Buy one for each night, two Saturday sessions, but buy them in advance or pay $20 at the gate!!

AUGUST 9th Rodeo and Fair Parade- 6:00pm AUGUST 11th Fair office will be open to accept entries and assist with online entries from 10:00 a.m. to 1:00 p.m.

AUGUST 12th Entry deadline for ALL animal entries. Entry forms are available on our Facebook Page, County Extension Office; from Agriculture Instructors and 4-H Main Leaders. All animals MUST be pre-registered in order to show at the Fair.

All Cattle, Sheep, Goats, and Hogs may begin arriving through Back Gate between 6 p.m. & 9 p.m. Exhibitor and animals must be seen by Livestock Inspector at this time. No exceptions!

EXHIBITION LIVESTOCK HEALTH REQUIREMENTS - GENERAL 1. All animals entering the grounds, including those showing in pet zoos, children’s barnyard animals, Old McDonald Farms, etc., must meet the health requirements set forth by the Arkansas Livestock and Poultry Commission for their particular species.

2. Arkansas livestock (except for Arkansas sheep, goats, horses, steers and rabbits) must be accompanied by a certificate of veterinary inspection issued within 90 days prior to exhibition, showing the following: CATTLE 1. Negative brucellosis test within 90 days prior to exhibition, for females and bulls 18 months of age and over.

All heifers that have calved or are bred must be tested. Animals originating from a Certified Brucellosis Free Herd and Certified Free Herd number is shown on certificate are exempt. If Arkansas is a Class Free State, Arkansas cattle are exempt from testing.

2. All heifers that are 4–12 months of age shall be vaccinated before entering show.

3. Heifers that were born on or after January 1, 1985, that are over 12 months of age and are not official calfhood vaccinates will not be allowed to show (unless they are from a Brucellosis Certified Free Herd.)

SWINE 1. Animals 6 months old or older to be tested negative for brucellosis within 90 days of exhibition or originate directly out of Validated Herd, with validation number and date of last herd test shown on certificate (barrows exempt from brucellosis testing but must be pseudorabies tested).

2. Animals to be tested negative for pseudorabies regardless of age within 90 days of the exhibition on a test approved by the State Veterinarian or originate directly out of a Qualified Pseudorabies Free Herd, with qualified herd number and date of last test shown on certificate.

3. Free of other contagious, infectious and communicable diseases (erysipelas, atrophic rhinitis, etc.); otherwise they will not be allowed to show and will be released from the fairgrounds.

4. As of July 1, 2001, everyone has to have a premise I.D. number.

SHEEP Sheep will be inspected on grounds. No sheep showing symptoms of disease, particularly foot rot, sore mouth, sheep pox, and scrapie will be allowed to show. Animals must have scrapie ID tag in ear.

GOATS Fair personnel, veterinarians, or state/federal personnel may examine goats on grounds. No goats showing evidence of abscesses, and certainly draining abscesses, will be allowed to show and may be released by fair officials, veterinarians, or state/federal personnel. Goats showing evidence of another disease may be released.

Animals must have scrapie ID tag in ear. Dairy goats must have either scrapie ID or tattoo. The dairy goat that wins overall grand champion and makes sale can not show in following years.

HORSES Negative EIA test required within the past 12 months for all animals over 6 months of age. Nursing foals under 6 months of age are exempt from testing if accompanied by negative test dams. Photocopies of the test papers will not be accepted; carbon copies are acceptable. Out-of-state horses must be accompanied by valid certificate of veterinary inspection with individual identification and a rectal temperature reading on each animal.

POULTRY An official representing the exhibition shall notify the State Veterinarian no later than thirty (30) days prior to the exhibition, giving names, place, inclusive dates and time of the event. The requirements are as follows: 1. All in-state poultry, which includes domesticated game birds, quail, pheasants, pea fowl, guineas, and turkeys, present at exhibition in Arkansas shall have originated from U.S. Pullorum-Typhoid Clean or equivalent flocks or have had a negative pullorum-typhoid test within ninety (90) days of the movement to the exhibition (pullorum-typhoid testing on fairgrounds during the fair is prohibited). This information will be documented on a NPIP Form VS 9-3, 90 Day Certificate, NPIP Flock Certification Form or similar certificate which will accompany the poultry during exhibition.

