Mena City Council To Meet Dec. 10 The Mena City Council meeting for December 2019 will be Tuesday, December 10th at 6:00 p.m. in City Hall. On the agenda, in addition to routine business and reports from department heads and committee reports: Consideration of a Resolution authorizing the Mayor to make application through the Arkansas Community Assistance Grant Program for funding on the amount of $27,160.00 to purchase new protective turnout gear for the Mena Fire Department Consideration of a Resolution designating percentages for funding District Court operations for the City of Mena, County of Polk, and Town of Grannis for the year 2020 Consideration of an Ordinance providing for and adopting a budget for the City of Mena, Arkansas for the calendar year ending December 31, 2020; declaring an emergency to exist; and for other purposes. Monthly revenue reports help to give us a picture of the state’s economy. The reports show us if Arkansans are making more, spending more, and if businesses are doing well. Recent reports have created an optimistic outlook. Five months into the fiscal year, general revenue for the state continues to exceed expectations. In fact, more gross general revenue was collected this November than any November in state history. November collections totaled $515.2 million. That is $23 million more than November 2018. Sales tax collections are contributing to the increase in general revenue. This month, the revenue from sales tax was $9.1 million or 4.5% above last year. On a year to date basis, sales and use taxes are 3.1% more than Fiscal Year 2019. Legislation passed in the 2019 Regular Session began requiring online retailers

to collect and remit taxes on in-state purchases. That legislation went into effect in July of this year. To date, there has been $104.2 million more in gross general revenue collected Rep. John Maddox than this time last year. That is a 3.9% increase. Individual income tax collections are $73 million above this time last year. We anticipate income tax revenue to decrease next year as new legislation lowering income tax takes effect. The top rate for income tax will drop from 6.9% to 6.6% on January 1, 2020. It will drop again to 5.9% on January 1, 2021. Corporate income taxes are also showing an increase from last year. All of these increases reflect our low unemployment rate and healthy consumer confidence. The unemployment rate in Arkansas is 3.5%, just slightly below the national average. By monitoring the state’s revenue closely, we are able to create a budget that best serves the needs of the public. Budget hearings for the next fiscal year begin March 4. We convene for the 2020 Fiscal Session on April 8. You can review the monthly revenue reports at www.dfa.arkansas.gov.

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 11 pardons and one firearm rights only. An additional 41 clemency requests were denied and five had no action taken upon them. These include requests from both inmates and non-inmates. The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken. Governor Hutchinson intends to grant pardons to the following people: Justin Ashlin (Alexander): Possession of Marijuana with Intent to Deliver (C Felony)(CR 2007-003246). Terry Carney (Deer): Battery 3rd Degree (A Misdemeanor)(Case# 000401-0-96), Manufacture of a Controlled Substance-Marijuana (C Felony), Possession of a Controlled Substance-Marijuana (A Misdemeanor), and Possession of an Instrument of Crime (A Misdemeanor)(CR 95-21). Glenn Miller - In Memoriam 1944-2019
By Jeff Olson In his seminal volume, The Big Bands (1967), George T. Simon writes, “Of all the outstanding popular dance bands, the one that evokes the most memories of how wonderfully romantic it all was, the one whose music people want to hear over and over again, is the band of the late Glenn Miller.” This is still true today, nearly four generations after that tragic day seventy-five years ago. On the afternoon of December 15, 1944, Glenn Miller set out in a small plane over the English Channel to make arrangements for his band’s arrival in Paris a few days later. Neither the plane nor any of its three occupants were ever heard from again. Glenn was survived by his wife Helen and their two children, Steven and Jonnie. Alton Glenn Miller was born on March

