Uphold Constitutional Honour

T

he Goa State Election Commission has evinced its desire to hold elections to 190 panchayats in Goa on 21st May this year. The last elections to the panchayat bodies were held on 16/05/2012. In furtherance of this, the GSEC has moved the Chief Secretary’s office for validating this plan. However, it is learnt that the Chief Secretary’s office has kept the official assent to this on hold, till the results of the recently held elections, which will happen on 11th of March. It is rather preposterous of the GSEC to have moved ahead in making plans for the elections for the panchayat bodies, in the first place. It will not be wrong to attribute malafides if the caretaker government headed by Laxmikant Parsekar has engineered this motion. When elections were called for the state, it should have been the bounden duty of the Chief Minister to tender his resignation and allowed the Governor to issue an order to make him continue as a ‘caretaker’ Chief Minister of the state. Needless to mention, that it is the convention and in good practice, that other state officers who have been appointed by the Chief Minister to various posts or as chairpersons of various state-run corporations, should also tender their resignations. Otherwise the casual reference to ‘free and fair’ elections in the state becomes more of a lip service than intent of constitutional probity. Although there is no clear reference of a ‘caretaker government’ in our Constitution, courts, while examining the scope and powers of the same, take recourse to the Westminster principles. In sum and substance, the office of a caretaker Chief

Minister is only to facilitate the day to day functioning of the state administration. The Governor invites the outgoing Chief Minister to serve as the caretaker of the state administration, in the interim, before a newly elected legislative assembly assumes office. There is a clear cut embargo on the caretaker not exceeding his brief and indulging in taking policy decisions and other functions that go beyond his call of day to day functioning of the state administration. In a curious case, Laxmikant Parsekar did not tender his resignation or ask the Governor to dissolve the House before he went to the hustings. This has given rise to another Constitutional conundrum. According to Article 174 (1) of the Constitution of India, The Governor shall from time to time summon the House or each House of the Legislature of the State to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session – which means there should not be a gap of 6 months between two Assembly Sessions. The last Assembly Session ended on 31/08/2016 and therefore the next session of the Goa Legislative Assembly has to be convened before 28th of this month. The results to the elections for the Legislative Assembly will be declared only on 11th of March; and it is impossible for the Legislative Assembly to be convened before the desired date. The option before the Governor, is to dissolve the Assembly formally and leave no scope for any constitutional aberration. It is unbecoming of senior politicians to blame the

am shocked,” said a visibly hysterical Fiona MacKeown, after the Children’s Court had, last September, acquitted two men accused of drugging and sexually abusing her teenage daughter Scarlett Eden Keeling, who was left to die on the Anjuna beach eight years ago. “It was quick and I am shocked. I was not expecting acquittal. I was expecting conviction. I will challenge the order,” Fiona MacKeown had told reporters outside the court hall after Goa Children’s Court Judge Vandana Tendulkar let off both the accused Samson D’Souza and Placido Carvalho in the high profile death case, which had dented the image of Goa, globally After Scarlett’s death in February 2008, Fiona had lived in Anjuna for a couple of weeks trying to piece together the evidence in the case. “We had been waiting all this time and it’s just rubbish. India’s whole judicial system has totally let me down,” she told reporters. “It took a huge effort for me to even get the police to register a complaint,” she said recalling her struggle to get justice for her 15-year-old daughter. She alleged that the Goa police was not interested in prosecuting the killers of her child. “It is clear that they (investigating agencies) are either incompetent or corrupt. I don’t believe they are incompetent. And all I can say is that if any international tourist comes to Goa and gets murdered, they have no hope for justice in this system,” she had said. All that seemed to have changed unexpectedly. The Central Bureau of Investigation has preferred an appeal before the Goa bench of the Bombay High Court, against the September judgment. This case seems to be far from over suddenly. Given India’s infamously meandering justice delivery system, the Scarlett Keeling case continues to drag on for almost a decade, delayed by frequent changes of judges presiding over the case and prosecutors conducting the trial, shoddy investigation on part of the State Police and alleged tampering