2. All non-certified birds must be banded (leg or wing band), with a sealed band. Wrap-around plastic bands are not acceptable. In-state waterfowl are exempt from pullorum-typhoid requirements.

3. Any poultry showing evidence of infectious or contagious disease or insect infestation will not be permitted to exhibit.

4. Record Keeping – The sponsor of the exhibition shall compile a list of all poultry present at exhibition. This list shall contain the name and address of each owner, the number, species, breed, variety, type, sex, and pullorum-typhoid status of all poultry present. A copy of this shall be retained by the sponsor of the exhibition for at least twelve (12) months.

For your safety, while carnival rides are being set up, the entrances to the fairground off Fairgrounds Road will be closed. Please drive to the exhibitor entrance off Rodeo Drive and park behind the Education Building to check in your entries for the fair. Entries in the Education Building are received Tuesday from 1:00 pm - 7:00 pm except for baked goods and candies and fresh cut flowers.

GENERAL LIVESTOCK RULES

1. All animal entries must be pre-registered by August 12. Registration forms are available with the fair catalog, through The Polk County Pulse website, from 4-H leaders, Agri instructors or the Extension office. Entry fees must be submitted with the registrations.

2. Entry forms must be submitted in 1 of 3 ways

A. Delivering it to the county fairgrounds on Saturday August 11h between 9-11 a.m.

B. Mailing it to the Polk County Fair Association at P.O. Box 1402, Mena, AR 71953.

C. On-line Entry Form link available on Polk County Fair and Rodeo Association Facebook Page. (Web link unavailable/unassigned at time of printing).

Entries will NOT be accepted at the County Extension Office.

3. All sheep, goats, hogs, and cattle entries must be accompanied by an entry fee. $10 fee for cattle, $10 for sheep, goats, and hogs, and $5 per entry for rabbits, poultry and cavies.

4. Exhibitors are limited to 3 market animal entries per species. They may show up to two entries per class in all other livestock divisions. Poultry, Rabbits, and Cavies are limited to one entry per class.

5. Health requirements for each species must be met. Health certificates must be inspected by the superintendent of the species prior to stalling the animal.

6. All cattle, sheep, swine, poultry, and rabbits must be in place by 6:00 p.m. on Tuesday and remain in place until 8:00 pm on Saturday night. Poultry will be accepted from 5:00 p.m. to 6:00 p.m. Tuesday through the back gate only.

7. All breeding animals in the beef, sheep, goat and swine classes must be registered with the exception of the commercial heifer classes. Any beef, sheep, goat or swine breeding animal not eligible to show in a breed class will be shown in the crossbred class.

8. The Fair Association reserves the right to prohibit the exhibition of an animal that the superintendent classes as sick, unworthy, or dangerous for exhibition purposes.

9. Junior exhibitors must show their own animal unless extenuating circumstances – illness, family emergency, more than one animal in the class – prevents them from doing so. The livestock superintendent must approve all circumstances. It is up to the exhibitor to notify the livestock superintendent prior to entering the show ring if an extenuating circumstance has occurred.

10. Exhibitors shall show their animal at such times and places as they may be directed and shall furnish such information as required by the superintendent. The refusal to abide by this rule will forfeit premium award and exhibitor will be barred from showing.

11. Exhibitors in the Cattle, Swine, Sheep, Poultry (except for Open Poultry Show), Goat, Rabbit, and Cavy Junior Departments must be a member of 4-H or FFA and be enrolled in/or be eligible to enroll in an Elementary, Junior High, or High School of a Polk County school district. These exhibitors cannot show in the Fair following their graduation from High School. Home Schooled students must be an active member of a Polk County 4-H Club in order to participate.

