Developer Hugh Culverhouse Jr. has long maintained fellow developers and prominent Sarasota businessmen, Henry Rodriguez and Randy Benderson, cut him out of a lucrative mixed-use project through backroom conversations and political machinations. A six-person Sarasota County jury, after a two-week trial that ended Monday, now agrees with Culverhouse. The jury awarded Culverhouse $20 million in damages in the lawsuit. The suit was over a failed mixed-use project on 1,000 acres in south Sarasota County. Plans for the project, announced in 2010, called for nearly 2,000 homes and more than 1.5 million square feet of retail, office and commercial space. Sarasota County was also involved in the project because it was being assembled in an Energy Economic Zone, a state-run pilot program. Rodriguez and Benderson plan to appeal the decision, and they denied any wrongdoing in the case. In a statement, Benderson Development General Counsel David Baldauf said the firm was disappointed the decision. “There are a number of legal issues yet to be determined by the court, and we are hopeful that most, if not all, will be resolved in our favor,” Baldauf wrote.

A
fter earning the city’s stamp of approval for about a year’s worth of work, the members of Sarasota Bayfront 20:20 aren’t taking a moment to catch their breath. Sarasota Bayfront 20:20, formed last year to develop a grassroots community vision for 42 acres of city-owned land near the Van Wezel Performing Arts Hall, ended the first phase of its work in February after that endorsement from the City Commission. Now it’s charging ahead to tackle a variety of challenges in its second phase. For several months the group was focused on gathering broad input, asking residents what they wanted to see on the bayfront to develop guiding principles that would help govern the development of the land. With those principles in place, Bayfront 20:20 leader Michael Klauber says two major obstacles remain. First, organizations on the land — most notably the Van Wezel and the Sarasota Orchestra — are conducting needs assessments to provide more information when the planning process begins in earnest. At the same time, the city will organize a panel to gather technical information about the infrastructure along the bayfront. “Anyone who was going to consider master planning that property was going to ask those three questions,” Klauber said. “What does the community want, what are the needs of the stakeholders, and what are the challenges or positives about that land that I need to know?” Once all three of those elements are in place — before this summer, Klauber hopes — the city and Bayfront 20:20 can start shifting into the third phase, which will be the initiation of design elements. The organization is focused on keeping the community engaged during this more insular process, with Klauber and Visit Sarasota County President Virginia Haley visiting with a variety of organizations in February and March. They’re also working to raise up to $100,000 in private funding to carry work into the fall, and collected $20,000 at a recent event. For the first time in this process, the power isn’t concentrated in the hands of Bayfront 20:20. Although Klauber hopes the needs assessments and the city technical group will move along the desired timeline, he’s also emphatic that all parties need to be committed to charging ahead. “Another really important thing is that the city comes on board with this technical advisory panel as soon as possible,” Klauber said. “They’re going to have to stay disciplined and on task to answer the questions on a fairly short timeframe.” Still, Klauber is optimistic that the final product will be both timely and crucial for digging further into the bayfront plans. “There’s going to be a lot of really great data when this is done,” Klauber said. “Everybody is fired up.”

Arlington Park backs Legacy Trail extension The Arlington Park Neighborhood Association hopes to connect its neighborhood via a multiuse rec trail to the Legacy Trail. DAVID CONWAY NEWS EDITOR
For about a decade, Rick Farmer and other Arlington Park residents have been focused on making the neighborhood more walkable. Now, as the county looks into extending the Legacy Trail into downtown Sarasota, Farmer sees an opportunity for some synergy. One of the neighborhood’s pet projects has been a 1-mile multiuse recreational trail along School Avenue; it currently runs from Siesta Drive to Webber Street, but has easements to extend north up to Hyde Park Street. “This might be pie in the sky, but we would love to have the School Avenue trail link to (the Legacy Trail),” Farmer said. “We’ve worked on that trail for approximately 10 years.” At Tuesday’s Arlington Park Neighborhood Association meeting, members of the Friends of the Legacy Trail provided residents with an update on the status of extension efforts. According to a study completed in December, the cost of extending the trail into Payne Park would be about $15 million — an estimate that does not account for the cost of acquiring the land from CSX Transportation, which owns the
railway along which the proposed expansion would occur. According to Roger Normand, a member of Friends of the Legacy Trail, the proposed route of the extended Legacy Trail would place the path about six blocks from the northeast boundary of Arlington Park. Although it’s early — Normand said the group is currently focused on getting an updated cost estimate for the purchase of the land — he said linking the Legacy Trail to other trails in the city would be essential, and is a conversation that needs to start happening now. Commissioner Stan Zimmerman, in attendance at Tuesday’s meeting, cautioned that obstacles remain — particularly the cost and the rigors of working with various bureaucratic entities — but he offered his support for the idea of extending the trail. “It’s good for your property values, it’s good for your city, it’s good for your waistline,” Zimmerman said. “I can’t see anything bad about it.” For Farmer, the proposal is not only an opportunity to add an enticing amenity to the neighborhood — it’s a chance to allow residents to move more freely throughout the city. “You can’t even drive on 41 anymore,” Farmer said.