Fifteen year old Scarlett Keeling, from Bideford in Devon UK, had been on a six-month holiday with family in Goa. While the rest the family were travelling in the nearby state of Karnataka, Scarlett had stayed in Anjuna with Julio Lobo, a tour guide. On the morning of February 18, 2008, the Goa Police had found Scarlett’s semi-naked body on the shores of Anjuna Beach with evidence. All along, however, the victim’s mother, Fiona MacKeown, has been tirelessly fighting for justice and an answer to her daughter’s murder, while even enduing a fair share close scrutiny of a questionable lifestyle and tasteless coverage in a Bollywood film. Fifteen year old Scarlett Keeling, from Bideford in Devon UK, had been

on a six-month holiday with family in Goa. While the rest the family were travelling in the nearby state of Karnataka, Scarlett had stayed in Anjuna with Julio Lobo, a tour guide. On the morning of February 18, 2008, the Goa Police had found Scarlett’s semi-naked body on the shores of Anjuna Beach.

Getting on with the investigation, the police after the first autopsy, said Scarlett’s death was a case of accidental drowning, despite the pathologist who carried out the autopsy hinting at a fair chance of this being a homicidal drowning. Eyewitnesses reportedly stated that they had seen Keeling, at a local shack at the beach, in the company of Samson D’Souza and Placido Carvalho. According to Murli Sagar, one of the key eyewitnesses, Keeling was allegedly forced into taking drugs by the two accused, Samson D’Souza and Placido Carvalho. British eyewitness Michael Mannion, in his statement too, said he saw the accused D’souza “lying over Scarlette” and fled the scene having panicked. “The case depended on Michael coming forward and giving an official statement. He promised over the years he would. He’s spoken about witnessing the attack many times but backed down at the last, critical moment.He’s a despicable coward and he’s let Scarlett down. I hope he can’t live with himself,” Fiona MacKeown had said. Unconvinced, MacKeown, demanded for a second autopsy after which more wounds were recorded as opposed to the initial report in the first autopsy, and the case was deemed as a homicide. MacKeown’s push for a second autopsy also led to further revelations of substance abuse like cocaine and LSD in the teenager’s body, along with evidence of sexual assault. By the end of March, the accused Samson D’Souza and Placido Carvalho were arrested after eyewitnesses testified against the duo’s involvement with Keeling, the night before she was found dead. On June 5, 2008 the case investigation was transferred from the State Police to the CBI. MacKeown refuted questions by the police on her negligence as a parent for having left her daughter in Goa, saying she left her daughter with trusted people whom she knew quite well. In a statement she admitted, “He may have been involved (in Scarlett’s death), but I don’t think he was the only man. “She was seen with more than one man that night. I think it would take more than one man to do that to her.”


COVERSTORY Amongst the many questions shot at Scarlett’s character, what brought more light to the issue was Scarlett’s diary that pointed out experiences of her life before reaching India and during her stay in Goa. Though Fiona refused to let Scarlett experiment with drugs previously, the diary highlighted that Scarlett had used hallucinogenic drugs and gotten drunk at a farewell party she had attended in Devon before her visit to India. The diary also revealed that she had been sexually intimate with someone in Britain and the tour guide Julio, whom she stayed with while in Goa. The diary becomes progressively darker as Scarlett’s state of mind appears to deteriorate. Her last entry, entered besides a doodle of a hangman writing, “I rele rele don’t know what to do. I wish something big would happen to make my decision final.” More than eight years later, the Goa Children’s Court was set to pronounce the much anticipated verdict on the case hinting at justice that MacKeown had so relentlessly fought for. The case however, took an astonishing turn when the accused Samson D’Souza and Placido Carvalho were acquitted by the Goa Children’s Court Judge Vandana Tendulkar at the end of a trial. The verdict was pronounced after the witnesses involved, who had earlier testified against the accused, failed to stand by their statements made at the trial, and material evidence provided too, stood short. The accused had been charged with culpable homicide not amounting to murder, sexual abuse and drugging despite the evidence supporting drug allegations and abuse. Though there was obstruction to vital evidence that could have supported the case, no convictions were made against any for destruction of evidence. After the proclaimed judgment, the Goa Children’s Court had

Outraged at the judgment passed, MacKeown called on the judge to make public her reasons for acquitting the men, saying “I’d really like to see the judgment. I’d like to see what the judge has to say for herself. I’d really like to see her reasons for acquitting them on everything after the statements clearly said we know about the drugs. So many witnesses said about the drugs, I thought she’d have at least charged them with that.” MacKeown, had been outspoken about the State Police handling of the case, saying she believes police

