A 38-year-old man of Walvis Bay lost his life on Wednesday morning when he was allegedly stabbed with a sharp object while sitting in a taxi. He died in the vehicle. Detective Chief Inspector Erastus Iikuyu of the Namibian Police Force (NamPol) in Walvis Bay identified the deceased as Joseph Ndeyapo Hekandjo. The next of kin of the deceased were informed. He was stabbed once in the chest while sitting in the passenger seat. The incident occurred at AP Lounge in the Kuisebmond residential area at around 03:00 after the deceased, who works at the lounge, allegedly got into an argument with four male customers. It is not known what caused the argument and the fight. Hekandjo, who works as a security guard and gambling assistant, allegedly fired warning shots after the quarrel and stopped a taxi to take him home. Four men then allegedly punctured the tyres of the taxi before one of them entered the vehicle via the rear passenger seat, grabbed the Continues on page 2

The Head of State concluded his tour of the three service headquarters of Namibia's armed forces yesterday, with a visit to the Namibian Navy in Walvis Bay. That was after a tour to Army headquarters at Grootfontein and the Air Force at Karibib. “I can truly say Namibia is in safe hands,” President Geingob said and added there is a particular challenge on the hands of the Namibian Navy which has 1350km of coastline and inland waterways to patrol and secure. Namibia's waters have an abundance of marine resources and these resources need to be protected from various criminal syndicates. As is the case with all armed forces globally, there is the constant challenge to do more with less. In this instance, he said, the Namibian Navy will live up to the challenge. Although Namibia's naval force is small, it has the advantage in its size to be mobile, agile and adaptable. According to President Geingob Namibia would continue to uphold its constitution, protect its citizens and its natural resources and guard its sovereignty by a “friend to all and enemy to none” approach. In his introductory remarks, the Minister of Defense Penda Ya Ndakolo narrowed down the different maritime threats the country face as: piracy, maritime terrorism, drug smuggling at sea, weapons and human trafficking. Minister Ya Ndakolo explained these threats are not confined to the country's maritime zone but also its waterways. Navy Commander, Rear Admiral Peter Vilho in his address said the Namibian Navy will continue to strengthen itself both organisationally and in ability. This is achieved by three distinct activities – recruitment of personnel, development of onshore facilities and the acquisition of more naval assets.

To keep up with the ever growing demand of waste in Swakopmund the municipality has now created two new senior positions in this department, who are responsible to manage about 80 staff scattered all over town. Previously a single person had to take on this tremendous responsibility solely by himself. For close to 25 years Swakopmund has managed its cleaning section without any increase in staff compliment. Now the new town council has taken action and created the positions Foreman: Street Cleaning and Foreman: Refuse Removal Services. This was decided at the last Council meeting. According to the Agenda the coastal town has experienced a significant population growth over the past years, with a major increase in the servicing and occupation in various residential premises. Although council introduced the wheelie bin system in 1998, pole refuse bins and also appointed numerous street cleaners to clean open spaces, the staff complement has remained the same throughout. “The proposed changes are necessitated by the growing challenges (…) The shortage of supervisory staff members in this section hampers other functions and services,” it states in the Agenda. It is therefore impossible for the current Section Head: Solid Waste to supervise the numerous staff. Since Council decided to create the new positions the Foreman: Refuse Removal will henceforth be responsible for the overall supervision of the removal, transportation and disposal services of domestic, business and garden refuse. The Foreman: Street Cleaning will be mainly responsible for the collection of refuse bags in and around town as well as the supervision of 32 Street Cleaners, three Beach Cleaners and four DRC contract workers. While Council has decided to take a new approach regarding the waste management, it also states in the Agenda that general environmental conditions vary tremendously. This can be attributed to the fact that “although the same solid waste management system is applied throughout town, it is evident that the less affluent residential areas are more prone to environmental pollution.” “While the minority of the residents strives to keep their premises and adjacent areas in a clean and tidy condition the majority are very ignorant towards keeping their immediate areas in a clean and hygienic condition,” it reads. And: “This latter attitude often contributes to the general perception that these residential areas are not sufficiently serviced by Council.”