been in the works even longer, since 2001, and has been worked on in phases. The project will provide a central sewer system, replacing aged and failing septic systems, and eliminate smaller wastewater treatment plants that were discharging liquid wastes into Phillippi Creek and its tributaries. At its March 3 meeting, the County Commission approved beginning the program in two more areas, spread from U.S. 41 to Lockwood Ridge Road just north of Stickney Point Road, which will cost an estimated $16.5 million. This cost can be partially funded by the Clean Water State Revolving Fund Loan. This $16.5 million includes phase 2 costs of the Siesta project; they were bid together and awarded to E.T.

missioned in 2016 per an order from the Florida Department of Environmental Protection. When finished, the master pump will transfer about 1.5 million gallons per day from Siesta to two mainland reclamation facilities. The $25 million master pump project will have three phases, divided into geographical sections. The Siesta Key Association is already getting ready for the wastewater facility’s decommissioning next year. It has formed a committee to review the property left after the demolition of the current facilities. The committee wants to make a recommendation to the county on what to do with the parcel, located at the end of Oakmont Place. “This has been in the works for a long time,” said Michael Shay, SKA president. “It’s there, it takes up land. (SKA) will start brainstorming for ideas.” Scott Schroyer, the director of public utilities, said the future use of the property is still undetermined. Schroyer concurred that the Siesta project had been delayed, but said part of the reason for the holdup was the county’s desire to efficiently implement two major projects happening in the same neighborhoods: The Phillippi Creek Septic System Replacement program will be occurring in some of the same neighborhoods as the Siesta project. “Doing both together minimizes the disruption to the community,” he said. tion. In March, their focus has been on the city’s barrier islands, including Bird Key, Coon Key, St. Armands Key and Lido Key. Wednesday’s meeting, held at Sarasota Harbour East, was the first opportunity for area residents to get direct information about the Urban Design Studio’s vision — but it wasn’t the first they were hearing about those plans. Rumors had swirled about elements that had gotten a cold reception from residents, including parking along John Ringling Boulevard and a roundabout at the entrance to the Sarasota Yacht Club. As it turned out, those rumors were based somewhat in fact — but, the Urban Design Studio stressed, any plans they were presenting at this stage were purely conceptual, designed to highlight the type of product the new code could foster. Principal Urban Designer Andrew Georgiadis explained that the potential parking along John Ringling Boulevard served several purposes: One, it would mirror the other spokes coming out of St. Armands Circle, along which parking extends further out. Two, it would slow down traffic going into and coming out of the Circle, with drivers forced
to adjust to the friction created by the parked cars. Third —and perhaps most significantly — it would help alleviate some of the parking issues around St. Armands Circle without having to construct a parking garage. “We came up with 200 parking spaces just by extending out a little further,” Georgiadis said. The conceptual plans showed parking spaces — as well as new native landscaping and standalone bike lanes — extending west from the Coon Key Bridge into the Circle. Many Sarasota Harbour residents were concerned about the potential of parking extending all the way back onto Coon and Bird keys, and said they didn’t want to see that in front of their property. Georgiadis said that the group hadn’t yet considered if parking would continue east of the bridge, but that the goal is to create a consistent gateway from the Ringling Causeway into the Circle. “If you’re completely intolerable of ever having a car parked in front of your property, then maybe just the landscaping would continue through Bird Key,” Georgiadis said. As for the roundabout, Urban Design Studio Director Karin

