THE PROCESS All solutions are tailor made depending on size, location and requirements. Our free site survey and client consultation will help us establish the right scheme for your space. 1) A Free Comprehensive Site Survey Will be carried out by a professional VCS representative to fully establish the characteristics of the facility and the location and volume of signage required.
2) Erect Signage Prominent warning signs must be present at all entrances and repeater warning signs displayed throughout the protected area. Our facilities team will erect the appropriate number of signs and maintain them throughout the term of the contract.
3) Parking Permits In order to clearly identify vehicles that are authorised to park in your car parks, all vehicles are issued with a parking permit. Guest permits are also available for visitors or temporary use.
4) Patrols/Call out Our fully trained uniformed patrol officer’s visit the site at regular timely intervals, thoroughly checking all vehicles for valid permits and/or pay and display tickets. Where alternative Terms and Conditions are appropriate i.e. No Parking At Any Time, parking permits are not required. We also operate a client call-out system whereby, you call us when a vehicle is contravening.
5) Issue PCNs to Contravening Vehicles When vehicles fail to comply with the terms and conditions, clearly stated on our signs, we will issue a Parking Charge Notice (PCN) which provides an accepted means of enforcement and lasting deterrent.
PARKING ENFORCEMENT Vehicle Control Services applies enforcement as part of a holistic approach to parking control. Our experience shows that in order to provide an effective deterrent, enforcement action must be rigorous and consistent. However, we also understand that parking is an emotive issue and must be handled in a balanced and sensitive manner.

Clamping Ban
Our primary and most effective enforcement procedure is the issue of Parking Charge Notices (PCNs). PCNs serve as an effective deterrent against a spectrum of parking infringements, whilst avoiding the confrontational aspects of vehicle immobilisation.
Due to changes in legislation, private car park operators no longer have the option to clamp or remove vehicles from private land without legislative lawful authority. The Protection of Freedoms Act came in to force on the 1st October 2012 and from this date clamping and vehicle towing on private land without lawful authority was made a criminal offence in England and Wales.
All our patrol officers receive in-depth training to ensure that enforcement action occurs only where necessary. This is supported by our industry leading Central Payments Office, a dedicated centre that offers advice, processes payments and assesses appeals on a case-by-case basis.

How Does it Work?
Managing to combine cost-savings with improved efficiencies, Automatic Number Plate Recognition is the future of vehicle management. Employed for a range of applications, from bus lane enforcement to tax disc enforcement, its application to the parking industry brings reduced man-hours, heightened security and greatly improved compliance.
ANPR cameras monitor the movement of vehicles. By logging number plate details they can be used to enforce entry and exit times on maximum stay or pay and display car parks, control barriers for secure areas or permit-holder sites and even provide analytical data on site usage. Their enforcement protocol is fully customisable and can be adjusted to enforce different regulations at different times or dates.

Our contact centre staff provide advice and information alongside processing payments and are trained in handling customer queries and complaints. In line with Approved Trade Association criteria, motorists with a grievance have recourse to a rigorous independent appeals procedure that ensures any Parking Charge Notice (PCN) can be challenged and reviewed.
The Independent Appeals Service (IAP) offers all motorists the opportunity to have their case reviewed following receipt of a rejection letter from the operator. This service is free of charge to motorists.
