to participate in live, online classes featuring two-way interactions with their teachers and fellow classmates during normal school hours each class day. This is called “synchronous learning.” These students will be counted in attendance as they participate during class. If remote learners have a valid reason they are unable to participate in synchronous learning, they may also participate in one-way, independent learning later in the day. This is called “asynchronous learning.” These students will be counted in attendance so long as they complete all coursework or checkpoints for the day and submit any assignments prior to 11:59 p.m. In-person learners, of course, will attend campus during normally-scheduled school hours. Students with specialized educational needs – such as ESL and intervention – will continue to receive those services either online or in-person. This overview is intended to provide a summary of the section to follow. For complete details, please continue reading.

Harmony’s Robust, New Virtual Learning System

Instructional Information & Software Harmony Public Schools will be utilizing high-impact, technology-driven instructional practices in order to provide a consistent, equitable, and high-quality education to all of its students regardless of their learning environment. To achieve this goal, Harmony has researched and integrated into its curriculum several new, nationally-recognized learning products to bolster our pre-existing learning resources. Those products will allow students to engage with their teachers and fellow students in an interactive environment from wherever they may be learning.
Schoology is a learning management system (LMS) that provides students, parents, and teachers all the tools they need to create and share educational materials, complete assignments, share homework, receive grades, manage calendars, and message in one easy-to-use place. Teachers also can post daily reminders or updates. Regardless of whether students are learning online or in-person, they will use Schoology.
Nearpod is a popular, award-winning student engagement platform for transforming online and face-to-face classes. Using Nearpod, teachers can interact with students; provide real-time feedback; and create fun, interactive learning experiences using polls, drawing boards, quizzes, videos, and more. Students also can use Nearpod to interact with their peers in a safe, virtual environment. Nearpod is integrated directly into Schoology, so students will be able to use it without leaving the Schoology environment.
Edpuzzle is a simple but powerful video tool to create amazing video lessons in minutes. Teachers can choose a pre-made video template or upload their own video, then customize it for their own classroom by embedding assessment/reflection questions into the video. It also allows teachers to track the progress of students.

Learning Environments Harmony’s primary goal in offering both in-person and virtual classrooms is to provide families the flexibility to choose the option that fits its needs best, while still delivering a rigorous, student-focused academic environment regardless of the location. Accordingly, our classroom experience and coursework will be almost identical, regardless of from where students are learning. Therefore, if a student needs to change his or her learning environment due to COVID-19 or other considerations, the child’s learning process will be able continue uninterrupted because all students are exposed to similar learning experiences and curricula.
In-Person Learning • Students and teachers will attend class-in person five days a week • 1-1 Chromebook • Schoology Lesson • Access to same learning resources • Use of Interactive products to engage in learning
Remote Learning • Students will join live sessions via Zoom • 1-1 Chromebook • Schoology Lesson • Access to the same learning resources as inperson students • Use of Interactive products to engage in learning • Self-paced option of the lesson available in case of an illness or bandwidth issues during live classes
• 1-1 Chromebooks will be provided to both in-person students and remote learning students. At-home learners may also use their own devices. • Students will engage simultaneously in learning in these two different setings (face-to-face and remote). • Both the remote and face-to-face experience will utilize Schoology Classroom and use the same learning resources. Remote learning products for engagement can be utilized by teachers in face-to-face format to engage students in learning. • HPS will utilize research-proven strategies and best practices associated with blended learning models. • In-person students may move into remote learning for a period of time if necessary for school closure due to an individual showing COVID-19 symptoms, according to county or state regulations. • All learning experiences are aligned to the district curriculum and Texas Essential Knowledge and Skills.

Remote Learning
All activities will be designed to meet the needs of the students in the online environment through technology tools and differentiated blended learning experiences. The full experience will be consistent with their peers learning in-person on campus.
• Teachers will teach remote students from their classrooms or other designated facilities. • If a staff member shows any COVID-19 symptoms, she/he will be sent home and continue teaching from home (if health condition allows). • Teachers will provide online live sessions via Zoom and provide the experience through Schoology and other platforms. Live sessions will start at the same time with in-person learning. • Self-paced modules of the lessons will be available for only certain cases such as internet issues, sickness, family emergencies, etc. Students should return their work and submit assessments for the day by 11:59 PM on the same day. • Parents will ensure that their child has access to a device and a distraction-free place to work and engage in learning. If a child does not have access to a device for schoolwork, they may receive one for the purpose of schoolwork from their campus. • Parents will ensure that their children attend live sessions on time and keep up with assignments. • Parents will ensure that students have breakfast and lunch in the assigned time period. • Children should be dressed appropriately for live classes. (Shirt, School Shirt, and Jeans or Khakis are OK.) • Students are expected to engage in lessons just like attending in-person learning. • Students will keep their cameras on and engage with with the teacher and their peers. • Students should be ready to participate in class activities and discussions at all times. • Grading will be consistent with the practices used in all face-to-face learning.
Synchronous Learning
Synchronous Remote Learning is two-way, live instruction in which students and teachers engage in learning through computers and conferencing tools. Harmony will provide live sessions via Zoom.