The present criminal justice system has failed.” After nearly eight and a half years of futile wait for the truth, MacKeown in a letter addressed to Prime Minister Narendra Modi, requested his intervention in the case through a reinvestigation by a Special Investigation Team. She mentions in her letter which she later made public during a press conference, “The local fishermen informed me (then that) she was murdered by a drug mafia in Goa, but as this drug mafia had strong connections with local police and politicians, it would be pointless for me to approach the criminal justice system.” Advocate Vikram Varma, representing Fiona, said they request the Prime Minister to intervene and set up a SIT or an equivalent agency to reinvestigate the case. The Central Bureau of Investigation has recently

announced its decision to appeal to the High Court against the acquittal of Samson D’Souza and Placido Carvalho who were alleged to have plied Scarlett with drugs, raped her and left her unconscious on the Anjuna beach in Goa where she subsequently drowned. The CBI’s petition challenging the verdict has stated that “The Special Judge had not applied her judicial mind, both on the points of law and on facts of the case. The Judge has wrongly come to the conclusion that there was a delay in recording statement of the witnesses.” Followed by the constant disruption while providing evidence, and the unconvincing judicial process, Fiona MacKeown, Scarlett’s mother, said “I am energized every time things start up cbi’s grounds for appeal

again, but I’m exhausted by it all. I want it to be over. I want the courts to do the right thing and investigate this properly. I want to know who murdered Scarlett and why, but I don’t believe that will ever really happen,” she admitted. “What I hope will happen is just to know that some justice has been served, so the life of the rest of my family can get back to something like normal.” The High Court still has to take its decision on whether the appeal should be admitted or not; nonetheless, Vikram Varma, Fiona MacKeown’s advocate has shown confidence in the approval of the petition and also mentioned that he is very hopeful of the petition and the conviction of the two men, as the CBI wouldn’t have applied for the appeal if there wasn’t a good chance of success. He admitted that, “I do think there’s a good chance of us getting a conviction of culpable homicide not amounting to murder against both men but we cannot hope to get a conviction of murder; substantial evidence was destroyed and there was conscious delay in handing over the investigation to the CBI. The criminal justice system consists of many cogs and wheels, anyone of which can subvert the entire system. This has been such a case so far.” The continuing fight for justice for the past eight years has left Fiona helpless, “I’m verging on bankruptcy, going back and forwards to India,” MacKeown added. “I’m in all sorts of financial trouble, but can see the difference it makes to my case every time I’m present. My presence gives energy to the hugely supportive press there, and that in turn puts pressure on the government and the whole judicial system.” The case, since 2008, has drawn international attention to the Goa tourist ‘haven’, nudging the state’s concern for safety of its tourists and the questionable security of women in the country.


Panchayat Elections to be scheduled on May 21

anchayat polls in Goa will be held on May 21. Goa State Election C om m i s s i on’s (GSEC) date proposal comes as the five-year term of 189 Panchayats is slated to end in May this year. The next government of Goa will take the final call on the date following the March 11 results. Goa has 190 village panchayats. In 2016, a new panchayat was formed in Quelossim, separating it from Cortalim. “The five-year-term of the village panchayats ends in the last week of May and as per the Constitution, we have to conduct the elections before the term ends. We have proposed May 21 as the day to hold the elections,” State Election Commissioner R K Srivastava informed in a media address. Srivastava added that a decision on the proposal would be taken by the new government which will be formed after March 11. Goa Forward Party, in its press brief, has issued

Parsekar confident of retaining his position as Chief Minister

axmikant Parsekar has declined to dissolve the state legislative assembly and has maintained that he would attain his position as Chief Minister even after polls. As per Article 174 of the Indian Constitution, the state legislative assembly should meet at least once in every six months, failing which the Governor has to dissolve the legislative assembly. As the model code of conduct was imposed, the Governor could not summon the Assembly Session which was due before February 28. CM Parsekar said, “Though there is restriction on the government, the

administration has continued its work. It won’t be a big challenge to place the budget before March 31. The new CM gets 15 days before it,” he said. Regarding the upcoming Budget Session, Parsekar said it would not be difficult to table the Budget before March 31 as the respective departments are

already working on compiling their work. The Central government was early by a month to present the Union Budget. “The government continues to function, the cabinet also continues to exist but we are not holding any meetings as we can’t take policy decisions,” Laxmikant Parsekar said. Election results will be out on March 11. Government has also informed that all pensions and fund for social welfare schemes are getting released as per schedule. However the state government has barred new sanctions for the month till new government is in place.