As it updates the city’s zoning code, Urban Design Studio wants to address the traffic onto St. Armands Key, Longboat Key and Lido Key that backs out onto Coon and Bird keys. Meanwhile, St. Armands Circle merchants and landowners are pushing the city to move forward with plans for a parking garage in the area.
Murphy said it was just one of several options to make entering or exiting the yacht club and Sarasota Harbour East easier for vehicles. Whether that comes in the form of a signalized intersection, roundabout or something else, Murphy said, is still up for discussion. “We’re worried about you guys getting onto that network,” Murphy said. “Imagine that the yacht club and your community could have a better gateway intersection.” Overall, as it pertains to the island district, the Urban Design
Studio is focused on finding ways to get people out of cars and into other modes of transportation. In addition to making the bike lanes more comfortable for riders, the group hopes to extend the Bird Key multi-use recreational trail all the way to the Circle. Murphy and Georgiadis are also encouraging a greater emphasis on public transportation — in particular, a water taxi that could carry people between the barrier islands and the mainland. “We have to start behaving like a city does, which is to not expect 100% of our residents to travel

via car,” Georgiadis said. “It’s not a mature way to look at the operation of the city.” Although the reception was mixed at Wednesday’s meeting, Murphy and Georgiadis said they’re committed to keeping an open line of communication with residents in the area. Richard Rapold, director of the Sarasota Harbour East association, said residents in the area would continue to closely monitor the situation and work toward an agreeable model to all. “I’m at the beginning of a learning process, and I think so are we as a community,” Rapold said. “As we go along, we’ll hopefully not only learn more, but form an opinion and eventually get to what’s best for the community.”
Marty Rappaport is tired of waiting. A member of the St. Armands Circle Business Improvement District, Rappaport has been working alongside other area stakeholders for more than two decades to address parking issues in the commercial tourist district. During that time, he hasn’t seen any significant progress. The city is finalizing a study that examines those parking issues and potential solutions — in particular, the possibility of constructing one or two parking garages on city-owned lots adjacent to the Circle — and Rappaport is stressing the need to take aggressive action. “I think that we’re at a point right now where it has to go before the commissioners,” Rappaport said. “It can’t wait.” The study, ongoing since 2013, was originally slated to go before the City Commission last year, but comments from residents, merchants and landowners in the area sent the city and its consultant back to the research stage. Although the study explored the possible construction of a garage on lots on North and South Adams Drive, St. Armands stakeholders pushed for two smaller garages at both sites as an alternative. City Parking Manager Mark Lyons said the updated study includes cost estimates of $17

million to $18 million to construct the two smaller garages. The cost of building one larger garage at North Adams Drive is around $8.5 million, while the cost at South Adams Drive is $12 to $13 million. According to the study, undertaken by Kimley-Horn and Associates, an average shortage of about 320 parking spaces exists on the Circle. A single four-level garage could contain up to 500 spaces. Lyons said both individual garage models would cover the entirety of the parking deficit. As for the preferred two-garage model, Lyons admitted cost would be a significant hurdle. Still, he said the parking decks would come with their own rewards. “I think everyone benefits from increasing parking benefits there,” Lyons said. The BID has committed to contributing $100,000 annually — nearly half of the board’s revenue — toward the completion of the garage and additional amenities if the project moves forward soon. However, Rappaport cautioned that further delays from the city could force the BID to focus its investments elsewhere. “If, after all the time we’ve put into this, we can’t get a go-ahead on this here, then I think it’s time to say ‘Fine, that’s it,’” Rappaport said. “Whatever happens happens, but it probably won’t have BID support.” Lyons hopes to get the updated parking study to the commission for consideration by early May.

SOUNDING OFF At Tuesday’s St. Armands BID meeting, Circle leaders questioned city staff about regulations governing amplified noise in the public right of way. Those in attendance were worried about the free reign buskers and other individuals have to pump noise through amplifiers, but according to staff, there’s not much they can do to cut down on the sound. As long as people abide by the noise ordinance and are not unreasonably blocking the sidewalk, they’re not violating city regulations. “I think the city attorney feels it’s more of a First Amendment right as long as people aren’t unreasonably blocking the sidewalk,” said Gretchen Schneider, the city’s planning and development general manager. St. Armands stakeholders weren’t satisfied, arguing that the noise can interfere with business. “These people can come up, set up in front of a store, play into a store and (merchants) can’t say anything,” said Diana Corrigan, executive director of the St. Armands Circle Association.

