Volunteers Help Residents With Cleanup Duties (MENA) Over 450 volunteers chipped in and helped fellow Mena residents with cleaning up homes and yards. A joint effort by the City of Mena and volunteers from Clean Up Mena, in cleaning up properties all across the city took a concentrated two day task and culminated with a huge THANK YOU cookout on the lawn of Janssen Park Sunday evening. The volunteers tackled over 125 scheduled projects. Those projects came from all over the Mena area. Most of the projects consisted of mowing lawns, weed eating, cutting and hauling brush to the curbside and other needed services. The cleanup by the volunteers in such a large number was the first time that such an effort has taken place, in recent memory. Organizers were anticipating around 400 volunteers, but exceeded that goal. The City of Mena Street Department will continue the effort when they begin picking up the debris and trash from

throughout the city, going with a similar schedule pickup as Southern Disposal’s trash pickup. However, the city will pickup the materials one day afterwards. Pastor Victor Rowell of The Crossing Church, stated that if a dollar amount could be given in volunteer hours, over $100,000 could be estimated. Mayor Seth Smith, who also volunteered his time during the two day cleanup, is also anticipating going out with city crews in picking up the materials to take to the landfill and other appropriate lcoations. Smith added that one interesting story from the volunteer effort was that an older lady discussed that her dream home that her husband and herself formed many years ago, became difficult and unmanageable to maintain through the years. Smith stated that she was extremely appreciative that after the volunteers cleaned up the overgrowth on a tree in the backyard. Smith said that she will be able to witness her grandchildren being able to enjoy the tree that her children used to play on

now, after the much needed sprucing of her property. Rowell expressed that the convergence of strangers helping one another has created long – lasting friendships and relation-

ships with their neighbors, with this project. Rowell and Smith hope to see this become a regular event, but will be determined after the completion of this year’s

Quorum Court Approves Raises and Votes To Purchase New Cadaver Cooler (MENA) The Polk County Quorum Court unanimously agreed to raise the salaries of all full and part time county employees by $1200.00. The raises will be retroactive to January 1, 2019. The only exception to the raises will be for Justice of the Peace and library employees. In addition, the Polk County Coroner will only receive a raise of $206.60 per year since it is only a part time position. The ongoing problem of current County Coroner Brian Bowser having access to the county – owned cadaver cooler may be seeing some sort of resolution. Bowser, who owns the Bowser Family Funeral Home; stated that he has not been in compliance with state law that requires the coroner to maintain custody of a body until picked up by the State Crime Lab, released to a family member or funeral home. Bowser has not been able to do so under the current arrangement. The current cadaver cooler is located at the Beasley – Wood Funeral Home, in which former coroner Richard Myhand

was previously the manager of the funeral home. The court ruled that the current cooler

Moonshine Operation Shut-down in McCurtain County Oklahoma Authorities with the Oklahoma ABLE (Alcohol Beverage Laws Enforcement) Commission busted a moonshine still near Eagletown, Oklahoma. The bust happened earlier in the year with details just recently being released. In January an undercover investigator made purchases of illegal moonshine from Short’s Beer to Go in Eagletown. This led law enforcement to Gary Branson, who was suspected of making the illegal hootch and selling it to that store. When authorities searched Branson’s property the odor of the alcohol was noticed and led them to barrels of working mash, sugar, yeast, pots, burners, thumpers and