Poll expenses in Goa stay moderately low

s per the information released by the Election Commission of Goa, it is noted that most of the candidates have failed to utilise the poll funds and election expenses has stayed moderately low. Election commission had prescribed a limit of `20 lakh for the polls; however expenditure for most candidates remained at 5% to 35%. Candidates have submitted their poll spending from January 1 to February 1 to the Chief Electoral Officer. Forest and Environment Minister Rajendra Arlekar has shown the least spending at `78,647. While Cumbharjua MLA Pandurang Madkaikar spent the highest at `6.23 lakh.

Followed by Rohan Khaunte whose poll spending stood at `4.16 Lakh. Pratap Singh Rane spent third highest with an expenditure of `3.72 Lakh. BJP MLA from Calangute constituency Michael Lobo who had declared highest asset before the polls, spent `3.23 Lakh on his campaign. St. Cuz MLA Atanasio Monserrate declared his election expenses

at `1.48 lakh. Expenses of Chief Minister Laxmikant Parsekar stood at `2.18 Lakh According to State Election Commission, South Goa candidates and few from North Goa have not declared their poll expenses as yet. As per reports, no candidate could touch the halfway mark of the prescribed EC limit on poll spending.

Electricity Department threatens to cut power supply of Panaji market

I

n a latest move, State Electricity Department has threatened to disconnect power supply of Panaji market complex over unpaid dues of `3.12 crore. The Corporation of the City of Panaji has failed to pay electricity dues since October 2015. CCP officials have pointed out that power bills should be directed to Goa State Infrastructure Development Corporation (GSIDC) as its

named same. CCP officials stated that GSIDC had applied for water and electricity connections for the municipal market complex and thus the bills continue to come in GSIDC’s name. The Electricity Department has issued a warning – where failure to pay dues within 7 days will lead to disconnection. Aggressive Election Commission ensures a record turnout T he election fever in Goa has ended on a high note, registering a record voter’s turnout. The Election Commission left no stone unturned to reduce the regularly practiced Poll malpractices. EC managed flying squads, quick response teams, expenditure monitoring groups, video surveillance teams and the state police were proactive on duty. Apart from that, there were statewide election awareness teams having several brand

ambassadors to promote the cause. All these has come with a cost, a total expenditure which has almost doubled from the previously held Atate

Assembly Elections (2012). The statewide campaigns organised by the Election Commission stressed on getting maximum

participation from the first time voters. Campaigns were run on social media and colleges to ensure that. While pens were distributed to first time male voters. Even more importance was given to the first time women voters, wherein they were handed a pink teddy on voting from the exclusive pink poll booth present in each constituency. “As a trend, our pink polling stations got 2% more voting than the average polling rate in all the other regular polling booths. Rising crimes against women and the matters that landed their families into crisis have resulted into generation of antiBJP sentiments,” said AICC Secretary, Girish Chodankar. “It sounds so cheap to hear that women would vote for any particular party for a paltry sum of `1,500. The women in Goa are educated, independent and have their self-respect,” the Congress leader said. Last year was the first time Difficult Dialogues took place. How was it different from this time? The first year is always a bit tricky. Learning from the past, we have decided to bring all the stakeholders under one roof. The methodology of doing an event is different. We had asked a white paper from all the panelists to give them the right people to be effective, but some haven’t arrived yet. It has had a tremendous effect on the people that were here, it had a great impact on them. This time, policy makers have been included in the discussions. Rather than have them given a white paper, we decided to have them there. Conversations will start right here. What do you hope to achieve by bringing together so many different aspects from civil society to discuss India’s health? My experience of working with NGOs spanning over 20 years has given me a deep understanding of the pressing need to work with policies. Brilliant ideas fall short at the formation, implementation and dissemination stage. Difficult Dialogues is endeavouring to provide a common platform to bridge this very gap between policy makers and NGOs involved with implementation, by bringing them together to arrive at a common ground. Why is ‘Health of the Nation’ a topic of discussion? Topics such as gender, education, law and health affects us in many ways, and all fall under the health of the nation. Although they come

after food and shelter, we need to bring this out to the public to understand this and have the government give it to us. What kind of issues are you trying to tackle? We are trying to tackle the most important issues, law, education and health – sort of our fundamental rights. What is the aim of the conference? The aim is to bring about change in the legislation and policies by linking the

