MOMENTS FROM AMERICA’S HISTORY - THE VFW voice in accomplishing much for veterans. Chief among them include: establishing the Veteran's Administration (VA), creating the GI Bill for the 20th century, the development of the national cemetery system and the fight for compensation for Vietnam veterans exposed to Agent Orange and for veterans diagnosed with Gulf War Syndrome, the passing of a GI Bill for the 21st century, expanding educational benefits to America's active-duty service members, and members of the Guard and Reserves fighting in Iraq and Afghanistan, and improving VA medical centers services for women veterans. The VFW helped to fund the creation of the Vietnam, Korean War, World War II, and Women in Military Service memorials, and it also contributed to building the new Disabled Veterans for Life Memorial, which opened in November 2010. The VFW mission is to "honor the dead by helping the living." Today's 2 million strong VFW membership and its Auxiliary donate millions of volunteer hours in community service, from working in blood drives to funding college scholarships. They also promote citizenship, patriotism, and interest in American History through school programs, essay contests, and education about the American flag. I was honored to be a participant in one of

their essay contests (Voice of Democracy) when I was a high school senior. My father was a disabled veteran of World War II, so my motivation and pride were rooted in great part in his service and through his membership in the VFW. Today, the VFW remains in the fight for America's veterans and their families through important issues such as reducing

By Jeff Olson America is a nation which has faithfully and consistently recognized and honored her veterans throughout most of her history, with some but few exceptions. Besides special days of observance such as Memorial Day and Veteran's Day, there are also organizations which year in and year out have been dedicated to our veterans and have provided an important service to these special Americans whom we must not forget or neglect. One such organization is the Veterans of Foreign Wars, or VFW. The VFW was organized in Denver, Colorado 105 years ago this week, on August 18, 1913. However, its roots can be traced back to 1899 when the veterans of the Spanish-American War (1898) and the Philippine Insurrection (1899-1902) founded local organizations to help meet needs which the wars created in their lives. Many came back home wounded and/or sick. There was no medical care or other crucial provisions for them, thus they were left to care for themselves. In their plight, some of these veterans banded together and through these organizations came to be the VFW of the United States. Initially, chapters were formed in Ohio, Colorado, and Pennsylvania. Since then, the VFW has been instrumental as a

BROWN SHARES STORY BEHIND CLARICE’S ROOM OF HOPE F riday, August 10th, Teena Brown of Clarice’s Room of Hope was the guest speaker and she shared the story behind the charity. Brown stated that in September of 2008, she lost her mother, Clarice Tisher, to Acute Leukemia. Brown said that her mother was informed that she would lose her hair due to the chemotherapy

treatments. Brown said the hospital referred her mother to the Donald W. Reynolds Foundation in Fort Smith where she was fitted with a wig. Brown said she made a promise to her mother that she would work on providing services similar to the Reynolds facility in Mena for cancer patients. Unfortunately,

Clarice passed away before Brown was able to open Clarice’s Room of Hope. Today, Brown and some volunteers help provide comfort and hope to cancer patients. She said the offer wigs, pay utility bills, and provide temporary housing, gas cards and volunteer transportation. Brown also hosts a gathering for cancer patients, their caregivers and loved ones on the last Monday of the month. Brown said, “It’s a positive thing. We don’t let anyone get down and stay down.” Brown said the gatherings are not only for women, but men also. Brown said if you know a cancer patient that needs some hope to contact her at 479-385-5071 and make an appointment. She said it takes about an hour to pick out a wig. Brown also teaches the client how

to care for the wig. And, all of the services at Clarice’s Room of Hope are free. Brown stated they hold several fundraisers throughout the year to raise funds to purchase the wigs. She also mentioned Clarice’s Room of Hope is a non-profit organization and all donations are tax deductable. Adult wigs cost an average of $60, but a child’s wig is around $1,200 and are made specifically to fit the child. Brown reported Clarice’s Room of Hope recently received a grant from the Arkansas Cancer Coalition that will allow her to offer their services to other communities. She said she has helped cancer patients from Mena, De Queen, Mt Ida, Waldron and from parts of Oklahoma.