with “this flagrant disregard to the Law”, an application against them will be imminent. According to the agenda of the Council meeting, a total of six bids were made for the prime property, with Telné Properties having made the highest offer. Curiously enough, there were three objections against the sale of the building, one of which was by the SWAPO party. The party was under the impression that the community was not consulted regarding the sale. Regardless, the objections were not considered. After numerous extensions already granted to Telné Properties, the Town Council has now given yet another final due date to secure the purchase price. The delay in payment has also been criticised by the Swakopmund Residents Association (SRA) in their most recent newsletter. “The moment Telné (Properties) did not meet its obligations this contract should have been cancelled and a new one, giving other interested parties a chance, drawn up,” it states. Since the Municipality moved its headquarters to new premises a few years ago, the transaction has been dragging on, to the detriment of the town, the building has not been maintained and has subsequently become an eyesore for locals and visitors alike.

Erwin Leuschner namib times made an effort this week to determine the origins of this fishing seen vessel netting several dozen tons of kabeljou. A picture which circulated among both the angling and commercial fishing fraternities on social media was forwarded to the newspaper with the request to try and find out where this vessel caught the fish. The good news to our concerned public is this fishing vessel is not Namibian and was also not netting the fish in Namibian waters. We consulted pela-
gic fishing stakeholders this week who indicated Namibian pelagic fishing companies are not using wooden boats (the boat on the picture is a wooden boat).
Secondly the net is also not the colour and type used by the Namibian pelagic fishing industry and thirdly the method of casting the nets over the port side of the fishing is not in line with Namibian practise of casting the net over the starboard side. Fourthly the crew is also clearly from either Asian or Latin American origin – the Namibian pelagic fishery only employs Namibian workers and fishermen. Those consulted thought the vessel to be either Chillean or Peruvian-registered where kabeljou are indeed caught commercially.
Two big buoys connected by a long, large rope washed ashore on the beach south of the Mole in Swakopmund this week. By yesterday the two large, yellow plastic structures were still scattered on the beach close to where the halfpipe used to be. They are marked with “badinotti group 1910 2010.” The badinotti group is an Italian company that specialises in nets, aquaculture equipment as well as customized boats amongst others. Where the two buoys originated from is unknown.

aerodrome in the world, where skydivers are charged a passenger tax. Because of these high rates another skydiving company has decided against using the aerodrome and is now operating from the Chinese Satellite Tracking Station on the outskirts of the town. According to the agenda the club had a rental agreement with Brian Roos, the previous lessee of the
Swakopmund Aerodrome, who determined the rates. When Council took over the management the accounts and rates were carried over. While in operation a pilot, a skydive instructor and skydivers take off from the aerodrome. In this case a fee of N$73 per person as passenger fee is charged. During the last meeting Council
decided to suspend the passenger service charge of N$73 per person, but in the same vein decided that all other charges, being landing charges and administrative fees, will remain the same. “But before this request can be approved the club must settle its outstanding debt amounting to N$46 548 in respect of landing fees,” it reads in the agenda.