They need to be talked about and worked on, to bring about a change. We will have panel discussions and workshops, so everyone can take part, share, and discuss and have the government

give everyone equal access to lawyers, doctors, health and education. What kind of people would be speaking and sharing at the panel discussions? Though the first edition had people share their experiences, this year, over 20 ASHA (accredited social health activist) workers from Ranchi and youth workers implementing government health policies will be included in the deliberations. Also, Vikram Patel, faculty at the London School of Hygiene and Tropical Medicine will be there, mental health activist Ratnaboli Ray, founding editor of The Wire, Siddharth Varadharajan, and Manisha Koirala, the actress who is also a cancer survivor, will be there at the discussions. Why does South Asia need a forum such as this? Because there is no collaborative forum for South Asia that focuses on single issue topics. Some countries in the region have found solutions to health issues; whereas others are lagging behind. As countries facing similar obstacles and constraints, we must work together to share best practices and formulate optimal policies. What do you plan to do in the future? Difficult Dialogues has committed to working with partners in Goa and the UK for the foreseeable future. We tackle a different topic every year, and next year, we will return to the International Centre Goa to discuss gender in South Asia. We are currently working to make sure there is a panel discussion with high level representatives from every single country in South Asia. We will continue to grow in influence, both in terms of the stakeholders we work with, and the regions that we involve in the forum. Sandesh Kadur (13 Feb) National Geographic Explorer and Wildlife Photographer, who is known for his award-winning wildlife documentary films and photography books which expose the dire need to conserve threatened species and habitats from around the world. His wildlife themed documentaries have been aired worldwide on the BBC, Discovery and National Geographic networks. A Fellow of the International League of Conservation Photographers (ILCP), his photographs have been published widely in a number of books and magazines. Over the years, Sandesh’s work has garnered recognition and many awards including the CIWEM Environmental Photographer of the Year, Nature’s Best Photography Award, and International Conservation Photographer Award.

As a guest speaker at this edition of the DD Kosambi Festival of Ideas, Sandesh Kadur will talk about “India’s Mountains of Life”. Dr. Shubha Tole (14 Feb) is an Indian neuroscientist, and Principal Investigator at the Tata Institute of Fundamental Research, Mumbai. She is famous for having discovered a gene that is crucial to the proper formation of the hippocampus, amygdale, and cortex of the brain, winning the Infosys Prize in the Life Sciences category in 2014. Tole’s work does not end in her lab, she is dedicated to fostering an appreciation and application of the sciences among students through public outreach talks, posting about scientific issues and topics on the internet, and mentoring pre and post – doctoral students. Prof. Sugata Mitra (15 Feb) is Professor of Educational Technology at the School of Educational, Communication and Language Sciences at Newcastle University, UK. He conducted the Hole in the Wall (HIW) experiment, where, in the year 1999, a computer was embedded within a wall in an Indian slum at Kalkaji, Delhi and children were allowed to freely use it. The experiment aimed at providing that kids could be taught computers very easily without any formal training. Sugata termed this as Minimally Invasive Education (MIE). The experiment has since been repeated at many places. Dr. Sugata Mitra will deliver the lecture on “The Future of Learning” at this edition of the festival. Vikram Patel (16 Feb) is a Professor and Welcome Trust Principal Research Fellow at the London School of Hygiene and Tropical Medicine. He will join Harvard Medical School as the Pershing Square Professor of Global Health in April 2017. He is Joint Director of the Centre for Chronic Conditions and Injuries at the Public Health Foundation of India and is a co-founder of Sangath, and Indian NGO which won the MacArthur Foundation’s International Prize for Creative and Effective Institutions in 2008 and the WHO Public Health Champion of India award in 2016. Having achieved financial success in his 40s, Jack felt the need to change his direction in life and give back to humanity. He discovered that toilets were often neglected and grew concerned that the topic was often shrouded in embarrassment and apathy, talking toilets was taboo. In 1998, he established the Restroom Association of Singapore (RAS) whose mission was to raise the standards of public toilets in Singapore and around the world. At the finale of the DD Kosambi festival Jack Sim will deliver his lecture on the subject “Creating a Global Movement for Sanitation”. 4th Edition of the Goa Triathlon 2017

