About Tecnimont hse policy Tecnimont Management is committed to providing a safe and healthful place of work throughout all of Tecnimont’s facilities, offices and work sites and to making every effort towards eliminating or minimizing any environmentally adverse effects of Kuwait National Petroleum Corporation (KNPC) operation. To meet this commitment, it is the Tecnimont Policy to promote high standards in health, safety, and environmental preservation and protection through establishing, implementing, and maintaining an HSE Management System that will include such elements as targets and standards for HSE performance, HSE education programs, and assessments and accountability for achievement of those targets and standards.
Don’t be safety blinded. Be safety minded Tecnimont management will strictly enforce its Corporate Safety Policy of “No Lost Time Injury”, and everybody in the Tecnimont shall feel those targets as own responsibility. The health and safety of personnel and the preservation and protection of the environment are Tecnimont priorities. All employees, including those of vendors and subcontractors, are responsible for their own and their colleague’s HSE at work. Tecnimont management must ensure that personnel are trained in HSE. Full cooperation and liaison must be offered to Kuwait National Petroleum Corporation (KNPC), statutory authorities and local communities. Tecnimont management commits itself to pursue continual improvement of HSE performance. Everybody in our NAGRP/AGRP Project must plan and perform work in accordance with the HSE Management System. This policy will provide assurance that the applicable HSE legislation, approves codes of practice, and the agreed requirements will be complied with.

HEALTH The primary goal of the CONTRACTOR Project Health Program is to provide a workplace that is reasonably free of recognized workplace health hazards. CONTRACTOR program include health hazard assessments and good industrial hygiene practices. The program addresses the following: • • • • •
Ensure that all potential health hazards are identified and assessed. Maintain the health and well-being of workplace personnel through monitoring and surveillance. Eliminate or control workplace health hazards to prevent occupational related illnesses or injuries. Characterize workplace exposure to potential health hazards. Ensure compliance with recognized occupational safety and health standards and regulations to include program requirements
In order to reach the goal CONTRACTOR and SUBCONTRACTOR’s will implement procedure and action to control and mitigate as far as reasonably practical all recognized hazards. In particular the following control measures have been implemented: • • • • •
Reduce the noise to as low levels as are reasonably practicable level. Preventing heat and cold stress and related injuries and illnesses. Providing safe drinking water. Control of substances hazards to health Procedure (COSHH). Medical service.
Safety is a full time job, don’t make it a part time practice.

ENVIRONMENT In the NAGRP/AGRP Project, major attention have been given to activities and organization in order to be in line with Kuwait National Petroleum Corporation (KNPC) environmental guidelines, KEPA Law for the Protection and Development of the Environment and Regulations for the Assessment of Environmental effects of Installations. Environmental Objectives Kuwait National Petroleum Corporation (KNPC) NAGRP/AGRP Project Environmental requirements during construction, pre-commissioning and commissioning phase of the Project. Raise the level of Environmental Awareness among the Project team and the subcontractors to avoid/minimize adverse Environmental impacts in the area surrounding the Project site during all phases of the Project.

HSE Strategy and Implemetation
Continuing strategy and implementation by safety management commitment and safety systems/procedures, combined with on-going training for subcontractors, have driven progress to Zero Lost Time Injury Free.
Safety starts with an S but begins with U. Several activities to promote safety awareness, including four key measures, are used by Tecnimont management and reviewed by Corporate HSE teams: • • • •
HSE audits – to ensure compliance with Kuwait National Petroleum Corporation (KNPC)/Tecnimont HSE standards; Safety photo observation presented in weekly basis; Percentage of completed items on incident investigation related to total number of Recommendations; Near misses reported at least 5 – 10 to 1 versus actual investigation incidents.
A significant number of units have introduced safety culture initiatives (behaviour-based safety Programs and (CIA) Comply Intervene Appreciation) to complement existing measures that provide the backbone for ongoing safety management at sites. All significant incidents without lost time, accidents with lost time and relevant near misses are investigated. The level and extent of the investigation reflect the seriousness or potential impact of the event. Suitable processes and criteria (e.g., risk/potential consequences, learning potential) are put in place to ensure that investigations are carried out adequately. A systematic method (e.g., TapRoot®) is applied to guarantee a thorough investigation.

4.6 BUS BOARDING CAMPAIGN The KNPC/TECNIMONT HSE Campaign were held and attended by all the Drivers, Construction Workers and Supervisors. Each worker has been issued with the leaflets regarding SAFE BUS BOAREDING which were translated in to three different languages (English, Hindi and Arabic).

HSE Incentive Schemes The purpose of this scheme is to describe in detail achievements and the incentives used for the development of a Site HSE INCENTIVE PROGRAM procedure for the Kuwait National Petroleum Corporation (KNPC) - New AGRP Project. It details the incentive scheme in order to promote the highest HSE performance on site, and reward in a tangible way deserving individuals and teams. The principle is to stimulate the CONTRACTOR/SUBCONTRACTOR’s employees to work in a safe manner.
To be able to face tomorrow, try safety today! The expectations of the CONTRACTOR Site Management Teams have been well publicized on site by safety campaigns, publicity, training and feedback at Toolbox Meetings. Everyone on site who makes a positive contribution to achieve these expectations, or is considered to be making an outstanding performance to the safety of the project, may qualify for a reward from Management in appreciation of their efforts. Depending on the circumstances
this have been done in the form of gifts or certificates of appreciation. The HSE incentive program applies to all TECNIMONT and SUBCONTRACTOR’s employees. (The target audience for this incentive program is field hourly and field supervisory personnel and not management or office staff.)

5.1 TECNIMONT INCENTIVE SCHEME RAFFLE DRAW
To enhance the HSE Campaign effectively, workers have been awarded with wrist watches & Certificates of Safety Award selecting through the raffle system developed by TCM HSE Department throughout the conduction of Safety Campaign at New AGRP Area during the Year of 2013
5.2 SAFE MAN-HOURS AWARDING On 21st of August 2013, Tecnimont accomplished 5 Million Man-hours without a Lost Time Injury in New AGRP/AGRP Revamping Project. Certainly, this achievement is an outcome of intensive monitoring, appropriate HSE measures, trainings & campaigns for awareness and incentive scheme, which were being organized and held during the period. Tecnimont celebrated the achievement organizing an award ceremony & luncheon party in participation of Company, Contractor & Subcontractors representative. Subcontractors have been awarded with a trophy and certificates for their significant contribution to achievement.

5.3 TECNIMONT WINS ANNUAL HSE AWARD IN MAA REFINERY Tecnimont has won the Kuwait National Petroleum Corporation (KNPC) PD Contractors Annual HSE Award in MAA Refinery during the year 2012 –2013. An outstanding HSE performance demonstrated by Tecnimont enabled the Company to nominate and honor with an award. Company appreciates Tecnimont Management and entire employees for the remarkable achievement.

2014 HSE Targets
Tecnimont sets Health, Safety and Environment (HSE) targets covering periods to allow better planning, implementation and analysis. For 2014, the following targets have been defined.