Ricardo Doeseb (22) also known as “Bushman” appeared in the Swakopmund Magistrate’s court on Tuesday, for the killing on Saturday night of 23-year old Charity Kate Gustava Nuwuses (23) in Mondesa. Nuwuses was stabbed to death. Doeseb appeared briefly and the case was postponed to 31 March. Doeseb will be given the opportunity to obtain legal aid and will remain in custody. According to information received from Inspector Erick Nghaamwa of the Mondesa police station, Nuwuses was having fun with her friends at Shinedima Bar in Mondesa when she told her friends she was going home to change. She never returned to the bar. Nuwuses was reportedly in the company of two people on the way to her house, when Doeseb approached her and demanded her phone. Nuwuses apparently refused to give her phone, as she thought her companions would protect her. Doeseb allegedly started stabbing her with a knife and she died on the spot. Doeseb was arrested a few hours after the incident. The murder of Nuwuses raised anger among not only Swakopmund residents but Namibians as a whole, as the country remains clutched in a grip of gender-based violence and criminal elements who have little regard for human life. Patients at hospital wait days to see a doctor Erwin Leuschner
Patients at the Swakopmund State Hospital were up in arms this week after they had to wait more than two days to be finally attended to by a doctor. “We are also people. We have rights,” one angry patient said when namib times visited the hospital on Tuesday afternoon. Close to 90 people were at the Swakopmund State Hospital on Tuesday morning, after 17:00 close to 30 remained, having sat there waiting to see a doctor the whole day. “This is totally unacceptable. Not even in the rural areas is it this bad,” an angry patient said. Some visitors said that the situation has been going on for a long time now, but was extremely bad this week due to the fact that only one doctor was available to see all the patients. “I came here on Monday morning, because of my asthma,” Emily Goses from Swakopmund said. During the day she suffered a couple of asthma attacks, but because of a lack of oxygen she had to continue suffering. After having sat
there waiting the whole day she left the hospital at 20:30 and came back on Tuesday morning. “But it's the same story as yesterday,” a visibly angry Goses said just after 17:00. “Luckily I am selfemployed, because I don't know what I would have done otherwise,” MonaLisa Muningirua said. Muningirua visited the hospital on Tuesday morning to discuss some test results with a doctor. “The doctor comes at 08:00, but then has teatime at 10:00 and again leaves during lunch. All the while we sit and wait,” she said and added that “I just want to see if I should continue with my medication. This is very frustrating.” The angered patients voiced their opinions with the Matron of the Hospital, but “she was not very accommo-
dating,” another angered patient said. The Matron refused to talk to the newspaper and in-stead referred all queries to the Regional Health Director, Jeremiah Nghipundjwa. Nghipundjwa again referred all queries to the spokesperson of the Ministry of Health and Social Services in Windhoek, who has not answered any questions by the time of going to print. “I just don't understand how this is even possible,” another angry patient, who wished to remain anonymous, continued. “We are a community, but they don't care. Many people travel from far and take off work, just to have and sit and wait. But the worst is that the staff is unfriendly and don't even offer water to these people.”
Even young mothers waited the whole day at the Swakopmund State Hospital. According to the patients the staff was not very friendly and didn’t even offer them water

A survey conducted in September 2015 confirmed that Namibia's horse mackerel biomass is above its maximum sustainable yield level. Recruitment is also above the long term average. This was said recently by the Minister of Fisheries and Marine Resources, Bernhardt Esau in addressing the fishing industry in Walvis Bay. According to Minister Esau the Ministry of Fisheries finalised a horse mackerel management plan in conjunction with Namibia's northern neighbour Angola, in order to ensure the two countries collaborate on managing its combined horse mackerel resource sustainable. The horse mackerel biomass constantly shifts between Namibian and Angolan waters and either of the countries not doing its part to manage its horse mackerel fishery accountably would end up to the detriment of both nations. The management plan is yet to be adopted, but according to the Minister this falls within the ambit of a Transboundary management plan Namibia and Angola agreed upon earlier. No official greenlight yet for Bahnhof Square Sharlien Tjambari The development of the Bahnhof Square Shopping Centre in Swakopmund have been at halt for almost two years now, even though Paolo Shipoke of Stack Properties claims issues between TransNamib Holdings and the Ministry of Works and Transport have been resolved. TransNamib spokesperson Struggle Ihuhua confirmed this week no official approval has been forthcoming from the Ministry of Works and Transport for the development to proceed. Swakopmund is growing at a major pace and the unemployment rate in Swakopmund is increasing at a very fast pace as well. The community of the town has been eagerly waiting for the commencement of the shopping centre, because developers said the construction phase alone would create as many as 600 direct employment opportunities. It would create economic benefit for contractors and service providers. Once completed the shopping centre could employ as many as 1500 people. The total cost for the development of Bahnhof Square mall is estimated at N$450 million.