Mena Fire Dept. & rural firefighters who fought so hard to contain the fire at our warehouse. A special ‘thanks’ to Southwest EMS for standing by. We feel blessed no lives were lost and no serious injuries. We also thank the Mena Police and Polk County Sheriff Dept. along with all city and county employees. Our grandfather, Gene Sanders, always told his first move was in 1936. Since then it has been family owned and run for the past 82 years. We will continue and will re-build once the clean up is over. Till then our phone is still 479-394-1754 and it’s business as usual.

Also a special thanks to Lynn Ogelsby and the ladies of Lottie Da’s Salon who first alerted the fire department. It’s great to have customers and neighbors look-out for you!

Education. “One of the best things about growing up around Mena was my 12-years of private piano lessons from Lela N. Johnson,” Perkins said. “Mrs. Johnson was the reason that I decided to pursue a doctorate in music education.” Dr. Perkins book is entitled “Still Waters.” The book is an in-depth study of the 23rd Psalms. Perkins said, “The book is intended to be read in order, as each section builds upon the last in exploring your spiritual life in this world.”

“It begins with lying down, continues with walking in the paths of righteousness, and concludes with dwelling in the Lord’s house forever,” Perkins said. “Each section draws on the Lord who is our Shepherd now, throughout time, and into eternity.” Dr. Perkins is hosting a book signing at the Mena Art Gallery on Saturday, August 18th from 11 a.m. to 2 p.m. Perkins will speak about the book and answer questions during the event.

State Capitol Week In Review FROM REPRESENTATIVE JOHN MADDOX recent survey conducted with A 1,400 adults found that only one-third could name all three branches of government. Only 37% of those surveyed can name rights guaranteed under the First Amendment. This is not the only study that shows a need for more civics education. Studies also tell us that there is a clear relationship between informed citizens and active participation in government. That is just one of the reasons why we take the month of September to visit with schools in our district. In the 2015 Regular Session, the Arkansas General Assembly passed a resolution designating September as annual “Take Your Legislator to School Month”. In addition to helping students learn more about the legislative process, this bipartisan initiative was also motivated by a need for members to fully understand the issues and challenges facing public schools. It also gives districts an opportunity to showcase innovative solutions developed by our educators. The resolution encourages public

school districts to plan special events with their local legislators. Examples could include allowing legislators to visit classrooms, reading to students, or present guest lectures. Districts could also sponsor panel discussions in which administrators and teachers discuss issues facing their schools. The information we learn from this face to face interaction becomes invaluable during the legislative session. Our education committee hears testimony on hundreds of bills every session. Knowing the needs of our schools in advance helps guide our decision making process in a fastpaced environment. On our website, www.arkansashouse.org, we have a section titled “Kids in the House”. There you will find all the materials your local school district will need to take advantage of this opportunity. In the materials, we have included a spreadsheet listing the members who represent all 257 districts in our state. We hope all of you have a great first week back to school.

CONTINUOUS CONSERVATION RESERVE PROGRAM ENROLLMENT DEADLINE IS AUGUST 17TH arm Service Agency (FSA) F Administrator Richard Fordyce reminded producers today that the

deadline to sign up for enrollment in the Conservation Reserve Program (CRP) is Friday, Aug. 17, 2018. “Any agricultural producer that has eligible land should review the benefits of this program,” said Fordyce. “It removes from production marginal, erodible land and, in doing so, improves water quality, increases wildlife habitat and provides more opportunities for recreational activities, including fishing, hunting and wildlife viewing.” For this year’s signup, limited priority practices are available for continuous enrollment. They include grassed waterways, filter strips, riparian buffers, wetland restoration and others. View a full list of practices. FSA will use updated soil rental rates to make annual rental payments, reflecting current values. It will not offer incentive payments as part of the new signup. USDA will not open a general signup this year, however, a one-year extension will be offered to existing CRP participants with expiring CRP contracts of 14 years or less. CRP Grasslands Additionally, FSA established new