Rules for Student Participation in ZOOM Classrooms Camera On
• The student’s camera must remain on during class times. • The student must maintain school-appropriate behavior even though they are at home. • Student must be dressed appropriately for class (Shirt, School Shirt, and Jeans or Khakis are OK). • Only the student must be visible (no friends or siblings).
Mic Off
• Computer microphone must be off unless specifically instructed by teacher. This ensures there is no background noise or outside distraction.
Communicate Through Chat
• Students are expected to interact through the Zoom chat function. • Students must show up on time. • Students must use appropriate and respectful language at all times. • Use tools such as “raising your hand” (available in Zoom) and the chat feature if you have a question or want to answer a question.
Quiet Place
• Remove distractions, such as going where there’s less background noise and turning off your phone. • Use headphones, if possible, for increased privacy and better speaker and microphone quality. • Put your phone on silent. • Select a good location with a power supply.
Materials Ready
• Have all required materials for class (Books, Paper, Markers, etc..) nearby before the session begins.
Mind On
• Be ready to engage in learning. • Students can be called to answer a question or join a discussion anytime.

Asynchronous Remote Learning Asynchronous Remote Learning is a one-way learning experience in which students engage with learning resources on their own and interact with the teacher at time other than the regularly scheduled class time. This option is only available if a student misses live sessions due to illness, technical issues, or other valid reason.
The following are characteristics of Asynchronous Remote Learning: • Teachers will provide learning resources and assignments through Schoology. • Teachers may assign assignments in other curriculum platforms such as Edgenuity, STEM Scopes, Think central, HMH Online, ALEKS, etc. • Students and parents will reach those platforms through Schoology and my.harmonytx accounts. Schoology is the mainline of communication. • Students will turn in assigned work and/or meet checkpoints by 11:59 p.m. each day. Parents and students must communicate with teachers in case of absences to turn in work. This communication is necessary for learning continuum and grading purposes. • Students and parents will communicate with teachers when assistance and tutoring is needed.
In-Person Learning Students will attend school on a regular instructional schedule and will engage in face-to-face learning on campus during school hours. Classroom instruction will be designed for mastery of student learning outcomes based on the academic standards called the Texas Essential Knowledge and Skills (TEKS) for each content area.
The following are characteristics of In-Person Learning: • Available for students in PreKindergarten through Grade 12 • Student participation required 5 full days per week • Utilize Schoology to provide lessons • 1-1 Chromebook provided to engage students in learning activities • Implementation of preventive safety measures • Instruction provided by Harmony teachers • Instruction in core content and elective areas • District curriculum, unit sequencing and pacing of instruction • Social-emotional support • Accommodations and support services provided

Daily Engagement & Attendance Under an approved learning plan, students earn daily attendance through daily engagement measure(s). The approved engagement methods for measuring attendance are: • Daily progress in the Learning Management System (LMS) Schoology, as defined in the approved learning plan; or • Daily progress via teacher-student interactions, as defined in the approved learning plan; or • Completion/turn-in of assignments from student to teacher (potentially via email, online, or mail).
Grading Grading for all learning settings will follow Harmony grading practices as practiced during a typical school year. Pass/fail grading will not be used. Courses that earn high school credit will count in GPA calculation and class rank as specified in the Harmony high school course guide. The students who miss live sessions will be provided self-paced online learning experiences and assignments. The assignments should be returned the same day before 11:59 p.m. The late work policy may apply for late submissions.
Daily Schedules Texas Education Agency guidelines prescribe a preset number of instructional hours per day for students in all settings in order to be counted toward attendance. The following sample schedules have been created to demonstrate how a typical day might look for students in all settings. Your child’s school will provide your exact schedule.

Students with Special Needs Harmony Public Schools (HPS) has developed a solid plan to provide instructional, speech therapy and related services to students in Special Education, Section 504, and Dyslexia programs virtually through our Virtual Learning Program. Below you will find detailed information on how these services are provided followed by brief guidelines for Section 504 and special education evaluations, ARD and 504 meetings. (Note: Harmony campuses will start 2020-2021 academic year online only. In person provision of services, face-to-face evaluations and ARD/504 meetings will commence aligned with In-Person learning.)
How will we provide instructional services? • For students in special education and 504 programs, accommodations and/or modifications are implemented by our teachers in their online classes. • For students in pullout programs, our special education teachers create online classes and provide resources and support virtually.
Instructional Services for Students in 504 Programs: Accommodations continue in general education online classrooms and will be implemented by subject teachers.
Mainstream Instructional Services: Accommodations, modifications and IEP implementation continue in general education online classes by general education teachers.
Inclusion Services: Accommodations, modifications and IEP implementation continue in general education online classes. Inclusion teachers are added as co-teachers to applicable general education online classes per IEPs. They provide support to students with inclusion services in collaboration with subject teachers and assist in implementing IEPs and accommodations.
Resource Services: Resource teachers create their own online classes, provide resources and instruction virtually for the subjects applicable per students’ IEPs. IEP goals, accommodations and modifications are implemented.
Life Skills Services: Life Skills teachers create their own online classes for their students in Life Skills
programs and provide virtual instruction. Goals, accommodations, modifications, academic contents, functional and vocational skills are addressed through instruction provided per the students’ IEPs. Daily lessons and reading books are assigned from N2Y Unique to cover academic contents. Activities are planned to assist with functional, vocational and living skills per IEPs.
Behavior Services: Behavior teachers create their own online classes for their students and provide
virtual support. Lessons must address the students’ behavior IEPs/BIPs. Teachers are required to contact parents a minimum of once weekly to assist with behavior in the home. Teachers may be requested to contact parents more frequently if the student’s behavior warrants or parents are requesting more frequent contact.
Dyslexia Services: Dyslexia teachers create their own online classes for their students receiving instructional dyslexia services per IEPs or 504 plans and provide virtual instruction.
In order to provide students with special needs a learning opportunity equal to that of their general education peers, these instructional services start with and are part of our Distance Learning Program.
Confidentiality: Students access their usual Special Education or Dyslexia teachers through online classes. Class identifiers do not include terms implying that it is a Special Education, 504 or Dyslexia program.

