Dear German Embassy, We are delighted to report on the successful completion of the Education Supplies and Environmental Awareness Project for a Tibetan Kindergarten in Qinghai. With 70,000RMB from the German Embassy (May 2013), and 60,000RMB provided by the local community, this project was successfully completed. Before the project, a serious problem in this community was lack of education materials. Since 2008, a local government policy moved all the village primary school students to local township schools. Students were moved as were chairs, stools, and desks. Most community primary school classrooms were left empty and most communities lacked pre-elementary education programs. Local government encouraged commuities to design independent kindergartens. However, local communities lacked funds and did not receive financial support from government. Students found it extremely difficult to catch up with study when they directly entered grade one. Many communities lacked a qualified headmaster for the kindergarten classes and lacked funds to purchase such class necessities as children’s books, sports items, and desks. About 50 communities lack kindergartens in Guinan County in 2013. Each school has 50 to 60 students. Children in the county suitable for pre-elementary education programs number 6,633 (3,083 children aged 4 to 6; 1,071 children are less than 4 years of age); 468 children are from the county town and 6,165 are from 73 villages (5 – 86 kilometers between villages to the county town). The current kindergartens enroll only 30% of these children. According to a report November 16, 2011 in China Daily: “An estimated 8.5 million children aged from 3 to 5 live in villages in West China, and only 30 percent of them are admitted to kindergartens, according to statistics from the China Development Research Foundation.”1 German Embassy funds allowed purchase of basic education supplies, children’s books, sports equipment, and renovate the classrooms that provided a better environment for study. A Tibetan kindergarten workshop was held in Xining City. New teaching methods - both indoors and outdoors - were introduced. Currently, local teachers focus on improving children’s knowledge of basic Tibetan, Chinese, songs, drawing, and sports. An environmental awareness activity was designed as part of the school curriculum during project implementation. FCA also placed linguistically and culturally appropriate kindergarten textbooks and children’s interest books in the Tibetan kindergarten project. This project created a good example of Tibetan kindergarten to surrounding communities and also encouraged local education bureaus to support similar projects in the future. Lcags rgyal, local kindergarten supervisor, said, “Before this project, students did not find this school interesting and fun and were reluctant to attend school. Parents also did not see their children make progress. This project brought children’s education supplies, toys, sport equipment, and many books. Now students have many interesting materials to use in school and the attitude toward school attendance is positive.”

Now, we have adequate materials from this project. These school materials directly benefit children and teachers. We learn from by practicing rather than talking without seeing.�

PROJECT SUSTAINABILITY Friendship Charity Association and the local village committees are responsible for the sustainability of this project. FCA will oversee project progress with the trained local headmaster and teachers and students. This project conducted training programs, focusing on teaching methodologies; headmaster school management; safety and health management; emergency solutions; and school regulations. FCA encourages kindergarten to cooperate with local families in order to gain full community support and raise awareness of the pre-elementary education programs to gain external support from other resources. Locals are involved in decision-making activities in the school. Upon teacher transfer, the previous teachers will train the new teachers to continue. Consequently, this project is self-sustaining.

BACKGROUND Shelkar is one of the poorest herding communities in Tharshul Township. There are 1,000 Tibetan residents (200 households). Thirty 30 families are considered poor. Only 15 families receive such assistance as flour and about 1,000RMB per family per year from the local government. Lacking basic education supplies and teaching quality was the biggest problem in this kindergarten prior to this project. There are about 42 students (4–7 years old) in the kindergarten taught by 3 teachers. Friendship Charity Association was registered according to Chinese law under the Administration Bureau with a mission to improve the livelihood of the Mangra area - east-central Qinghai. FCA has implemented various projects in the past years including running water projects, libraries, solar energy, and health clinic funded by the German Embassy.
