City Council members tended to routine business, heard reports from department heads and committees. Airport manager Fred Ogden reported that there had been an accidental death at one of the airport businesses last week. Hospital administrator Jay Quebedeaux spoke briefly about Coronavirus concerns, and also said that talks with Baptist Health about a possible takeover of the Mena hospital were nearing the due diligence stage. Two resolutions were passed, one concerning a Streetscape project for Mena, the other authorizing the Mayor Seth Smith and Mena Water Utilities Manager Charles Pitman to explore funding opportunities for COUNCIL CONTINUED ON PAGE 15

Arkansas State Parks Cancel All Scheduled Programs Until At Least May 13th Arkansas State Park scheduled programs, including those at Queen Wilhelmina State Park and Cossatot River State Park-Natureal Area, have been canclelled until at least May 13, 2020 to protect guests and staff from the coronavirus. The statement below is from the Arkansas State Parks website. "Arkansas State Parks remain open as we monitor COVID-19 and the impact of coronavirus in our state. We are taking the CDC’s recommended precautions as we work to provide a safe environment for our visitors. Parks continue to be your gateway to hiking, kayaking and canoeing, golf, mountain biking, fishing and boating, and other outdoor experiences. To protect our guests and staff, scheduled programming is canceled through May 13, 2020. This could be extended if

City of Mena and Polk County Dealing with COVID-19 Mena Mayor Seth Smith reported the City of Mena is actively monitoring the COVID-19 situaion in close coordination with Mena Regional Health System, the Arkansas Department of Health and the Center for Disease Control and Prevention. Smith stated rest assured, every precaution is being taken to ensure the health and safety of all the citizens of Mena. Smith said the City of Mena staff has been meeting regularly with Mena Regional Health Systems. MRHS CEO, Jay Quebedeaux, reported that extraordinary measures have been implemented to protect their patients, staff and community. He said any individual that believes they have been exposed to COVID-19 or currently experiencing shortness of breath, fever greater than 100 degrees, and/or cough is encouraged to go to Mena Medial Associates at 1103 College Drive to receive a respiratory symptom evaluation. Temporary waiting rooms have been appropriately divided for the protection of patients and the community. Quebedeaux stated Mena Medical Associates has extended their hours of operation to seven days a week from 8am-midnight. He said please do not present to the Emergency Department with symptoms relating to the Coronavirus. Smith said as of now, the City has postponed the spring soccer season two weeks to coincide with the local public schools

closing. Smith said the City is taking recommended precautions and is following the guidelines outlined by MRHS, ADH, and the CDC. Smith also suggested residents limit their travel outside of the area, however there may be occasions requiring out of town travel and encourages residents to take precautionary steps that are listed below in an effort to prevent the spread of ANY virus: Wash your hands often with soap and water. If soap and water are not available, use an alcohol-based hand sanitizer. Avoid touching your face with unwashed hands. Avoid close contact with people who are sick. Stay home when you are sick. Cover your cough or sneezes with a tissue, then throw the tissue in the trash. Clean and disinfect frequently touched objects and surfaces. For more information please visit http:// www.healthy.arkansas.gov/ Mena Public Schools Superintendent Benny Weston announced Monday afternoon that all Mena Public School facilities will be closed to the public. This includes all buildings as well as Bearcat Stadium, Union Bank Park, playgrounds, etc. Deep cleaning will be taking place over the next few days and all facilities will remain closed until March 30th.

Weston said all buildings will be off limits and if a student or district patron has a need they should call ahead. Cossatot River School District Superintendent Jim Tankersley said the district is offering a grab-and-go lunch to students from 11 am to noon at the Wickes Elementary cafeteria through Friday, March 20th. On March 15, UARM Chancellor Phillip Wilson issued the following statement concerning the Coronavirus. “Again, let me once again thank everyone for their patience as myself and our Crisis Response Team has continued to closely monitor the very fluid coronavirus pandemic. Earlier today Arkansas Governor Asa Hutchinson made an announcement to close all K12 schools beginning Tuesday through March 30. While no member of the UARM community has been diagnosed with COVID-19, we do value our relationship with our K12 schools and recognize that we share many of the same students; therefore, we will follow the same mandatory closings for our students as issued by Governor Hutchinson beginning COVID - 19 CONTINUED ON PAGE 15