How do we provide Speech Therapy and Related Services? Speech and Related Services: To the greatest extent possible, speech therapy and related services
(such as Counseling/Psychological Services, Occupational Therapy (OT), Physical Therapy (PT), Assistive Technology (AT), Sign Language, Braille, and Auditory Impairment (AI) Services) are provided during Harmony’s distance learning program. These services utilize a combination and variety of methods including provision of resources and equipment, weekly check-ins for assistance to parents and students and/or virtual service through teleservice (via internet or telephone). Assistive Technology and other devices may be picked up by parents at the schools. Campus officials and service providers will contact parents and provide a notice about the delivery method, schedules, service times, expectations from the parents and students, and other relevant details. When direct in-person instruction resumes, the ARD committee may meet to review student progress, discuss and decide whether IEP needs to be revised and additional speech therapy and/or related services are needed.
Brief Guidelines for Section 504 and Special Education Evaluations, ARD and 504 Meetings: 504 Evaluations, Review, Annual Meetings and Services: To the greatest extent possible, Section 504 plans are implemented during the distance learning program. A virtual 504 meeting will be held for students whose 504 plan is due for annual or review and for students whose plan requires evaluations.
ARD Meetings: To the greatest extent possible, HPS holds virtual ARD meetings and provides virtual
services as required by your child’s IEP. Initial, re-evaluation and annual ARDs that are due or will be due soon and ARDs requested by parents will be conducted virtually. ARD committee discussions will cover the services to be provided when the student is physically at school and those to be provided through distance learning
Full Individual Evaluations (FIE): Initial FIE: Service Providers and Harmony will complete initial FIE assessments to the greatest extent
possible. If the assessment is complete (no further face to face testing or classroom observation is required) or partially complete sufficiently to determine eligibility for one or more suspected disabilities, an evaluation report will be written, provided to the parents and an ARD will be held virtually. If Initial FIE testing cannot be completed, testing will be completed when students return to school until then no disability condition and services can be determined due to insufficient data. In such cases, RtI accommodations will be provided to initial referrals.
Three Year and Other Re-evaluations: The ARD committees will meet virtually to decide on how evaluations will be conducted and how services will be provided to the greatest extent possible.
After school facilities reopen and resume normal operation, services as specified in the student’s (IEP/504 Plan) will continue. If parents or the student’s (ARD Committee /Section 504 Committee) wish to consider the need for revision of IEPs/ 504 plans and additional services, an ARD/504 meeting will convene.