2016 is a busy year for the Mascato Youth Choir which not only celebrates its 20th Anniversary this year, but a tour to Germany is also on the menu. In a statement this week, the choir's administrator, Ms Ailly Namupala, said the choir now counts among the oldest choirs in the country. There will be celebrations. With regard to the tour to Germany Namupala explained this annual tour is a good platform to rejuvenate links with other German choirs and the wide support base Mascato enjoys abroad. The tour starts on 29 April and ends on 15 May. “With generous funding from our community, the Mascato Youth Choir is able to send 41 members out of its 120 members to Germany. On behalf of the whole team, I would like to thank everyone for their support during the years and donations towards our dream,� said Namupala. When the choir returns, a gala dinner will be held where the choir members will share its experiences abroad with the public .

Erongo Regional Education department finds way to improve learner reading skills Sharlien Tjambari
The Coordinator of the Erongo Regional Education Department Mrs Katherine Van Rooi invited Dokka Swart, a private teacher from South Africa to conduct presentations and demonstrations on the intervention reading programme for learners in Erongo. The programme is aimed at pupils with reading difficulties.

The Erongo Region is known as the region of excellence and for the past year the region have been performing poor in terms of learners performance in schools and one of the contributing factors of poor performance in schools is the lack of reading skills. The reading programme is called the “Do and Learn Reading and Numeracy Programme� which was implemented more than 16 years ago. The programme is based on a combination of sounds, sight reading, association and activities which all contribute to the eventual success of the programme said Swart. According to her, the initial aim of the programme is to teach pre-schoolers to read. All lessons demand personal involvement while the subject matter relates accordingly said Swart. She said a complete package was compiled and has been successfully implemented in schools and youth centres aimed at Grade 010 for learners who are unable to read. The program consists of manuals, reader workbooks and flashcard words with association, phonics flashcards and a therapeutic DVD
which teaches exercises of laterality, balance and crossing the midline etc. The package also includes an audio CD of the lessons which encourage and help parents and teachers to get involved. Van Rooi said such programmes requires training for teachers but very few of the teachers go back to their schools to convey the message to the rest of the teachers at their schools and even if one brings all the best teaching programmes in place it somehow turns out as if you are not trying hard enough. The teachers from different schools who were at the presentation feel that Swart's teaching methods are excellent but they are only good for learners of the upper primary and not lower primary as they might be confused. The teachers also feel that the reading programme should be introduced to the students who pursue a career in teaching so that they will be able to implement it the first day they start teaching. Van Rooi said the Teachers Resource Centre will order the packages for the different schools that have children with reading problems.

After months of planning, extensive research to identify a unique target group, and a successful submission to the United States (US) President's Emergency Plan for AIDS Relief (PEPFAR), the US Government initiative to help save the lives of those suffering from HIV/AIDS around the world, namib times launched its “Share your Status with Those you Love” campaign in Walvis Bay in February 2015. The Walvis Bay Corridor Group (WBCG), through their Wellness Service, has entered into a smart partnership with the namib times and PEPFAR's HIV/Aids campaign, which aims to increase the knowledge and understanding of the disease in the Erongo Region. We worked closely with them in all our campaign drives and with their support our testing was a huge success. The Walvis Bay Junior Council played a huge role in our campaign to spread the news to the youth. We also had huge success with our airtime competition which was run in the newspaper on a regular basis and made a lot of participants very happy. From the side of namib times we are confident to say that the campaign has reached its target. “We at namib times started the PEPFAR HIV/AIDS awareness campaign twelve months ago, made possible by a generous donation by the United States Government. Certain goals were set and I am proud to say that our objectives

