County Proposes Jail Safety Upgrades; Awaits Final Approval

The ‘jail issue’ has been ongoing since June 2015 when Penix threatened to shut the county jail down due to non-compliance issues. Lea Memorial Dinner Garners Strong Community Support

[SUBMITTED] The citizens, churches, and business owners of Montgomery and Polk Counties have always been supportive of law enforcement, so it is not a surprise that they have come together to strongly support the Lea Memorial Dinner. “We really want to make this a special night for our full time law enforcement officers and their families, and the level of support that we have received has been amazing” said Andy Riner, one of the organizers of the event. Because so many churches, businesses, and individuals rallied behind the event, each full time law enforcement officer in Montgomery and Polk counties and a guest can attend the event without charge. 17th Annual Rich Mountain Rendezvous Rolls into Town BY MELANIE BUCK • news@mypulsenews.com

The 17th annual Rich Mountain Rendezvous is coming to town once again and one local charity benefits greatly from this long enjoyed motorcycle rally event. Cynthia Martin, Director of CASA of the Ouachitas, a child advocacy agency, said last year the event brought in a record $6,500 that helped 84 children in foster care. She hopes this year’s event brings even more and is inviting the local community to participate in this unique event. September 15th thru 18th, motorcycles from around the country will stay atop Rich Mountain at night to visit and enjoy motorcycle rides throughout the day, all while benefitting CASA. DABC Implements New Class Structure Under New Youth Leadership

D

allas Avenue Baptist Church recently hired a new youth pastor and developed a new structure for their youth groups as well. Michael Sanchez grew up in Romance, Ark. and graduated from Rose Bud High School in 2003. “The Lord called me when I was a senior in high school to be a youth minister. My calling is not to fill the pulpit, it’s to work with students,” said Sanchez. He said that when he was young, his grandfather, who was also a pastor, told him to never make a deal with God. It was a lesson that he would later learn the hard way. “When my little brother was six, he was shot with a pellet gun. The pellet went through his heart into his left ventricle,” Sanchez explained. “I made a deal with God that if He would save my brother, I would do whatever he wanted.” And although he tried to skirt that deal a couple of times, God always called him back. “I wanted to play baseball. But in between my junior and senior year, I was at Siloam Springs. That’s when I realized I needed to fulfill my promise. Sanchez would go on to attend Ouachita Baptist University to major in kinesiology and minor in youth ministries. While in college, Sanchez admits that he backslid for a time, drinking and such. He attended Arkansas State University in Beebe for welding before becoming a firefighter for the North Little Rock Fire Department for nine years. His first stint as a youth pastor was at Highway Baptist in Sherwood as a volunteer. Valley Baptist in Searcy served as his next step, working with junior high students. His most recent church was in Sheridan at Calvary Baptist where he served as youth pastor. Sanchez found an ad online that led him and his family, wife Cassandra, and children, Hunter, 7, and Gracie, 6, to Dallas Avenue Baptist Church in Mena. He was hired in early May and is enjoying his new post. “It’s going great. We have a great group of students,” said Sanchez. He explained the youth building has undergone a remodel and a new classroom structure. Sanchez is the Youth/Children’s Pastor and not only teaches his own youth group, grades 7 through 12, but also supports Clint Bell, who teaches Kindergarten through 4th grade, and Ronnie Wagnor, who teaches a new 5th and 6th grade group. They have launched a new 8-week class series also. Students have their choice of which class to take and they include theology, apologetics, topical studies, girls only, boys only, and more. The students will be able to rotate to a different subject every eight weeks. Sanchez has a heart for the students and hopes to continue to build class participation and spread God’s love. “When a student starts gaining a knowledge of who God is, all the other things will come naturally. I want to see them come to know Jesus Christ as their personal savior; to become disciples so that they can become disciple makers. When they come to know Christ, they’ll know true love, true peace, and true hope.” Dallas Avenue Baptist Church has Sunday School services at 9:45 each Sunday morning and 5:30 p.m. on Sunday nights. On Wednesday afternoons, the gym is opened right after school. “Come hang out, have snacks, and have a meal,” said Sanchez. Youth services begin on Wednesday nights at 6 p.m. There is a van that will transport if needed, just call 479-394-2697.