Face it, all elections are partisan American voters like partisan labels. They’re convenient, revealing and useful. Given what occurred last week and in November, the idea of non-partisan elections is over. Come on, admit it. Even if you don’t like it, you have to admit it: Every election for public office has a degree of partisanship. The higher the office in the electoral food chain the greater the partisanship. So anyone who thinks City Commission elections in little, ol’, sweet, small-town Sarasota are non-partisan certainly saw that dispelled in full public view over the past month. The Sarasota Democrats made no pretenses about it. They went all out over the past few weeks to draw out their loyalists to the city polls and elect their “nonpartisan” Democratic Party commission candidates, Liz Alpert and Shelli Freeland Eddie. They almost succeeded. Alpert garnered more votes for the District 2 seat than did her two opponents, one a registered Democrat, one a registered Republican, creating a run-off election. And Freeland Eddie likewise created a runoff in District 3 against incumbent Stan Zimmerman, also a Republican. Zimmerman and fellow incumbent (Republican) Commissioner Eileen Normile sounded taken aback — and rather irked — by the Democrats’ blatant insurgency into the election. The two Republicans tried in their campaigns to take the high road and keep the races nonpartisan. Even Joe Gruters, chairman of the Republican Party of Sarasota County, made a public offer to keep his party’s vot-
er machine out of non-partisan races if his counterpart, newly appointed Democratic Party Chairwoman Christine Jennings, would do the same. It should have surprised no one, though, that Jennings rejected Gruters’ peace pipe. This, after all, is the Democrat Christine Jennings who in 2006 fought like Al Gore did in 2000 over her loss to Republican Congressman Vern Buchanan. Sorry, Joe. This is politics. And the Democrats in Sarasota County are determined to do whatever it takes within the law to break the Republicans’ lock on this region’s elected offices. Jennings’ response followed by four months the partisan fighting that erupted in the non-partisan Sarasota County School Board race between Ken Marsh (Democrat) and the eventual winner, Bridget Ziegler (Republican). The Democratic and Republican parties both lobbied — albeit not publicly — on behalf of their candidates, sparking complaints of “no fair” and “they started it” from both sides. The matter became particularly testy at a Tiger Bay Club of Sarasota luncheon after the November elections. Several attendees argued partisan politics and political parties should not be involved at all in the non-partisan school board and City Commission elections. Dream on. To begin with, as much as some people firmly believe that school board or city of Sarasota issues are neither Republican nor

on British author Salman Rushdie, to the 1993 bombing of the World Trade Center in New York City, to the 1996 bombing of the Khobr Towers in Saudi Arabia, to the 1998 bombings of the U.S. embassies in Tanzania and Kenya, to the 2000 bombing of the USS Cole, to the 2001 attacks on the World Trade Center and the Pentagon, to the 2004 bombings of commuter trains in Madrid, to the 2004 murder of Theo van Gogh in Amsterdam, to the 2005 bombings in the London Underground, to the 2009 massacre at Fort Hood, to the 2012 murders at the U.S. consulate in Benghazi, to the 2013 bombings at the Boston Mara-
thon, to the 2013 butchering of a British soldier in London, to the 2014 beheading of a woman in Oklahoma, to the 2015 massacre of cartoonists and journalists at the Charlie Hebdo in Paris — all of these and countless additional atrocities have been committed by Muslims who accept the tenets of Islam as true and take the religion seriously. “Fight and kill the disbelievers wherever you find them,” the Koran orders (9:5). “When you meet the unbelievers in fight, smite at their necks (47:4).” “Fight them until all opposition ends and all submit to Allah (8:39).” “Those who annoy Allah and His Messenger … whenever they are found, they shall be seized and slain (33:57-61).” “To him who fighteth in the cause of Allah — whether he is slain or gets victory — soon shall We give him a reward of great value (4:74).” What of the “unbelievers,” the “transgressors,” the “disobedient”? What will be their divine fate? “They will enter the Fire of Hell,” where “it will be said to them: ‘This is the reality which you rejected as false!’ (83:12-17)” And on and on. Islamic scripture is saturated with such commandments and promises. Consequently and unsurprisingly, Islamic states, Muslim groups and individual Muslims who take their religion seriously are committed to converting or killing unbelievers until all submit to Allah. That is the widely known (yet oftevaded) problem. What is the solution? At the political level, the solution is for Western nations, especially the United
Democratic, there is that old saying: All is fair in love, war and politics. Whether you like or not, political, partisan philosophies will always be a part of every election, even if they are below the surface. What’s more, if the objective of a candidate is to win the election, and if that candidate is not a naive idealist and understands that politics is dirty no matter what, that candidate is going to do whatever he can to gin up voter turnout in his favor. And that typically starts with recruiting the people you know (friends and their friends) and the people who think like you (voters who vote the way you do). The latter eventually leads to the political parties and their lists of voters. Let’s be honest here. American voters like partisan labels. When a candidate lists himself as a Democrat or Republican or Libertarian or Communist or Independent, he gives voters a frame of reference on what he believes. They tell you a lot without even knowing the candidate. In the end, these labels are convenient, revealing and useful. And, sorry, they’re partisan. No doubt, there will be many traditionalists in Sarasota who want to cling to nonpartisan school board and City Commission elections. But given what occurred in November and last month, it looks as if there will be no turning back. It’s war out there. Like it or not, all elections are partisan. We should quit pretending they’re not.
States, to name the enemy — Islamic regimes that sponsor terrorism, especially those in Iran and Saudi Arabia, and the jihadist groups they support, such as Al Qaeda and Islamic State; eliminate them using the full capabilities of our militaries, including nuclear weapons if necessary; announce to the world that any and all regimes, groups, and individuals who continue sponsoring or engaging in jihad will likewise be eliminated; and follow through on that promise. But, as everyone paying attention also knows, neither the U.S. government nor any Western governments will eliminate those regimes and groups anytime soon. So we who care about life, liberty and the pursuit of happiness must do more than demand that our governments do what they should do. We must also engage in activism at deeper philosophic levels, specifically at the levels of morality and epistemology (the branch of philosophy concerned with nature and means of knowledge). At the moral level, we must reject and condemn the morality that forbids Western nations from taking the correct political action: the morality of altruism, the notion that self-sacrfice is moral, that we should love our enemies, turn the other cheek and generally sacrifice ourselves and our loved ones for the “sake” of others, including savages. On the positive side, we must embrace and advocate the morality that mandates correct political action: the morality of rational egoism, the truth that selfinterest is moral, that we should pursue and not sacrifice our life-serving values, and that, when attacked, we should defend ourselves by any means necessary.” — Craig Biddle The Objectivist Standard Spring 2015