Polk County Pulse While the state response to COVID-19 is one that is rapidly evolving, we do want to update you on the latest developments. Late Friday afternoon, Representative Governor Asa John Maddox Hutchinson announced he will amend an executive order to allow expanded use of telemedicine in the state. The Governor also announced he is providing additional resources to the Arkansas Department of Health (ADH) which will create 10 new lab positions and assist with much-needed help at the call center. Additionally, the state has requested and will receive more personal protective equipment (PPE) for medical personnel and first responders. As of Friday afternoon, there is a total of 9 presumed positive cases in Arkansas. The patients with presumed positive test results reside in the central Arkansas region. Schools in Pulaski, Grant, Jefferson, and Saline counties are currently closed. Residents in these counties are being asked to limit large gatherings to 200 people or less. On Monday, the Arkansas Department of Health (ADH) issued a public health directive to long-term care facilities across the state to question visitors about their travel over the past 14 days and to screen visitors and staff for signs of illness and fever. All Arkansans are being asked to re-

consider every trip out of state. Dr. Jennifer Dillaha, Medical Director for Outbreak Response at ADH, advised that if you are showing symptoms (including coughing, fever, and shortness of breath), you should consult your primary care provider instead of county health units or the hospital. If you have a medical appointment, call the healthcare provider and tell them that you have or may have COVID-19. This will help the healthcare provider’s office take steps to keep other people from getting infected or exposed. While ADH is currently limited in the number of tests they can administer, physicians can order tests from commercial labs. UAMS has set up a coronavirus hotline for people who have questions or feel they may have symptoms. The number is 1-800-632-4502. UAMS HealthNow is also available for free COVID-19 screenings. To access, go to UAMS HealthNow and click on “Begin Screening.” This service is available 24 hours a day, 7 days a week to patients of all ages across the state of Arkansas and is accessible from a smartphone, tablet, laptop or computer with video capabilities. Arkansas Children’s Hospital announced that any family with children health questions related to COVID-19 can call 1-800-743-3616. ADH has activated a call center to answer questions from health care providers and the public about the novel coronavirus. During normal business hours (8:00 am – 4:30 pm), urgent and non-urgent calls, please call 1-800-803-7847. After normal business hours, urgent calls needing immediate response, please call 501-661-2136.

Robert Goddard

By Jeff Olson Those of us in the Baby Boomer Generation and others since, grew up in a world of scientific advancements, many quite amazing. Most of us can't remember when there weren't airplanes, rockets, spacecraft, satellites and televisions, just to name several. We also can't remember often enough those pioneers who had the imagination and creativity to discover the far horizons of science and technology that awaited hungry minds and with the courage to challenge conventional wisdom and thinking. One of those was Robert Hutchings Goddard, who was an American engineer, professor, physicist, and inventor. He was born on October 5, 1882 in Worcester, MA. He became interested in science as a child, but he was especially intrigued by space after reading H. G. Wells' science fiction novel, "The War of the Worlds." Goddard enrolled as a student at Worcester Polytechnic Institute and received his Bachelor of Science degree in 1908, and went on to attain his master's and doctorate in physics from Clark University. In 1912, he joined Palmer Physical Laboratory at Princeton University and later served as a part-time instructor at Clark University. In 1924, he married Esther Christine Kisk. Goddard was intrigued by rockets and so began his study of them (at his own expense) by experimenting with gunpowder, and successfully launched his first powder rocket at Clark University in 1915. He learned that powder rockets were inefficient with only 2 percent of the available energy was being converted into motion. Therefore, he focused his research on the specific components of rockets to find a more efficient method of propulsion. He then returned to the idea of a liquid-fueled rocket, which he first developed in 1914. Goddard's rocket relied on a design using a combination of gasoline and liquid oxygen, a method still used today. Ninety-four years ago this week, March 16, 1926, Goddard drove out to his Aunt Effie's farm near Auburn, MA and fired off a ten-foot tall, world's first ever liquid-fueled rocket. Nell, as he called her, traveled to a height of 41 feet, leveled off, and hit the ground in a cabbage patch about 180 feet

