The new owner, Christian Diebold House number 17 on Aloe Street, Ocean View in Swakopmund, is causing tension between the previous and current owner after Mr Christian Diebold bought a house at the price of N$3,1 million from Mr Deon Miljo. On 4 October last year, Christian Diebold was declared as the sole owner of the house and signed all legal documents not knowing what was waiting for him when Deon Miljo sold his house to him. According to Miljo, he has been the owner of the house since 2006 where he was living with his wife and child. Diebold said, “I am based in Kenya and come home (to Namibia)
was in Namibia, he then moved in as he needed a place to stay, “One morning Miljo asked me to move out immediately as he does not associate with my type,” Diebold said. According to Diebold, he mentioned to Miljo that he wanted to renovate the house and Miljo said he was into construction and would renovate the house himself. “He said it’s either him or nobody else, and I felt
very seldomly. According to Diebold, when he bought the house, his agent told him by email, as he was out of Namibia, that the previous owner showed interest in renting the house. He set up a meeting with Miljo to discuss the rental agreement and they met in October for the very first time. During the meeting Miljo told Diebold that he could use one of the flats during the time that he

Diebold also said that Miljo tried on different occasions to deposit money into his account, as rental fee, but he transferred the money back to him.
Today Miljo refuses to move out of the house and Diebold’s family have nowhere to go as they were asked to vacate today from their previous place of residence. According to Diebold, he has reported the case to the police but the police refused to intervene
and said it is a civil case and they do not deal with civil cases. According to Diebold, Miljo was given notice to vacate the house on 3 January 2015. Yesterday, Diebold’s family decided to take matters into their own hands and broke the locks of the gate to go

N$441.1 million housing project scuffle resolved Liesel Losper
A sub-contractor for the 441.1 million Namibian dollar NHE housing project in Walvis Bay, Olivier Builders, confirmed yesterday that they have eventually received their full payment for construction work done on the project, after bitter dissatisfaction in the week of 29 November, because of initial non-payment by the 7Sirs Group, which is tasked with the construction of 1 595 houses in Walvis Bay, Kuisebmond. Local sub-contractors had approached the namib times recently to complain regarding no payments received before Christmas. The National Housing
Enterprise (NHE), which runs the project, awarded the tender to 7Sirs to construct the houses in Walvis Bay within a period of 18 months from March last
year. The South African company sub-contracted more than 10 small and medium enterprises (SMEs) from Walvis Bay to build houses for

NamPol SFF accused of abusing power at Swakopmund A resident of Swakopmund in the Erongo Region has accused a police officer of abusing his power by assaulting him at a club recently for no apparent reason. Maxwell Mbaha is furious after he was allegedly assaulted by a certain ‘Lampard’, a member of the Namibian Police (NamPol) Special Field Force (SFF) at New Edition Club in Swakopmund on 27 December last year. Mbaha said the officer hit him twice on the jaw with a fist and elbow, and then pushed him against the wall, causing his jaw to swell for some days.

