Governor Hutchinson's Weekly Address LITTLE ROCK – I recently spoke to the graduates of the Arkansas National Guard Youth Challenge, and today I would like to talk about the ways this program teaches at-risk youth in our state the skills they need to succeed. In 1993, Arkansas was one of the first states to launch the pilot Youth Challenge, which is a military-style program for youth 16 to 18 years old. These are teenagers who likely won’t graduate from high school or who already have quit school. The program is strictly voluntary. None of the cadets is under a court order to enroll in the program. But some of the cadets have been “volun-told” to enroll by their parents, as Director Joe Mallett jokes. The young men and women come from all over Arkansas, and they are from all social, economic, and racial backgrounds. The program lasts fiveand-a-half months, and Youth Challenge volunteers mentor them for a year after they leave the program. Youth Challenge is a culture shock for most of the cadets. Many of them come from homes where drug addiction among family members is common. They are accustomed to living without rules, and they have limited basic life skills. That is why the training at Youth Challenge is tough and starts the moment they arrive at Camp Robinson, where they live in refurbished Army barracks. In the first couple of weeks, each cadet must complete a 3-mile, 6-mile, and 10-mile march. Then they move into the residential phase, which includes life-skills lessons as well as classroom instruction. Youth Challenge focuses on eight core elements: academic; life-coping skills; health and hygiene; responsible citizenship; service to the community; leadership; and physical fitness. When they graduate, they will leave with skills that will improve the chances that the quality of their life will be HUTCHINSON ADDRESSCONTINUED ON PAGE 5

Reflections From Faith and History: The Counsel of the Supper Table
by Jeff Olson Thanksgiving and Christmas are not only special times of celebration, but they represent traditions which are part of our American and Christian heritage and they still serve as a tie that helps to bind us as a people. An important part of these celebrations is the time we spend around the dining table, enjoying wonderful food and one another. My recollections and reflections of these times around the table also include family meal times throughout the year. The more I thought about this the more I recall just how much of a role this setting and environment played not only in my formative years but also those of our own children as well. What I share here will apply to both. For our family, the time around the supper table was often more than just about eating a meal. This time together provided other benefits as well - benefits such as strengthening our family bonds, deepening of our relationships, and helping to ensure stability. Whenever there was a family issue, it was often at the supper table where it was discussed and sometimes solved. Whenever there was something joyous to share, it was often shared first at the supper table. Sure, not everything made it to the table (sometimes a good thing!) but those things requiring family support, prayer, communication and counsel often did. In addition, we tended to eat regularly and more balanced meals which kept us healthier and I believe happier. And, there were some days in our lives when the only prayer we participated in together was that at the family table? Of course, that’s not where prayer should begin nor end but it was often where prayer found its most consistent venue. As do other families, ours went through
some tough times and I attribute much of our resilience and perseverance to this special time together which was anchored primarily in my mother’s insistence, faithfulness and priorities (and wonderful cooking!). My wife was no less diligent in continuing this family staple and with a full time job during most of our marriage. Of course, our family wasn’t always able to eat meals together every day of the week but we did as much as possible considering jobs, schedules and activities. The supper table was also somewhat of a classroom. There, I learned how to engage in conversation and how to listen and be interested in what others had to say. I received guidance and example in manners, civility, and good habits which encouraged mutual respect. And, no matter how rough a day any of us had at work or at school, the supper table was usually a place where security and sanity could be recovered - a haven away from it all where we as a family could retreat for a short time. Statistics do indicate that children who dine with their family are healthier, happier and better students. And, I still remember that table as the home of various board and card games which provided not only fun but also lessons in competition, good sportsmanship and teamwork. So, what’s to explain any decline of the family supper table? Do we find ourselves eating meals in front of the television? Do more of us eat out than ever before? Does social media pre-occupy us during meals and other family time? Does work or hobby inspire us to bring the dinner plate to the computer? With more mothers in the workforce and some of them (and fathers too) leading single parent households, it is very difficult to develop and maintain any consistency with family meals. Is the family supper table a lost cause? Is it a dead institution? No, I don’t think so. Some

