L
uxury properties in the District 10 area saw some buying activity in late October. Based on URA Realis data, some owners have been willing to let go of their units at prices either on a par with, or even slightly below their original purchase prices. Property agents attribute this trend to the government’s cooling measures, such as the total debt servicing ratio (TDSR) introduced in June, as well as an uncertain global economic outlook. On Oct 28, a 2,282 sq ft, four-bedroom unit on the 16th floor at The Grange was sold for $5.7 million ($2,498 psf). It was previously sold for $5.8 million ($2,542 psf) in April 2008. This translates to a marginal price decrease of 1.7%. The original owner purchased the unit in September 2005 for $3.46 million ($1,514 psf). Meanwhile, a 2,293 sq ft, four-bedroom unit on the 10th floor at the same tower of The Grange was sold on Oct 17 for $5.55 million ($2,421 psf). The unit last changed hands for $5.25 million ($2,290 psf) in 2009. In 2008, it fetched $5.8 million ($2,542
psf) in a sub-sale. Located at 1 Grange Garden, off Grange Road and right behind the upcoming Orchard Boulevard MRT station, The Grange is developed jointly by MCL Land and Wing Tai Holdings. The freehold property comprises just 95 units, and was completed in 2008. It offers three-bedroom apartments of 1,744 to 2,077 sq ft, four-bedroom apartments of 2,282 to 2,303 sq ft, as well as penthouses of 4,381 to 4,435 sq ft. The Grange was launched in mid2005 at about $1,400 psf. “Some owners of The Grange are likely to own a few other properties. With the debt servicing ratio affecting their multiple property investments, they might find it more difficult to service their home loans,” says a property agent who declines to be named. The agent is marketing a four-bedroom unit at The Grange. He adds that rental demand in the District 10 area is also slowing. “Multi-national corporations are cutting back on their headcount. With tenants moving out, landlords will have to fork out their mortgage repayments from their own pockets for a few months before a new tenant moves in,” he says. To minimise their losses, owners may have to sell their units at the market price or slightly lower, he points out. Meanwhile, at the St Regis Residences on Tanglin Road, a 2,142 sq ft unit with three bedrooms changed hands for $5.2 million ($2,428 psf). It was first transacted in November 2006 for $5 million ($2,338 psf). This translates into a marginal appreciation of just 3.8%. However, the other transaction this year at the 999- year leasehold St Regis Residences saw price reductions. In September, a 13th floor unit was transacted at $6.8 million ($2,468 psf). This compares with its initial purchase price of $7.9 million ($2,867 psf) in December 2006, translating into a 13.9% decrease. Completed in 2008, the 173-unit St Regis Residences is developed by City Developments, Hong Leong Holdings and TID Pte Ltd. The twin 23-storey towers are located behind the 299-room St Regis Hotel, which fronts Tanglin Road. Typical units at St Regis Residences are sized at 1,507 to 1,647 sq ft for three-bedroom units and 1,960 to 4,069 sq ft for four-bedroom units. When St Regis Residences was first launched in mid-2006, the initial selling prices averaged $2,500 to $2,600 psf. Many units were sold at prices above $3,000 psf in 2007, during the peak of the market. The all-time-high price for a unit at St Regis Residences was achieved for the sub-sale of a 6,017 sq ft, duplex penthouse unit for $28 million ($4,653 psf) in May 2007. Amid the sell-down, some units at Ardmore Park Condo seem to be bucking the trend. On Oct 20, a 28th floor unit in one of the three towers of the property was transacted at $10.5 million ($3,640 psf). It previously changed hands for $4.8 million ($1,664 psf) in February 2002, which means the unit’s price has more than doubled over the past decade. The original purchase price of the unit in July 1996 was $6 million ($2,070 psf). At $3,640 psf, it is the second highest price psf achieved at Ardmore Park, with the highest being $3,688 psf for a 27th floor unit in another tower, which was sold in January 2010. Two other 28th floor units in two different towers achieved an identical price of $3,640 psf in February, according to caveats lodged with URA Realis. The 330-unit Ardmore Park, which has three 30-storey towers, contains only four-bedroom units sized at 2,885 sq ft, while pent-

houses are 8,740 sq ft each. The towers sit on a sprawling eightacre (348,480 sq ft) freehold site, which means the project can accommodate full condo amenities such as two tennis courts, two function rooms, a multi-purpose court, an Olympic sized swimming pool, and large well-landscaped communal gardens. Despite being 12 years old, Ardmore Park continues to be sought-after by expatriate families, says Lyndy Sze, a senior group associate director at Orange Tee, owing to its generous and functional apartment layouts and the facilities. “In the Orchard area, a condo with a large land plot is rare,” says Sze, who is marketing a four-bedroom unit at Ardmore Park. “Tenants are expats with families of two to three children, so they prefer the full facilities,” she says. Developed by Wheelock Properties, Ardmore Park was launched at the peak of the last property boom in the mid-1990s, at prices ranging between $1,800 and $2,000 psf. Prices at Ardmore Park have held up since, and have been used as the yardstick for other luxury condos in the prime districts over the years. Its success was followed by the launch of the 118-unit Ardmore II in July 2006, which was completed in 2010. Ard-
more II also has exclusively four-bedroom units, which are sized smaller at 2,024 sq ft each. The project was launched towards the end of 2006 at an average price of about $2,300 psf. Prices there hit a high of $3,599 psf in a sub-sale in August 2007. The most recent transaction at Ardmore II was the resale of a 23rd floor unit in one of the two 36-storey towers for $5.97 million ($2,950 psf). The unit last changed hands in a sub-sale in 2007 for $5.9 million ($2,916 psf). Prior to that, it fetched $4.718 million ($2,332 psf) in November 2006. The upcoming Ardmore 3 is a 36-storey tower containing just 84 units, mainly three-bedroom apartments of 1,800 sq ft each. Construction of the project is underway, and scheduled to be completed sometime next year. According to Wheelock’s 3QFY2013 results on Nov 11, three units have been sold to date at an average price of $3,158 psf. Most buyers of the units at Ardmore Park are Indonesians, says Sze. The TDSR and additional buyers’ stamp duty may have reduced the pool of buyers, but interest in prime properties remains keen. “Buyers are just a lot more selective. But they will still part with their money if E they really like the property,” she notes.