A human skull and bones were unearthed on Siesta Key’s bayfront two weeks prior, and local anthropologists and archaeologists studied the remains to learn from where they originated. Marion Almy, a Siesta resident and professional archaeologist, provided her professional opinon: The remains were part of a refuse mound located nearby, the Martin Midden. The Martin Midden, a large mound that was as deep as 5 feet in waste products in some parts, was the 57th Native American site identified in Sarasota County. Almy told The Siesta Key Pelican that the skull most likely belonged to a member of the Timucua or Calusa tribe.

TELEVISION QUEST 10:19 p.m. — 1300 block of 32nd Street Civil Problem: A man agreed to buy a used 42-inch flat-screen television for $160. Five days after the man gave the seller the money, he notified the police that the TV still had not been delivered to his house. The man said he had called the seller several times to have him bring the TV over, with no results. The seller said that his ex-girlfriend would not allow him inside her house, so he could not get the TV and deliver it. The man asked police to retrieve the TV for him. An officer informed the man that this is a civil matter, and that he would have to go to court to get it resolved.

RUNNING ON FUMES 3 p.m. — 2000 block of 17th Street Miscellaneous Officer: A person reported that paint fumes were being improperly vented near his property, possibly causing damage. An officer arrived at the scene and immediately smelled strong paint fumes coming from a large hole in the side of a building. The owner of the building, which houses a vehicle repair shop, said he would put in additional filtering after being made aware of the issue.

ON THE FENCE 5 p.m. — 1400 block of Fruitville Road Suspicion General/Unknown: An employee at a thrift store reported that sometime over the weekend, a small wood fence on the east side of the property was damaged and destroyed by unknown means. The employee reported that the fence was valued at $150. An officer looked around the area, and could not tell if the fence was intentionally vandalized or if it was hit by a vehicle.

Osprey-Nokomis Chamber of Commerce President Rod Thomas and his wife, Kimberly, host a podcast called “Chamber Chat” on radioearnetwork.com.

od Thomas has only lived in the U.S. for six years, but he’s already accomplished two major endeavors in Osprey: reinvigorating the only hotel there and helping jump-start the Osprey-Nokomis Chamber of Commerce. He owns Bentley’s Boutique Hotel and has been president of the chamber since 2012. Before the British native bought the hotel in 2009, he and a business partner owned an engineering services firm in the U.K. that provided engineering maintenance to places such as Windsor Castle and Hampton Court.

