Federal Funding For Heating Costs The Administration for Children and Families has released $148,384,722 to help low-income families in Illinois stay warm during winter months, cool during summer months and make cost-effective home energy repairs. The Low Income Home Energ y Assistance Program (LIHEAP), which is run by the Office of Community Services at HHS’ Administration for Children and Families, provides funding to states, the District of Columbia, territories and tribes to assist households with paying energy bills and weatherize homes for energy improvements. “Unsafe indoor temperatures are unacceptable conditions for anyone to live in, especially for seniors and families with young children,” said Jeannie Chaffin, director of the Office of Community Services at HHS’ Administration for Children and Families. “With these LIHEAP funds helping households in Illinois with limited incomes pay their home heating and cooling bills, these families and individuals can use their income to pay for other critical necessities such as food and medicine.” LIHEAP funding assists households with meeting home energy needs, including vulnerable households with very young children, individuals with disabilities and older individuals. Individuals interested in applying for energy assistance should contact their local, state, territory or tribal LIHEAP agency or call 866-674-6327.

Is a High School Diploma Necessary? Arlo Kallemeyn Is a high school diploma really necessary? High school students ask themselves this question at least once during their high school years. Most students answer this question with a resounding ‘Yes’, however, for some students the lure of freedom from schoolwork is just too enticing - they just stop attending high school. At first, life outside of school for these former students can be fun and interesting. After all, life has so much to offer, right? These students can stay out at late-night parties and sleep late the next day. These students can spend their time having fun without worrying about a tough math exam the next day. However, some of the former students soon come to a sobering realization. They realize that going through life without a high school diploma virtually guarantees them a future of low-paying jobs and subsistence living. They realize that chasing pleasure today will result in painful experiences later in life. These are the former students that District 205 is committed to helping. Other school districts may assume their job is finished once students have left the traditional 4 years of high school. District 205 believes that the job is not finished until these students are given another chance to earn their high school diploma. This belief is why District 205 has created District 205 Board of Education members encourage Outlook Academy students in their studies. the Outlook Academy. Thornton Township High School District 205 and Chicago State University have formed a unique partnership to provide students with a pathway to earn their high school diploma that extra boost to get back on track with their peers. This exciting partnership will provide students in need of additional credits with one-stop access to both high school classes, as well as higher education and workforce development programs. This program began over 10 years ago at District 205. It was previously known as ‘Extended Summer School’ and the ‘13th Graders Program’. This program is supported by State of Illinois funding as well as federal funding to provide education to young adults between the ages of 17 and 22. Board President Bernadette Lawrence commented, “The Outlook Academy is going to make a wonderful difference in the lives of so many young adults. These students now realize that a District 205 High School Diploma can change their lives, and they are so excited to come to class and be on a path to graduation. We have worked with many stakeholders to make this a reality. I’m so happy that the Outlook Academy will now help these students to realize their dreams.” The #1 goal of the District 205 Outlook Academy is to help students obtain their District 205 High School Diploma. These students need several credits and classes to earn their high school diploma. Students will attend classes located on the Chicago State University Campus taught by District 205 teachers until they have fulfilled all credit requirements for their high school diploma. Besides attending classes taught by District 205 teachers, students will have access to CSU and District 205 tutors. Students will also be provided with academic and career counseling support. Outlook Academy Director Brett Fickes commented, “I’m very proud of the Outlook Academy. It provides real help and hope to hundreds of young people who desire to change their lives for the better. We are putting them on a trajectory that can help make a real difference in their lives. In October the first class will finish their high school requirements. This reminds us of our mission and high calling – to provide a stellar high school education to each student in our care, and to create life-long learners.” The Outlook Academy currently has 190 students registered, taking classes in math, science, social studies, and more. Due to the popularity of this program, there are nearly 200 students on a waiting list who are ready to fill the classrooms and earn their high school diploma. More information is available on the District 205 website under Areas of Instruction. “I would like to thank those teachers who supported the development of this life-changing program. Your dedication to our community is greatly appreciated,” said Director Brett Fickes. If you or your student is interested in joining the Outlook Academy or you have any questions, please contact: Patricia A. Malopsy-Fortier, Outlook Academy Coordinator at (312) 752-0367. ________ Anonymous! ANNA M. CAISON I read an interesting article today about a “great work” being done in California that has been duplicated in 2 other states, and is making an impact in overcoming the sin of racism in America. This “great work” was started by Rev. Ron Buford, pastor of the Congregational C om mu n it y C hu rch i n Su n ny v a le, California. Rev. Buford is an AfricanAmerican who like many other people of color, has experienced the injustice of racial profiling by police. Inspired by t he 12 Steps A lcoholic Anonymous program, Rev. Buford created Racists Anonymous. Within the group racism has been redefined to include anyone who has biases against people of different ethnicities. Participants from various backgrounds and ages who attend the weekly group meetings at Rev. Buford’s church share that the program has had a profound effect in helping