one wanting to keep their family happy, the workers were at my house day by day threatening me in order to get their money, while 7Sirs did not pay us as was communicated, on 15 December 2014,” Olivier builders told the namib times during a protest on Monday, 29 December 2014. Collin Venaani, partner of 7Sirs, told the namib times that they had received their payments on 24 December from NHE giving them little time to get payments done before Christmas, to reach all the contractors. Due to the holidays and non- availability of online banking the money was only paid to the sub-contractors on 29 December. “We are not at fault here and I believe no-one is at fault, due to payments done on 29 December 2014 to all sub-contractors,” Venaani explained. “Apparently these payments had to go through several accounts. Each account kept its share of the pie, and the subcontractors who have
actually done the work, were not paid on time as promised.” Venaani told the newspaper that on the 24th NHE only paid 30 % which they have received from the Government but the group paid their sub contractors in full. The government still owes 7Sirs 70% of the money for the project, Venaani confirmed yesterday. In May 2014, 7Sirs and construction contractors allegedly went through the same episodes as mentioned above during the past year. During this session, sub- contractors took the risk taking money from their own pockets to pay the salaries of complaining employees, research has shown. It is also during this time that NPN Enterprises had to quit the mass housing project after it became clear that they would not be able to meet their basic labour costs. Olivier Builders also yesterday confirmed their discontinuation of service on this project with immediate effect.
He told Nampa in an interview at his house in the Tamariskia residential area yesterday, that ‘Lampard’ and other police officers came to the nightclub at around 02h00 and found him drinking with some friends outside the club, as it was already past closing time. “He told us to go and when I said we are not inside a club but outside in a public place, he said I am undermining his authority and he beat me up, handcuffed me and threw me in a police van,” said Mbaha. He also accused the police officer of pouring beer on him. One of Mbaha’s friends, a member of the Namibian Navy Air Wing, who wishes to remain anonymous, told this news agency on Monday that he was detained together with Mbaha that same night. “I asked why he is beating up my
into their place as they cannot stay outside with their luggage. According to Ms Glenda Diebold, Christian Die-
bold’s sister, Miljo also damaged the property by breaking the water pipes and opening the water without approval from
the municipality. The water was closed on request of the Diebold family because the account was on their name.

The namib times could not get any comment from Miljo as he said he was waiting for his lawyer to talk to the media. Chief Inspector Mr Leon Van Rooyen showed up to intervene and had a meeting with the two parties to see if they could come to an agreement of some sort. The final decision was to be made during the meeting and we left the scene at 18:00 and left the parties in the meeting as the media was not allowed to attend the meeting. The saga continues.

Thirty-four entries were received from the coast during December last year and the community of Swakopmund hope and wish for the NAMAs to be hosted in Swakopmund for the
second time in a row as it brings a lot of visitors to the town and visitors mean great business for the business community. The host still remains unknown and the Cor-
porate Affairs team at MTC have not yet come to an agreement as to where the NAMAs will be hosted. The organisers of the NAMAs will soon make a decision; the

Kashuupulwa said the police were called to restore order at the club, as it was closing time and customers were not willing to vacate the building. ‘’What I gathered is that they were detained because the civilian refused police instructions and the soldier interfered with police work. However they still have the right to lay assault charges if there were any,” said Kashuupulwa. Kashuupulwa explained that NamPol has the right to arrest anyone who is involved in criminal and illegal activities, including soldiers. According to a witness at the scene the woman was taking photos of three children who were with her, when two men approached her vehicle (a white Toyota Mini Bus) and grabbed her handbag and ran off. “I witnessed the whole ordeal. She ran after the men while I took the children and put them in the car. The woman hit one of the men in an attempt to get her handbag back. The man dropped the bag and they ran away with the woman following them. The woman fortunately got her
handbag back. The community is warned that there are snatch-and-grab thieves in our midst, therefore everyone should be vigilant. Many tourists are unaware of these types of schemes and are often targeted by these criminals as easy targets,” she said. According to this witness the culprits did steal a cell phone from the handbag. The newspaper could not get hold of the woman for comment before going to print.

