Namport's Walvis Bay Waterfront and Marina on Hold
The Namibia Ports Authority (Namport) has put the plans to construct the Walvis Bay Waterfront andMarinaonholdduetoinadequate landavailableattheport.
Theapproximatelysevenhectaresofprimeland earmarked for the Walvis Bay Waterfront and Marina development are being used for the ongoing development of the new oil and gas industry The development of a Waterfront and Marina was identified by Namport to combine seaport activities with recreational and tourism activities and will consist of hotels, offices, apartments, shops, conferencecentre, restaurant, health centre, spa and medical centre, among
others. The total project cost was estimated to be between N$300 million and N$1 billion, when it was launched in 2019. According to Namport Chief Executive,Andrew Kanime, Namport does not have inadequate land to proceed with the waterfront and marina development. “Therefore, we had to put the development on hold for now The land that we set aside and zoned for the waterfront and marina development, is the same land that we are now using to service and support the oil and gas industries. Therefore, for now, the waterfront and marina development has been put on hold because we simply don't have space to carry out that development,” he said. Kanime addedthatthewaterfrontdevelopmentprogramme could be reactivated once the port infrastructure

Regarding hitches they are currently facing, Aimee noted that a boundary wall is of utmost importance right now, since they would like to plant
their own vegetables for their kitchen to be self-sustaining. The boundary wall will also provide safety and security to the premises. The Diaz Wind Farm will consist of 11 wind turbines, generating a total of 44 megawatts (MW) of power Each turbinehasacapacityof 6 MW, and the energy produced will be fed directly into Namibia's national grid through Nampower, contributing to the country's efforts to achieve energy self-sufficiency
“This project is a significant stride toward maximising the renewable energy potential of our region,” Mayor Balhao said. “Lüderitz is the capital of renewableenergy, attracting a wealth of opporunities for industrial growth.
Development needs energy, and we are in a prime position to provide it.” The uprights for the turbines are expected to arrive in March 2025, with full commissioning of the wind farm planned for thethirdquarterof2025.
The mayor emphasised that the construction timelineisinfluencedby weather conditions, with assembly ideally taking place during the wintermonthswhenthe region experiences lowerwindspeeds.
While the wind farm is expected to bring significant economic benefits, job opportunities willprimarilybecreated during the construction phase. The project has already boosted the SME sector, with local accommodation providers, logistics companies, and engineering firms benefiting from the influx of work Infrastructure improvements, such as road upgrades, have also been necessary to accommodate the transport of turbine components
MayorBalhaoconfirmed that a full Environmental Impact Assessment (EIA) was conducted for the Diaz Wind Park as early as 2001, with further studies and licensing approvals following in 2007. The assessment identified potential risks to local flora and fauna but concluded that environmental concerns could be effectively managed through mitigation measures. In addition totheDiazWindFarm, Lüderitz will soon welcomemoreturbines fortheCERIMproject.
On Tuesday this week, Mayor Balhao shared his excitement on social media, writing, “Prettyhistoricaldayin Lüderitz. Seeing these massive wind turbine blades moving through town like synchronised dancers tiptoeing through the busy and narrow streets of Lüderitz is something to behold. Big thumbs up to everyone involved!”

Oranjemund on Exploration and Environmental Concerns
A crucial conversation on the environmental and social risks of offshore oil and gas explorationtookplaceinOranjemund, asthe Legal Assistance Centre (LAC) hosted a Community and Stakeholder Dialogue at the OranjemundRecreationClub.
Theeventfocusedonthe Environmental and Social Impact Assessment (ESIA) for Block 2914 A,raisingconcernsover its approval despite expert reviews highlighting major deficiencies.
WithNamibia'soffshore oil and gas industry rapidly expanding, the dialogue served as a platform for key stakeholders, environmental experts, and community members to discuss the potential threats to marinebiodiversity, coastal ecosystems, and local livelihoods. The morning session brought together stakeholders to assess the risks of offshore exploration, while the evening public talk allowed the broader community to voice theirconcerns.
However, a recurring issuewasraised, noneof the participants recalled being consulted before the ESIA for Block 2914A was approved in October2024. Thislack of public participation contradicts the Environmental ManagementAct (EMA), which guarantees communities the right to engage in decisions that affect theirenvironment.
“Transparency and accountabilityareessential if we are to balance economic development with environmental protection,” a participant remarked. A key focus ofthediscussionwasthe shortcomings of the ESIA for Block 2914A. Anindependentstudyby the Environmental Law Alliance Worldwide (ELAW) identified se-
rious gaps in the assessment, including Inadequate oil spill response plans that fail to address potentialdisasters; Outdated biodiversity data, ignoring current marine life risks; Economic risks for fishing communities, whose livelihoods depend on a healthy marine ecosystem. Oneofthemost compelling examples shared during the event was SouthAfrica's legal battle against Shell, where a court ruled against the oil giant's seismictestingduetoits potentialharmtomarine life.Thiscasewashighlighted as a model for how public intervention and legal action can influence environmental decisions. Beyond the main event, the LAC extended its outreach through a mobile legal advice clinic in front of the Youth Centre, offering free legal consultations to Oranjemundresidents. Additionally, the team visited Oranjemund Private School, engaging students in discussions about environmental law and advocacy The dialogue highlighted the urgent need for communities to actively engage in Namibia's energy development decisions Calls weremadefor: Stronger public consultation processes before approving major projects; Improved environmental safeguards to mitigate risks; Greater transparency and policy accountability from government and corporations.