Q: The Osprey-Nokomis Chamber of Commerce was defunct for a while. What happened? How have you grown? A: The chamber became defunct in 1971 or 1972. It ran out of steam, and the community was divided by U.S. 41, which was expanded at that time. About four years ago, a man in town named Ven Konuru (a business owner in Osprey), came to several local businesses and thought it would be a good idea to start it up. We got a group of about seven or eight original board members, with Ven being the original president for the first year. We got about 50 members the first year, and we were excited with 50, we thought that was fantastic. The second year when I became president, we got up to 100. This year, we have about 160 members. Our oldest member is 100 years old — Norma Martin. Q: What’s the business climate like in Osprey today? A: When you think there’s 5,000 new houses being built in and around our neighborhood and Benderson invested in the strip mall, you can see that the area is a great site for economic growth. Yes, it used to be a sleepy town — people used to use it as a cut-through from Sarasota to Venice. But now, I can speak from the hotel: the hotel has been fully booked since January,

which is unheard of. It’s been an amazing year. When you look at property values the prices have increased dramatically and houses are being snapped up so quickly. That’s a very good sign. Q: Why is it important to have a chamber? A: It’s very important for this area. We’re surrounded by larger chambers — we’ve got the Sarasota chamber to the north, we have the Venice chamber, and there’s a chamber on Siesta Key as well. We found in this area that the amount of business we were getting through the chamber was limited. People didn’t want to come off the island; people didn’t want to come down from Sarasota. We sort of got lost in the melee, and we felt that — there’s about 400 businesses in Osprey and Nokomis — we’re all out on our own, and if we all clubbed together we could have a voice. A lot of businesses in this area are “mom and pop” businesses and there’s not a lot of money to spend on advertising and flying the flag. But if you get together, you can get the word out. We had a saying, “Keep your business local to keep your local business.” And it’s worked very well. It’s still growing. Q: You’ve been in Osprey for six years now. What are your feelings on the community here? A: The one thing about Osprey that strikes me is it reminds me so much of the local village community in the U.K. We have, through the chamber, made a group of friends who will be lifelong friends. There’s a great community spirit, and the volunteerism that goes on in Osprey and Nokomis is second to none. It’s a smiley place. It used to be a little fishing village with a small, tight-knit community. That community kind of dispersed a little bit, but now with the chamber back in place, the community spirit is getting back together. This has become home. — JESSICA SALMOND

School Board predicts increase in teacher vacancies for the fall The school board is considering a status-quo budget for 2015-2016 to allow a focus on staffing.

As more of the teaching workforce in Sarasota County reaches retirement age, the district is facing more than 100 vacancies when the school year comes to a close in June. Al Weidner, the deputy chief financial officer for the school district, said there were already 82 vacancies in the last year. The district hired substitutes to cover the vacancies, but it wants to focus on hiring replacements. Lori White, superintendent, urged the board at Tuesday’s workshop to consider pushing forward with the budget process and producing a preliminary budget by April so that the district could work on staffing in May. “It’s critical we get ahead of this,” White said. “Other schools are seeing a blip up in vacancies. It’s going to be competitive to get quality staff.” The district has already made some plans, White said, including recruiting trips and recruitment for critical needs teachers. White suggested the board consider a status quo budget, which would essentially assume the same budget as last year, with additional funds added for increases in students and staff. Weidner said the millage rate
of 7.777 is predicted to increase by 0.016 to 7.793 under the governor’s estimated millage rate, but that number could change based on the tax roll, which is growing with increasing property values. One mill equals $1 for every $1,000 of assessed property value. That means for every $100,000 of assessed value, homeowners could see a $1.60 increase on their property-tax bill. The proposed millage rate will be released in July. Some of the upcoming vacancies haven’t been posted yet — a strategic move according to White. Quality educators look for jobs during specific periods of the year, usually toward the end of the school year. The best candidates already have jobs, and posting jobs now would most likely draw less than top-notch candidates. “There’s a window of time, and now is not it,” she said. Both the number of teacher vacancies and the number of students entering the county school system is increasing. Weidner said the district was predicting an additional 938 students in the 2015-2016 school year, including enrollment in charter schools. The current enrollment is 42,360. The additional student numbers come with more predictions: Salaries will have to be raised 1.25% based on negotiations with