12. Exhibitors are prohibited from showing livestock for premium in more than one county fair.

13. Where there is no competition, the judges reserve the right to use their own discretion as to whether animals shall be awarded 1st, 2nd, or 3rd placing.

14. Each exhibitor shall furnish all feeds and feed and water their own livestock.

15. Feed and water will be provided to rabbit and poultry entries. Cavy (Guinea Pig) exhibitors must provide their own feed and water.

16. All livestock which are shown to compete for prizes must be, and have been, owned property of the exhibitor for not less than 60 days before the opening of the Fair with the exception of steers which is 120 days. Spring born (current year), county bred cattle must be owned and in possession of exhibitor by July 1.

17. Exhibitors will be expected to keep the area where their animals are exhibited clean and presentable at all times. The animals will be kept in show condition throughout the fair.

18. Forfeiture of prize money will result if Rule 14 & 17 are not carried out.

19. Nose tongs or ring shall be used on all bulls older than 12 months.

20. Awards will be given to the 1st place winners in the Junior and Senior Showmanship Division of beef, sheep, swine, and goats and dairy goats (see Department 14).

21. Junior exhibitors are classified as follows: Pee-Wee – 8 years or younger; Junior – age 9 years through 13; Senior – age 14 and older.

22. A 4-H member shall be allowed to show livestock eligible to make the Junior Livestock Auction as a regular exhibitor if he/she will turn age 9 or older before the opening day of the current year’s Arkansas State Fair. Those 4-H members who do not meet this age requirement are eligible to show poultry, rabbits, cavy, dairy goats, pygmy goats, or meat goats. Youth under age 9 may show in peewee classes held before the regular show. No premium will be provided for these. These youngsters do not have to own the animal they show in the special contests. They will receive special awards. These youth are not eligible for the Junior Livestock Auction unless otherwise stated.

23. Youth must be old enough and strong enough to handle the livestock they are showing.

24. Champion classes will be within breeds.

25. Cattle will be shown in the “blow and show” format. No hair setting products (foam, adhesives, paints, etc.) will be allowed. Adult fitters for hire will not be allowed to fit livestock in the Junior Show. Junior exhibitors in competition for awards and premiums are encouraged to do the bulk of their own work fitting and grooming livestock on show day and assist others whenever possible. We realize some junior exhibitors are too young and inexperienced and may need some additional help. Show preparation assistance may be provided by immediate family members, other current livestock showers, certified Polk County 4-H Leaders, Agri instructors, or County Agents. The goal of the livestock show program is to teach skills to the youth.

26. In the interest of safety to animals and fair goers, no floor fans will be allowed in the livestock barn. Fan brackets should be prepared, and fans hung above the animals.

An attempt will be made by fair administration to provide these.

27. All effort should be made by exhibitors to place show boxes and equipment in the grooming area or down the aisle in front of the tie spaces.

28. No tarps or covered stalls are allowed in any livestock area at any time.

29. Any protest or complaint in livestock procedures should be submitted in writing to a member of the livestock committee and include a $100 cash deposit. Protest should be clearly written and submitted within 2 hours of the incident. Deposit shall be forfeited if protest is determined invalid. It will be returned if found legitimate.

30. Decision of the livestock committee shall be final.

General rules and rules specific to each species are to be followed as part of the sale rules.

Sale participants are expected to sell in attire suitable for showing their livestock.

The Premium Sale is limited to the: 1st through 5th place Market Hogs of each of the 5 classes exhibited (25 maximum) and also, the Grand and Reserve County Bred Market Hogs if not already included in the 25 mentioned above.

Top 10 Market Lambs of the show as selected by the judge, and also the Grand and Reserve County Bred Market Lambs if not already included in the top 10 market lambs.

Top 8 Market Steers of the show as selected by the judge with a minimum of 4 county bred steers.

The top 10 Market Goats of the show as selected by the judge, and the Grand and Reserve Grand County Bred Market Goats if not already included in the top 10 market goats.