1, 1904 in Clarinda, Iowa. He attended the University of Colorado for two years, but dropped out to pursue a music career. However, during the Great Depression jobs were hard to find, even those in the music business. Fellow musician and friend Benny Goodman tells of he and Glenn sharing an apartment together and how there was not enough work to go around. As he remembered, “...things got so rough for us that occasionally they would get up early and borrow empty milk bottles from in front of other apartments and cash them in at the local grocery store so we could buy hot dogs for lunch.” In addition to being a good musician, Glenn Miller had a sharp business acumen and was determined to lead his own band one day. He believed “A band ought to have a sound all of its own. It ought to have a personality.”After more than a decade of looking for work and playing as a trombonist and arranger for several bands and orchestras, Glenn started his own band in early 1937. The band lasted less than a year, but he learned a lot from it and with a resolve not to give up. He started a new band within several months and this time there was no looking back. Through this band, Glenn found that sound he had been long searching for, and it caught on almost overnight. During the next three years, the Glenn Miller Orchestra became the number one dance band in America with a string of 59 top ten songs (of which 17 were #1) and was featured in two motion pictures, Sun Valley Serenade and Orchestra Wives. Their 1942 recording of Chattanooga Choo Choo became the first gold record awarded in the music industry. In December 1941, America entered World War II. While our troops could occasionally listen to Miller’s music through USO radio broadcasts and camp appearances, this wasn’t enough for Glenn Miller. On August 12, 1942, he penned a letter to Brigadier General Charles D. Young expressing a strong desire to bring his music and ideas to the troops overseas, most of whom were Miller fans before their entrance into the military. In his words, “I have an idea that such programs might put a little more spring into the feet of our marching men and a little more joy into their hearts.” In his letter Glenn requested to “go into
the army”, and he did so at the apex of his music career, with his orchestra’s weekly gross income ranging from $15,000 to $20,000 per week [$243,000 to $308,000 in 2018 dollars]. How could anyone walk away from this level of hard-earned success and also risk life itself when he didn’t have to? And besides, he was not obliged to serve as he was too old to be drafted. In Glenn’s words, “I, like every American, have an obligation to fulfill. That obligation is to lend as much support as I can to winning the war. It is not enough for me to sit back and buy bonds...The mere fact that I have had the privilege of exercising the rights to live and work as a free man puts me in the same position as every man in uniform, for it was the freedom and the democratic way of life we have that enabled me to make strides in the right direction.” On October 7, 1942, Glenn Miller was inducted in to the U.S. Army. In November he received his commission as a captain and was assigned to the Army Specialist Corps (A.S.C). Immediately, Glenn set out to implement his ideas and do something new and different and exciting for Army Air Forces’s (AAF) music and morale. His plans centered on organizing several outstanding bands. Each would be trained to play both inspiring marching music and outstanding dance band music. Unfortunately, most of his plans didn’t materialize due to government/military bureaucracy and entrenched traditions. In one instance, a post commander scolded Glenn for playing swinging march arrangements of jazz tunes for cadets to march to. “Look, Captain Miller, we played those Sousa marches
straight in the last war and we did all right, didn’t we?” To which Glenn replied, “You certainly did, Major. But tell me one thing: Are you still flying the same planes you flew in the last war, too?” The band continued to play its swinging blues marches. One of Glenn’s projects which did materialize was his organization of an AAF band. The band was shipped out to England in late 1943. It toured war zones in Europe and in less than one year was engaged in over 800 performances. Of these, 500 were broadcasts heard by millions. There were more than 300 personal appearances, including concerts and dances with a gross attendance of over 600,000. As Glenn stated, “We didn’t come here to set any fashions in music. We merely came to bring a much-needed touch of home to some lads who have been here a couple of years.” While Major Glenn Miller is still officially classified as “missing in action,” his music certainly hasn’t been. Since 1956 new editions of the Glenn Miller Orchestra have recorded and toured, keeping his music and legacy alive and relevant to new generations. Three of Glenn’s original recordings, Moonlight Serenade, In the Mood, and Chattanooga Choo Choo, have been inducted into the Grammy Hall of Fame. In 2003, Glenn posthumously received the Grammy Lifetime Achievement Award. Glenn’s love of music and love of country were undeniable and inseparable. In one of the I Sustain the Wings radio broadcasts, he commented, “America means freedom and there’s no expression of freedom quite so sincere as music.”