t hem to recognize and work toward overcoming their biases. W hat makes Racists Anonymous so powerful is that it applies the Biblical principle of knowing the truth about ourselves that leads to true freedom (John 8:31-32). When we can acknowledge that we have personal biases against someone who is different from ourselves, we’ve taken the first steps toward recovery. Financial Advice Column
Investors Should Avoid “Great Expectations” BOB KRYGSHELD return ex pectat ions to your long-term investment strategy. • Don’t make rash moves to “beat t he ma rket .” I f t he ma rket doesn’t consistently yield doubledigit returns, you might think that you need to take drastic actions, such as investing much more aggressively than your risk tolerance would normally allow. So, instead, look f or ot h e r i n v e s t m e nt techniques to help yourself advance toward your financial objectives. • Boost your investments in your retirement plans. Contribute as much as you can afford to your 401( k), IR A a nd ot her retirement accounts. The earlier you start, the more years you’ll be giving your investments to potentially grow. • Be open to work i ng longer. If you like your job, and you’re prepared to be f lexible, you could gain some key benefits by work i ng just a few more years than you had planned. I n v e s t i n g w ou ld b e si mple i f you cou ld always count on earning big ret u r n s. However, that’s not the case. And if the markets are indeed going to be somewhat unpredictable, then you’ll want to take a page out of the Boy Scouts’ handbook and “be prepared.”
Apart from death and taxes, few events in our world a re consistent ly predictable – and investment returns are def i n itel y not one of them. What can you, as an individual investor, do to cope with the ups and dow ns of the financia l markets and ma ke progress toward your longterm goals? To b e g i n w it h , y ou should be aware that the financial markets have f luctuated greatly over the past three decades. O vera l l, t houg h, t he financial markets trended upwa rd. Of cou rse, as you’ve no doubt heard, past performance can’t guarantee future results. W hat was responsible for this long upturn? Most experts cite several factors: sharp declines in inflation a nd interest rates, vastly improved worker productivity, and growth in emerging markets. C a n a g e n e r a l l y posit ive invest ment env i ron ment cont i nue in the years ahead? As ment ioned above, it ’s pretty hard to forecast. A nd you ca n be fa irly certain that the market volat i lit y we’ve seen – those large price swings – will not disappear any t i me soon. So to help position yourself to better w it hsta nd t hese sha r p movements, consider the following: • M o d i f y y o u r expectations. Don’t count on high or even positive returns t hroughout a ll your years of investing. Try to “bake in” reasonable

During the week of Monday, October 24 through Friday, October 28 students at Christ Our Savior Catholic School in South Holland recognized Drug Prevention Week with theme filled days. Monday’s featured message was “YOLO” (you only live once): Don’t be crazy and do drugs.” Students participated in Crazy Hair Day. Tuesday’s theme was “Be smart and don’t do drugs/ Nerd Day.” Students dressed like a “nerd.” Wednesday’s focus was “Go the opposite way from drugs” allowed the students to
participate in fun challenges during the day. Thursday’s message was “Speak your mind, don’t do drugs” and included poems and skits with an anti-drug theme. Friday was Disco Day and included the theme “Boogey away from drugs.” Disco Day attire was worn. An anti-drug classroom door decorating contest was part of the day. These simple catch phrases were a clever way to drive home the importance of being drug free and to understand that doing drugs will not ever be tolerated.