away. The flight averaged about 60 miles per hour and lasted only 2.5 seconds, but it was 2.5 seconds that ultimately launched mankind into outer space. This event was as significant to history as that of the Wright brothers first flight at Kitty Hawk. Goddard's milestone achievement caught the attention of the Smithsonian, which donated $10,000 to Goddard in 1927 for additional research. His rocket flight in 1929 carried the first scientific payload (a barometer and a camera). Through the personal efforts of Charles A. Lindbergh, Goddard subsequently received financial support from the Daniel and Florence Guggenheim Foundation. Progress on all of his work, titled “Liquid Propellant Rocket Development,” was published by the Smithsonian in 1936. Goddard moved to Roswell, NM in the 1930s, where he continued his extensive research on rockets and did so pretty much in obscurity for the better part of 20 years. The large expanse of desert provided the perfect place to work in safety. There he launched 31 rockets over 15 years. During World War II Goddard volunteered his services and was assigned by the U.S. Navy to the development of practical jet assisted takeoff and liquid propellant rocket motors capable of variable thrust. In both areas, he was successful. However, Goddard never lived to see his dream of a rocket traveling into space. He died of throat cancer at his home in Baltimore in August 1945, twelve years before the launch of the Russian satellite, Sputnik. Robert Goddard, considered the father of modern rocket propulsion and one of the founding fathers of modern rocketry, was credited with 214 patents. Of these, 131 were filed by his wife after his death. The dedicated labors of this modest man went largely unrecognized in the United States until the dawn of the “space age.” NASA's Goddard Space Flight Center in Maryland was named for this brilliant scientist, as was the Goddard Crater on the Moon and asteroid 9252 Goddard. On September 16, 1959, the 86th Congress authorized the issuance of a gold medal in the honor of Professor Robert H. Goddard. In his words: “It is difficult to say what is impossible, for the dream of yesterday is the hope of today and the reality of tomorrow.”

MENA POLICE REPORT March 9, 2020 A prowler report was taken at a residence. Joshua Lacefield, 28, was arrested on a warrant after a traffic stop. March 10, 2020 A theft report was taken from a department store. A lost property report was taken from a walk-in complainant. Justin Cole, 30, was arrested for Possession of Drug Paraphernalia and on a warrant at a motel. Jason Robertson, 41, was arrested for Possession of Drug Paraphernalia and Obstructing Government Operations at a motel. March 11, 2020 Officers responded to an unattended death at a residence. March 13, 2020 Randell Burkett, 27, was arrested on a warrant at the jail. A harassment report was taken from a walk-in complainant. A missing person report was taken at a residence. Caddo-Womble Ranger District holds 37th Annual Fire School, Cooperators meeting MT. IDA, Ark. — Federal, State and local fire agencies attended the Caddo-Womble Ranger District’s 37th Annual Fire School and Cooperators Meeting held at the Mountain Harbor Resort in Mt. Ida, Ark., Feb., 26. The meeting this year was led by Caddo-Womble’s District Fire Management Officer, Robert Nix. Shalonda Guy, the Caddo-Womble district ranger and Bill Barnes, owner of Mountain Harbor Resort and Joplin Volunteer Fire department’s chief welcomed the attendees which included members of local fire departments, Arkansas Department of Agriculture Forestry Division, Army Corps of Engineers and The Nature Conservancy Nix and Justus Beggs, the assistant fire management officer provided updates on activities that occurred on the district in 2019, including four wildfires totaling 17 acres. Information was also provided on the number and location of prescribed burns planned for this year. Ich Stewart, Ouachita National Forest’s assistant fire management officer spoke about how the meetings improve the fire community’s ability to work better as a team by allowing them to work out policies between them. One of the topics discussed during the meeting involved working on better communication between the Forest Service, state and local fire personnel during wildfires. “As a result, the fire chiefs are schedul-

ing a communication plan meeting to insure all parties have a shared tactical frequency and a shared air to ground frequency,” Stewart said. In coordination with Montgomery County Emergency Manager, Jerry Elizandro, the meeting with fire chiefs has been scheduled for Mar. 20 at the Joplin Fire Department. Other topics included the number of wildfires that occurred in the state during 2009. Barnes said that the approximately 1,000 volunteer fire departments around the state contributed to reduction of wildfires.