The following information was received from Polk County law enforcement agencies. The charges against those arrested are allegations and the cases are still pending in the courts. Individuals charged and whose names appear in this column may submit documentation to us at a later date that the charges have been dismissed, or that they have been found innocent, and we will include that information in this space in a timely manner. MENA POLICE DEPARTMENT REPORT November 24 & 25, 2019 Officers responded to a call at a local business regarding former employees were seen on the property authorization. No charges were filed. Suspects were cautioned to stay away. November 26 & 27, 2019, Two juvenile females were cited for shoplifting and the case was referred to juvenile authorities Officers responded to a call regarding a stolen vehicle. The following day, the vehicle was found in Idabel, OK. Lane Keene, 21, of Mena was charged with public intoxication. The arrest followed a call regarding a prowler. Report was made of a vehicle being vandalized while it was parked at a local motel. Case pending. Wesley Powell, 37, of Supulpa, OK was stopped by officers in Sebastian County. He had an outstanding warrant from Mena. Officers drove to Fort Smith and turned him over to Polk County jail. Crystal Baker, 32, of Texarkana for shoplifting. She was additionally served outstanding warrants. The arrest followed a call to a local store.
Aaron Tash, 33, and Rebecca Wisnoski, 32, both of Mena were served outstanding warrants. The arrests followed a traffic stop. November 28, 2019 Jacob Woddell,26, of Mena was arrested on an outstanding warrant from Caddo Parish in Louisiana. He was jailed awaiting Louisiana officers to come get him. November 29, 2019 Nelda Plymale, 20 of Mena was charged with shoplifting after officers responded to a call at a local retail store. A Mena man reported that fraadulent charges were made on his debit card in Norman, Oklahoma. Case is pending further information. November 30, 2019 Jeremiah J. McCog, 40, of Mena was charged with DWI, failure to stop after an accident, refusal to submit to a BAC, having no insurance and having no vehicle tags. The arrest followed a traffic stop. Timothy Roberts, 32, of Mena was charged with battery, interference with emergency communications, and fleeing. The arrest followed a call to a local residence. December 1, 2019 Sylvano Lewis, 19, and Bo Meyer, 20, both of Mena, were charged with shoplifting after a call from a local retail store. Mykos Pierce, 19, and a 14-year-youth, both of Mena, were charged with shoplifting, Anna Denton, 26, of Mena was charged with possession of methamphetamine, possession of drug paraphernalia, simultaneous possession of a firearm and drugs and was served two outstanding warrants. Levi Cottman, 29, of Mena was arrested on two outstanding warrants. Mark Blehm, 27, of Mena was charged with possession of a controlled substance. December 2, 2019 Timothy, 32, of Mena was served an outstanding warrant.
December 3 & 4, 2019 James Cochran, 36, of Hatton was served an outstanding warrant. December 5, 2019 Report was made of someone breaking into a vehicle on the parking lot of a local church. No suspects at this time. December 6, 2019 Winnie Cotter, 59, of Wickes, was charged with shoplifting after a call from employees at a local business. A Mena man reported that someone had broken into his house and stole an Xbox, two controllers, and 8 video games. Case is pending December 7, 2019 Adam Todd, 28, and Tori Veal, 26, both of Mena were charged with disorderly conduct. The arrests followed a call from a local man. Aaron Miller, 27, of Mena was charged with battery. The arrest followed a call to a local residence. Raistan Turner, 24, of Hatfield, was charged with DWI (drugs) after a call regarding an accident.

EAST Students Helping Veterans and Their Community...