research indicates that it might be making a comeback, and why shouldn’t it? There is no down side, but its future will depend to some extent upon the choices we make. We live in a culture so much defined by personal autonomy, individualism, and competing interests that we’ve too often allowed these to undermine our family life. In some instances, parents see their roles more as providers of material needs, wants and opportunities and less as nurturers, examples and teachers. Think about it: our homes are the first family, first school, first church, first society, first economy and first government that our children experience. Therefore, their vital early impression and future participation in these important institutions depend largely on our example as parents. Plus, it is the role of parents to pass on to their children the norms and values which serve to perpetuate family heritage, legacy, and traditions which are the building blocks for a culture and a preserver of civilization itself. This all may seem a bit idealistic or utopian to become a reality, but it can probably occur at least to a greater degree than it does presently. So, why don’t we choose to prioritize certain days and times to sit down, put the cell phones away, and eat together as a family and at any meal time that can work best? It just may be that the counsel we need, and some other special moments we’ve missed out on, can be found or rediscovered around that table that’s covered up with bills and books and no telling what else. Shall we then resolve to give it a try in 2020? It’s an opportunity full of treasure and future memories, and one which will pass us by all too soon. Cove’s 26th Christmas Xtravaganza A Great Success
Cove’s 26th Christmas Xtravaganza parade and reception with Santa Claus was a great success. Our parade winners were presented trophies and ribbons provided by Jeanne Jordan. The “Overall” trophy went to the Coffee Vault’s float and elves. First place was won by Patrick McDaniel’s float, second place went to Bailey’s ATV, and third place was won by Cody with his “reindeer horse”. To everyone who participated in our parade: “You helped make it the big success it was”. We would like to express our gratitude to the men from the Ross Tunnell American Legion Post 249 at Wickes who acted as our Color Guard, and to the Polk County Sheriff’s office for taking the time to provide traffic control. To the Cove Rural and the Town of Cove Fire Departments: Thank you for escorting Santa! At the reception, Santa talked with the many children who had waited to see him. The beautiful cakes from Walmart, and the cookies donated by Subway and James Super Save disappeared faster than you could say “Merry Christmas”. We would like to extend our thanks to our very capable servers, the parade judges, the decorating com-
mittee from the Cove branch of the Polk County Library, and everyone else who helped make this event so spectacular.
much better than it would have been without Youth Challenge. Some return to high school. Some join the military. Some find a job, and others go to college. As to the funding for Youth Challenge, 75 percent of the funding comes from the federal government, the rest from the state. But the cost is worth every penny. Dr. Joye Henrie, who grew up in Little Rock, was a member of the second Youth Challenge class, which she joined in order to stay out of trouble for skipping school. The program turned her life around. She earned
a bachelor’s degree, joined the Air Force and earned a doctorate in psychology. Now she is in private practice in Albuquerque, New Mexico. Youth Challenge diverts many young people from choices that lead to poverty, drug abuse, or a life of crime. In Arkansas, we have many programs that give people a second chance. Invariably, some of the graduates of Youth Challenge will need a second chance. But as Joe Mallet says, a lot of kids have never had a first chance. That’s what Youth Challenge offers them.

College Tuition Now More Affordable at UA
Published May 15, 2019
(MENA) The University of Arkansas - Rich Mountain has been building anticipation of the University of Arkansas – Fayetteville’s Chancellor Dr. Joe Steinmetz’s commencement address and it did not disappoint, announcing to the Rich Mountain Class of 2019, that the University of Arkansas has a new scholarship program that reduces tuition rates for students who graduate with associate’s degrees from any of the twoyear colleges in the University of Arkansas System and then transfer to the Fayetteville campus. This unprecedented move will enable any student who earns an associate’s degree at a UA System community college to transfer to the University of Arkansas to work toward a bachelor’s degree, while continuing to pay the same basic credit hour tuition they paid at their two-year institution. “For many students, particularly ones starting out at two-year institutions, financial need is one of the bigger obstacles to attaining a bachelor’s degree,” Steinmetz said. “It is our responsibility as the state’s flagship and land-grant university to reduce obstacles Arkansans face to earning a degree and improving the pathways to get there.” The unprecedented move, called the Arkansas Transfer Achievement Scholarship, will now allow associate degree graduates from the local two-year community college, now aligned with the University of Arkansas System, to transfer to the hill and continue to pay the same tuition rates as Rich Mountain.