OPERATIONS
Operations & Campus Health: The Basics With the guidance of the Texas Education Agency, government health officials and others, Harmony has implemented a comprehensive plan to keep students and staff members as safe as possible during on-campus learning. The following section relates to the day-to-day operations of our Harmony campuses, including new health and safety protocols; efforts to promote social distancing; adjustments to daily routines; modified pickup and dropoff procedures; changes for bus riders (where applicable); visitor restrictions; lunchtime changes; attendance policies; and other items that might come up in a typical school day for both in-person and virtual learners. Students will be taught in smaller groups (i.e. average class size) with desks spaced at least six feet apart, or divided by partitions. When possible, students will remain in the same class throughout much of the day to prevent the potential spread of germs throughout the campus. For students taught by multiple teachers, teachers will be asked to rotate classes rather than students rotating. Students and teachers will be required to wear face masks at all times. Meals will either be eaten in classrooms or in cafeterias set up to allow for greater social distancing. Morning dropoffs and afternoon pickups will be staggered to reduce interactions among students. Parents will be asked to assist their own child exiting or entering the vehicle during pickup or dropoff, if needed. Students will go immediately to class when arriving on campus. To avoid congregating in hallways, students will not be issued lockers; all items will be kept in student backpacks. Campus visitors will be limited and must be arranged in advanced. Volunteers - including guest speakers, mentors, and college representatives - will not be allowed on campuses at this time. If a student or staff member tests positive for COVID-19 or needs to be quarantined for suspicion of exposure, the person must be be symptom-free for at least 72 hours before returning to campus. In some cases, students or staff members may have to provide proof of a negative COVID-19 test or meet other health benchmarks before returning to campus. General Operations Harmony Public Schools is planning to reopen campuses for in-person learning as soon as doing so is safe for students and staff members, and allowed by applicable community health recommendations. Administrators, staff and parents should use this guide for 2020-2021 school year. Because the COVID-19 pandemic is evolving, HPS may need to update and/or change these procedures to as the situation dictates. Please note, this guidance cannot anticipate every unique situation. Harmony will continue to consult available guidance from government agencies and other information deemed relevant to monitor the situation. Harmony will comply with applicable federal and state laws, as well as school safety and accessibility standards to address individual needs. It is important to remember the virus that causes COVID-19 can be spread by infected persons who have few or no symptoms. Even if an infected person shows no symptoms or is only mildly ill, the people they spread it to may become seriously or fatally ill. Because of the unpredictable nature of this threat, Harmony expects all employees, students and families to rigorously follow these practices. Families acknowledge that, per the Centers for Disease Control, COVID-19 is an extremely contagious disease which can lead to severe illness or death. According to the CDC, activities, including on-campus learning, may present a significant health risk in the light of COVID-19. Potential family exposure, including to non-student family members who may be high risk, is possible. By choosing the on-campus option, parents acknowledge this risk and assume all risks and financial responsibilities related to COVID-19. Families agree to pick up any children within a reasonable timeframe not to exceed 1 hour, if called to do so. Additionally, families and students agree to abide by all rules and regulations of on campus participation regardless of personal belief or opinion, including wearing masks and maintaining appropriate social distancing.
Preparation for the Opening of Campuses Harmony will ensure all staff, resources, and supplies are prepared for opening campuses, including but not limited to assigning sufficient staff to carry out reopening, ensuring proper training, and stocking inventory of necessary supplies, such as personal protective equipment (PPE). The Centers for Disease Control and Prevention (CDC) provides guidance, recommendations and resources to assist with plans and protocols for health and safety. Before schools reopen, Harmony will implement health and safety plans that include: • Ensuring adequate supply inventory (PPE, masks, face shields, cleaning supplies, hand sanitizer, etc.). • Cleaning with products approved by governing authorities and per guidelines from the Environmental Protection Agency. • Ensuring compliance with CDC, Health and Human Services, the Texas Education Agency and other jurisdictional policies. • Providing communication of procedures and expectations upon entering facilities and throughout buildings. • Custodial services company will provide daily deep cleaning of all work surfaces (including desks and chairs), high-use surfaces (door knobs, shared devices, door surfaces, etc) and sanitizing services.

General Rules • Classroom Size: When determining the number of students in a classroom group in a typical classroom space, the school must apply all three of the following factors as the guideline is provided by TEA: »» Student desks (or seats at a table if tables are used) must be placed a minimum of six feet apart at all times and in all locations within the school building such as classrooms, library, cafeteria, etc. »» No more than 22 total individuals can group in a typical classroom space (i.e., not a cafeteria, gym, library, or other larger space.) »» In the rare case where the school can’t maintain the 6-foot social distances between student desks, the transparent dividers will be used. • Whenever possible, students, teachers, and staff should maintain consistent groupings of people to minimize virus spread in the school. • Schools must stagger school start and end times to minimize the number of students during drop off and dismissal. • Class start and end times also should be staggered in the case of students traveling between classes. • Students must not be brought together in assemblies, field trips, or other group gatherings outside of their class group. In any gathering students must keep the 6 feet social distance between them. • Play time outside is allowed with social distancing at all times. • Masks must be worn at all times other than lunch. • Students will be encouraged to wash hands frequently and use hand sanitizer.

Classroom Routines Each classroom will be outfitted with the following: • Refillable alcohol-based hand sanitizer stations. • Access to disinfectant to sanitize high-touch areas and work surfaces. • Visual markers will be utilized to help students maintain physical distances and adhere to established school/classroom rules. • All students and staff will review handwashing educational videos at the start of the school term (fall and spring).
Students must: • Students are expected to observe and follow school and classroom rules while maintaining social distancing guidelines. • Upon entering the room, students should get 1 pump of hand sanitizer and rub it throroughly into their hands. Students should not use hand sanitizer on faces, clothing, or electronic devices. Students must maintain a 6-foot distance between other students when accessing hand sanitizer station. • Students will place their backpack and/or lunch kit on the floor or shelf underneath their assigned seat. • No items may be placed in cubbies or shelves in the desktop, if desktop cubbies are available • No shared items may be used in the classroom. Students must bring and maintain their own supplies including tissues, masks and mini-hand sanitizer bottles. • Students will maintain 6 feet of distance when entering/leaving the classroom and walking in hallways. • Students must wear face covering masks at all times. • Students will be assigned a seat. This seat will not be changed unless required to for conduct reasons, the student will remain in their assigned seat until the end of the school day. • Students will be permitted to bring backpacks to class as they will not be assigned lockers. Backpacks, lunch bags, and belongings must be kept at the student’s desk (under desks, hung on seat backs etc.) • After washing hands or using hand sanitizer, students should sit in their assigned seat. Students should remain in their assigned area/seat unless given permission to leave the room, or to access a hand sanitizing station, etc. • If classroom space allows, student desks (or chairs at a table, if tables are used) will be spaced at least 6 feet apart and should face the same direction. Desks should not face each other. If 6 feet of desk separation is not possible, protective barriers such as personal desk space dividers should be used. • When age appropriate, students should clean and sanitize their own work surfaces throughout the day. This includes items such as desks, chairs, shared electronic devices (if not 1:1) etc. • Students not following safe health procedures including refusal to wear a mask without a medically validated excuse note, intentionally not following the 6-foot space between other students when walking or doing work in the classroom, may be dismissed home for a quarantine period of no less than 14 days. Repeated failure to comply with COVID-19 safety precautions may result in the student being switched to online learning platforms.