Grand and Reserve County Bred Registered Heifer.

Grand and Reserve County Bred Commercial Heifer.

Grand Champion County Bred Registered Bull.

The Supreme Champion Heifer, regardless of birth origin shall be auctioned in the Junior Livestock Auction. A total of five heifers will sell in the Junior Livestock Auction.

The Grand and Reserve 4-H Pullet Chain Pen. (The age of exhibitor is not limited) Exhibitor is limited to the sale of 2 animals – of different species. Youth will be an active member of 4-H or FFA and will be enrolled or be eligible to be enrolled in a Polk County elementary, middle, or high school.

The Fair Board will not be responsible for animals listed in the sale or those not listed in the sale.

Exhibitors will receive their sale checks from the fair association when payment to cover checks is sufficient.

Terms of the sale are cash unless prior arrangements are made with the sale clerk. Buyers will be expected to settle with the sales clerk immediately after the sale.

The exhibitor reserves the right to retain ownership and sell for premium only in the Jr. Livestock Premium Sale. Therefore, the animal remains the responsibility of the exhibitor. This will allow an exhibitor to exhibit their project at district and state fairs.

Any actual purchase of a market animal for slaughter will be between the exhibitor and the buyer and will not be handled through the Jr. Livestock Premium Sale.

There will be a 5% commission charge to premium sale exhibitors to help off-set general expenses.

DEPARTMENT – BEEF CATTLE

REGISTERED CATTLE DON YOUNGBLOOD - SUPERINTENDENT

BEEF CATTLE RULES 1. Only classes listed below will be judged - all others will be for exhibit only - no premiums.

2. All cattle must be at least 6 months old by the 1st day of State Fair to be eligible to show in County Show.

3. All commercial heifers will be classified by weight. Breed type will be determined by the exhibitor. Each heifer must bear a well healed tattoo designating breed type. Categories are American Crosses – signified by SFA; English Crosses – signified by SFE; and Exotic Crosses signified by SFX. This designation must be tattooed in the left ear of each commercial heifer.

4. See General Livestock Rules. These heifers must bear a well healed tattoo 5. All beef cattle must be registered with the appropriate breed association and in the exhibitors name at least 60 days prior to opening of the county fair. Recognized composite breeds must be registered with their breed association.

6. Each breed champion will show for Champion Registered and Reserve Heifer.

The Supreme champion will be selected from Registered & Commercial. The Supreme Champion Heifer, regardless of origin, shall be sold for premium in the Junior Livestock Auction.

YOUTH DAIRY, PYGMY, MEAT AND MARKET GOAT SHOWS JUSTIN GOODNIGHT - SUPERINTENDENT ALL

GENERAL GOAT RULES

1. All goats must be on grounds by 6:00 p.m. on Tuesday and will be dismissed as per instruction by fair officials.

2. All entries must register with the show superintendent in the Livestock Arena upon arrival.

3. The Dairy goat show will begin in the livestock show arena at 1:00 p.m. on Wednesday. Milk out will be at 9:00pm Tuesday night. All does in milk MUST be milked out at this time and not milked again until after show. The Pygmy Goat Show, the Meat Goat Show, and then the Market Goat Show will begin at 5:00.

4. Dairy goats will be shown by breed & exhibitors are limited to 2 goats per class. The Overall Grand Champion Dairy Goat that makes sale cannot show in following years.

5. This show is open to all recognized breeds and grades of goats.

6. No intact buck goats are allowed on the fairgrounds.

7. Goats should be owned by the exhibition at least 60 days prior to the start of the County Fair.

8. Goats must be free of disease. All goats will be inspected on the grounds. Those showing disease symptoms will be asked to leave the grounds.

11. Potential buyers should come to the poultry barn at 5 pm on Saturday to purchase and pick up birds. Pre-arranged sales can be made at the extension office prior to the fair. Exhibitors should notify the Extension Office if they want to buy back their own birds.