nduro Sports Goa, trailblazers of India’s finest endurance events in aid of COOJ mental health foundation, announces the 4th edition of The Goa Triathlon that will take place on the 12th of February 2017. This event, which has gained immense momentum over a period of time, is set to attract close to 500 athletes, both beginners and professionals from India and across the world. A triathlon is a multiplestage competition involving the completion of three continuous and sequential endurance disciplines and involves swimming, cycling, and running in immediate succession over various distances. The Goa Triathlon is the only Triathlon event in India to include an open water sea swim as well as a cycle and running course closed off to vehicular traffic. From having around 100 participants in the first edition, to having crossed 500 registrations this year, the Goa Triathlon is lauded by present and former athletes as one of India’s best Triathlon events. The 40 km bicycle course starts off flat around the Goa University road circuit, before getting to a small incline and then taking the athletes through a series of curves and loops along the beautiful Bambolim plateau which is also the setting for the 10 km run that concludes the race. Each category, Super Sprint, Individual and the Individual Olympic team, has winners awarded in the first, second and third place. A special prize cash prize is also awarded to an All Women’s Team. “We are extremely excited to welcome triathletes from across the world and show them true Goan hospitality. Opening on 18 February 2017, this vibrant and emotive suite of works promises to engage viewers with several lines of thought that reflect on patriarchy, consumerism and the impact and opportunity costs of the pervasiveness of the internet in our lives. Developed over a period of two years, this suite of twenty five works are striking, witty takes on the several serious and controversial issues that plague India and the world at large today. The exhibition continues through to the 4 March, 2017. Praveen, a graduate in Visual Art from Goa College of Art, has been part of several groups and solo shows in India and Germany. His recent and most noteworthy exhibitions are The Unbearable Lightness of Being at Kala Academy Goa in 2012, Bioscope at IFFI in 2013, Kama, Interrupted at Gallery Gitanjali in 2015 and Pushing Boundaries in Bonn, Germany of the same year. He hits the nail on the head by critically and truthfully addressing burning issues, illustrating cultural and religious conflicts as well as political and economic policies in which people are often marginalized and question their identity and place of belonging.

Naik questions and thereby raises awareness on the issues of marginalization, domestic violence, lack of respect for women, gender inequality, religious and cultural clashes and tension between modernity and tradition. His desire to break free from conservatism and sociocultural constraints are evident in each and every painting.

The Ketevan World & Sacred Music Festival combines musical traditions from different eras from the East and the West. This is a melodious project of musical and artistic coexistence: a space where the language of music becomes a bridge to connect and foster dialogue among cultures. The Ketevan Festival offers concerts, workshops and conferences with artists from

several traditions around the world: Western Classical, Carnatic, Christian, Sufi, Hindustani, Jewish and many more. It is an eclectic and vibrating experience of music, ethnicities and traditions, where past and present become one to propitiate coexistence between cultures. The Festival was born to inspire a place of artistic, educational, spiritual and

musical dialogue. At the staged concerts, artists can share their art with their contemporaries from other traditions, to develop the idea of the artistic blending, as an engine of cultural, social and human coexistence.

In the first weekend, The Ketevan World Music Festival will have interreligious musical dialogues by Ignacio L. Monteverde and Ahmed Mukhtar with a performance By Ustad Chote Rahmat Khan. The evening will

include music performances by Vandalia from Spain, St. Ephraim Choir from Hungary, Goa University Choir, and conductor Santiago L. Girelli, and Marialena Fernandes & Trio. Kantata Ketevan (World Premiere) presents a Cantata specially composed for the Ketevan Festival by the 2017 resident Composer, Maestro Vasco Negreiros (Portugal). This original piece combines a baroque ensemble, with an Indian Ensemble, Choir, and Soloists. Concerts and activities like a Musicology Symposium, Social and educational concerts by the Ketevan Music Academy, and Viola Da Gamba & Traverso follow through the following week on 13th, 14th, 15th, and 16th of February.