uddy Liles will be in concert at Salem Baptist church on September 11th at 11 a.m. Liles has been a member of the Florida Boys Quartet for more than 25 years and is in the Gospel Music Hall of Fame. Twenty-Seven Groups Boomeranged Their Baby Bottles Back to Fresh Start Pregnancy Center SUBMITTED BY FRESH START PREGNANCY RESOURCE CENTER

E

very Mother’s Day for several years now, Fresh Start Pregnancy Resource Center delivers hundreds of baby bottles to churches and organizations in Polk County who agree to help with their largest annual fundraiser. This year, twenty-five churches and two organizations filled baby bottles with coins, cash and checks. The participants had about six weeks to fill the bottles and return them on Father’s Day, June 19. Fresh Start would like to thank all the wonderful people and organizations who took the time to give generously and return their baby bottles to help them raise $11,762.98. Fresh Start is a 501 C-3 Non-profit Ministry that provides many services to moms, dads and babies in Polk County. Those services are: pregnancy tests, education information on fetal development, information regarding options, risks and consequences of abortion, referrals to healthcare facilities, maternity homes, and other community resources, Family support mentoring, First Time Mom Program, Life Skills Classes and Earn While You Learn Program. The Mission of Fresh Start is to provide compassionate mentoring, practical help and accurate information to women and men facing unplanned pregnancies or past abortions; openly sharing the love, hope and truth of Jesus Christ. CASA provides advocates for children within the foster system, giving those kids a consistent relationship with someone while they are in the system and after they go back home as well. This carwash will be located at Fire Station #1 on DeQueen Street. All donations will benefit foster children of Polk County.

Former Polk County resident and Acorn alumna has been selected as the Outstanding State Employee by the Arkansas State Employee Association. Carrie Pennington, daughter of Curt and Susan Boyd and a 1998 Acorn High School graduate received the prestigious honor last week. Pennington, an administrative analyst in the Department of Industrial Engineering for the University of Arkansas, received a multitude of accolades and nominations from the faculty and is considered a favorite among faculty and students alike. Pennington is no stranger to awards. Her exemplary service has earned her multiple awards. In 2013, she received the Golden Tusk Award that is given to members of the university community for going above and beyond. She has been twice selected by the Arkansas Academy of Industrial Engineering as Support Staff Member of the Year (2012 and 2016). And in the spring of 2016, Pennington was selected as Employee of the Semester by the College of Engineering and then later Employee of the Year. She was also selected as University Employee of the Quarter by the Staff Senate. Pennington began her career with the State of Arkansas in 2002 with the State Highway Department. She transferred to the University of Arkansas in January 2006 and worked with the Civil Engineering Department as an Administrative Specialist. In a press release issued by the University, John White, Distinguished Professor and Chancellor Emeritus stated, “Her devotion to the University’s ‘students first’ attitude is evident in all the things she does that are beyond what is expected of her. Carrie possesses an enormous love for people, especially students. Our students return the sentiment and consider Carrie their ‘go-to’ person.”

pecial Circuit Judge Ted Capeheart ruled last week to deny Lori Rose’s argument of ‘ineffective counsel’ that was made in a June 2016 relief hearing in an effort to receive a new trial or a lesser sentence. Rose was convicted and sentenced in October 2014 to 36 years on charges of Aggravated Residential Burglary, Aggravated Assault, Domestic Battery (2nd Degree), and Terroristic Threatening (2nd Degree) for the shooting of Billy Vaught in his home in November 2013. The relief hearing was the latest step in Rose’s attempts to have her case reheard or to receive a lesser sentence. She lost one attempt in October 2015 in the Arkansas Court of Appeals. Rose’s new attorney is Ernie Witt, of Witt Law Firm in Ozark, Ark., argued in Polk County Circuit Court in June that Rose suffered ineffective assistance of counsel during her original trial when she was represented by Greg Klebanoff of Fayetteville. At the end of the relief hearing, Judge Capeheart requested more information from both the prosecutor and defense counsel, such as the minimum requirements of jury selection, before he was to make his ruling, and gave each three weeks to come up with his requirements. After long deliberations, Judge Capeheart ruled that Rose did receive effective counsel. Prosecuting Attorney Andy Riner said, “It is extremely difficult to have a jury’s verdict overturned because of alleged attorney error, and this case was not a close call in my opinion.”