479-394-7301

1102 Crestwood Circle Mena, AR 71953

ranking criteria for CRP grasslands. To guarantee all CRP grasslands offers are treated equally, applicants who previously applied (prior to the current sign- up period) will be asked to reapply using the new ranking criteria. About CRP In return for enrolling land in CRP, USDA, through FSA on behalf of the Commodity Credit Corporation (CCC), provides participants that remove sensitive lands from production and plant certain grasses, shrubs and trees that improve water quality, prevent soil erosion and increase wildlife habitat with annual rental payments and costshare assistance. Landowners enter into contracts that last between 10 and 15 years. Signed into law by President Reagan in 1985, CRP is one of the largest private-lands conservation programs in the United States. Thanks to voluntary participation by farmers, ranchers and private landowners, CRP has improved water quality, reduced soil erosion and increased habitat for endangered and threatened species. The new changes to CRP do not impact the Conservation Reserve Enhancement Program, a related program offered by CCC and state partners. Producers wanting to apply for

the CRP continuous signup or CRP grasslands should contact their USDA service center. Here in Polk County,

contact David Miller at 479-394-1933 or stop by the Farm Service Agency office at 508 7th Street in Mena.

DON’T GET SCHOOLED BY CREDIT CARD DEBIT Many young adults entering college or the workforce feel the pressure of looming bills and turn to credit cards to cover the initial costs but end up paying exorbitant rates long-term. Accumulating credit card debt is avoidable; unfortunately, new users often fall victim to debt that hurts their ability to invest in personal pursuits like obtaining home loans and other financing in later years. Arkansas Attorney General Leslie Rutledge offers this advice when using a card: Submit payments on time.

Pay the whole balance owed if possible. Do not “max out” a credit card. Do not respond to every tempting credit card offer. To protect college students from coercive credit card companies and debt, the Arkansas General Assembly enacted legislation in 1999 that restricts the practice of marketing credit cards on college campuses. For more information, contact the Arkansas Attorney General’s office at (800) 482-8982 or visit ArkansasAG. gov.

ARKANSAS PARKS AND TOURISM LAUNCHES NEW WEBSITE Arkansas Department and energy to develop resources that Theof Parks and Tourism has we believe are easier for consumers

launched two new web sites – Arkansas.com and ArkansasStateParks. com – designed to improve user experience and drive more people to Arkansas. The sister sites, designed and created by CJRW and Miles Partnership, are built in formats similar to those utilized by digital magazines and represent a focus on efficiency and integration within the Arkansas Department of Parks and Tourism. “We couldn’t be happier with our two new sites, which more effectively integrate tourism and parks,” said Kane Webb, Executive Director of Arkansas Department of Parks and Tourism. “Our agency staff, along with our partners at CJRW and Miles Partnership, invested a lot of time

to use.” Complementary designs of the sites feature visual elements and user-generated content galleries. The integration of all content into the main sites creates a cohesive look and feel. Additionally, navigation functions were simplified to make the user experience more enjoyable. “Our mission is to encourage people to visit Arkansas,” said Webb. “With the development of Arkansas. com and ArkansasStateParks.com, we are better positioned than ever before to accomplish that objective.” From an operational standpoint, the new sites provide staff the ability to add, edit and manage content on the site to make certain that information is updated and relevant.

KNOW THE LAW ABOUT CELL PHONES IN SCHOOL ZONES

A

reminder for drivers as students head back to school: Arkansas State Law makes it illegal to use your cell phone in a school zone in most circumstances. The law passed in 2011 states that "A driver of a motor vehicle shall not use a handheld wireless telephone while operating a motor vehicle while passing a school building or school zone during school hours when children are present and outside the building." The law recognizes only three exceptions: When using a hand-free device, de-

fined as "a wireless telephone or other wireless communication device that allows a user to engage in wireless interactive communication without the use of either hand with (i) An internal feature or function; or (ii) An attachment or additional device." Calling emergency services to report an emergency. For law enforcement officers. Safety advocates warn drivers about cell phones and other distractions. 3,450 people were killed by distracted drivers in 2016, the most recent year reported by the National Highway Traffic Safety Administration.