14th edition of the ‘We Care Film Festival’

Disability Rights Association of Goa (DRAG) in association with Brotherhood New Delhi organized the internationally travelling We Care Film Festival on disability issues in various schools and colleges in Goa from the 6th to the 11th of February 2017, to sensitize school and college students on disability issues. The Festival is an advocacy tool that seeks to bring about attitudinal and behavioural changes in approaches to disability, promote the inclusion of people with disabilities, and rid people of misconceptions, myths and prejudices surrounding disability issues. The film festival was held all across the state at Ravindra Bhavan, Margao, GVM’s GGPR College of Commerce & Economics, Ponda, Don Bosco Complex, Quepem, St. Xavier’s College, Mapusa, Ravindra Bhavan, Sankhali and Sant Sohirobanath Ambiye Government College of Arts and Commerce, Pernem. Rajendra Talak was the chief guest for the inaugural function of the film festival.

Addressing the gathering Avelino de Sa, President of Disability Rights Association of Goa (DRAG) said “The purpose of the film festival is to make people aware of the capabilities of persons with disability and to change the myths and misconceptions in society about them. Satish Kapoor, Founder and Director We Care Film Festival and Anuradha Joshi, State Disability Commissioner were also present for the inaugural function. Krishna Shetye, Rev. Fr. With over 900 short films and documentaries concerned with disability, including more than 100 award winning films from across the globe, the film festival has reached out to more than 1.5 lakh audiences at over 160 venues in India, Mauritius, Dubai and France. The festival has also travelled to Iran in December 2015. Brotherhood, New Delhi brought the festival to Goa in association with its founding partners – the United Nations Information Centre for India and Bhutan (UNIC), the UNESCO, the National Trust and educational partner Apeejay Institute of Mass Communication since 2003.

The Pop-Up Bizzare Bazaar

The biggest HOG makes its way to Goa Harley-Davidson India is all set to host its biggest HOG Rally from February 16 to February 18, 2017 in Goa. The rally continues to evolve and curate exciting experiences for the growing community in the country, with around 3000 HOG members from 26 chapters expected. Setting the tone for the five year celebration of the rally in Goa is India’s leading comedy rock band Vir Das’ Alien Chutney. Promoting the leisure motorcycle culture in the country, this year too, the rally hopes to draw biker enthusiasts who are passionate about motorcycling and the brand. Every year, the chapters in the country organize multiple events and ride out to various far flung locations in the quest for the coveted ‘Chapter of the Year’ trophy reserved for the most active Chapter, and for the most active Chapter and for the collective effort and contributions made by

The Big 5 riders’ descend Five HOG rallies are held every year in India, four zonal rallies – Western HOG Rally, Eastern HOG Rally, Northern HOG Rally, Southern HOG Rally and one National rally – HOG India Rally. Bikers who complete all five national rallies receive a title of ‘BIG 5’. Nationally, the HOG Rallies have witnessed riders from across the country, driven by the spirit of biking. HOG members can also compete in the Custom Champion Contest to display their customization skill. This year, 130 members out of the strong 12000 HOG members in India have completed the big five. The Triple Five have arrived – if Big Five wasn’t enough, 8 HOG members are on their way to join the ‘Triple Five’ honor. All these riders from across India have covered 1 lakh plus kilometer individually on their Harleys.

he eleventh edition of the Reira Group Football Tournament, kicked off with the inaugural match at Saligao played between CDJ Ribandar and Holiday SC Arpora.

The guest of honour for the tournament was Director of Classic Squares, Oswald De Melo, who inaugurated the tournament that has grown to become an annual fixture.

Also present at the kick-off ceremony was President of Saligao Sporting Club, Tony Remedious along the Director of Reira Group, Darryl Pereira and others. A total of

The tournament is organized annually by the Saligao Sporting Club in association with the Reira Group. The following weeks will see local football teams from across the state, battle it out. The Reira Group Soccer Tournament is an annual sporting event held in the village of Saligao. The initiative is part of Reira Group’s constant commitment to supporting local Goan talent in the field of sports, as it has been doing so over the years.