RMCC to Display Champion Tree Exhibit A

rkansas Champion Trees: An Artist’s Journey by Linda Palmer will be on display at Rich Mountain Community College from September 6th through October 26th in the Ouachita Center. Palmer’s website says her “love of the Ozark woodlands makes itself apparent in her delicate renderings…” And indeed, her tribute to the Champion Trees of Arkansas brings to life the uniqueness of each tree. Palmer’s series, Arkansas Champion Trees: an Artist’s Journey, began in 2007 when she viewed the online list of the largest and oldest examples of each species of tree determined by Arkansas foresters. The Champion series has entailed over 5,000 miles of travel across the state, accompanying documentary photography, and research into the history and science of the trees. Part of her journey has been to share her knowledge and artistic expertise with arts groups and institutions, and via educational programs sponsored by the Arkansas Forestry Commission. The series was debuted at RMCC in 2015, along with her rendition of Polk County’s own Champion Tree. The tree is the largest water oak in the state of Arkansas and is located on the old Myrick homestead, which now belongs to Dr. Robert Manis and wife, Suzanne. Dr. Manis said, “This tree is named the T. Texas Tyler Memorial Tree. The land was originally owned by the Myrick family. Tyler’s real name was David Luke Myrick. This was his grandparents’ farm and Luke spent a lot of time here.” Since this was the only land in Arkansas that Tyler owned and he was the first country western star to play Carnegie Hall, the tree was named in honor of him. An artist meet and greet with a reception will be held on September 13th from 4 p.m. – 6 p.m. at the Ouachita Center. For more information on the event, call 479-394-7622.

Rich Mtn. Rendezvous

Martin said that a continental breakfast is served on Friday and Sunday mornings, while Saturday morning is reserved for their big, country breakfast. On Friday night, grilled hamburgers will be served for supper, along with beans and homemade desserts. Saturday night, the menu will consist of pulled pork, brisket, all the fixings, and dessert. There will also be prize giveaways during the rally. Martin said during the day, participants generally take their own rides through the scenery of the Talimena Drive and the surrounding area, sometimes in groups and sometimes in pairs. During the evenings, the participants visit with others who have been a part of the event for years, and meet new participants as well. Martin said, “With plentiful food, excellent entertainment, a tour through a private classic car and motorcycle collection, miles and miles of beautiful scenery, the hospitality of the organizers, and camaraderie and fellowship with attendees from across the country, this Rendezvous will be remembered for a long time.” To join the rally, contact Martin at the local CASA office, 479-243-9277 or their website, www.RMR4CASA.com. Lea Memorial Dinner CONTINUED FROM FRONT PAGE The Lea Memorial Dinner is a community event to honor the memory of Polk County Deputy Sheriff Bill Lea, who was killed in the line of duty on April 29, 1976. “With the negative attitude toward law enforcement in some regions of our country, this memorial dinner gives the citizens of our counties an opportunity to show local law enforcement that we respect and honor their service. The 40th anniversary of Bill Lea’s death marked a logical time to honor the service of past and present law enforcement officers. This memorial is a reminder that we need effective law enforcement to keep our communities safe.” Riner said. The event will feature a tribute to Bill Lea, and an inspirational speech by Bernie Mosley. Mosley is a K9 instructor at the Arkansas Law Enforcement Training Academy in Camden who has worked in law enforcement since 1997. Mosley is an energetic instructor who is highly respected by his students. Mosley enjoys coaching fellow officers through tough times, and loves to remind officers that the vast majority of citizens love and respect law enforcement. The organizers of the event want there to be a high level of community involvement and participation. Citizens are invited to write law enforcement officers a supportive note or a card. These notes will be displayed on the banquet tables for law enforcement officers to read. “I think that handwritten notes from the public expressing their support will mean a lot to the officers. I know that my office keeps a scrapbook of every nice note and card we have received. It says a lot when someone takes the time to express their appreciation for what you do” Riner said. sure that the jail is kept open. Last Thursday, Polk County Judge Brandon Ellison, Interim Sheriff Jack Peebles, and Sheriff-Elect Scott Sawyer met with Penix and presented a plan of action that has been dubbed the ‘Safety Upgrade’ portion of the plan. In the Safety Upgrade phase, nine main safety issues will be addressed, as long as Penix and the Jail Standards Committee approve the plan. Those issues are: installation of a smoke/ fire alarm system; maintain at or below maximum occupancy; outfitting of handicap cell; create a second exit in the west wing; encase or eliminate electric cords; expand booking area by eliminating the existing kitchen area; expand door within intake area; purchase or create a mobile or detached kitchen; and installation of a camera system. The improvements are expected to take less than 18 months. Initially, Penix had suggested that the county “think outside the box” to implement compliance standards in the seemingly small jail, and that’s just what the county has done. To expand the booking area of the jail, the existing kitchen will have to be taken out. To compensate, the county has found that a detached kitchen (that will sit outside the jail) will be the best fit for the situation. The county has allocated $500,000 from general funds to complete the plan of action as soon as approval is gained from the Jail Standards Committee. Ellison said that as soon as approval is obtained, the architects of SouthBuild will be able to assess the plan and begin construction. In addition to the $500,000 set aside, Ellison expects that another $500,000 can be added next year to complete the project and bring the jail into compliance. “Fresh off of a sales tax election defeat, that was negatively decisive, the Polk County Quorum Court set aside $500,000 to start a fund dedicated to jail improvement and/or jail construction. Conventional thought is that this amount can be added to this fund annually to either partially, or fully fund our eventual facility,” explained Ellison. Once the Safety Upgrade phase is complete, future plans include either building an addition that will house 24 beds or completely build a new facility. Ellison said, “A deadline of November 30, 2018 will be set to make the decision to either fund the eventual facility with our previously saved dedicated funds, plus additional funds derived from millage, or to hold a sales tax election in the spring of 2019. In the meantime, we intend to press forward with safety improvements to our current facility as cost effective as possible, so that we can apply the most dedicated funds possible toward the permanent solution.” One of those possible solutions includes a new regional jail system proposed by the state. “We are hopeful that within 18-24 months a regional jail will be operational that we can utilize to help manage any numbers beyond our capacity. A regional jail would be ideal for our post-conviction ADC inmates waiting for a state bed. The regional jail concept would also provide a more desirable and economical option of “farming “out any other inmates, if necessary, while completing our eventual facility,” Ellison explained. If the county chooses to add on to the current facility, the additional 24 beds would bring the county up to 48 beds and allow them to segregate inmates based on gender, medical status, and degree of offense. If the addition is chosen, the project will be complete by December 31, 2019. If a new facility is chosen, that project would be complete August 31, 2021. After looking the plan over, Penix said it was “phenomenal” and thanked the county for staying on top of the situation and providing such a detailed plan. Penix said he would try to have an official letter mailed by Friday, September 9, stating whether the plan has been approved or denied.