Hy sê daar was
More than 70 lives lost on Namibian roads More than 70 lives were lost on Namibia's roads since the beginning of the Festive Season Road Safety Campaign 2014/15 The Motor Vehicle Accident (MVA) Fund in conjunction with the National Road Safety Council (NRSC) held a media conference where they shared with the local media, the latest road crash statistics from the MVA Fund Call Centre indicating that 75 lives were lost on Namibia's roads.
These fatalities emanated from 498 crashes which occurred since the beginning of the Festive Season Road Safety Campaign on 22 November 2014 until 4 January 2015. Nine-hundred and eighty persons sustained various degrees of injuries during these crashes. Of note are the recent mass casualty crashes which occurred along the Henties Bay/Swakopmund and Kalkfeld/Omaruru roads. Six lives were lost and two persons sustained injuries in the first incident which was caused by a head-on collision. In the latter incident, regrettably four lives, including two minor children, were lost when the minibus carrying 18 persons had a side-swipe collision with a sedan carrying four passengers. Both these crashes occurred in the Erongo region which makes up the region with the third highest number of crashes (12%), preceded by Oshana (14%) and Khomas (33%) and followed by Otjozondjupa (10%) and Oshikoto (7%). Speaking at the media conference, Mr Ambrosius Tierspoor from the National Road Safety Council attributed the cause of road crashes to reckless behaviour by road users, which includes non-adherence to set speed limits. He indicated that the impact speeding results in the severity of injuries, and further said, 'We can only do so much to save lives on our roads; we cannot do it alone”, emphasising the need for sustained collaboration between various role-players. Ms Rosalia Martins- Hausiku, the MVA Fund Chief Executive Officer expressed concern over the impact of a lack of journey management among road users: “The next two weeks will be critical as roads are becoming more and more congested as people are returning to their homes after holidays. Let's spread our travel to reduce such congestion and at the same time, ensure that we do not overload vehicles.” Agreeing to the NRSC's sentiment about speed, she stated that the MVA Fund Call Centre statistics indicate that 55% of people de on the scene, due to the extent of the impact of crashes, which may be as a result of speed. All road users are urged to plan their trips, obey traffic regulations at all times, and to share the road responsibly. The public is further reminded to report all crashes to the MVA Fund Accident Response Number 081 9682 to save a life.

Justice’s operation a success Mavourlene Gaes Three month old Paulus Shilongo Justice Haidula underwent a successful open heart operation in Cape Town. This was done after well-known businessman John Savva sponsored him and his mother with plane tickets and an undisclosed amount of money to fly to South Africa for the operation. The newspaper spoke to one of the medical staff at the Chris Barnard Memorial Hospital in Cape Town on how the surgery went and was informed that the operation went well and he is in a stable condition. According to the mother of three-month old baby Justice, Martha Namhadi, she had no idea of the medical condition of her son after he was born in September last year, as everything seemed normal after he was delivered. Namhadi added she only started noticing that her son’s heart was beating faster than usual and it concerned her. “I took him for his usual check-up and that is when the nurse discovered there was something wrong with Justice and referred me to the doctor” she said. The doctor told her Justice had a hole that was about 1cm big in his heart and that he would need to undergo open heart surgery to repair the hole. The condition is known as Ventricular Septal Defect (VSD), it is a common heart defect that's present at birth. The hole occurs in the wall that separates the heart's lower chambers and allows blood to pass from the left to the right side of the heart. The condition is also known to pump oxygen-rich blood back into the lungs instead of pushing it out and in the process causes the heart to work harder. Her doctor advised her to have the operation done on her son while he is still small before he starts experiencing heart failure which usually starts when they are one year old. After she had learned about her baby's condition Namhadi said she started arranging to travel to Cape Town for the operation, as the cardiologists in Namibia were allegedly unable to perform the surgery here. Although her medical aid covered the surgery she could not afford the plane ticket to get her son there. “I took a leap of faith and wrote a letter to Mr Savva asking him for financial assistance and unlike many business owners he gave me a quick response,” she explained. John Savva handed over the plane ticket to Martha on 24 December 2014. Savva explained that wealth is not something you take to the grave as you leave it behind when you die, so it is better to help those in need.

Brockerhoff sustained serious injuries in a motor vehicle accident in Neptune Street in Narraville, Walvis Bay. The accident occurred in the early hours of 29 December 2014. The cause of the accident is still unknown; there were two witnesses at the scene who allege that a white bakkie was involved. Brockerhoff was initially stabilised at the scene by the St Gabriel Community Ambulance Service before she was transported to the Welwitschia Medi-Park in Walvis Bay for further treatment and stabilisation. Due to the nature of the injuries sustained she was transferred to Windhoek by E-Med Rescue 24 mercy flight, where she died on 2 January. Her death is described as a hard blow by her family and friends. Detective Sergeant John Henry Geiseb urgently requests the driver of the white bakkie to contact the Narraville Police station, in connection with the accident.