Mena EAST 7th Grade Students, Isabel Vacca, Jackson Howard, Dallas Castillo, and Yennyte Tecson, started a project to support people in their community who do not have transportation to school or work. They informed the community, receiving six bikes to date. By partnering with the VA Medical Clinic, they located a Veteran in need of transportation. To prepare the bike for presentation, students aired tires, oiled the chain and brake, painted the bike, added reflectors, and a basket to make the bike as useful as possible. Students said, “the best part was watching his excitement as he rode off on the bike”. Thank you to the community for all the generosity and kindness in supporting EAST. Robert “Bob” J. Eaton age 68 of Mena, Arkansas passed away Thursday, December 5, 2019 in Mena, Arkansas. Bob was born on December 09, 1950 in Conneaut, Ohio to the late Harry Eaton, Sr and the late Marian Beahon Eaton. Bob was married to Deborah Theiss Eaton. He was a manager for Mena Water Department for many years. He was known as “Mr. Fix It,” as he liked tinkering and fixing things. Bob also enjoyed fitness and exercising. He appreciated music and loved playing his guitar. Bob loved his family dearly and was a devoted man of God. He was a loving and devoted husband, father, grandfather, great-grandfather, brother and friend to all. He will be dearly missed. Carl Edward Grogan, age 86, passed away December 6, 2019 in his home with all of his family with him. He was born August 5, 1933 to Alvin and Della Tackett Grogan in Brushy, Arkansas. He married Carolyn Ann Horstman May 23, 1953 in Berryville, Arkansas. He enjoyed his family and loved spending time with his grandkids. His hobbies included working and building things with wood, gardening, fishing and being outdoors. He retired from 27 years with U. S. Motors. He created many great memories with everyone and will be forever loved and remembered. Carl was preceded in death by his parents, Alvin and Della, his brothers Pete, Gene and Jack and his sisters Irene, Helen and Virginia, his mother-in-law and father-in-law Al and Louise Horstman, and great-granddaughters Ashlyn Grogan and Haley Dawn Grogan. Remembering Hearts Forever held their annual Candle Lighting Ceremony Sunday evening at 5:30 p.m. at the Union Bank of Mena Community Room. The local group observes the day in memory of their lost loved ones as a part of a worldwide candle lighting. According to Diane Mathis, 43 people participated in the event that included a candle lighting, a slide show, poem readings and a meal. Remembering Hearts Forever is a group of families that have lost a child, grandchild, or a sibling, of any age, any cause.
Religion is the effort, through good works, that people around the world and through the ages do to try to reach God. From Matthew 7:22 come these words: "Many will say to Me in that day 'Lord, Lord, was it not in your name that we prophecied, and in your name cast our demons, and in your name did many works of power? And then I will declare to them: I never knew you, depart from Me, you workers of lawlessness." Christianity must be defined by the Bible and not by tradition or opinion. And Christianity is not a religion, it is a faith! It is a faith placed in one Person, one Person only! The picture is clear. Judgement has come. Many will plead their case before Him by reminding Him of all the good things that they did "In His name." He will respond to them with "I never knew you." The most difficult words in all of eternity for a man to hear, but that is exactly what those who trust in their own good deeds will hear from Him. These are people who bypassed the most critical thing in all of life: they substituted their own abilities in place of a personal knowledge of Jesus Christ. Religion always trusts in a persons own efforts. And those efforts will never work! We are to contend, not for religion, but for the "faith once delivered to the saints". So what is that faith? Simply put, it is trusting in what Jesus did on the cross to get us into Heaven. There is no other way than this...none at all. It is important to know that the words "believe" and "faith come from the same Greek word. One is a noun, the other is a verb, but they mean exactly the same thing. So, when the Bible says to believe in, or on, the Lord Jesus Christ, we may know that we are to place our faith, our trust, our hope, in Him and not in our own efforts. Religion has always failed; faith always succeeds. Faith is God's idea; He honors those who choose to do it His way. His way is Jesus Christ and Him crucified! None of the "religions" of the world live or teach this most critical Truth in all of life. Christianity is altogether unique, and yes, it is the One Way, the way to God. Jesus said it: "I am THE way, THE truth, and THE life, and no man comes to the Father but by Me" (John 14:6). The choice is simple. Either Jesus was the One whom He claimed to be, or He was a deluded maniac. His life, His words, and His deeds serve as proof to all who truly want to know. He was the incarnation of God Himself! And "those who call upon the name of the Lord will be saved" (Romans 10:9-11). It may sound sophisticated to say things like "all religions are good, all religions lead to God..." But they do not lead to God, only to delusion and destruction. Christians are narrow minded in that they believe they have the only Way to God, but they are broad in that anyone who will come may come...anyone. But they must come by faith in Him! UARM Bucks High School Basketball Classic The Mena senior teams split with Shiloh Christian Friday night before dropping both contests against the Bergman senior teams Saturday night in the UARM Bucks High School Basketball Classic over the weekend in Mena. The LadyCats went to overtime Friday night before turning back the Lady Saints 51-48. Mena led 24-21 at the half. The game was tied at 43 at the end of regulation. The LadyCats outscored the Lady Saints 8-5 in overtime to secure the victory. In the senior boys contest, Shiloh
Christian pulled out a five point win over the Bearcats 35-30 Friday night. Mena trailed 16-12 at the half, and 24-21 after three quarters, and could never quite get over the hump. On Saturday night, Bergman raced to a 26-16 haltime lead, and pulled away to post a 47-32 victory over the LadyCats. The Mena girls fall to 4-3 on the season. In the boys contest, Bergman went on a 11-0 run to open the second quarter to pull ahead 26-10 and never looked back to defeat the Bearcats in senior boys action 63-27. Mena's boys fall to 1-3 on the year.