He was born Saturday, June 9, 1945 to Benedict Joseph Sr. and Orvella Mae Amos Osborne in Louisville, Kentucky. Joe, as he was known to all, was a man that loved his family and his country. He served in Vietnam in the United States Air Force for 4 years and was honorably discharged. Joe was a patient man and had his own way of doing things. Joe enjoyed the outdoors, going deer hunting, setting on his porch enjoying the birds and squirrels in the yard, and going backroading. He was a lifetime member of the Mena Elks Lodge #781 and was a big Arkansas Razorbacks Fan. Joe worked many years at U.S. Motors and then for over 25 years for Rose Aircraft. Joe was a loving husband, father, grandfather, brother, uncle, and friend and will be missed by all who knew him. He was preceded in death by his parents; his daughter, Sheila Osborne; and two grandchildren, Joey Karstedt and Matthew Karstedt. R.R. “DOCK” PRICE

R.R. “Dock” Price, passed away on September 4, 2016, at the age of 99. He was born in Cove, Arkansas on October 10, 1916, and was a graduate of Cove High School. Dock worked in the grocery business in Smithville, Oklahoma, Cove, and California. He worked at Texas Steel in Fort Worth, Texas during World War II and also worked for Exxon Pipeline until he retired in the early 1980’s. He was preceded in death by his parents, Russell and Nettie Wise Price, wife, Billie Morgan Price, two sisters, Nell Golden and Mildred Kelley, and three brothers, Elbert Price, Fred Price and Bart Price, and a great-grandson, Josiah Wisinger. He is survived by daughters, Jannell Wisinger of Mena, Arkansas and Becky Price of Convent, Louisiana; one grandson, John Wisinger and wife Lesley of Grannis, Arkansas; five great-grandchildren, and numerous nieces and nephews. He was born July 6, 1933 in Mansfield, Ohio and was a factory worker by profession. David had an interest in everything and curiosity of everything. He enjoyed classical music and loved to argue and debate. David enjoyed making people laugh; he also was head strong and very intelligent, having a thirst for knowledge. He was a professional con-man and would get one over you if you let him. He is survived by wife, Linda Copper of Mena, Arkansas; children, David Morganstern, Penny Morganstern and Rebecca Morganstern of Tuledo, Ohio; brothers, George Morganstern and Joe Morganstern of Florida; and sister, Christina Shindeldecker of Missouri. He is preceded in death by his parents and a daughter, Jenny Morganstern Mr. Morganstern was sent for cremation under the arrangements of the Beasley Wood Funeral Home of Mena.