Teachers/Staff must: • Teachers must wear face masks at all times. • Teachers will use visual markers and/or physical guides to remind students of distancing requirements in classrooms (tape on the floor, signs on walls, “X” on places where students should not sit, etc.). • Teachers should provide supervision of the hallways and their classroom. • Teachers should prop doors open to avoid having students touch doors or door handles and to allow for additional ventilation during class time. If increased airflow from outdoors is possible and safe, it is recommended that windows be opened for additional ventilation. • Teachers will create assigned seating arrangements to ensure social distancing. • To limit student and staff movement, supplies such as, hand sanitizer, tissues, trash cans etc. will be placed in multiple locations throughout the classroom. • Teachers will restrict student movement within the classroom such as when turning in assignments, technology access, material distribution, etc. • Teachers will ensure high-touch areas in the classroom are wiped or cleaned in between classes if the room is being used by another group of students (Only Secondary). • Teachers will teach/model expectations for safe student movement such as: how to use hand sanitizing stations, keep hands to themselves when walking to and from their desks, walking the shortest distance to their desk, etc. • Classroom hall passes or other out of class indicators will be avoided. • Teachers will transition for grade levels that are departmentalized by subject area and students will remain in their homeroom class. Alternating breaks should be given to allow for movement and stretching. • When possible and safe, the use of outdoor space for learning may be considered. • If a student exhibits or expresses COVID-19 symptoms, immediately call the school medical aide before sending them to the health office. • Chromebooks should remain in the classroom and they will be cleaned and charged at the end of the day to be ready for the next day.

School Arrival When possible and if needed, separate entrances will be utilized for different grade levels or car riders, walkers and bus riders in order to reduce the traffic and overcrowding. All staff may be utilized for duty to maintain a line of sight in hallways and distancing of hallway cohorts. Students will go straight to the classrooms set by each campus. Parents will not be allowed to walk students to classrooms.
• Temperature checks: To gain entry to the school campus, all students, staff, teachers, parents, guests, visitors, vendors, and delivery personnel must have their temperature checked upon entry at the touchless temperature check kiosk. • Assigned staff supervises student arrival and dismissal, ensures that students are wearing masks, directs students to report to assigned classrooms and encourages that students maintain desired social distance between students. • Teachers and staff will assist in monitoring students to prevent students from forming groups. • Students or volunteers will not be allowed to open doors or assist with car pool arrival. Parents should assist their own child with exiting the car. Teachers may assist younger students to open doors of the cars. • Upon arrival, students will maintain social distance and use a mask at all times while walking to and from school building entry. Parents should not leave before their student is admitted to the school building. • Student bikers will use every other space in the bike rack to keep distance when arriving at school. • Student walkers must directly come to the entrance of the school to be temperature checked and when admitted, they should report to the first class as other students. • All students will use hand sanitizer upon arrival before entering the school building. • Campuses must plan their specifics for entry, exit, and transition procedures that reduce group gatherings (of students and/or adults) in the school yard. • Parents are encouraged to talk with their child about the benefits of wearing a mask at school. • Students and staff will be provided with reusable face masks. Families will be responsible for daily cleaning and requested to supply a student face covering should the one provided by the school become unusable or lost. • Staff members will be assigned to supervise students at their classrooms for morning arrival.

School Dismissal Each campus will designate staggered dismissal groups based on grade levels. Staggering the dismissal based on grade level (or some other appropriate groupings such as car riders, walkers, etc.) will help manage student movement in the building and in the yard and decrease the risk of potential crowding outside at dismissal time. When possible and if needed, separate exits will be utilized for dismissal groups. Parents picking up students during the day will call ahead so that students can be sent or accompanied to parent vehicles upon arrival. Parents should follow campus guidance on how to pick up their child.
• School will share the daily schedule and arrival and dismissal times and procedures with parents and students. • Assigned staff supervises student dismissal either in their classrooms until the parents arrive, ensures that students are wearing masks, directs students to directly onboard to the parent’s car and encourages that students maintain desired social distance between students. • Teachers/staff will assist in monitoring students to prevent forming groups in the school yard. • Walker students will keep social distance and use a face covering while walking to and from school. • As much as possible students will be asked to avoid groups or gatherings with other students on the campus before or after school. • Student walkers and bikers will be asked to immediately leave campus and begin walking home at the end of the school day. • Parents are encouraged to talk with their child about the health benefits of social distancing. • Parents are asked to stay in their cars and to not form groups with other parents as they wait for their child to be dismissed from campus. • Parents should pick up their child immediately after classes in the case of lack of extracurricular activities or after care. • Students are not allowed to remain on campus unsupervised after designated dismissal times. The school may not have adult supervision after school hours. A student who remains on campus unsupervised after dismissal time may be subject to disciplinary action.

