s big city politicians debate what they are calling the "opioid epidemic," we in Polk County continue to see the deleterious effects of methamphetamine use as public enemy number one. Methamphetamine use is the driving force behind most of the thefts, burglaries, domestic batteries, sexual abuse, and other violent crimes in our community. Citizens of this county can rest assured that law enforcement officers from all agencies are often working together to fight this enemy. To make matters difficult for law enforcement officers, pennypinching politicians lecture law enforcement officials about the perceived
need for "prison reform." Law enforcement supervisors are continually lectured by high ranking officials armed with such brilliant catchphrases as, "we only need to incarcerate the people who we are scared of, instead of those who we are mad at." Such sound bites roll easily off the tongues of those who live behind gates and travel with a security team, but should a police officer really have to tell the victim of a theft that he must first investigate the eight core criminogenic needs of the thief before considering the effects of the crime? Rather than lecturing, law enforcement in this community produces results. Because of the combined efforts of city, county, and state law enforcement in the past six months illicit drugs valued at over $461,500 have been removed from our community. During the same period, law enforcement seized over 770 individual doses of methamphetamine. These efforts saw serious offenders receive a total of 2,900 months of incarceration. Non-violent and first-time offenders drug offenders received a total 1,644 months of

probation. Our over-worked and underappreciated probation officers worked long hours, despite the current political headwinds, to ensure that offenders followed the law. Law enforcement is not just about seizing drugs and taking "bad guys" to jail. In this modern era, our local law enforcement officers must develop comprehensive strategies to offer healing to those who desire it. Few people consider that drug arrests are often the only interventions that can encourage drug offenders to address a substance abuse problem. In order to avoid prison, drug offenders will often voluntarily seek substance abuse treatment through the drug court program. Because of these interventions, in 2017-2018 our drug court treatment team was able to help 21 citizens of our community find the path to sobriety and productivity through the drug court program. Like the ministry of the Gospel, law enforcement is a calling. It is not a call to the indolent. It is a call to long hours and time away from family. It is a call to respond to situations that are usually hopeless and sometimes even dangerous. It is a call to defend the sovereignty of the State of Arkansas against those who dare breach her peace. Though their pay is low, their calling is high. Officers, I end with an exhortation. In this era of selfaggrandizement, distinguish yourselves not by glorifying self but by serving the people, and may the God who called you to this line of work be with you as you protect and serve!