the teachers’ union, Florida Education Association; the district will pay 10% more for medical insurance; and funding from two federal grants will be eliminated or reduced. The increase in medical insurance is based on the current rates. However, the school board discussed at Tuesday’s workshop the possibility of becoming selfinsured. Weidner said these predictions would lead to the percentage of unassigned funds in the general fund balance decreasing to 7.48%, or $31.5 million, of the necessary appropriations for the 2015-2016 budget. The school board’s minimum percentage of appropriations for the general fund is 7.5%, meaning that the current estimate would be below the minimum require-
ment for the first time since 2002, when it fell to 6.35%. The downward trend began in 2010. The decrease for the last few years has been because state revenues are still at the 2007-2008 level, Weidner said. The solution will most likely wait until the state Legislature makes a determination on education funding in May. If the state does not approve a lower unassigned fund balance, the district could have to freeze hiring to bring the numbers back up, he said. After the meeting, however, Weidner said he saw the budget predictions in a favorable light. “It’s nice to not be cutting,” he said. “This budget is a pleasure.” Since 2007, the district has cut $102 million from its budget, including eliminating staff, because of the recession.

Alta Vista’s Eagle Academy summer program has increased since its start in 2012, and Principal Barbara Shirley predicted another successful summer at Tuesday’s Sarasota County School Board workshop. The seven-week summer education program, for students entering kindergarten to third grade, aims to reduce the loss of learning and loss of learning retention during the summer months, especially for lowincome families. In its first year, the program helped 62 students entering kindergarten. Every year since, the program has added a grade and now expects 350 students this summer. According to the presentation from Alta Vista staff, a child from a middle-income family outdistances a child from a lowincome family in learning retention over the summer, creating

a large learning gap between the two, because the middle-income child usually has more access to learning opportunities. The Eagle Academy program uses a holistic approach to summer education and includes the entire family in the process, including frequent one-on-one meetings and mental health support through a social worker, Shirley said. “We’re seeing our students better prepared for school and no summer learning loss,” Shirley said. The school also offers a “Parent University” program, to coincide with the student program. The program includes parenting skills and relationship-strengthening

skills classes, as well as adulteducation programs. The Eagle Academy program provides free breakfast and lunch to students, access to the food pantry and a weekly dinner for the students and their families. Shirley said the first night the school hosted the family dinner, 600 parents and children attended. “It’s changed the culture of our schools,” she said. Eagle Academy and Parent University are almost entirely funded by private donations, community organizations such as the Community Foundation of Sarasota County and All Faiths Food Bank,and in-kind services from the school district.

Shirley said that about 80% of eligible students participate in the summer program. She hopes to expand the program to other elementary schools next summer such as Tuttle, Gocio and Emma E. Booker. Mary Kay Henson attended the school board meeting to support Alta Vista’s presentation; she and her husband, Joe, have donated $75,000 to the program. She said she got involved when she read in the newspaper that students weren’t graduating from high school, and she and her husband wanted to do something to help. “Every year the program gets bigger… it’s exciting, inspiring,” Henson said.

The Sarasota Garden Club is expanding the Gardens in Paradise Tour in its second year to include six private gardens. Event Chairwomen Carol Johnson and Emily Yaffe said club members looked for what they call “a gardener’s garden.” Each of the six gardens selected offer something for every personal taste, ranging from modern to more relaxed styles. “This year they are all homeowner-designed gardens,” Johnson said. “They are a little different from last year, but there’s something for everyone this year. One of the gardens makes you feel like you’re down in Key West with lush greenery. It’s very Florida. There’s one garden that is extremely modern with bold colors.” The route will begin at 10 a.m. Saturday, at the Sarasota Garden Club, and include homes in the Cherokee Park, Southside Village and Indian Beach Sapphire Shores neighborhoods. The 14 botanical gardens that are part of the club will also be on the tour. Along the way there will be instructional lectures for enthusiasts seeking to improve their own gardens. This tour serves as the major fundraising activity for the group. The club uses funds raised from the tour to continue to offer pro-