The James K. Polk Chapter NSDAR program in November was given by chapter members, Ann Garrett, Kathy Hagler, Shelly Collins, and Linda Craig. Ann Garrett introduced the program with the history and construction of quilts , explaining that each handmade quilt nearly always tells a story and is never perfect or flawless. While Ann was showing quilts entitled the "Stack and Whack," "Twister," "Playful Puppies," and a two-layer summer quilt, she modeled her handmade Seminole jacket in which there were many different patterns. Kathy Hagler provided examples and instructions to make hexagons for creating a flower using English Paper Piecing. She displayed log cabin quilts: "Music in the Cab-

The University of Arkansas announced Sunday that they’ve hired former Razorback assistant Sam Pittman to be the new head coach. Pittman, the 34th head coach in Arkansas football history, returns to the Hill after a fouryear stint with the Georgia Bulldogs. Pittman was the Offensive Line Coach and Associate Head Coach with the Bulldogs. Pittman is familiar with Fayettville and Hog Nation. He was a part of Bret Bielema’s staff at Arkansas in 2013. Pittman left at the end of the 2015 and began his run with Georgia in 2016. The Razorbacks will be back in action September 5th against Kent State in Fayettville. The Oklahoma native has coached at seven different Power 5 schools during his 32 years of coaching, including Oklahoma, Missouri, Kansas, North Carolina and Tennessee. He is married to his wife, Jamie.

Latest Signees for UARM Bucks Baseball Submitted by UARM Coach Lance Spigner has been recruiting for Bucks Baseball since his former team, the Horatio Lion's, were beat out of the 2A Semi-Finals in May. With the hopes of building a roster of 35 to 40 student-athletes, Coach Spigner has added a talented signing class during the early signing period starting November 1st. Recruiting will never stop for Spigner and his future staff. He will continue recruiting this winter and spring for 2020 graduates, while also turning his attention towards the 2021 signing class. Below are Coach Lance Spigner's November signees with comments from coach about each player. Jace Bray - LHP - Rogers HS/Rogers, AR - Jace is one of the state's top lefties. He's a strike-thrower with low to mid 80's velo and good run on both his fastball and changeup. Cason Brigham - RHP - Genoa Central HS/Genoa, AR - Cason has very high pitchability and locates all three pitches very well. His best quality is that he can throw any pitch for a strike in any count or situation. Keelan Hodge - Pitcher/Middle Infielder - Junction City HS/Junction City, AR - Keelan pitched his team to victory in the state tournament championship game in the 2019 season and has a legitimate shot to be a two-way player for us. Carson Crawford - Pitcher/Utility - Stuttgart HS/Stuttgart, AR - Carson plays with a calm, businesslike approach that I like. On the mound, he has a plus breaking ball that is a true "put away" pitch. Cooper Perry - RHP - Hughes Springs HS, Hughes Springs, TX - I saw play Cooper play this summer on a team with one of my former players and was impressed with his stuff on the mound, but more so with the way he attacks hitters. He's got a mid-80's fastball and a breaking ball with good depth. Hunter Allen - RHP - Atlanta HS/Atlanta, TX - Hunter is a 6'5" right-handed pitcher with a very high ceiling. He's already got mid-80's velo and good movement on his fastball. With a couple of years in a weight program, Hunter can be as good as he wants to be. Daegan Covington - RHP/OF - Taylor HS/Taylor, AR - Daegan is high character young man with a tremendous work ethic. He is a tremendous athlete with a lot of tools. He's got a plus arm and can run. He's got a legitimate shot to be a two-way