24 Hour Day Care Centre for Kuisebmond gets help Liesl Losper
The Penombili Day Care Centre is a 24 hour day care facility for babies from the age of two months and it also has a pre-primary school. “We have noticed that most of the mothers that work night shift at fishing companies struggle to get someone to take care of their babies. We have decided to create a facility to attend to this matter. We also have a primary school,” the head of the centre, Mrs Hidengwa said. Kachina Ndelitungapo Shiluwa, who is a shareholder in Starting Right Investments189, and Mrs Salome Izaaks, a representative from Voorbok Fishing joined hands and made a difference to this day care centre. “I personally started off with buying 3 mattresses that got
cut up to fit into 9 cots then my office staff and I volunteered our time to paint the 2 rooms with some paint that I sponsored for the kids. Every year since we assisted where possible, such as having paid for more cots, putting in a floor for insulation in the kids' play rooms, Kachina. This year Penombili Day Care Centre had more urgent needs that needed to be addressed in order to make it a real haven for the kids to spend time in, as a home away from home. The company, Starting Rights Investments-189 thus sponsored some items like a fridge, microwave, computer, 30 chairs
and 10 tables for children, chil-dren's books, toys and videos. Salomi said they helped with the renovations, chairs, paint and garage doors for the centre. “People should make a difference in the lives of our children, providing love, in a safe environment and painting them a picture of a better tomorrow, where anything is possible. Our heroes are the parents, teachers and such caregivers that want a better tomorrow for their kids and are willing to show up in their lives, to say to them ‘I care’, let's support and do what we can to make children smile,” Kachina added.

Tourist Evacuated After Fall During Marine Tour Liesl Losper A foreign tourist was evacuated by air from Namibia to her native Switzerland earlier this week, after sustaining serious injuries after a fall aboard a tourist boat in Walvis Bay.
International medical rescue and evacuation company, LifeLink was activated and an air ambulance of the company transported the injured tourist to Windhoek, where she boarded an international flight to Europe with LifeLink international assistance crew, Tara-Leigh Ciolek
and Nicky Schreuder accompanying her. �The patient is now back home and under care and we wish her a speedy recovery. LifeLink can carry out these operations to move patients from everywhere to anywhere throughout the world,� the company commented on social media.

Schon von weitem waren sie zu sehen, aber aus der Nähe wirkten sie einfach umwerfend. Die Pyramiden von Gizeh zählen zu den sieben Weltwundern... Auf den Gräbern der Pharaonen, so heißt es, lastet ein Fluch. Obwohl schon seit 200 Jahren intensiv geforscht wird, liegt Vieles im Dunkeln. Warum wurde die Pyramide überhaupt gebaut? Und von wem? Wie gelang es einer Kultur, kurz nach der Steinzeit, solche Bauten zu errichten? Wie konnten 2,3 Millionen Kalksteinblöcke mit einem Gewicht von jeweils 2,5 t aufeinandergeschichtet werden? Die Blöcke wurden so exakt bearbeitet, daß dazwischen nicht einmal eine Messerklinge paßt. Die alten Ägypter arbeiteten mit einer unglaublichen Präzision: Obwohl die Ecken der Pyramide fast 326 m auseinander liegen, beträgt die Höhenabweichung gerade einmal 2cm. Was bezwecken die vielen Gänge, die sich in ihrem Inneren verlieren? Rätsel über Rätsel, die wohl niemals ganz gelöst werden können ... Herr Dietrich erzählte uns, daß die Pyramide früher eine glatte gleichmäßig schräge Fläche war, aber im Laufe der Zeit hatten Wind und Wetter die Steine verwittert. Und die Nase, ja die Nase von der Sphinx hatte Napoleon, als er anno dazumal in Kairo weilte, abgeschossen. „ Ob

Monthly Monitor: February 2016 The January market trend of extreme volatility continues. Market Review: The main general concerns for the market remain the continued slowdown in Chinese economic growth (adding to emerging market and commodity weakness), a strong United States Dollar (USD) and globally divergent monetary policies. As investor sentiment remains negative, capital flows out of the perceived 'riskier' emerging market investments and into developed markets. South Africa's drought after-effects, political instability, the lingering risk of a downgrade on its foreign debt rating, and reduced demand for commodity and resource exports put immense pressure on local asset classes. See Table 1 below for asset class returns over various periods:

It is often in the most volatile (and even negative) times in the market when the best buy-in opportunities present themselves. It is also in the most difficult of times that asset managers and portfolio managers are put to the test and get to prove their worth. Portfolio Performance: Although markets can be volatile over shorter periods, like a month, they become more predictable given enough time. Table 2 shows the 1-year and 3-year (per annum) returns ending February 2016 of our five managed portfolios. The returns are calculated based on gross internal rates of return (IRR's) from actual client data:
Please note that over the past 12 months, all of our five portfolios' returns have outperformed the South African share index (see Table 1), despite not reaching their benchmark expected returns. Over longer periods, the annualised performance of both the share index, as well as our portfolios, converge toward their (higher) long-term expected rates of return. Thus we urge investors to be patient during the months of weaker performance. Considering the poor equity market return of -3.8% over the past 12 months, we are very pleased to have comfortably outperformed the market with all five our portfolios! At the same time, we have also outperformed our peers. Through the use of our investment expertise and experience we have managed to achieve these outstanding returns through portfolio diversification amongst asset classes, and asset management styles, appropriate asset allocation, excellent fund selection and active management of clients' investments. Can your current financial adviser do the same? Conclusion: It is not the first time, nor the last, that the markets have experienced such volatility. We urge investors to trust their financial adviser and asset manager and remain focussed on the long term. Have they got it right? Can all those new elements come together harmoniously in a glorious British GT package? Aston Martin themselves call this ‘the most significant new Aston Martin since the introduction of the DB9 in 2003’. They are not exaggerating. Let’s start with the engine, a V12 mounted in the front, running through an eight-speed auto gearbox. Sounds fairly standard, but this is a completely new engine that Aston Martin say they made all themselves. Its 5.2litres have two turbochargers, producing 608bhp and 516lb ft of torque. Where other marques have gone for smaller engines with their new turbos, Aston Martin has just added the turbos. The effect should be immensely powerful, with the most noticeable increases being in low and midrange torque. This thing should pull from nothing, on its way to a top speed of 200mph. It should pass 62mph just 3.9sec after launch. There will be three driver modes, which
will incorporate adaptive dampers, torque vectoring and a limited-slip differential in the handling and ride stakes, as well as numerous changes to the engine management, steering and so on. The exterior is quite a c r o w d - p u l l e r, a n d shows the amount of work they’ve put in to ensure air flows as effortlessly as possible through, over and round the car, particularly through the air ducts for the brakes. At the rear this flows over what Aston are calling an Aeroblade, which is in effect a virtual wing. Clever. Compared to a DB9, it’s 65mm longer in the wheelbase, 28mm wider (although the track is much wider) and 50mm longer. Inside this translates into more room in what is a very modern yet nicely British cabin. This is a real GT cabin, with a huge TFT instrument display which of course you can configure as you wish. There’s even space for a couple of children in the rear or for that stuff you never know where to put.

There will be thunder at the Country Club - Jarman “A big storm is coming when I step into the ring in April,” Junior Middleweight boxer Anthony Jarman said during a media conference in the capital on Wednesday. Jarman, who defended his national Welterweight title against Christian Ukelo with a fifth-round knockout in October 2015, will now fight for the International World Boxing Association (WBA) title, which is a weight above his current category. The fight is scheduled for the Windhoek Country Club Resort and Casino on 9 April and his opponent will be South Africa's Malibongwe Ndzube, who has a record of 18 fights, 15 wins, two losses and one draw. Jarman has an impressive record of 14 fights, 12 wins, one loss and one draw. Speaking at the media conference on Wednesday, Jarman said he has been ready for a long time and will enter the ring ready to be crowned the new champion of the vacant international WBA title. “I am excited to be given this opportunity, which will be a big fight for me.