According to Robert Murphy, district 1 ranger, Arkansas Department of Agriculture Forestry Division, Arkansas had 585 wildfires last year, which he said is the lowest in the state’s history. Joseph Goudsward, a senior forecaster with the National Weather Service in Little Rock, Ark., gave a presentation on the weather during 2019 and expectations for 2020. According to Goudsward, in 2019 the state was 15 inches above normal, making it the seventh wettest year since 1895 when records began.

The school and meeting ended with a safety brief on helicopter safety by Bjorn Burgeson, Ouachita National Forest helitack manager. “Fire School is an important meeting to bring the Forest Service and cooperators together to discuss standard operating procedures, emergency operations, and collaborated projects,” Nix said. “The faceto-face meeting is good way to build rapport among cooperators and the Forest Service as well as strengthen our relationships within the community.”

Violet Janice Wylie Baker

Violet Janice Wylie Baker, age 85 of Wickes passed away Friday, March 13, 2020 in Wickes, AR. Violet was born on March 5, 1935 in Wickes, AR to the late Paul and Rachel Loyd. Violet and her late husband Wilburn were owners of Wylie’s Grocery Store in Wickes. Later in life she enjoyed traveling across the United States and Canada as an owner/operator and co-truck driver with her late husband Wilburn. They traveled all 50 states and she made multiple trips to Israel “the Holy Land” that she loved dearly. Violet was instrumental in helping establish the Senior Citizen Center of Wickes and helped implement, staff and transported clients. Violet had a deep and personal walk with Christ. It began in a crusade meeting in Las Vegas, Nevada at the age of 28. She then began to attend the Church of the Nazarene. It was there that she grew in Christ and became a Sunday School teacher and worked with the youth. Later, she returned to the Baker community where she was raised and began to attend the Baker Rock Church. She also attended the Wickes Pentecostal Church where she served as Treasurer and Sunday School Secretary. Violet was a prayer warrior, loved the Lord deeply and served her family with a Godly example and Christian love. She treasured and cherished every moment she spent with her family. She was a loving wife, mother, grandmother, sister and friend. She is survived by; Husband, Alvin Baker of Wickes, AR; Daughter, Gail Watkins