Hallway Routines • Students are expected to observe and follow school hall traffic flow directions (one- way or two-way) while maintaining social distancing guidelines. • Students/staff must wear face coverings in the halls and avoid gathering in groups between periods. • Visual markers and/or physical guides will be utilized to help students maintain physical distances and adhere to established campus traffic flow in hallways. • Where possible, one-way traffic flow throughout campus will be established. • In two-way traffic halls, students will walk on the far right of the hall. • Students will maintain a single line, with six feet between each individual in the line. No passing line, swapping spots in line, or walking side by side will be permitted. • Students will be permitted to bring backpacks to class as they will not be assigned a locker. • If possible it is recommended to assign a monitor to restrooms as well as hallway monitoring. • It is recommended that only one student be out of the classroom at a time. • Teachers will transition for grade levels that are departmentalized by subject area and students will remain in their homeroom class. Alternating breaks should be given to allow for movement and stretching. • Students should immediately report to their class and not wait or form groups in the hallway.
Water Fountains • Campuses will install touchless water bottle filling stations. • Students are expected to bring their own filled reusable clear water bottle to use throughout the day and take water bottles home on a daily basis to be cleaned. • Teachers will model how students should fill water bottles instead of drinking directly from the water fountains. • Teachers will ensure that students take water bottles home daily to be cleaned.

Meal/Cafeteria Routines Lunch will be served in the classrooms, however breakfast may be served either in the classrooms or in the cafeteria based on the in-person student enrollment. Cafeteria capacity will be based on current guidelines. Physical distance will be provided around each seat. Staff will reinforce social distancing and traffic patterns in the cafeteria. Hand sanitizing stations will be available at entrances and exits of the cafeteria.
Before and after meals or snacks all students and staff should: • All students are expected to either wash their hands or use hand sanitizer prior to eating. • Students will be seated according to a seating plan for students consistent with social distancing guidelines • Microwaves will not be provided in the classroom due to the opportunity for cross contamination with a high-touch device. • At this time, due to COVID-19, mealtime parents and visitors will not be permitted to visit students during mealtimes. • At the end of the day, custodial services must clean and sanitize all desk surfaces including seat, chair back, desk, and any dividers if available with soap and water or all-purpose cleaning agents and sanitizers that meet state and local food safety regulations. • Parents bringing food during the school day is prohibited. Students who forget their lunch will be provided a school meal.
Meal Service for Distance Learners Meal service for students enrolled in distance learning will begin August 17 as part of the School Breakfast Program and National School Lunch Program. Only those students enrolled as Harmony students will be eligible to participate. Meals will be available for only those days in which the curriculum is being taught. Meals are not available for weekends or holidays. Students will be charged for meals according to individual eligibility. Students begin the year on a 30-day grace period which carries over last year’s eligibility. However, parents are encouraged to submit an eligibility application through SchoolCafé to establish eligibility for the 2020-2021 school year. There will be one entree option for breakfast and lunch each day, with sides and milk included. The meal box also contains instructions for storage, thawing, and reheating the meals. Parents will pick up the meals at the school as curbside delivery on the scheduled days and times during the week. Parents will be informed by the school of the meal delivery times and days. At the designated date and time, parents will approach the pick up zone and wait for cafeteria staff to approach the driver side window. Students are not required to be in the vehicle. The parent will roll down their window (masks are required) and cafeteria staff will maintain appropriate social distance. The parent will tell the cafeteria staff the name(s) of their child(ren) then roll the window back up. The parent will open their trunk and the box of meals will be placed in their trunk. Students will be charged for meals following pickup. The first meal distribution date will be the week prior to the beginning of online classes on the weekday designated by the school.

Temperature Checks and Related Protocols • To gain entry to the school campus, all students, staff, teachers, parents, guests, visitors, vendors, and delivery personnel must have their temperature checked upon entry at the touchless temperature check kiosk. • No individual with a temperature of 100.0 or over is allowed to enter the building. • Individuals with a temperature of 100.0 or above must follow the quarantine protocol without exception. • Health staff/school principal will dismiss individuals who do not meet the guidelines. In the absence of a health staff the dean/school principal will handle dismissal. • Dismissed individuals must check in with the health staff upon return.
Before and After Restroom • All students and staff will wash hands for at least 20 seconds with soap and water. For younger students, please remind them that 20 seconds is about long enough to sing the “Happy Birthday” song twice while washing. • A monitor will be assigned to restrooms. • Only one student must be out of the classroom at a time. • Campuses are to replace manual soap and paper towel dispensers with automatic soap and paper towel units or provide access to towels without touching. • Campuses are to replace manual faucets to automatic to reduce touching to these areas.
Mask Wearing • Face masks are mandatory for all students, teachers, staff, contractors, and visitors unless they have a letter of exemption indicating a valid health condition that prevents mask wearing signed by a licensed medical doctor based in the US. (examples: tracheotomy, severe unhealed burns on face) • All staff, students, and visitors should sanitize hands before touching their facemask or their face. • Face masks may not contain: swear words, slogans, corporate logos aside from HPS logos, nudity, depictions of violence, or drug paraphernalia including alcohol or smoking. • When necessary, the teacher’s reusable face masks should be lip-reading compatible. This is a requirement if a student in the class has a known hearing deficit.