Overcoming Your Credit Card Crisis The battle with credit card debt can be a constant struggle against high interest rates and monthly payments that never seem to make a dent in what you owe. How is it possible to make monthly credit card payments and never get anywhere? This problem is caused by high interest rates that eats up most of your payments. Even though you make your minimum payment, you don’t make much headway eliminating the debt. Luckily, there’s a way to find debt relief without incurring more debts. Using certified credit counseling like Consolidated Credit, you can get
professional advice to identify the right solution for your needs. A certified credit counselor can review your options to see which solution is best for you. You can qualify for lower interest rates or even eliminate them, while consolidating your credit card debt into one easy payment to get you out of debt faster. Every financial institution differs, but most people see a reduction of total payments by up to 30-50% as they pay off debt faster. Freedom from debt can become a reality!

On October 25, 2016, I wrote a letter to a client. S h e t h ou g ht t h a t w e would help her to file a claim with Medicare. We don’t do that. We do help a client to avoid financial harm whenever a mistake or fraud causes a problem with a Medicare claim. But, we don’t file original claims. Following is the body of a letter that I sent to our client to explain this. ### I n our phone c o n v e r s a t i o n t o d a y, you told me t hat you always pay your doctor in Chesterton when you v isit because he is not contracted with Medicare. T H AT M E A NS T H AT YOU M UST F I L E T H E CLAIM WITH MEDICARE WITH PROOF THAT YOU PAID ALREADY. Medicare will process your cla im a nd send a pay ment to you which would equa l what Me d ic a re w ou ld h ave paid if the doctor were cont racted w it h it. Likewise, your Medicare supplement i nsu ra nce company w ill pay only what Medicare directs it to pay on the claim. I DON’T BELIEVE THAT YOU W I L L BE F U L LY REIMBURSED. T h is of f ice is not capable to FILE OR IGINA L CL A IMS. No one in our office is trained for that and we do
not have the manpower, equipment, or computer programs to assist with that. We will help with cor rect ing m ista kes or problems with a bill AFTER A CLAIM IS FILED. That is all we can do to help you. I phoned your Medicare supplement policy insu ra nce compa ny to learn if it had any “shortcut” services for helping you f i le a cla i m w it h Medicare and it reported that it did not. To learn how to file a claim with Medicare, you need to call 800-633-4227. ### E v e r y o n e a t t h i s insurance agency rea l ly ca res about ou r sen ior cit i z en cl ient s. We do more than most i nsu ra nce agents or agencies to protect our clients from mistakes and f raud i n t he Med ica re system. But, we don’t file claims. Note: Woodrow Wilcox i s t he sen ior me d ic a l bi l l case worker at Sen ior Ca re Insu ra nce Services in Merrillville, India na. He has saved cl ient s of t hat agenc y over one million dollars by correcting mista kes and fighting fraud in the Me d ic a r e s y s t e m . He wrote the book SOLVING MEDIC A RE PROBLEM$ and posts articles at www. WoodrowWilcox.com.

Question: My husband and I just sold our home. Our daughter has offered to build an in-law apartment behind her house. We have approval from the town she lives in to do this. We would have our own entrance and would not need to enter her house for anything. The apartment would have plenty of space for us. We’re 99 percent su re t h is is t he right thing to do, but our friends don’t agree. They have not given us any real reasons to back-up their statements. Do you know what main problems people might encounter who live in an in-law apartment?