he Mena Ladycat volleyball team traveled to Paris High School Thursday, September 1st. The last time the Ladycats and the Lady Eagles faced one another, Mena defeated Paris in the semi-finals of the 2016 Ladycat Classic in a 15-point tiebreaker game. This would be another battle that had to be decided in tiebreaker game. The Lady Eagles won the first game of the five set battle, 25-19. Mena answered with a 25-22 victory in game two. Game three saw Paris defeat Mena 25-16. The Ladycats battled back to edge the Lady Eagles 2927 in Game four to force a 15-point tiebreaker game. Paris edged Mena 15-13 in the tiebreaker game to win the match three games to two. The Ladycats travel to Mulberry to take on Pleasant View Thursday, September 8th with games scheduled to begin at 4 p.m.

T

he Mena Junior Bearcats crushed the De Queen Junior Leopards 40-6 Thursday, September 1st at Bearcat Stadium. Chris Bollmeyer jump started Mena with a 45 yard punt return to the De Queen 2-yard line where Andrew Graves ran the ball into the endzone on the next play. A successful two-point conversion put Mena in front 8-0. De Queen answered moments later with a 65 yard TD run to cut the Bearcat’s lead to 8-6. With 1:38 to play in the second quarter, the Leopards had the ball at their own 48 yard line, facing second and three. De Queen attempted a pass deep down the middle. However, Curtis Curry picked off the pass and returned the pick to the Leopard 24 yard line to set up the Junior Bearcats for another scoring opportunity. Mena quarterback Zane Stevens scored touchdowns on runs of two-yards, seven-yards and again two-yards to power the Bearcats to a 26-6 lead at the half. Stevens threw a nine-yard touchdown pass to Devin Adams in the third quarter to extend the Bearcat’s lead to 32-6. Mena’s Mason Brotherton owned the Leopards on their next possession, as the Bearcat defensive lineman blew up consecutive plays in the Leopard backfield and forced a fumble that was recoverd by Mena deep in De Queen territory. Andrew Graves powered into the endzone from the 2-yard line a few plays later. Max Montgomery ran in the two-point conversion to make the final score Mena 40, De Queen 6. In Junior Bearcat JV action, the Mena eighth grade Bearcats thumped De Queen 28-0 in the first game of the evening. On Mena’s first offensive play from scrimmage, quarterback Max Montgomery dropped back and threw a deep pass down the near sideline to Chris Bollmeyer who caught the ball over his shoulder and sprinted to the endzone for a 74 yard touchdown play. Jake Wiles ran in the two-point conversion to put Mena on top 8-0. Moments later, De Queen threw a pass over the middle. Jake Wiles intercepted the pass and rumbled 34 yards for another Bearcat touchdown to lift Mena to a 14-0 ncer: advantage. In the second quarter, Montgomery handed off to Wiles who broke a tackle in the backfield, reversed field and sprinted 77 yards for a touchdown. Montgomery completed a pass to Blake Castor for the two-point conversion to extend Mena’s lead to 22-0. to get Finally, Montgomery completed a five-yard touchdown pass to Castor to make the final score Mena 28, De Queen 0. NOTICE OF ANNUAL SCHOOL ELECTION IN OUACHITA RIVER SCHOOL DISTRICT OF POLK COUNTY, ARKANSAS In accordance with the requirements of Ark. Code Ann. §6-14-109, notice is hereby given that the annual school election in the above named school district will be held on September 20, 2016, for the following purposes: To elect 3 members to the Board of Directors for a term of 5 years; To submit the question of voting a total school tax rate (state and local) of 31.3 mills on the dollar of the assessed value of taxable property located in this School District. The proposed tax includes the uniform rate of tax (the “Statewide Uniform Rate”) to be collected on all taxable property in the State and remitted to the State Treasurer pursuant to Amendment No. 74 to the Arkansas Constitution to be used solely for maintenance and operation of schools in the State. he Bearcats led all but the final 6:26 Friday night at De Queen as the Leopards came from behind to win the season opener 25-21. Mena won the toss and elected to take the ball to open the second half. The Bearcat kickoff went out of bounds, setting De Queen up at their own 30 yard