Bus Transportation Campuses that are offering bus transportation will follow these protocols. Starting at the time when students arrive at their designated bus stop and board the school bus, the safety and sanitizing protocols will need to be followed.
Parent Information: Buses may run at half capacity. Households should sit together. Although Harmony is implementing the safety protocols and disinfecting efforts, families are encouraged to drop-off and pick-up students or carpool to reduce possible exposure on buses.
Bus Arrival to the Campus • As students depart from the bus, they should immediately walk into the building and designated area for morning arrival. • Students will maintain appropriate social distance guidelines as they enter the building and report to their first classroom or designated waiting areas. • Assigned staff will supervise student arrival and dismissal, ensure that students are wearing masks and direct students to classrooms/designated waiting areas. • Staff will ensure social distancing during arrival and dismissal.
Loading and Unloading • Students will wait in the classroom/designated “pre-loading” area for each bus to arrive. • Students should practice social distancing as they approach and board the bus. • Students should NOT share food, drinks or personal devices. • Seating: Students will be seated starting from the back seats, then toward the front. • Unloading will start from the front to the back. • Students should practice social distancing and follow campus guidelines at all times. • Drivers and students are required to wear masks while waiting for the bus and on the school bus. • Assigned staff will supervise student arrival and dismissal, ensure that students are wearing masks and direct students to classrooms/waiting areas. • Staff will ensure social distancing during arrival and dismissal. • During dismissal, staff will supervise designated pre-loading areas for students waiting for the bus to arrive.

Visitor Policy HPS encourages our staff members and parents to utilize virtual meeting options to limit campus visitors. All visitors who enter the building will be required to wear a face covering and those who proceed beyond the reception area (pre-arranged and approved appointments) will follow specific guidelines for visitors.
• No parents, visitors or vendors may access the campus without wearing a mask. • Vendors and family members must have their temperature checked before entry. Any history of positive COVID diagnosis or temperature above 100.0 is grounds for denial of entry. • In the event that a face-to-face meeting is necessary, conferences with parents or family members must be scheduled in advance. Only one individual, if possible, and no additional children should be present for in-person conferences or meetings. • Meetings/conferences that are rescheduled may not be scheduled within the next 72 hrs. • Volunteers are not allowed to work campuses at this time (including mentors, college representatives, guest speakers, etc.). • Virtual tools will be used to conduct meetings such as PTA meetings, ARDs, LPAC, etc. • All visitors and contractors are encouraged to use hand sanitizer in the front office area. • If visitors have COVID-19 symptoms, or are lab confirmed with COVID-19, they must remain off campus until they meet the criteria for re-entry. • Visitors will stand behind the shield guard or other protective barrier installed at reception desks. • Any individuals permitted to proceed beyond the reception area must follow all safety and campus protocols. • Parents are encouraged to make payments online at the school website. In case of making payments on-site, parents must follow the visitor policy outlined above.

COVID-19 Signs, Symptoms, and Supports For families who are struggling with grief or stress due to COVID-19 related concerns including missed milestones or illness of loved ones, Harmony Public Schools offers licensed counselors. The symptoms of COVID-19 may appear 2-14 days after exposure to the virus. Individuals with the following self-reported symptoms should quarantine per the quarantine policy: • Fever of 100.0 • Chills • Cough • Shortness of breath or difficulty breathing • Fatigue • Muscle or body aches • Headache • New loss of taste or smell • Sore throat • Congestion or runny nose • Nausea or vomiting • Diarrhea If individuals complain of the following symptoms, 911 should be called and emergency transportation should be immediately obtained. Only adults can refuse emergency medical transport, for children displaying these symptoms parents must be on premises when EMS arrives to refuse transport: • Trouble breathing • Persistent pain or pressure in the chest • New confusion • Inability to wake or stay awake • Bluish lips or face