Sherman Lee Hanks Sherman Lee Hanks, also known as Dad, Daddy, and PaPa, passed away peacefully with family by his side on Tuesday, March 10, 2020, at the age of 75. Sherman was born on June 28, 1944 in Coalgate, Oklahoma to the late Loyd Hanks and the late Gladys Coffee Hanks, both of whom preceded him in death. He proudly served his country in the United States Army as a Sergeant First Class E-7 and retired in 2004. Through his many years of service, he traveled the world, made great friends and gained many skills. Sherman started off as a young boy in the Boy Scouts and became a member of the Holiness Church. He finished school in 1962, and then worked in an automotive repair shop with his father. In February 1966 he was drafted into the Army. Many of his hometown friends were sent to Vietnam and didn’t make it home, but he lucked out and was sent to Mannhiem, Germany as a cook (94B). He was discharged from active duty in March 1968. After 15 years as a machinist foreman at US Motors he rejoined the Army National Guard as an Ammo Bearer then after two years he became a mess hall SGT and fulfilled his love for food service. He retired in 2004 from the Army National Guard. In his civilian life he was in the restaurant business as a profession. For 22 years he served up delicious food at Suree’s Restaurant. Some days, Sherman liked to experiment in the kitchen, which could either be a delightful surprise to the customers that day or a displeasure if it was to their favorite dish he had altered. He was loved by many people, as he was always cheerful and had a smile on his face while choosing to not take life to seriously. Frances (Frankie) Yvonne Martin F r a n c e s (Frankie) Yvonne Martin, age 73, of Grannis, AR died Saturday, February 22, 2020, at her home. She was born September 4, 1946, in Saugus, California. Frankie loved spending time with her husband and family. Her happiest times were spent with her children and grandchildren. She spoke often of her siblings and her childhood growing up in California, but her years living in Arkansas were her happiest. Especially those years spent living at her home on Tundrawolf Lane with her husband Rick. Frankie spent several years in the Oklahoma area as well. She enjoyed many hours walking the shores of Broken Bow Lake in search of the perfect arrowhead or maybe the most beautiful crystal stone. She found peace on the backroads and rivers of the great outdoors. She believed in working hard and staying busy. Nothing was more important to her than her family and making a home. Audie Gene Wigger Audie Gene Wigger, age 72, of Mena, AR passed away Saturday, March 14th, 2020 in Mena. He was born September 17, 1947, in Mena to the late Jodie Wigger and the late Hazel Carter Wigger. He married Susan Lee Johnson on September 29, 1967. Audie was elected as the Polk County Assessor in 1976 and served until 1986. In conjunction with his term, he served as President of the Arkansas Assessor Association. Following his term, he worked for the State of Arkansas in the Assessment Coordination Department for more than 25 years. After retirement, he worked several years as an auditor for the Total Assessment Solutions Corporation. Audie was a devoted member of the Christ Episcopal Church of Mena. He was also a master on the grill and above all, he loved spending time with his family. He was a devoted and loving husband, father, grandfather, brother, uncle, and friend. Audie’s quick wit and calming personality were evident to all who knew him. He never met a stranger. You could always find him at his shop, with Audie you were always welcome. He was preceded in death by his parents Jodie and Hazel, stepmother Rose, his inlaws Walter and Mary Margaret Johnson, a brother Dennis, and niece Sally. He is survived by his wife of 52 years, Susan of Mena, daughters Jennifer Meldrum and husband Steven of Fayetteville, and Theresa McLellan and husband Michael of Fayetteville. Grandchildren Blake Meldrum and fiancÊe Shawna Bateson, Drew Meldrum and Annie Meldrum of Fayetteville. Brother James Wigger and wife Suzi, children Ian and Kiezen of New York. Brother-in- law Pete Johnson, wife Linda and nieces Emily Turner, husband Eric and children Emma and Jacob all of Mena, and niece Lori Thomas and children Cassady and Marlee of Dallas. Steven Ferguson Steven Ferguson, age 66, of Mena, died Tuesday, March 10, 2020 at his home. He was born on Thursday, December 31, 1953 to Fred and Mildred Morris Ferguson in Mena, AR. Steven was saved at the Big Fork Baptist Church and attended the First Assembly of God in Mena. He was a painter and worked construction throughout his life. Steven loved to deer hunt and spend time with his grandkids and family. He was a member of Narcotics Anonymous and his sobriety was very important to him. Steven was a loving father, brother, uncle and friend and will be missed by all who knew him. He is preceded in death by his parents; his wife, Carol Roberts; one son, James Pomraning; and one sister, Ellen Swycaffer.

Steven is survived by one son, Jon Pomraning of Mena; three sisters, Betty Wagner of Greenwood, Patricia Barrett of Mena, and Linda Fryar of Mena; two grandchildren, Paisley Pomraning and Everly Pomraning, both of Mena; several nephews and nieces and a host of other relatives and friends. Bearcats Rally Against Bobcats for the Victory The Mena Bearcats rallied for five runs in the bottom of the sixth inning to defeat Hope 14-12 Tuesday evening in Mena. Caleb Peters and Connor Efird had two hits and two RBI's each. Austin Rose and Aaron McConnell collected a hit and two RBI's each.

Blake Brown, Kyndon Schuller, Connor Efird, and Ryan Gilbert saw mound duties for Mena. Brown was credited with the victory. With the win, the Bearcats baseball team improves to 5-1 on the season.