line. Senior Bearcat Ryan Ozanich ended the Leopards first series with a big hit, forcing De Qeen to turn the ball over on downs. Mena drove the ball 63 yards in seven plays to score the game’s first points on a five yard touchdown run by junior, Justin Dean who scored at the 7:00 minute mark in the first quarter. Mena missed the extra point to leave the score 6-0. De Queen’s next possesion ended in a punt that rolled to the Mena 14 yard line. The Bearcats fumbled on the next play and the Leopards recovered the ball at the Bearcat eight yard line. On first down and goal the Leopards fumbled the ball back to Mena at their own two. Three plays later, facing a third and nine-yards to go, the Leopards picked off a Mena pass and returned the ball 15 yards for a De Queen touchdown. The Leopards extra point went wide left, leaving the score tied at 6-6 with 3:59 left in the opening quarter. Junior Cross Hughes put Mena back in business by returning the Leopards kickoff to the Mena 45 yard line. Junior quarterback Carson Cannon completed a pass to Dean for a five yard gain, then kept the ball two plays later gaining 17 yards to the Leopard 13 yard line. With 16 seconds left in the quarter, Dean took a handoff coming around the near side and powered his way into the endzone from nine yards out for a Mena touchdown. Dean carried the ball across the goal line on the 2-point conversion to put Mena on top 14-6. The Leopards engineered a nine play, 70 yard drive on their next possession, scoring on an 11 yard touchdown run with 8:58 to play in the first half. The 2-point conversion failed, leaving the score 14-12. De Queen put together a 65 yard drive early in the third quarter, utilizing their power/ball control running attack. However, on second and eight, inside the Mena 10 yard line, Justin Dean picked off a Leopard pass on the one yard line. On third down and five yards to go on Mena’s next possession, Cannon threw a short pass in the flat to junior wide receiver Cross Hughes, who spun out of trouble at the line of scrimmage and raced 74 yards to the De Queen 20 yard line. Three plays later, facing second and 16 yards to go, Cannon rolled to the near side of the field and threw a pass into the endzone where Ozanich made a leaping grab, over the De Queen defenders, for a Bearcat touchdown with 4:05 to go in the quarter. Camden Bordersen booted the extra point through the uprights to extend Mena’s lead to 21-12. The Leopards drove 68 yards in eight plays to score on a 13 yard running play as the third quarter horn sounded. Dean batted down the 2-point conversion pass to leave the score at Mena 21, De Queen 18. Dean ran the Leopard kickoff all the way back to the De Queen 25 yard line, giving Mena a short field. However, the Bearcats failed to take advantage of the field position and turned the ball over on downs. Moments later, De Queen completed a long pass to the Mena 36 yard line. The Leopards continued to use their power running attack, advancing the ball to the Mena nine yard line where they scored on a 10 yard touchdown run up the middle. With the extra point the Leopards took their first lead of the game with 6:26 to play up 25-21. The Bearcats began their final possession at their own 45 yard line. Ozanich gained three yards on first down, Cannon added three yards on second down and threw an incomplete pass on third down to bring up a fourth and four yards to go. The Bearcats lined up in a short punt formation with Dean taking the snap. The Bearcats attempted to run the ball around the right side, however, a Leopard defender broke through and dropped Dean in the backfield, turning the ball over to De Queen. The Leopards held the ball for the final 2:44 of the contest, to set the final score at De Queen 25, Mena 21. Mena generated 300 yards of total offense, 160 yards rushing on 38 attempts and 140 yards passing completing eight of 13 attempts. The Bearcats earned 11 first downs on 51 offensive plays and held the ball 23:11 minutes. De Queen generated 311 yards of total offense, 123 yards rushing on 40 attempts and 123 yards passing completing seven of 13 attempts. The Leopards earned 18 first downs on 53 offensive plays and held the ball 24:49 minutes. The Bearcats host Hot Springs Friday at Bearcat Stadium with the kickoff set for 7 p.m.