Individuals Displaying COVID-19 Signs or Symptoms on Campus In the event that a student, teacher, or staff member displays the signs or symptoms of COVID-19 the following steps should be taken: • The health services personnel or staff member should immediately contact the Dean in order to ensure a substitute for staff position or classrooms. • Adults with transportation should immediately collect their belongings and leave campus. • Any staff without transportation or students should immediately quarantine. »» Students should not return to the workspace. »» Students should not be left unattended. »» Quarantine space should be no less than 90 square feet. »» Hallways and entryways cannot be used for quarantine space. »» Quarantine supervising adults must wear an N95 mask and face shield. »» Family or guardian should be called for student pick up immediately. • If student or staff members display the emergency symptoms of COVID-19, 911 should be called immediately. »» Students being dismissed for the signs and symptoms of COVID-19 should be asked for a list of all individuals that they came into contact with throughout their day for at least the last 5 days. Contact with less than 6 feet of space and contact for 15 or more minutes should be particularly noted. »» Health staff or Administrator should document the student’s dismissal and symptoms in a manner consistent with the HPS COVID-19 tracking practices using the Texas Department of State Health Services COVID-19 Contact Investigation Form. »» Using gloves and Clorox wipes or cleaning supplies, the student’s workspace should be immediately cleaned by staff. »» An administrator should contact custodial services to ensure that, at a minimum, deep cleaning of the classroom and any common areas including restrooms the same night. Sterilization is preferred. »» The health staff or an administrator should contact the parents the following business day to ensure that the parent has the support they need.

Self-Quarantine Policy Anyone displaying the signs or symptoms of COVID-19 should follow below self-quarantine policy: Exposure (confirmed or unconfirmed) or Illness with Positive Testing The following criteria must be met in FULL: • at least three days (72 hours) have passed since recovery (resolution of fever without the use of fever-reducing medications); • the individual has improvement in symptoms (e.g., cough, shortness of breath); and • at least 14 days have passed since symptoms first appeared
Exposure (confirmed or unconfirmed) or Illness with Negative Testing The following criteria must be met in FULL: • Proof of 2 negative COVID tests delivered to campus health staff or registrar if no health staff is available AND • at least three days (72 hours) have passed since recovery (resolution of fever without the use of fever-reducing medications)
Exposure (confirmed or unconfirmed) or Illness with No Testing The following criteria must be met in FULL: • at least three days (72 hours) have passed since recovery (resolution of fever without the use of fever-reducing medications); • the individual has improvement in symptoms (e.g., cough, shortness of breath); and • at least 14 days have passed since symptoms first appeared.

Positive COVID-19 Test Procedures If a student or staff member has a positive test for COVID-19, or the positive symptoms of COVID-19 (sudden or recent loss of sense of taste or smell) the following steps must be taken.
Utilizing the HPS contact tracing practices, the following individuals should be contacted immediately. • Administrators and Health Staff should be notified immediately of the positive test or positive symptoms. • All families of students sharing a classroom with the positively identified individual must be contacted. Per HIPAA and FERPA guidelines no student identifiers may be used. Campus may make notifications through HIPAA compliant parent portals, email, or phone call. • Any teachers or staff who came into contact with the individual must be contacted. Per HIPAA and FERPA guidelines no student identifiers may be used. Campus may make notifications through phone call or email. • Students who shared classrooms with positively tested individuals should follow the self-quarantine policy: »» Unconfirmed Cases: In the case of an individual who has symptoms that could be COVID-19 and who is not evaluated by a medical professional or tested for COVID-19, such individual is assumed to have COVID-19, and the individual may not return to the campus until the individual has completed the same three-step set of criteria listed above. »» Suspected cases with negative testing: -- Proof of 2 negative COVID tests delivered to campus health staff or Principal if no health staff is available AND -- At least three days (72 hours) have passed since recovery (resolution of fever without the use of fever-reducing medications). »» If additional students should test positive for COVID-19, they should follow the positive test quarantine guidelines. • Health staff or Administrators should fill out and submit the DSHS COVID-19 Case Report Form via fax within 24 hours of notification of positive test. • Health staff or Administrator should contact the Director of Student Health to alert of a positive COVID-19 test for staff or students. Ms. Hale will alert necessary regional staff.
Readmittance

Campus Outbreaks If students in 2 or more classrooms have tested positive within a 5-day span, the campus should close for in-person instruction for no less than 3 full days and should ensure all areas are sterilized before any staff, teachers, or students return to the campus. Instruction will continue online during this time until it can resume on campus.
Health Office and/or Quarantine Space Procedures The Health Office and/or quarantine space must both operate by the following procedures: • Health staff, staff working as health staff backup, or staff supervising quarantining students should: »» Wear an N95 mask (required). A new N95 Mask should be worn daily. It does not need to be changed with each student. »» Wear a face shield at all times. Face shields should be cleaned thoroughly at the end of each day with hospital grade cleansers (ex. Super SaniCloth or Cavicide). »» Wear disposable gloves. These should be changed following proper guidelines after each student visit. • Health office and/or quarantine space doors should remain closed at all times. • Only one individual may be in the Health Office at any time. • Sick or ill students may not be assessed in less than 90 square feet of space. For quarantine a minimum of 90 square feet is required. And additional 60 square feet is required for each additional student in quarantine. No student may be left unsupervised during quarantine. No hallways, atriums, or entryways may be used for quarantine purposes. • Only students needing daily medications, treatments, and those with suspected illness may access the health office. • For suspected illness, teacher must call clinic first (one ill child at a time). • The Health Office and/or quarantine spaces must be cleaned after each student and at the end of each day using the following guidelines: »» Hospital grade cleansers (Super SaniCloth or Cavicide) must be utilized. »» All work surfaces, chairs, desks, door handles, sinks and faucets must be cleaned.