EDUCATION BUILDING

Age Categories (As of First Day of the Fair - Tuesday) Adult (19 and older) • Junior (13 – 18) • Youth (12 and younger) RULES:

1. All articles must have been made in Polk County by the exhibitor and not previously entered in the Polk County Fair. Articles must be made, or finished, since the past fair. Each exhibitor may have up to two exhibits in each class but only one will be judged. “NFJ” (Not for judging) will be written on the registration form, and on the entry card. All items must be clean and smoke-free to be entered.

2. All entries, EXCEPT “Baked Goods & Candies” and “Fresh Cut Flowers”, and “Farm & Garden Crops”, must be entered on Tuesday from 1:00 – 7:00 p.m. Baked goods, candies and fresh cut flowers must be entered between 7:30 a.m. and 10:00 a.m. on Wednesday. Farm & garden crops can be entered either day. No late entries will be accepted.

3. Judging begins at 1:00 p.m. on Wednesday.

4. For premiums to be awarded all exhibits must remain in place until Sunday at 1:00 p.m. Any exhibit not picked up by 3:00 p.m. on Sunday becomes the property of the Polk County Fair Board.

5. Each exhibitor must register at the registration desk in the Education Building to obtain a registration form and exhibitor number. This number will be used for registration of all items entered in the Education Building.

6. No exhibitor will be awarded more than one premium on entries in any one class number. Names will be covered on entry tags on exhibits during judging.

7. Where there is no competition, articles will be awarded first, second, third, or no premium according to the merits of the article. Best of Show and participation ribbons will be awarded as merited.

8. Entry tag stubs must be shown in order to pick up your entry on Sunday.

9. If the rules are not obeyed, prizes and premium money will be forfeited.

REGISTRATION 1. The registration desks will be located at the entry to the Education Building. Everyone must secure an Individual Registration form and entry number before proceeding to the individual departments.

2. Next, take your entries to the proper departments.

3. Before leaving the Education Building, please turn in your Individual Registration form so your entry can be entered in the computer and judged.

4. All entries must stay in the building until Sunday at 1:00PM. 5. All entries must be picked up on Sunday from 1:00 PM – 3:00PM. If you cannot pick it up at this time, please have someone pick it up for you. Baked goods and cut flowers are thrown out, so you do not have to pick them up. Ribbons and checks will also be given out at this time.

DEPARTMENT 100– EDUCATIONAL EXHIBITS DIVISION 401

RULES: 1. Space, as long as available, will be provided for each of the five classes. Each entry will have one-half of a 6’ table for their display. Please notify the superinten dent by the Friday before the fair, so that a space can be reserved.

2. No article entered in the exhibits will be allowed to compete in any other division or as a separate entry.

3. Entries will be accepted on Tuesday from 1:00-7:00 PM. All exhibits must be installed and ready for exhibition by Tuesday at 7:00 and remain in place until 1:00 p.m. on Sunday.

4. Awards will be as follows: $7.00 participation to all entries; Champion award of $10.00 to overall winner of department.

5. If there is no competition, the judges may reserve the right to use their own dis cretion as to whether the exhibit is worthy of a ribbon. The following scorecard will be used in judging exhibits.

6. Ribbons - 1st, 2nd, and 3rd places, Best of Department and Participation.

7. Exhibits must be removed between 1:00 and 3:00 p.m. on Sunday or awards will be withheld.

DEPARTMENT 101 - FOOD PRESERVATION

JOYCE BUTLER – SUPERINTENDENT – ADULT LINDA JOHNSON – SUPERINTENDENT – JUNIOR & YOUTH RULES: 1. Vegetables must be young and tender, free from strings, fiber, large stems, cores and starchiness. Pieces should be of the same size and shape and should hold their shape and not appear mushy, Do not use split beans or peas. Products should have an even color throughout.

2. Fruit should be firm yet tender. The edge of the fruit should be smooth. It should be free from dark places, peel pieces, seed or sediment of any kind. Pieces should be the same size and shape, and product should be free from mushiness or fruit pulp. The shingle pack is optional for peaches, pears, and apples.