The store is owned by Terry Scott and managed by Edwin McIntyre. “This is a good place to be,” said McIntyre. “I was born and raised here and fortunate to be able to have a good job in a place that I love, so it works out pretty well.” McIntyre and his staff know just about everyone that walks in their doors, though there are several new faces in the area. “I’ve been in retail pretty much my whole life,” said McIntyre. “I enjoy it.” “Terry and his family have been wonderful to me,” said McIntyre. “Because of him, I’ve had the opportunity to work two miles from home at a great job and get to be around people that I’ve known all my life. It just fits with what I like to do. He has sure done a good thing for me. I don’t have to go off to make a living. I get to be here with my family and that says a lot.” Cove Supply carries a full line of feed through Shawnee Feed, Oakley Feed and a couple more brands coming soon. They carry feed for just about all animals, including horses, cattle, goats, sheep, rabbits, chickens, pond fish, dogs and you name it. If they don’t have what the customer needs, McIntyre can get it through his many feed dealers. They can order custom lumber and just about any type of hardware. “We sell hardware, lumber, doors and windows. A lot of building supplies, electrical motors and they have a good supply of PVC, gas and water line fittings” said McIntyre. “We cut and thread pipe. We are just about the only one’s around that cut and thread pipe that I’m aware of,” said McIntyre. Cove Supply also sells a small amount of fishing supplies, including live bait, minnows and worms. McIntyre has been the manager at Cove Supply for a little over four years, this past May. The store has four employees. “We have a pretty good crew,” said McIntyre. “Some of them are new, Cathy has been here even before this was Cove Supply, so she’s been here seven plus years.” Cove Supply is open Monday through Friday from 8 a.m. until 5 p.m. and Saturdays 8 a.m. until 4 p.m. Cove Supply also rents the storage units behind the store by calling 870-387-2125.

Jack Peebles - Leading Polk County’s Finest

ith the early retirement of Polk County Sheriff Mike Godfrey, who is taking a position in the Arkansas Sheriff’s Association, Jack Peebles, of Cove, was recently selected to finish Godfrey’s term of office before Sheriff-Elect Scott Sawyer takes over. Sheriff Peebles has been married to his wife Aleta for 30 years and they have six children, 13 grandchildren, and eight great-grandchildren. He has an extensive background in law enforcement, is an army veteran, and has worked for the Polk County Sheriff’s Department for many years. “My law enforcement background began after I retired,” said Peebles. “I was 53 years old when I retired. I came to Polk County because my wife was born and raised here. She brought me up and introduced me to my new in-laws and I loved it up here. We bought a place, built a home, and stayed. That was about 1989.” “Around 1992, I asked Sheriff Mike Oglesby if I could be a reserve deputy,” said Peebles. “He looked at me kind of strange like and said he’d let me know. I knew his brother Steve; we were good friends. So after Mike talked with Steve, he called me and said, ‘yes, you can be a reserve’ or what they called them back then, an auxiliary deputy. I went to work and helped with their Drug Task Force at that time. About six months after I went to work for them, Mike asked me if I’d like to be full time. I said, ‘Mike, I’m 53 years old. I can’t run, dodge, and jump like I used to,’” laughed Peebles. “Mike said come on so I went and talked with my wife and she finally agreed to that, so I went to work for Mike full time in about 1993.” Peebles was the oldest guy in the Academy, he says. After the Academy, he worked as a road deputy on the night shift with Buck Bailey. “I worked as a court bailiff for Judge Gale Ford,” said Peebles. “I still handled court on certain days for Judge Ford, he was a good judge and it was a good experience working for him. When Tommy Hubbard retired, Mike asked me if I’d be his Chief Deputy. I worked in that capacity until I actually retired.” “I like serving the public,” said Peebles. “It’s interesting. You get to know a lot of people. The biggest thing was that I get to try to help them more than do anything else.” Helping people is the side of law enforcement that most people miss, law enforcement is here primarily to help. “I tried to help the good and the bad,” said Peebles. After that, Peebles stayed on as a reserve deputy. “I worked embezzlement cases and cases like that. When Andy Riner got into office as the prosecutor, he asked me if I’d go to work for him as an investigator. I worked for him for over a year.” Peebles finally told Riner that he had done about all he could do for him. “I don’t see anything coming up that’s bad,” said Peebles. “I think I worked as many as six cases for him that were bad cases. So I went back as a reserve deputy and worked until Mike Oglesby got appointed as U.S. Marshal. I came in as an appointed sheriff to fill out his term. I enjoyed that because I was pretty well up to date on what all was going on in the department. Godfrey was the Chief Deputy at that time. And of course he was elected as sheriff. We worked really good together. I knew Godfrey when he first showed up over here, and he couldn’t wait to get into the sheriff’s office. He is a good man.” “Oglesby was probably one of the best men I’ve ever worked for,” said Peebles. “Mike Godfrey and I had a good relationship, so he took me back on as a reserve deputy, then I got a call from the Mayor at Grannis asking me to take over, like an interim Police Chief and help train our new guy who wanted to be chief. I helped him get the department up to date, and showed him how to do a lot of things that he had to do as an administrator.” About that time Mike Godfrey took over and Peebles went back into the reserves. “Mike came down and told me he was going to retire at the end of this term. He said Scott’s running for sheriff. When Scott got elected and Mike started preparing for his future, the job as assistant director of the Arkansas Sheriff’s Association, and asked me if I’d fill out his term. I told him I’d be glad too. That didn’t FULL ATV work out. Dad thought that was going to be it. We came back to Amarillo and when I got out of high school I SERVICE went into the army. I said if I ever left Amarillo, I wasn’t going back,” said Peebles. “And I didn’t. When I got out & REPAIR of the Army I went to work for the phone company, retired from them. At the same time I retained my military status. Somehow they made me an officer and I retired as a Lieutenant Colonel. I flew helicopters for them. Mint Weed Can Kill Livestock