Walvis Bay SPCA on fire Madelaine Laubscher
The Kennel Master’s house at the SPCA caught fire and was completely destroyed yesterday. According to the Kennel Master, Ms Bernice Grobler, it is still unknown what caused the fire. “The Walvis Bay Fire Brigade said it might be an electrical problem that caused the fire, but it has not yet been confirmed. Young man shoots himself
A 21-year-old man from Walvis Bay in the Erongo Region has a bullet stuck in the leg after he accidentally shot himself with a pistol he stole from his father.
He allegedly stole his father’s gun from a safe in the house and went out with it in his pant's pocket. The incident took place at Kuisebmond Beach in Walvis Bay, between 01:00 and 02:00 on 1 January 2015. Crime Investigations Coordinator for the Namibian Police Force (NamPol) at Walvis Bay, Deputy Commissioner Ottilie Kashuupulwa said the victim was transferred to Windhoek last week Friday for the bullet to be extracted. “He was apparently run-
ning with his friends with the gun in the pocket, he then decided to remove it but it accidentally went off. The bullet hit him in the area between the foot and knee,” said Kashuupulwa. Kashuupulwa indicated that the name of the young man could not be revealed, as he is not yet charged. His father is still to give his statement on how the son got hold of the key to the gun safe. She noted that there is a possibility that the father will be charged with neg-
ligence in the handling of a firearm. The son might be charged with possession of firearm without a license and discharging a firearm in a municipal area. “All these will be determined after we obtain statements from the father and son,” said Kashuupulwa. When the namib times enquired, Kaashuupulwa confirmed that the son is still in Windhoek and as of yet has not been formally charged. NAMPA

Fireworks cause havoc Madelaine Laubscher
The fire cracker that almost hit a resident’s caravan After New Year’s Eve the SPCA had their hands full trying to catch dogs and cats that fled from home, in an attempt to get away from the fireworks in neighbourhoods. Sadly this caused some dogs to lose their lives. According to the SPCA a lot of people ignored the decree that prohibits the shooting of fireworks in town. A spokesperson at the Tierschutzverein SPCA Swakopmund commented that the fireworks got out of hand and the SPCA was faced with many lost pets. “After the New Year celebrations we took in seventeen dogs and five cats. Twelve Dogs have been claimed so far, but unfortunately no cats. We still have seven dogs missing since New Year and their owners are extremely worried and sad. Luckily no injuries or dead pets were reported at the Swakopmund SPCA. According to this spokesperson it seems the areas mostly affected were Ocean View and Mile 4 as this was where most of the complaints came from. “Our manager and volunteers continuously received complaints and messages. The Neighbour-

hood Watch also reported many lost dogs on 1 January. People do not realise the impact the loud bangs have on dogs, cats and even wildlife and birds. A dog’s sense of hearing is significantly greater than those of a human being. Studies have shown that dogs are capable of perceiving frequencies about twice that of a normal human and can pick up and distinguish sounds roughly four times than that of humans. This means that dogs can hear many sounds on frequencies that humans cannot even begin to detect. The fireworks bring confusion, anxiety and fear into the lives of our pets and caused many to run away from their homes in an effort to escape. Fireworks are not animal-friendly! During these escapes many animals will hurt themselves or even get hit by a car. It is very traumatising and we strongly feel that
fireworks should be completely banned since people cannot adhere to the rules,” she said. She mentioned that the Swakopmund SPCA is extremely grateful to the public and the Neighbourhood Watch who assisted them in collecting the scared and lost animals and brought them to safety at the SPCA. “One of our adopted dogs, Milo, also managed to escape from his new home after a fireworks display in his neighbourhood. Interesting enough he arrived at our SPCA gates a few days later as if he knew he had to come here to be safe. Unfortunately not all dogs are this fortunate and some may never be found again. We are hoping well-doers took them in and wish to appeal to these people to please contact the SPCA (064 – 404419) so we can re-unite these pets with their families. Also if your pet is missing, please contact us, we are
here to help.” It was reported that a dog in Walvis Bay was hit by a car on the bridge to Kuisebmond on 31 December due to fireworks and that she subsequently died. “These are the consequences of fireworks. Fireworks (a rocket) were fired by someone in our neighbourhood and it came right at us. If we were not there it would have burnt our caravan down inside our yard. So many dogs have gone lost and even lost their lives. It is unacceptable to say the least. Fireworks should be banned from Namibia overall,” a complainant concluded.