3. Headspace – for jams, jellies, juices, and fruit purees, one-fourth inch; for fruits, pickles, and tomatoes, onehalf inch; and for vegetables, meats, or other pressure canned foods one inch to one and one-fourth inch. Liquid should be clear and over the product. There should be no sediment in the bottom of the jar. Use clear, clean jars and rust-free lids. Bands should be left on jars.

4. Judges will use the “USDA Complete Guide to Home Canning”. These can be obtained from the Extension Service Office at 211 DeQueen Street. Only blue ribbon winners will be considered for Ball® and Kerr® awards.

5. Canned products must be canned in clear, standard (half-pint, pint or quart) jars in good condition with new, two piece canning lids (flat lid and band).

(Note: 12-ounce jars are allowed if they were canned using the pint – 16 ounce – guidelines.)

6. Exhibits must have been canned by exhibitor since the last fair.

7. All exhibits must be entered between 1:00 and 7:00 pm on Tuesday.

Thursday, August 30, 2018 Arkansas has been the leading rice producer in the nation since 1973. There are more than 2,500 rice farms in the state, and 96% of them are family owned.

The rice industry contributes more than $4 billion to Arkansas’ economy annually, and accounts for more than 25,000 jobs.

In order to encourage more rice use in home cooked meals, the Farm Bureau Women’s committee is sponsoring a Rice Promotion Contest in conjunction with the Polk County Fair and National Rice Promotion month.

Calendar date:

Thursday, 6 p.m. --Check in rice dish Thursday, 6:30 p.m. –Judging

RULES 1. Entry fee is $5.00 per dish.

2. The contest is open to anyone who wants to enter an original recipe.

3. Rice has to be an ingredient in the recipe in the form of grained rice, rice flour, or rice cereal.

4. You may enter as many dishes as you want in any category or categories, but a $5.00 fee will be applied to EACH dish.

5. An entry form (available at the Extension Service and online) must be completed and turned in with each dish.

6. A typed or printed recipe must also be turned in with each dish.

7. Names should not be listed on the recipe.

8. Small decorations may accompany the dish but are not necessary.

9. The dish or dishes are to be brought to the Commercial Building sidewalk no later than 6:30 p.m.

10. All dishes will be judged by a panel of celebrity judges at 6:30 p.m.

Winners will receive cash prizes for 1st, 2nd and 3rd place.

Winners will be announced upon completion of judging at (or around) 7 p.m.

The winning recipes of this contest may or may not be printed by the Polk County Farm Bureau Women at its discretion.

DEPARTMENT 112 - YOUTH AND SCHOOL ACTIVITIES ELEMENTARY SCHOOL ART EXHIBIT Joy Barney - Superintendent

DIVISION 376 – YOUTH 12 & UNDER

RULES: 1. Stickers will be awarded to first, second and third place winners in each class.

2. Each elementary school, including special education classes, pre-schools, and home-schools are encouraged to prepare an exhibit which illustrates some area of work being done by their students.

3. All entries must be registered and installed with the superintendent on Tuesday, from 1:00 – 7:00 p.m.

4. Judging is Wednesday from 12:00 - 2:00 p.m.

5. The teacher’s name, school, and grade should be in bold lettering on the top of the exhibit. Background paper of school color is optional. The child’s name should be placed in the lower right corner of their picture.

6. Each picture should be of regular paper size, and placed on a large sheet of paper, no longer than 8 feet long.

7. Every effort possible is made to hang each child’s work for viewing. In order to have room for all, each teacher is asked to submit only one piece of work per child.

8. Check-out time is 1:00 to 3:00 p.m. Sunday. All art work MUST be picked up at this time.

HIGH POINT INDIVIDUALS - ADULT, JUNIOR AND YOUTH DIVISIONS

A ribbon will be awarded to individuals with High Points in Education Divisions.

Flat bedded truck must be no smaller than 6’ X 8 ½’, not including cab.