P

erilla mint is an annual plant in the mint family that is toxic to livestock. This weed is very common in Arkansas pastures. Tennessee extension says that Perilla mint kills more livestock in TN than any other plant. Although cattle, horses and other livestock usually will not eat perilla mint if other forages are available, the chances of consumption increase if this plant is baled in hay or harvested in green chop or other similar forages. It also becomes more dangerous in late summer and fall when other forages may be declining in availability, especially in overgrazed pastures. Most often perilla mint occurs in shaded areas of pastures and along forested edges, rather than in full sunlight. According to “Poisonous Plants of the Southeastern United States,” seeds of perilla mint are often found in stomachs of deceased animals. This weed is an erect herb with distinctive green or purplish-green leaves with toothed margins. These plants emit a distinctive peppery-minty odor, especially when mature or crushed. This plant is extremely toxic to all kinds of cattle, sheep, and horses. The leaves are arranged oppositely along the stem, green in color, most often with a distinct purple tinge. Individual leaves are oval-shaped, coming to a pointed tip, approximately 2 to 5 inches long, 1 1/2 to 4 inches wide. Leaves occur on petioles, have distinctly toothed margins and emit a peppery-minty odor when crushed. Stems are erect, from 1/2 to 2 feet in height, square or 4-sided, usually some degree of purple in color. Flowers occur in terminal clusters giving the mature plant a ‘bottle-brush’ appearance. Individual flowers are small, white to whitish-purple in color, hairy, with an upper lip that is 3-toothed and a lower lip that is 2-toothed. The plant can be positively identified by the distinctive minty odor and oval, and green to purple leaves with toothed margins. It can appear similar to some of the nettles and false nettles, but these lack the minty odor and purple coloration. To avoid toxicity problems, avoid harvesting forages in areas contaminated with perilla mint. Mow perilla mint plants before seeds are produced to avoid livestock grazing and prevent weed population growth. Mowing has limited effectiveness because clipped plants are able to resprout and still produce seed, and mowing when seed has set can spread it to new areas. Several of the broadleaf pasture herbicides, such as Weedmaster, Grazon P+D, 2,4-D, Banvel, Remedy, Crossbow, etc. should provide excellent control if applied timely and at the correct rate. If you are using PastureGard for control of other broadleaf weeds such as Sericea lespedeza, it is not effective on Perilla mint by itself, but if you add 2,4-D at 1 – 2 pints (16 - 32 oz.) per acre, you should get good control. Best time for control is April thru June before plants begin to set seed. Use lower rates April thru June before flowering, and higher rates July thru October after flowering and seed set has begun. September 2, 2016 A local woman reported that someone had stolen her wallet from her car. Case is pending. Report was made of a woman shoplifting

from a local retail store. Case has been sent to the prosecutor for review. September 3, 2016 Ernest Allen Pennell, 40, of Mena was arrested on an outstanding warrant from LeFlore County, Oklahoma.