(MENA) A fire damaged portions of the Polk County Development Center’s Just For Kids Resale Center on Saturday morning. The fire could have been much worse, if not for police crews already in the neighborhood for a bomb threat at the United States Post Office. Around 3:40 am, the Mena Police Department received a bomb threat to the Mena Post Office at 400 South Morrow Street. After responding to the call, an officer noticed the PCDC resale store “Just For Kids” at 811 Eagle Gap was on fire and the front glass door had been shattered. The Mena Fire Department responded. It was discovered that the bomb threat and fire were related. The investigation led to the arrest of a 25 year old male, Jacob Green of Texas. According to Mena Police officials, Green has no ties to the area. Green, was arrested for arson, threat of a fire or bombing and commercial burglary after officers responded to a bomb threat and structure fire. The Mena Fire Department, the Polk County Sheriff’s Office, the Fort Smith Fire Department Bomb Squad, the US Postal Service and the ATF are assisting the Mena Police Department with this ongoing investigation. No bomb was found at the post office either. No report of how much damage was done at the resale center.
(MENA) The parent organization of The Oaks at Mena Assisted Living made a brief announcement on Tuesday, August 6th that the assisted living center in Mena would be closing as of Midnight, August 17, 2019. The parent organization of The Oaks at Mena Assisted Living facility, The Ouachita Senior Community Development Inc., said that with the various changes to funding reimbursement for Medicaid to assisted living facilities such as The Oaks, they are not able to survive. Due to insufficient operating revenue brought about by a reduction in Arkansas Medicaid reimbursements which took effect July 1, 2019 with an additional reduction scheduled in the future." It creates difficulties to continue their services for low-income patients. Approximately twenty-five residents and another twenty-five employees will be looking elsewhere for living and work. The Oaks administration, led by Chief Operating Officer of the partnership and administrator of the facility, Lisa Masters said that the facility is assisting families with placement to other facilities. Masters said that their main concern right now is “working diligently to
find another facility” for its residents. Several residents have already found another facility on their own. Dr. Richard Black, a board member of the partnership stated that “the process for residents to be approved for Medicaid can take up to 45 days for approval and agencies have also put a cap on the number of waivers that can be issued, thus causing a decrease in population from time to time.” Black said that the numbers have dropped below the necessary levels to operate such a facility. The Oaks have been trying to find changes to the formula for two years, with legislators. The Arkansas Development Finance Agency, will take over the facility on that date or soon thereafter and will determine the fate of the facility. Randolph Emerson, a member of the Ouachita Seniors and Retirees Inc. said that “it severely limits the choice that seniors have and puts a burden on families to try locate seniors that they are unable to care for at home”. This is the second facility to announce its closing recently. Mena Manor closed in July. However, officials are anticipating opening at a possible location in the Industrial Park area of the city.

YEAR IN REVIEW Area School District’s Aware of Social Media Postings Related to Statewide School Threat Published AUGUST 28, 2019
Several posts are being shared on Facebook concerning a threat of school shootings to occur in Arkansas this week. Posts have been shared hundreds of times on social media platforms eluding to possible school shootings to occur in Arkansas and Kentucky later this week. None of the posts point to any specific school, but area administrators have assured the patrons of their district’s that the safety of the students are their primary concern. Superintendent Benny Wesson of the Mena School District assured parents that the district ill continue its current security efforts on each campus while remaining in direct communication with both the Mena City Police Department and the Polk County Sheriff’s office. Cossatot River School District Superintendent Jim Tankersly stated the district would be vigilant in their efforts to protect their students. And, Ouachita River School District Superintendent Jerry Strasner announced the district will be protecting students and staff with extra security this week on all of their campuses. Polk County Sheriff Scott Sawyer pointed the following statement on Facebook Sunday afternoon. “I have received numerous phone calls, emails, and messages from concerned parents, students, and school staff about a threat made against an unknown school in Arkansas. Last week the Little Rock FBI Office sent out a LE BOLO for "General Awareness" to all Law Enforcement Agencies in Arkansas. A non specific threat to an unknown school district in Arkansas
was reported to the FBI on or about August 20th. The caller was not in the United States and allegedly received the information via an online video game. The caller stated that a school shooting would occur in Kentucky on 8/28/2019 and Arkansas on 8/29/2019. The FBI has not been able to confirm the identity of the caller or the person allegedly making the threats. As the Sheriff of Polk County, and as a parent, I take any threats against our schools seriously. Over the last several years, we have made school safety and security a priority in Polk County. The Polk County Sheriff's Office, Ouachita River School District, Mena School District, Cossatot River School District, and the University of Arkansas Rich Mountain have partnered together to ensure that all of our kids are safe. In addition to upgrading our campus security, we have placed certified SRO's in every school district. Furthermore, we have also trained and armed school personnel to protect our children should the need arise. While I am very confident in the security of our schools, I also know that assuring that our kids feel safe at school, our teachers feel safe at school, and our parents feel comfortable sending their children to school is part of my job. We are treating this information very seriously and the Polk County Sheriff's Office will have extra personnel on every campus to keep our kids safe.” Sheriff Sawyer’s statement offered more information than the Arkansas State Police press release in that the threat apparently comes from outside of the country and through an online video game.

Dehart was caught when law enforcement posed online as a 14 year old boy and exchanged messages with Dehart. In those messages Dehart said he wanted to have sex with the boy. During their online exchange Dehart made plans to meet the boy for a sexual encounter. Law enforcement arrested Dehart when he arrived for the planned encounter.
