NEW DELHI, SEP 2 (IANS): Students are prohibited from using saliva for turning pages or separating answer sheets, while staff and examinees from containment zones will not be allowed physically at the exam centres, as per the Union Health Ministry's latest guidelines on conducting examinations amid the ongoing Covid-19 pandemic.
The guidelines stated that for staff and examinees from containment zones there will be alternative arrangements. Such students shall be given an opportunity to take the exam through other means or educational institutions shall arrange their papers at a later date.

MoHFW gave out SOPs to be followed while conducting examinations amid the pandemic.
The guidelines come days after the SC stated on August 28 that states and universities cannot promote students without holding final-year exams by Sep 30.
These guidelines include maintaining physical distancing of at least 6 feet as far as feasible, mandatory use of face covers/masks, frequent hand-washing with soap (for at least 40-60 seconds) and use of alcoholNaga peace process

(PTI): The Union Cabinet on Wednesday approved Mission Karmayogi, a scheme for bringing postrecruitment reforms in civil services.
Announcing the decision at a media briefing, Union Minister Prakash Javadekar said officers and government employees will get an opportunity to improve their performance under the mission.
A council, headed by the prime minister and having chief ministers as memtion schedule in a staggered manner so as to avoid overcrowding at any examination centre. Appropriate arrangements for personal protection gears like face covers/masks, and other logistic like hand sanitisers, soap, sodium hypochlorite solution etc shall be made available by Universities/ Educational Institutions/ Examination Conducting Authorities/Examination centres to the staff as well as students as per requirements.
The examination centre should have a designated isolation room for isolating any person who is found symptomatic at the time of screening or during examination, till such time medical advice may be sought. A clear policy on allowing symptomatic candidates to undertake examinations shall be delineated by the Examination Conducting Authorities in advance.
Transportation to and from the examination centre - If any transportation is arranged by educational institutions conducting examinations, proper sanitisation of buses/other transport vehicles shall be ensured.

However, if a student is found to be symptomatic and insists on giving the examination, he may be allowed to take examination by shifting the candidate to a separate isolation room. Amid a raging row over Facebook's alleged political "bias", India head of the social media platform Ajit Mohan was on Wednesday questioned for nearly two hours by a parliamentary panel, which is discussing alleged misuse of social media platforms.
While details of what transpired during the closeddoor hearing were not immediately known, senior Congress leader and panel chief Shashi Tharoor tweeted "in response to overwhelming media interest in the meeting of the Parliamentary Standing Committee on Information Technology....this is all I can say: We met for some three and a half hours and unanimously agreed to resume the discussion later, including with representatives of Facebook."
Sources said as discussions could not be concluded with the Facebook representatives, there was a view to call the meeting again on September 10, but consensus could not be achieved with some members objecting to it on the grounds that the committee is to be reconstituted.

A Parliamentary panel looking into alleged misuse of social media platforms has decided to continue its "discussion" with representatives of global giant Facebook, after a meeting that lasted for almost three and half hours on Wednesday, its chairman and Congress leader Shashi Tharoor said. Facebook's India head Ajit Mohan appeared before the panel amid a political slugfest with both BJP and Congress accusing each other of colluding with the social media giant to influence opinion.
Besides Mohan, whose deposition lasted for more than two hours, some government officials and a few experts also deposed before the panel, sources said.
While details of Mohan's deposition and other deliberations could not be ascertained immediately, Tharoor tweeted after the meeting that the panel decided to resume the discussion, including with representatives

(IANS ): Military talks between India and China on Wednesday remained inconclusive over Chinese People's Liberation Army (PLA) troops' fresh incursion attempts into India territory. The dialogue between both countries' militaries will continue, sources said.
Both the countries were engaged in talks for the last three days after China made provocative military movements in an attempt to change the status quo at Pangong Tso (lake) in eastern Ladakh. "Brigade commander-level officers from both the countries met at Chushul to resolve the issues," said a senior government officer.
The agenda of the deliberation was the fresh developments at three contentious areas at the south bank of Pangong lake. India has raised concerns about increased Chinese deployment in areas near Black Top and Helmet Top. India also asked China to completely withdraw its troop deployment close to Thakung base in Indian territory.

On August 31, Chinese troops had indulged in provocative actions after Indian soldiers had earlier occupied the heights there to thwart a PLA land-grabbing bid over the weekend.
On the intervening night of August 29 and 30, PLA troops had violated the previous consensus agreed in military and diplomatic engagements during the ongoing standoff in eastern Ladakh and carried out provocative military movements to change the status quo. "Indian troops preempted this PLA activity on the southern bank of Pangong lake, and undertook measures to strengthen our positions and thwart Chinese intentions to unilaterally change facts on the ground," the Indian Army said.
However, China on Monday said its troops never crossed the Line of Actual Control.
At Pangong Tso, China had already strengthened its positions between Fingers 5 and 8. The PLA had refused to pull back eastwards from the 8-km stretch it occupied from Finger 4 to Finger 8 by building scores of new fortifications there since early May.
India has asked China to completely withdraw its troops from Pangong Tso. But China has refused to budge.
The mountain spurs jutting into the lake are referred to as 'Fingers' in military parlance.
Both countries are engaged in the current four-month-long standoff at the Line of Actual Control in eastern Ladakh. Despite several levels of dialogue, there has not been any breakthrough and the deadlock continues.
On June 15, as many as 20 Indian soldiers and an unknown number of Chinese troops were killed in a violent clash in the Galwan Valley.
Chinese aggression started increasing along the Line of Actual Control and more particularly in Galwan Valley since May 5.
The Chinese side transgressed in the areas of Kugrang Nala, Gogra and north bank of Pangong lake on May 17 and May 18.