Sorting pears into pouches and handing out food to families in need is how the students of the Pine Shores Presbyterian Church youth group spent the first few days of spring break last week. A session of packing food and presenting a check for $19,256 to All Faiths Food Bank were part of the final steps in the Souper Bowl of Caring project the youth group participated in this year. The group’s efforts are part of the nationwide program Souper Bowl of Caring that involves more than
6,200 groups. Every year the high school and middle school students collect canned goods and money during the week leading up to the Super Bowl. Among the group members who helped this year is Riverview High School sophomore MacKenzie Vance and Pine View School for the Gifted seventh-grader Forrest St. Pierre. “It was a team effort,” Vance said. “After we sort the food, All Faiths takes it and they put it into their distributors around town and give it to the homeless people.” This year the nationwide pro-

Pine Shores contributed 2,200 cans of food and more than $19,000 to that total. “We couldn’t have done it without any of the people at the church,” St. Pierre said. “They donated all the food and all the cans and helped us reach our goal.” Those contributions earned the youth group the ranking of first in the state of Florida for Souper Bowl of Caring among all participating groups and first in the country for all churches that participated. “We’re a small church,” Vance said. “There are some churches that have 2,000-plus members and we only have about 500. It’s really surprising how we were able to get that much food and money to become No. 1 in the state.” Since 2006 the youth group has contributed 16,000 cans of food and donated more than $100,000 to All Faiths Food Bank. Residents of the Indian Beach Sapphire Shores neighborhood strolled through the park and browsed artwork by local artists and neighbors. The annual art festival also featured “yarn bombing,” for which residents decorate the trees throughout the park.

For three years, neighbors of the Indian Beach Sapphire Shores community have come together to “yarn bomb” the trees that line the park in anticipation of the Sun Circle Art Festival. The “bombers,” as they are referred to, wrap fabric and knitted pieces around the trunks of the trees. Many of the trees this year kept with the nautical theme, including sailboats and water patterns. For resident Jane Nutter Johnson, the yarn bombing was a perfect way to remember her friend and neighbor, Ivey Henton, who died Feb. 26. The two met three years prior when Henton moved to the neighborhood. They quickly became friends and helped plan the annual festival and “yarn bombing.” “She always jumped in and did what she could to make an event better,” Johnson said. “She was definitely in our thoughts as we were making it happen.” Johnson wrapped a tree in shades of blue and beige, Henton’s favorite colors. She also included a photo of Henton from her first yarn bombing.

Competition heats up for rib cook-off
W
here there’s smoke, there are ribs. At least that was the case for the 12th annual Sarasota Firefighters Rib Cook-off Saturday, at Phillippi Estate Park. Firefighters from throughout Sarasota County spent hours smoking, grilling and seasoning racks of pork ribs with the intention of bringing the brass pig trophy back to their station. A group of celebrity judges crowned Station 4 as the overall winner for the second year in a row. Attendees agreed and voted Station 4 as the people’s choice winner as well. While some participants based their recipes around sauce, others focused on a spice rub. Aside from sampling ribs, attendees also enjoyed live music and the fire engine-pull competition. Proceeds from the event benefit the Sarasota Firefighters Benevolent Fund.

t was all about the color green for the theme of the St. Patrick's Day party Tuesday, at The Glenridge on Palmer Ranch. Guests enjoyed a cocktail hour with all-green food and beverages. Even the chardonnay and deviled eggs were a bright, shamrock hue. All residents in attendance kept with the theme by wearing hats, headbands and sunglasses that showed off their Irish pride.

NewGate School hosts Olympic field day The students at the NewGate Montessori School participated in the annual Field Day March 6. Students represented Canada, Brazil, Venezuela and Mexico to compete for coveted first-place gold medals. Pelican Cove exhibits its talent
R
esidents of Pelican Cove condominiums showed off their work at the condo’s 32nd annual art show from Saturday to Monday. One hundred forty-six artists were represented, and 254 works of art were on display. Pelican Cove is home to many artists, from beginners to nationally known professionals. The condo offers several art classes, and there are five studio workspaces on the grounds as well. The exhibited work included quilts, watercolor and oil paintings, photographs, ceramic, wood and jewelry, among other mediums.

To help the family move into their new home, Ashely Furniture HomeStore donated beds as part of the “A Hope to Dream” program, which provides mattress sets to less-fortunate children. A portion of the proceeds for every mattress purchased at a participating location helps pay for a mattress set for a child in need. To date, Ashley Furniture HomeStores have provided underprivileged children with approximately 13,000 beds. Ashley Furniture HomeStore will open a new store in Sarasota at 10 a.m. Friday, at 4650 S. Tamiami Trial. The Gurrola family will attend the grand opening.