cookers, the ingredients and tools needed to cook the shine. Jars of suspected moonshine were also found on the property. Branson was arrested and faces counts of evading alcoholic beverage tax, failure to possess a distiller’s license, possession with intent to sell alcoholic beverage and engaging in activity which requires an ABLE license. Moonshine activity around the rural south has picked up in recent years with the popularity of the Discovery Channel series Moonshiners showcasing illegal liquor making in regions from the Appalachians to Louisiana. Reflections From Faith and History Teacher Appreciation Week -by Jeff Olson The American tradition of honoring teachers has a long history, dating back 75 years ago to 1944 and it has seen several changes since. In 1985 the National Parent Teacher Association (PTA) established Teacher Appreciation Week as the first full week of May. The National Education Association (NEA) Representative Assembly then voted to make Tuesday of that week National Teacher Day. This year it is Tuesday, May 7. All of us can remember at least some of our teachers, especially those who made a real difference in our lives. I certainly can. One of those, Mr. Bill Carmack (my high school American History teacher), I've exclusively written about in this column. Those teachers who made the most positive impact in my life weren’t necessarily the ones who taught my favorite subjects, but I knew they cared and were genuinely interested in me as a person as well as a student. As someone once said, students don’t care how much you know until they know how much you care. My best teachers never took pride in having a hard class or a popular class but were most importantly committed to inspire and maximize their students' potential for learning. If I had difficulty grasping some aspect of a subject, that teacher would try to find another way to explain it. He or she believed in the maxim that if a child can’t learn the way we teach, maybe we should teach the way he/she can learn.

In Albert Einstein's words, “If you can't explain it simply, you don't understand it well enough.” I can still remember those teacher's names and faces and how they in their own way helped to mentor and mold me. They partnered with my parents and together worked hard in not only teaching me various subjects but also giving me encouragement, confidence, purpose and direction for using that knowledge. As I read somewhere, “Teaching kids to count is fine, but teaching them what counts is best.” As parents, my wife and I have been very thankful for our teachers in the Mena Public Schools who possessed such qualities and made such a positive difference in our own children's lives. Education in America has a strong Christian heritage anchored in the Bible, which was the basis and foundation (and chief textbook) for public education in early America. The young were therefore equipped with the morals, values and discipline needed to constructively contribute to the civil/social order and apply their knowledge in such a way that its purpose and fruits would extend well beyond the temporal needs of attaining a livelihood and material success. The primary goal of education was not to create equity nor self-esteem and not even to produce a specific kind or variety of workforce, but to instill piety and cultivate the student's own intellect and imagination and to develop his or her character for future responsibilities as parents, citizens and leaders. In Abraham Lincoln's words,

"the philosophy of the school room in one generation will be the philosophy of government in the next." Even if we succeed in teaching our young the “Three Rs” (reading, 'riting and 'rithmetic) but fail to give them a moral compass for applying these, then we risk leaving them vulnerable to those who could and would place them in intellectual and spiritual servitude. Literacy, in its most complete meaning and expression, is beyond just academics and skills; it is a doorway to freedom and a primary means to preserve it. Our teachers face formidable challenges every day in the classroom and do so in an ever so changing culture and with some parents and a mammoth system which are not always supportive of them. However, as graduation approaches, teachers can take satisfaction and pride in knowing that their role in this milestone event was central and consequential and one that will come to fruition in a multitude of positive ways in the years to come. Let us take this opportunity to thank teachers in our schools and colleges for their time and commitment in investing in today's generation and in those of tomorrow. Also, may we remember with gratitude those of our teachers who have passed on and who helped shape us into what we've become and what our lives have counted for. Because motion pictures can be very effective in conveying realities, ideas and ideals in the human experience, I must close with mentioning several excellent pictures which celebrate teachers and education: Goodbye, Mr. Chips (1939), Remember the Day (1941), and Mr. Holland's Opus (1995). The first of these was released 80 years ago this month. All are inspiring and may rouse some good memories for you as they have for me.

Master Gardener Plant Sale Coming May 11 at Fairgrounds Education Building (MENA) The Annual Plant Sale coming up Saturday, May 11th at the Polk County Fairgrounds, gives the Master Gardeners an ideal opportunity to exercise their primary goal. They will present the community with a wide variety of healthy plants from their own gardens, already adapted to do well in our area, and a selection of requested varieties to enhance their landscapes garden beds. There will be something for everyone: trees and shrubs, annuals and perennials,

herbs and bulbs, succulents, grasses, and wild flowers. The list includes edibles like blackberries and lemon grass, and herbs like sage, rosemary, and thyme. Foliage plants include elephant ears, hostas, coleus, coral bells, Jacob’s ladder, liriope, and arum lilies. There are a few Japanese maples, peonies, Althea (Rose of Sharon), kerria (yellow rose of Texas), butterfly bush, and forsythia. Blooming plants include wave petunias, SunPatiens (sun tolerant impatiens), geraniums, dianthus,