Obtaining Fishing
Permits
Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

Brand by Spur
Please tell me its true.

Horrific accident
The death toll in the horrific accident between Henties Bay and Swakopmund, some 20 kilometers outside Henties, is still 6. Three people died instantly when two cars collided and burst into flames - three people who were trapped in the one car, died on the scene, while a 16 year old girl, who was taken to hospital, is still in a serious but stable condition. Earlier yesterday a three year old boy died in Henties Bay, when he ran after his dog and was hit by a car. Rony M Hall-Barnard: So Horrid. Just wish people would drive more careful. Driving to Cape Town from Johannesburg I encountered may drivers that had no patience and passed cars with incredible speed. There is no excuse for that, but being stupid. Katja Bär Glöditzsch: So unnecessary, so horrific and so very sad sincere condolences to all relatives and friends May those who have perished R.I.P. Lusia Ndahekelekwa Shadongala: God have
mercy! Rina Liebenberg: RIP... SO SAD. Elrene Sylvester: Ongelooflik tragies. Nadia GäGä van Zyl: So so sad about all the lives lost in this horrific accident. I miss one in particular extremely. Condolences to all the families.
Dear namib times I am one of the four Swiss citizens that were in the Jeep accident in Sandwich Harbor on December 3rd. First of all I would like to say that we are all doing more or less fine and we are all back in Switzerland, where we are receiving the needed treatments. My wife Paola came out with a broken rib and had to spend the first night at the Walvis Bay Hospital, where she was taken good care of. I picked her up the next day, after going through a check up myself (concussion, crushed thorax and five stitches on the head) and we drove to Windhoek, where Corrado was hospitalized overnight with three broken ribs, a crushed diaphragm and a shifted heart, liver and lungs.
His girlfriend Monica, that accompanied him, luckily came out with few bruises. We went through very hard days but we received great help and support. This helped us very much to get things settled quickly. Through you I would like to thank all the people that helped us: - The team of the Sandwich Harbour that organized our trip in the desert. - The Welwitschia Hospital team in Walvis Bay that took great care of us. - The travel agency Trip Travel in Windhoek that organised our trip to such a beautiful country and helped us get back quickly to Switzerland. - The insurance company Securitas for taking care of all the expenses. - The Roman Catholic Hospital in Windhoek team that took care of
and operated Corrado, doing a great job. Sadly our trip was interrupted by this accident but before, we had spent seven beautiful days visiting this gorgeous country, full of friendly and helpful people. We hope that we will able to pick up the trip where we left it very soon and see the rest of the country. I would be very grateful, if you could publish an article to thank the people and organisations that I mentioned above, and if you could let me have some pictures from the accident. I wish you a Happy Holiday time to you and your family and thank you already now for your efforts. Hoping to see you soon in your fantastic country, I wish you my very best.