guy for us. Eli Garrison - Catcher - Central Arkansas Christian HS/North Little Rock, AR - Eli is a big, athletic player with a cannon for an arm. His pop times are equal to the major league average, and he's an excellent receiver. I think Eli is one of the state's top athletes. Brice Cagle - Catcher - Catcher - Sylvan Hills HS/Sherwood, AR - Everyone I talked to about Brice raved about his work ethic. I think people are going to see that spring that he is one of the state's best catchers, and I could not be more excited that he chose Rich Mountain. Will Dolan - Shortstop - George Ranch HS/Richmond, TX - Will is left handed hitting shortstop with great tools. He's fast (6.8 speed) and a strong throwing arm. I saw Will a couple of different times this summer, and I came away more impressed after each time I saw him. Isaac Price - Middle Infielder - Siloam Springs HS/Siloam Springs, AR - Isaac was ranked as the #4 player in Arkansas at his position by Prep Baseball Report. He has the ability to consistently find the barrel and can drive the ball in the middle of the field. He is a guy who has worked very hard on his strength and speed this past year, and he's seeing the results of that hard work pay off. Tristan Doucet - Outfielder - Lake Arthur HS/Lake Arthur, LA - Tristan may be the fastest player in this class of signees. He's got the range, arm, and power potential to be a standout on our team and in our region. Bear Sparks - Utility - North Little Rock HS/North Little Rock, AR - Bear was a valuable player on NLR's 2019 state championship team. Bear is a fast, athletic player but his greatest quality is his versatility. He has the ability to play about anywhere on the field and play that position well. Jackson Rich - Infielder - Broken Bow HS/Broken Bow, OK - Jack was one of the first guys I went after when I took this job. He's a tough, hard-working, young man, and he is an exceptional athlete. Science and Cybersecurity Task Force
LITTLE ROCK – Governor Asa Hutchinson signed Executive Order 19-17 today establishing the State Computer Science and Cybersecurity Task Force and proclaimed December 9 – December 15 Computer Science Education Week in Arkansas. The task force will be composed of leaders in education, industry, and government. Members will assess the state’s computer science and cybersecurity education programs and make recommendations to continue and enhance the progress made in computer science education over the past five years. “When we passed the Computer Science Initiative during my first month in office in 2015, Arkansas moved ahead of the pack nationally in computer science education,” Governor Hutchinson said. “But we can’t rest on that success. Technology moves quickly. If we are going to give our students the best computer science education possible, we must constantly assess our progress and implement the programs that will attract and inspire our students and educators. When our goal is a first-rate computer science education for our students, our educational innovation will continue as a model for the rest of the nation.” Members of the task force will provide guidance on improving and establishing updated large-scale goals and strategies; industry pathways and relevant certifications for major areas of computer science and computing; post-secondary alignment strategies and goals; work-based learning opportunities for students; teacher credentialing; correct placement and focus on data sciences and cybersecurity in curricula; potential funding usage and future needs; and outreach and development of educational materials. A progress report will be submitted to the Governor by June 30, 2020 and a final report will be submitted November 30, 2020. It’s good to have a road map.” Board action later resulted in the election of Dan Wright of Waldron as Secretary/Treasurer. Joe Christian of Jonesboro, secretary-treasurer for the past six years, did not seek re-election. Wright, 59, has served on the board for five years and raises poultry and grows hay. He and his wife, Belinda, have two grown children, Dustin and Megan, and five grandchildren. The voting delegates re-elected five board members to new two-year terms.
They include: Sherry Felts, Joiner; Jon Carroll, Moro; Gene Pharr, Lincoln; Joe Thrash, Houston; and Terry Laster of Strong. Also elected was new board member, Chase Groves of Garland City (Miller Co.). Groves raises cattle and operates a custom fertilizer application and hay baling business. Voting delegates also addressed a range of state and federal policy issues including positions favoring feral hog eradication; reinforced support for statewide, comprehensive broadband availability; support policy to protect private land within the levee system; support a more stringent process for public referrals on ballot initiatives; and support for removal of burdensome regulations to ensure access to necessary foreign farm labor.