begonias, and iris, both hybrid and Louisiana water iris. Some of the blooming plants have been made into container gardens and hanging baskets, and there are lots of succulent arrangements. These pre-planted containers would be especially appropriate for Mother’s Day gifts—which just happens to be the day following the Plant Sale. Casino Proposals Expected to be Filed Soon (LITTLE ROCK) A week away from the opening of the application window for two casino licenses in the state, a Las Vegas company announced Tuesday that it will toss its hat in the ring to compete for a Pope County location. Warner Gaming, based in Las Vegas, said it is partnering with the Hard Rock brand to propose a fully integrated resort with casino gaming that would include a hotel, a variety of dining options, conference facilities, indoor and outdoor live entertainment venues, and other amenities. "We aim to deliver to Pope County a facility that will attract visitors throughout the region and beyond," Bill Warner, owner and CEO of Warner Gaming, said in a release. "With its truly global reach, the Hard Rock brand will help us do that." When questioned, Warner said through email that the company will file its application with the Arkansas Racing Commission without the endorsements from local government officials required by Amendment 100. "We understand the community leaders have indicated that they won't issue one and [we] respect that, but we want to be considered if there is a fair and open process, now or in the future," Warner said. Amendment 100, passed overwhelmingly by the state voters in November, allows casino licenses to be awarded to Oaklawn Racing Casino Resort in Hot Springs and Southland Gaming and Racing in West Memphis as well as one each in Pope and Jefferson counties, which now have no legal gambling operations. The amendment requires endorsements from local government officials before granting the Pope and Jefferson county licenses. Last month, the Racing Commission approved the regulations that included a rule -- changed after a public outcry from Pope

Both the current county judge, Ben Cross, and Russellville Mayor Richard Harris said they will not support a casino unless Pope County residents approve it at the polls. The Racing Commission's rule change invalidated the endorsements from previous Pope County and Russellville officials who, just before leaving office at the end of December, submitted letters of support for a Gulfside Casino Partnership proposal to build a hotel and casino in Russellville. Gulfside's attorney, Casey Castleberry, said previously that the company will submit its application with the letters of support from previous officials regardless of the rule change. The official window for applications for the two casino licenses opens May 1 and closes on May 31. Scott Hardin, spokesman for the state Department of Finance and Administration, which oversees the Racing Commission, said commissioners will receive the applications for review as they are submitted. "This will provide each Commissioner adequate time to conduct a thorough review. The rules require each application be accompanied by a letter of support from local leadership," Hardin said in an email. "If this required document is not included, the Commission must determine whether the application is considered incomplete and rejected or reviewed despite the lack of a letter." The time frame to award the licenses will be determined by the total number of applications received, Hardin added. "It is possible a license may be awarded as soon as a scheduled June 13 meeting of the Commission," he said in the email. Quapaw Nation Chairman John Berrey said previously that endorsements have already been given by current Jefferson County and Pine Bluff officials for the proposed Saracen Casino Resort, a $240 million project that would be located near The Pines mall. Both Oaklawn and Southland on April 1 began offering full-fledged casino gambling, with sports betting expected soon. The tracks must submit plans to the commission before they can accept sports wagers. "We anticipate the plans will be submit-

AR Lawmakers Issue Proposal to Restructure Terms Limits The amount of time a politician can remain in the Arkansas Legislature may soon change. Lawmakers have a proposal which would loosen the current law pertaining to their own term limits. Currently lawmakers are limited to 16 years in public office. These limits were approved by voters in the 1990’s during a backlash against some politicians which had spent decades in office. Public perception was that many of these politicians had lost touch with voters while in office and term limits would phase out these office holders. The current proposal of loosening the 16 year limit is meant to gain traction before another proposal a group wishes to put on the 2020 ballot which would strengthen Arkansas’s term limits to the strictest in the country. In 2014 Arkansas voters allowed a lax in the term limits set in the 90’s. Arkansas is currently one of 15 states that have legislative term limits for House and Senate members.