Bella (Isabel) Lusse, a well-known local artist, has performed alongside many international artists and is sturdily on her way to record her own album this year. She moved to Namibia from South Africa in 1983. After being invited to a music festival, she decided that singing was the way forward for her. “I had a love for singing since I was a little girl. I really enjoy singing country as well as Afrikaans and Pop music. I cannot really say which of the three genres is my favourite,” she said. According to her she has performed with known artists like Arno Jordaan, Jennifer Zamudio, Dennis East, Bobby Angel, Freddie Nest and Shine 4, just to name a few. Her future plans are to record an album in 2015, which will be a mix between Afrikaans and Country. “I will record at ProStar, a Namibian recording company, and hopefully in Pretoria as well. My advice to younger artists is to never stop dreaming and once the dream is born inside you, start working on it imme-

Festivities kept alive
Mammoth events took the spotlight as the entertainer of the season, keeping the coast on its toes with parties all festive season. They hosted five parties, Das Feten Fest on 26 December, Colour Fest on 27 December, Summer Sessions on 29 December, New Years Eve party on 31 December and Foam Party on 2 January. All these epic events were held at the Go-Kart track outside Swakopmund and attracted people from all regions. Music was made by DJ’s from all around the country – and kept party-goers entertained and on the dance floor.
Other events such as The Carnival of Flames on 28 December was also a highlight over the festive season, which served for interesting entertainment with fire spinners, drummers, pole dancing acts, dance performances and live singing. The event was hosted by Evolve Entertainment, and is the
first of its kind. Seaside Hotel hosted a memorable Summer Break party on 23 December which had party-goers flock to the hotel to enjoy the summer vibes and great music. All in all, a good festive season.

Colour goes to coast 2014 Madelaine Laubscher
On 27 December the Hindu Colour Festival drew a multitude of people dressed in white to the event held at the Go-Karts vicinity near Swakopmund and was deemed a great success. This magical event kicked off at 16:00 and continued late into the night. The grounds were packed with young people full of energy and ready to be coloured. Soon everyone’s white clothes were full of colour while they danced to live entertainment from various DJ’s. Mammoth Events are
one of the main organisers of this event. It is an annual celebration of love and colour. According to the Hindi religion, the festival signifies the victory of good over evil, the arrival of spring, the end of winter, and for many, a festive day to have fun, in which case everyone had in abundance at this year’s festival.
The first festival in Namibia was held in Windhoek in 2013 and went down as a massive success. The second festival followed in Swakopmund, hosting over 7500 people. According to one of the people that attended it was an unforgettable experience.

* 7 August 1938 † 29 December 2014 29 December will no longer be remembered as 4 days after Christmas, 2 days before a new year. No, 29 December, will forever be the day that the real Santa Claus left behind a world in which he was admired, loved and idolised.

Nolan Gene Peters
We remember station wagons with self-made curtains. We remember Nesquik jars filled with anything and everything. We remember whiskey coffee at eleven and beer-shandy at noon. We remember jumping castle on the roof of the minibus. We remember cute, lovely recited speeches before bed. We remember 'Who wants to be a millionaire' and 'Scary berries' at the dinner table. We remember Santa Claus with a tight strapped over his beautiful face for more effect. We remember the most beautiful snoring from the most comfortable chair in the living room. Basically, we remember you; all your glory, all your care, all your love and all your beauty. All the advice and all the strong opinions about serious events. We remember your hard work, even when your body would not allow it anymore. We remember the intensity and effort you put into every single piece of advice you ever gave, even if it was just on how to make a sandwich correctly. We remember Nolan Gene Peters. We honour Nolan Gene Peters. We love you, Nolan Gene Peters. Now, more than ever. Now until forever.
In loving memory of his beloved wife Maria; daughters Merlene, Hilda, Ria and Nolene; Sons-in-law Chris Greyvenstein & Gerhardt Breytenbach; grandchildren Adam, Leandre, Carmia, Tiaan, Gerdo, Mariska, Scott, Berenice and Christene and great granddaughter Kristi. Bon voyage, until we meet again.
A memorial service will be held on 7 January 2015 at 11:00 at the Atlantis Sport Club Hall, Walvis Bay. Contact Nolene at 081 351 1393 for any further information.
